State of Illinois Capital Development Board Request for Board Approval of Single Bid CDB Project No. 120-008-017 Replace electronic locking and control systems And upgrade software and CPU’s Illinois River Correctional Center Canton, Fulton County, Illinois Project History: The scope of work for the project provides for the replacement of all Programming Logic Controls (PLC) for cell doors and sally-port locks in four housing units and also within the segregation/receiving housing unit. The scope also provides for new security consoles with touch screen monitors, replacement of the existing uninterruptible power supplies and replacement of the intercom/paging system. Requested Action: The project bid on July 10, 2020 and a single bid was received for the electrical trade. Three plan rooms and seven contractors held drawings for the project. Mr. Cockrell, On July 10th, 2020, Capital Development Board (CDB) held a bid opening for project 120-008-017 Replace Electronic Locking and Control Systems and Upgrade Software and CPU’s at the Illinois River Correction Center located in Canton, Illinois. The project only received one bidder.. The architect/engineer (A/E) of record for the project is Ross and Baruzzini of St. Louis, Missouri. Through Ross and Baruzzini’s efforts and recommendations of CDB, CDB’s project manager, Jacob Teegarden, believes all due diligence was made to get the largest possible pool of bidders. The project’s mandatory pre-bid meeting was held Wednesday, July 1, 2020 remotely via Webex due to the COVID-19 Pandemic. Three potential bidders were present for the meeting, which were Block Electric, Security Automation Systems Inc., and AMP Electrical. After the pre-bid meeting, AMP Electrical contacted Mr. Teegarden to discuss whether they could still bid the project with an expired CDB prequalification. Mr. Teegarden informed them pre-qualification was taking between 45-60 days to approve. AMP Electrical decided to not bid due to this. Security Automation Systems decided to not bid the project after deciding to team with Block Electric. Block Electric’s bid came in approximately 13% under budget, and with the pricing provided CDB will be able to pick up all alternate bids on this project. It is the opinion of the project manager, Mr. Teegarden, that if the project goes through the rebidding process, the cost of the project will increase closer to the A/E’s estimate, despite the current single bid being approximately 13% under budget. The original bidder may decide that due to his bid being opened at the original bid opening, that Block Electric no longer has a competitive number and refuse to re-bid.

CDB Project 120-008-017 was posted to CDB’s bid solicitation webpage on June 24th, 2020, and bids were due on July 8th to be opened July 10th. This project met CDB’s requirement to be posted for a minimum of two weeks prior to bid opening.

It is the opinion of Mr. Teegarden that while an abundance of time was not available, an acceptable amount of time was provided for interested bidders to find the bid solicitation and submit a bid for the project.

The A/E provided CDB with a plan holders list that included nine (4) plan rooms within reasonable distance of the project location, along with seven (7) general contractors whom had contacted the A/E to obtain bid documents. The planrooms included Dodge Data and Analytics, The Greater Peoria Contractors and Suppliers Association – Plan Room, and Central Illinois Plan Room.

It is the opinion of Mr. Teegarden that the A/E solicited a valid number of plan holders within the region to attract as many interested parties as possible to bid the project.

Project Number 120-008-017 is a single trade project consisting of Electrical work. The scope of work for this project includes replacing all PLC controls for cell door and Sally port locks in 4 housing units and Segregation/Receiving housing unit. The project also consists of new security consoles with touch screen monitors, replacing existing Uninterruptible Power Supplies and replacing the intercom/paging system. Only one of the contractors contacted cited the project schedule conflicting with their current workload. Lack of pre-qualified bidders seemingly was the bigger factor.

Block Electric was the sole bidder on the project. Their base bid plus alternates was $1,443,300.00 while the A/E’s estimate was $1,655,822.45 for Base Bid plus Alternates. Mr. Cockrell, On July 22nd, 2020, Capital Development Board (CDB) held a bid opening for project 810-004-008: Replace Roof – Building #1 at Black Hawk College located in Moline, Illinois. The project only received one bidder. The architect/engineer (A/E) of record for the project is Demonica Kemper Architects, LLC of Chicago, Illinois. Through Demonica Kemper’s efforts and recommendations of CDB, CDB’s project manager, Jacob Teegarden, believes all due diligence was made to get the largest possible pool of bidders. Project 810-004-008’s pre-bid meeting was held virtually on July 15th, 2020 due to the ongoing COVID-19 Pandemic. In addition to the project team consisting of member of CDB, Demonica Kemper, and Black Hawk College, four (4) Roofing Contractors were present for the call as well as a single General Contractor. It is the opinion of the project manager, Mr. Teegarden, that a proper field of bidders was in possession of the project documents. The single low bidder, Sterling Commercial Roofing, is at the top of the list for regional vendors when emergency roofing projects occur such as 040-050-027 Assess and Repair Roof at the LaSalle Veterans Home in LaSalle, Illinois. CDB Project 810-004-008 was posted to CDB’s bid solicitation webpage on July 2nd, 2020, and bids were due on July 22nd to be opened July 24th. This project exceeded CDB’s requirement to be posted for a minimum of two weeks prior to bid opening.

The A/E provided CDB with a plan holders list that included seven (7) plan rooms within reasonable distance of the project location, along with seven (7) general contractors and one (1) manufacturer whom had contacted the A/E to obtain bid documents. Six are roofing companies, and one is a general contractor. A single bid was received from Sterling Commercial Roofing. DKA has reached out to all non-bidding plan holders and we have determined the following:

1. The general contractor opted not to bid, only a few days before bids were due, upon learning that some of the roofing contractors they were contacting had indicated they may bid directly.

2. One roofing company is new to the Illinois market and is not yet pre-qualified with CDB. 3. Three roofing companies opted not to bid based on their proximity to the project, knowing that one

of the plan holders was local to the area. 4. Two roofing companies provided no specific reason on why they ultimately chose not to bid.

DKA and its consultants - Hutchinson Design Group and MEPIS - had extensive conversations with the sole bidder, Sterling Commercial Roofing, and their major subcontractors Ragan Mechanical and Johnson Controls. 1. The pre-bid meeting was held late in the bidding period and did not allow sufficient time for Sterling to coordinate a site visit, ultimately leading them to be more conservative in pricing.

2. Sterling was originally working with the sole general contractor to provide pricing to act as a subcontractor. Upon learning that the sole general contractor would no longer bid, Sterling only had a few days to revise their process to submit as a prime bidder and had limited time to coordinate MEP trade pricing. Their preference would have been to remain a subcontractor as they have extremely limited experience in managing scope beyond roofing.

3. It is our opinion that as Sterling became aware that other plan holders were opting not to bid, the lack of competition allowed them to increase their costs.

4. Sterling indicated that in order to meet MBE, WBE, and VBE requirements, they needed to procure roofsystem materials from suppliers in the Chicagoland area rather than directly from their local roof systemmanufacturers warehouse. Sterling estimates that this added a 5% premium to their material costs.

Based our conversations with Ragan Mechanical and with Johnson Controls, a few key items stood out as reasons for their increased costs:

1. Ragan indicated that their bid included assembling scaffolding within the building interior to access the highceiling and storm line piping overhead. They stated that in general working in tall spaces added a lot ofpremium labor rate and time. They were unable to perform a site visit and opted to include a scaffoldingsystem in addition to use of a man-lift, not knowing what interior limitations there would be.

2. In general, the cost per location for the new overflow roof drain monitoring and associated BAS tie-in wasroughly four times the estimated AE cost. The AE estimate was based on similar scope provided under aprevious project for the Using Agency, using the same overflow roof drain monitoring system. Both theoverflow roof drain monitoring system and JCI controls were sole-sourced for this project. It is our opinionthat the contractors took advantage of the sole-source specification as they provided no definitive reasonfor such a high variance in costs, as related to the previous project, other than high-ceiling work.

We have determined that the only viable method to maintain this project within the current project budget is to reduce overall scope. This would be achieved by eliminating the new overflow roof drains and their associated monitoring system. This would drastically reduce plumbing and electrical scope and eliminate BAS controls scope entirely. We would look to introduce scuppers wherever possible to provide some overflow protection; where scuppers are not possible we would maintain the primary drainage system as it currently exists.

The project only received one bidder. The architect/engineer (A/E) of record for the project is Demonica Kemper Architects, LLC of Chicago, Illinois. Through Demonica Kemper’s efforts and recommendations of CDB, CDB’s project manager, Jacob Teegarden, believes all due diligence was made to get the largest possible pool of bidders. Project 810-004-009’s pre-bid meeting was originally scheduled to be held virtually on July 15th, 2020 due to the ongoing COVID-19 Pandemic. Due to unknown technical complications, the WebEx meeting was unable to be opened for the second meeting. Due to this, Mr. Teegarden quickly had his A/E submit an addendum to reschedule the pre-bid meeting for 7/20/2020. Due to the last-minute rescheduling of the pre-bid, only 2 roofing companies were present in addition to the project team consisting of CDB, DKA, and BHC. Mr. Teegarden and Demonica knew from the pre-bid meeting for 810-004-008 prior on 7/15/2020 that more than the two present were interested in the project. This project provides for an upgrade to the HVAC and ventilation systems for the main offices and restrooms on the south side of the drill hall. It will incorporate a variable ref rigerant volume (VRV) system and high efficiency boiler system. This project will also provide a building control system for monitoring all systems. Electrical work will be required to ensure the building service will meet equipment loads. Ceiling work will be required for equipment and piping mounted in ceiling space. The scope of work also provides for abatement of asbestos containing materials. M E M O R A N D U M TO: Andrea Bauer FROM: Darnell Barnes DATE: September 8, 2020 RE: 546-070-026 H-14 & E-14 Proceed Orders Replacement of the two boilers located on the Northside of the Armory were not originally included in the scope of work for this project because DMA had some work performed on the boilers in 2016 that they thought would last 10-15 years and DMA would replace them at that time. However, the water tubes for one of the boilers collapsed in April of 2018; which was much sooner than anticipated. The Using Agency, DMA, would now like to replace boiler N1 in the basement on the north side of the armory as this is the one that collapsed in 2018. When the boiler collapsed, DMA made the request to have the A/E design the replacement boiler. This modification was approved on December 17, 2019 in the amount of $88,400.00. DMA has requested replacement of this boiler be added to the scope of work for this project as the boiler is required to backup essential services provided at the armory. This is a user funded change/proceed order in the amount of $255,457.77. $249,889.67 for H-14 and $5,568.10 for E-14. cc: Ron Wright

The scope ofwork provides for assessing the facilities to widen bays, removing and replacing overhead doors, openers and steellintels, exterior lighting, installing a personnel door and roofing and gutter repairs as needed, or replacement of thebuilding if that is a more cost-efficient option. The scope may include, but is not limited to, architectural, structural,electrical and environmental services as needed.

The Naperville Maintenance Yard is a 13-building facility established in 1950. The scope of provides for constructing anew cold storage building that is approximately 40' x 80' x 14' non-insulated, double overhead door, with an asphaltfloor. The A/E will be responsible and must utilize or be a qualified environmental firm for preparing / submitting plansand reports in accordance with Section 669 of IDOT's Standard Specifications for Road and Bridge Construction. TheA/E will also be responsible for monitoring all soil excavation, ensuring contractor compliance and measurement forpayment in construction. The scope may include, but is not limited to, architectural, structural, electrical andenvironmental services as needed.
