    Attached you will find documentation and a resolution from MCCSA Director, Rhonda Powell, to amend the MCCSA FY 2013-2014 Budget by $32,096 due to the receipt of a donation to MCCSA from DTE Energy.

    MCCSA has received a donation of $32,096 from DTE Energy to be used to further local energy related programs, including projects to assist with bill payment, energy conservation, energy education, energy efficient housing and other energy related projects that will benefit the residents -of Macomb County. The funds must be expended by May 31, 2014.

    The Executive Office respectfully submits this agenda item for the Commission's consideration and recommends amending the budget for the DTE Energy donation as stated above.

    2012 Macomb HOME Consortium Plan Amendment

    Macomb County Community Services Agency

    HOME funds are received through the Macomb HOME Consortium (MHC) which is comprised of the Urban County of Macomb (lead agency), Clinton Township, and the Cities of Roseville and Sterling Heights.

    CONTRACTING PROCESS: The proposed amendment appeared in the Macomb Daily on January 29, 2014 and is available for review at http://macombtoday/MCCSA/index.htm, as well as the Clinton Township, Roseville, and Sterling Heights Municipal Offices. Public comments will be accepted through 5:00pm on February 28, 2014. The Public Hearing will take place on February 18, 2014.

    The proposed amendment includes an allocation of HOME funds in the amount of $713,022.00 to Macomb County Habitat for Humanity for the purpose of acquisition, rehabilitation, and resale of single family residential Housing to income eligible families. The members of the MHC awarded this funding through a Request for Proposals (RFP) issued on November 7, 2012. The award of the funding was delayed until the actual amount of available funding was determined. A contract for services between the MHC and Macomb County Habitat for Humanity will be executed upon Board approval of the proposed amendment.

  • On May 22, 2012, the Urban County of Macomb submitted the Macomb HOME Consortium's fiscal year (FY) 2012-13 Annual Action Plan (Plan) to the U.S. Department of Housing and Urban Development (HUD). This Plan identified FY 2012-13 projects and funding amounts for the Community Development Block Grant (CDBG) and HOME Investment Partnerships (HOME) programs. These grants fund affordable housing, community improvements, public services, and services for specific-needs populations.

    The original plan for the Community Development Block Grant funds allocated $266,000.00 for Planning and Administration and anticipated $0.00 in program income. The actual total for Planning and Administration for the 2012-2013 program year was $109,230.19 leaving a remainder of $156,769.81 available for projects. The residual Planning and Administration funds were the result of vacant positions during the 2012-13 program year. The County also received unanticipated program income in the amount of$109,138.91.

    The County's Citizen Participation Plan requires a substantial amendment for any change in the plan that exceeds 10% of the current year's grant. The total of the available funding exceeds the threshold and therefore a substantial amendment has been prepared.

    SUBSTANTIAL AMENDMENT

    Since 1985, Macomb County Community Development has assisted 1,341 properties through the Single Family Housing Rehabilitation Program (rehab). Unfortunately, this program was suspended during the 2008/09 program year due to time constraints related to the expenditure of the grant funds received through the Housing and Economic Recovery Act of 2008 (NSP-1 ), American Recovery and Reinvestment Act of 2009 (CDBG-R & HPRP), and the Dodd-Frank Wall Street Reform and Consumer Protection Act of 2010 (NSP-3). Very soon, most of the projects funded through these grants will be completed which will provide the option to revive the rehab program. Based on the number of homeowner inquiries received, the need for a rehab program in Macomb County exists. The substantial amendment provide the funding necessary to begin the rehab program.

    Housing Rehabilitation: includes labor, materials, and other costs related to home rehabilitation such as rehabilitation counseling, energy auditing, preparation of work specifications, loan processing, inspections, and other services related to assisting those seeking to participate in rehabilitation activities authorized under this section, under section 312 of the Housing Act of 1964, as amended, under section 810 of the Act, or under section 17 of the United States Housing Act of 1937;

    The program will be administered by the Macomb County Community Services Agency -Community Development staff and serve eligible homeowners within the County of Macomb with the exception of St. Clair Shores, Clinton Township, Roseville, Sterling Heights, and Warren.

Instead of allocating funds to specific projects, the Plan stated that 2012 funds would be used for one or more of the following purposes: 1) Substantial rehabilitation of property owned and occupied by residents in the Urban County's jurisdiction. 2) Furthering the rehabilitation oftax-reverted foreclosed homes acquired by for-profit or non-profit developers for resale to income-eligible households. 3) Furthering the acquisition and repair of homes to be rented to disabled adults. 4) First month rent and security deposits for income-eligible households who need the assistance to move into rental housing. It is also possible that funds awarded under alternative #4 could be used for tenant-based rental assistance. 5) Supporting the Oakwood Manor Senior Living development in the City of Eastpointe.

    CONTRACTING PROCESS: The proposed amendment appeared in the Macomb Daily on January 29, 2014 and is available for review at http://macombtoday/MCCSA/index.htm, as well as the Clinton Township, Roseville, and Sterling Heights Municipal Offices. Public comments will be accepted through 5:00 pm on February 28, 2014. The Public Hearing will take place on February 18, 2014.

  • On July 26, 2013 the Urban County of Macomb submitted the Macomb HOME Consortium's fiscal year (FY) 2013-14 Annual Action Plan (Plan) to the U.S. Department of Housing and Urban Development (HUD). This Plan identified FY 2013-14 projects and funding amounts for the Community Development Block Grant (CDBG) and HOME Investment Partnerships (HOME) programs. These grants fund affordable housing, community improvements, public services, and services for specific-needs populations.

    The original plan left $147,993.00 in CDBG funds unprogrammed and anticipated $0.00 in program income. Based on prior year receipts, the plan should have included anticipated program income in the amount of $50,000.00.

    The County's Citizen Participation Plan requires a substantial amendment for any change in the plan that exceeds 10% of the current year's grant. The total of the funds involved in this amendment exceeds the threshold and therefore a substantial amendment has been proposed.

    SUBSTANTIAL AMENDMENT

    Since 1985, Macomb County Community Development has assisted 1,341 properties through the Single Family Housing Rehabilitation Program. Unfortunately, this program was suspended during the 2008/09 program year due to time constraints related to the expenditure of the grant funds received through the Housing and Economic Recovery Act of 2008 (NSP-1 ), American Recovery and Reinvestment Act of 2009 (CDBG-R & HPRP), and the Dodd-Frank Wall Street Reform and Consumer Protection Act of2010 (NSP-3). Very soon, most ofthe projects funded through these grants will be completed which will provide the option to revive the rehab program. Based on the number of homeowner inquiries received, the need for a housing rehabilitation program in Macomb County exists. The substantial amendment will allocate funding to two new activities to address this need: 1) Housing Rehabilitation

    Housing Rehabilitation: includes labor, materials, and other costs related to home rehabilitation such as rehabilitation counseling, energy auditing, preparation of work specifications, loan processing, inspections, and other services related to assisting those seeking to participate in rehabilitation activities authorized under this section, under section 312 of the Housing Act of 1964, as amended, under section 810 of the Act, or under section 17 of the United States Housing Act of 1937;

    The program will be administered by the Macomb County Community Services Agency -Community Development staff and will serve eligible homeowners within the County of Macomb with the exception of St. Clair Shores, Clinton Township, Roseville, Sterling Heights, and Warren.

    These are standard Agreements for Animal Control Services with local municipalities which have been in existence for many years. The document was prepared by Corporation Counsel. The attached addendum is specific to St. Clair Shores only in order to address an immediate need.

  • AGREEMENT FOR MACOMB COUNTY ANIMAL CONTROL SERVICES

    THIS AGREEMENT is entered into the 1st day of January, 2014 between

    Macomb County Animal Control, an agency of the County of Macomb, and the City of St.

    Clair Shores, ("City").

    WHEREAS, the City is desirous of transporting, transferring custody of and

    impounding pets and/or animals from time to time to Macomb County Animal Control

    ("Animal Control"), and

    WHEREAS, it is the mutual intent of the parties that if the City transfers custody

    of and/or impounds pets or animals to Animal Control, and if Animal Control agrees to

    accept the pets or animals, that the parties establish policies and procedures as well as a

    valuable consideration to be paid to Animal Control for keeping, care, maintenance,

    feeding and/or disposal of the pets and/or animals;

    THEREFORE, it is agreed between the parties as follows:

    1. Holding Times: Stray dogs and cats without identification noting the owner's

    address or without some type of identification that leads to an owner's address will be

    held for four days. Animals with identification noting the owner's address or

    identification that leads to an owner's address (e.g., collar, microchip, tattoo, dog

    license), will be held for seven days from the date the required written notice is sent to

    the owner alerting the owner the animal is at the shelter.

    Day: shall mean a calendar day regardless of the days the shelter is actually open. "Day"

    would not include the first day of acquisition. If an animal only wearing a collar was

    received by a shelter on a Saturday, the animal will be held for four days until the

    following Friday, assu.ming no holidays fell during that week. Owner surrendered

    animals, or animals which are ill or injured to the extent that holding the animals would

  • result in undue suffering, are not subject to a holding time. Animal Control will not

    accept owner surrenders unless all paperwork is completed in full, including but not

    limited to address, phone number, and driver license number.

    2. The City shall pay to Animal Control within 45 days of billing the following sums of

    money for the following services rendered by Animal Control to the City:

    a. For each dead pet or animal turned over to Animal Control, the City shall

    pay the sum of Ten ($1 0.00) Dollars.

    b. For each give up pet or animal turned over to Animal Control, the City shall

    pay the sum of Thirty ($30.00) Dollars.

    c. For each pet or animal requiring 1 0-day quarantine, the City shall pay the

    sum of Two-hundred and Twenty-five Dollars ($225.00). Beyond the 10-day

    quarantine, the daily rate shall apply.

    d. For each stray pet or animal turned over to Animal Control, the City shall

    pay the sum of Twenty ($20.00) Dollars per day per pet or animal for the keeping.

    of, care, maintenance, and/or feeding of the pet or animal. One day shall be

    construed to mean any period of time up to 24 hours. Any time over and above

    24 hours (but less than 48 hours) shall be construed to be an additional day. Each

    additional24 hour period shall be charged at Twenty ($20.00) Dollars, per day.

    Additional expenses incurred by the Animal Shelter for care of livestock and/or

    exotics shall be reimbursed by the City.

    e. For any treatment rendered to a pet or animal turned over to Animal

    Control, the City shall pay to Animal Control the reasonable cost of the

    treatment.

  • f. The City shall reimburse Animal Control for overtime paid to an

    Animal Control employee by the County of Macomb per the rate established by

    the collective bargaining agreement governing the employee for impound

    processing requiring an Animal Control employee to be called in during hours

    other than normal working hours or staying past the end of the employee's shift.

    g. The City agrees to reimburse Animal Control the sum of Sixty-six ($66.00)

    Dollars for the transportation, cost and preparation of suspected rabies

    specimens.

    h. For each call requiring the use of tranquilizer equipment, the City shall pay

    the sum of One Hundred fifty ($150.00) Dollars.

    3. No animal with injuries requiring immediate veterinary care, e.g. animals with

    taser prongs attached or animals injured by a motor vehicle, will be accepted by Animal

    Control. It is the responsibility of the City to obtain veterinary treatment before

    bringing the animal to Animal Control.

    4. The City shall promptly report all animal bites and communicable diseases to

    Animal Control and the Macomb County Health Department on forms provided by Animal

    Control. Further, the City shall conduct all animal bite follow-up activities and report

    the results to Animal Control and the Health Department as soon as the information is

    available.

    5. The City shall pay to Animal Control the monies as set forth above for the

    services, whether such services are requested by the City's elected officials, appointed

    or hired officials, police officers, code enforcement officers, deputies, representatives,

    agents or any City employee acting with actual or apparent authority on behalf of the

    City.

  • 6. The City shall pay Animal Control the monies as set forth above for every day the

    pets or animals are kept or treated at Animal Control, regardless of the reason that the

    pet or animals are brought to Animal Control. These reasons include, but are not limited

    to:

    Stray pets or animals picked up by the City.

    Pets or animals turned over to Animal Control as a result of a Court

    order.

    Pets or animals turned over to Animal Control resutting from a criminal

    investigation.

    Pets or animals turned over to Animal Control which have been removed

    from a home and/or owner due to animal cruelty, abandonment, or any

    reason for which the City has removed them and turned them over Animal

    Control.

    Pets or animals being held as evidence in a criminal case, or possible

    criminal case, whether such case is pending or not and/or whether such

    case is being prosecuted locally or by the County Prosecutor's Office.

    7. Unless otherwise provided by law, as of January 1, 2014, Animal Control will not

    accept healthy, stray or feral cats from the City unless the City participates in Animal

    Control's shelter, neuter, and return program.

    8. The City agrees that its employees, including but not limited to, animal control

    officers, code enforcement officers, police officers, or other representative or agents

    of the City shall not interfere with the internal operations of Animal Control. The

    City's employees shall follow all rules regarding the internal practices of Animal

    Control, including, but not limited to, not accessing areas of Animal Control that are

    restricted to Macomb County employees only. If a City employee interferes with the

    operations of Animal Control, this contract may, at the discretion of the Director of

    Animal Control, be terminated upon 30 days' written notice. It is further agreed that

    Animal Control shall not supply to the City supplies.

    9. Notwithstanding any other provision of this Agreement, it is agreed by the parties,

  • that Animal Control has the right to deny and has no obligation to accept any pets or

    animals brought to Animal Control for care, maintenance, feeding and/or treatment.

    The purpose of this Agreement is to set service fees to be paid by the City to Animal

    Control and not to establish an obligation on the part of the City to bring a certain

    jointly by the City and Animal Control in fulfillment to their responsibilities under this

    Agreement, such liability shall be borne by the City and Animal Control in relation to

    each party's responsibilities under these joint activities.

    Nothing contained in this Agreement shall be construed as a waiver of any

    governmental immunity by Macomb County, Macomb County Animal Control, the City,

    their agencies or employees as provided by statute or court decisions.

    THIS AGREEMENT is entered into the 1st day of January, 2014 between

    Macomb County Animal Control, an agency of the County of Macomb, and the City of

    Eastpointe, ("City").

    WHEREAS, the City is desirous of transporting, transferring custody of and

    impounding pets and/or animals from time to time to Macomb County Animal Control

    ("Animal Control"), and

    WHEREAS, it is the mutual intent of the parties that if the City transfers custody

    of and/or impounds pets or animals to Animal Control, and if Animal Control agrees to

    accept the pets or anima.ls, that the parties establish policies and procedures as well as a

    valuable consideration to be paid to Animal Control for keeping, care, maintenance,

    feeding and/ or disposal of the pets and/ or animals;

    THEREFORE, it is agreed between the parties as follows:

    1. Holding Times: Stray dogs and cats without identification noting the owner's

    address or without some type of identification that leads to an owner's address will be

    held for four days. Animals with identification noting the owner's address or

    identification that leads to an owner's address (e.g., coUar, microchip, tattoo, dog

    license), will be held for seven days from the date the required written notice is sent to

    the owner alerting the owner the animal is at the shelter.

    Day: shaH mean a calendar day regardless of the days the shelter is actually open. "Day"

    would not include the first day of acquisition. If an animal only wearing a collar was

    received by a shelter on a Saturday, the animal will be held for four days until the

    following Friday, assuming no holidays fell during that week. Owner surrendered

    animals, or animals which are ill or injured to the extent that holding the animals would

  • result in undue suffering, are not subject to a holding time. Animal Control will not

    accept owner surrenders unless all paperwork is completed in full, including but not

    limited to address, phone number, and driver license number.

    2. The City shall pay to Animal Control within 45 days of billing the following sums of

    money for the following services rendered by Animal Control to the City:

    a. For each dead pet or animal turned over to Animal Control, the City shall

    pay the sum of Ten ($10.00) Dollars.

    b. For each give up pet or animal turned over to Animal Control, the City shall

    pay the sum of Thirty ($30.00) Dollars.

    c. For each pet or animal requiring 10~day quarantine, the City shall pay the

    sum of TwoMhundred and TwentyMfive Dollars ($225.00). Beyond the 1 0-day

    quarantine, the daily rate shall apply.

    d. For each stray pet or animal turned over to Animal Control, the City shall

    pay the sum of Twenty ($20.00) Dollars per day per pet or animal for the keeping

    of, care, maintenance, and/or feeding of the pet or animaL One day shall be

    construed to mean any period of time up to 24 hours. Any time over and above

    24 hours (but less than 48 hours) shall be construed to be an additional day. Each

    additional24 hour period shall be charged at Twenty ($20.00) Dollars, per day.

    Additional expenses incurred by the Animal Shelter for care of livestock and/ or

    exotics shall be reimbursed by the City.

    e. For any treatment rendered to a pet or animal turned over to Animal

    Control, the City shall pay to Animal Control the reasonable cost of the

    treatment.

  • f. The City shall reimburse Animal Control for overtime paid to an

    Animal Control employee by the County of Macomb per the rate established by

    the collective bargaining agreement governing the employee for impound

    processing requiring an Animal Control employee to be called in during hours

    g. The City agrees to reimburse Animal Control the sum of Sixty-five ($66.00)

    Dollars for the transportation, cost and preparation of suspected rabies

    specimens.

    h. For each call requiring the use of tranquilizer equipment, the City shall pay

    the sum of One Hundred fifty ($150.00) Dollars.

    3. No animal with injuries requiring immediate veterinary care, e.g. animals with

    taser prongs attached or animals injured by a motor vehicle, will be accepted by Animal

    Control. It is the responsibility of the City to obtain veterinary treatment before

    bringing the animal to Animal Control.

    4. The City shall pmmptly report all animal bites and communicable diseases to

    Animal Control and the Macomb County Health Department on forms provided by Animal

    Control. Further, the City shall conduct all animal bite follow-up activities and report

    the results to Animal Control and the Health Department as soon as the information is

    available.

    5. The City shall pay to Animal Control the monies as set forth above for the

    services, whether such services are requested by the City's elected officials, appointed

    or hired officials, police officers, code enforcement officers, deputies, representatives,

    agents or any City employee acting with actual or apparent authority on behalf of the

    City.

  • 6. The City shall pay Animal Control the monies as set forth above for every day the

    pets or animals are kept or treated at Animal Control, regardless of the reason that the

    pet or animals are brought to Animal Control. These reasons include, but are not limited

    to:

    Stray pets or animals picked up by the City.

    Pets or animals turned over to Animal Control as a result of a Court

    order.

    Pets or animals turned over to Animal Control resulting from a criminal

    investigation.

    Pets or animals turned over to Animal Control which have been removed

    from a home and/or owner due to animal cruelty, abandonment, or any

    reason for which the City has removed them and turned them over Animal

    Control.

    Pets or animals being held as evidence in a criminal case, or possible

    criminal case, whether such case is pending or not and/or whether such

    case is being prosecuted locally or by the County Prosecutor's Office.

    7. Unless otherwise provided by law, as of January 1, 2014, Animal Control will not

    accept healthy, stray or feral cats from the City unless the City participates in Animal

    Control's shelter, neuter, and return program.

    8. The City agrees that its employees, including but not limited to, animal control

    officers, code enforcement officers, police officers, or other representative or agents

    of the City shall not interfere with the internal operations of Animal Control. The

    City's employees shall follow all rules regarding the internal practices of Animal

    Control, including, but not limited to, not accessing areas of Animal Control that are

    restricted to Macomb County employees only. If a City employee interferes with the

    operations of Animal Control, this contract may, at the discretion of the Director of

    Animal Control, be terminated upon 30 days' written notice. It is further agreed that

    Animal Control shall not supply to the City supplies.

    9. Notwithstanding any other provision of this Agreement, it is agreed by the parties,

  • that Animal Control has the right to deny and has no obligation to accept any pets or

    animals brought to Animal Control for care, maintenance, feeding and/or treatment.

    The purpose of this Agreement is to set service fees to be paid by the City to Animal

    Control and not to establish an obligation on the part of the City to bring a certain

    number of pets or animals to Animal Control or for Animal Control to be obligated to

    accept the pets or animals.

  • ADDENDUM TO AGREEMENT FOR MACOMB COUNTY ANIMAL CONTROL SERVICES

    THIS ADDENDUM is entered into between Macomb County Animal Control (Animal Control), an agency of the County of Macomb, and the City of St. Clair Shores, ("City").

    1. This Addendum will be effective starting Monday, February 17,2013 and terminating Sunday, April 6, 2013.

    2. Animal Control will provide one Animal Control Officer for animal control services to the City during the following weeks:

    a. Febtuary 17,2014- February 23, 2014 b. March 3, 2014- March 9, 2014 c. March 17,2014- March 23,2014 d. March 31,2014- April6, 2014

    2. The City will be responsible for paying any overtime costs incm1·ed by the Animal Control Officer pursuant to the ovettime terms of the collective bargaining agreement between the County of Macomb and U .A. W. Local 8 89. These terms include a payment of$150.00 for the week the Animal Control Officer is assigned to be responsible for call back ovettime and payment of two (2) hours of pay at time and one-half rate, or time and one-half rate for all hours worked, which ever is greater. Attached is a copy of the ove1time provisions of the collective bargaining agreement.

    3. All other terms and conditions of the Agreement for Macomb County Animal Control services shall remain in full force and effect.

  • d. Any Sick or Annual Leave earned and accrued shall be paid to the fonner employee upon termination of the active employment relationship.

    B. The foregoing provisions shall neither restrict nor enlarge upon the provisions and benefits accorded by the Macomb County Employees' Retirement Ordinance relative to total and permanent disablll!.y provided for therein,

    4. Annualleave:

    A. The Employer shall make available vacation schedules and request employees to tum In his/her preferences by March 1st of each year during the term of this Agreement, and vacations shall be scheduled In accordance with seniority, with the most senior employee having the first preference on vacations, all In keeping with the needs of the Department and shift staffing requirements. The vacation scheduler as prepared in conformance with this section, shall be made available for examination by the first workday following March 15th and shall be updated on a continual basis.

    B. Requests for vacation time received after March 1st of each year shall be honored in the order received, subject to availability of requested dates, as determined by the Department staffing needs, without regard to seniority. An employee, who submits a written vacation request after March 1st, will receive a response to his/her request within ten (10) days following written submission.

    c. In recognition of the requirement that employees occasionally work on saturdays, employees covered by this Agreement will earn an additional eight (8) hours of Annual Leave per year.

    5. Overtime:

    A. OVertime pay shall be allowed at the rate of time and one-half (11/2) for all work in excess of forty (40) hours per week, and In case of emergency at times other than the normal scheduled shift.

    B. AU overtime sha!l be paid at the employee's hourly rate at the t!me the overtime was worked.

    c. All overtime must be approved by the Department Head who shall submit a monthly report of such overtime allowed to the Finance Director and a copy thereof, to the Director, Human Resources and Labor Relations.

    D. overtime pay may be allowed for emergency work In any other Department provided request therefore, must be submitted to Anance Director accompanied by a written description setting forth the need for such overtime and upon approval thereof, the overtime work may be performed.

    E. Call back overtime shall be assigned on a weekly rotation basis by seniority for Animal Control Officers. Said Officer shall receive an additional payment of $150.00 for the week he/she rs assigned to be responsible for call back overtime. Said Officer shall have the use of a pager and a County Animal control vehide during the week assigned.

  • F. If an employee Is contacted1 and required to respond, he/she shall be pafd two {2) hours of pay at time and one-half rate, or time and one-half rate for all hours worked, whichever is greater.

    G. Overtime Rotation:

    1. Overtime hours shall be divided as equally as possible among employees In the same dasslflcatlon as determined to be appropriate by the Employer. Overtime distribution will be by classification seniority until the first overtime assignments are made. Once the first overtime assignments are made1 future assignments shall be on a rotation basis. All overtime assignments refused shall be considered as if the overtime had been worked.

    2. Whenever overtime is required, the employee With the least number of overtime hours in the appropriate classification, present at the Animal Shelter, will be asked first to perform the work. If this employee declines1 the next employee on the posted list shall be contacted, and so on1 until an employee is available.

    3. Should the procedure set forth In Items 1. and 2. above1 fall to produce a sufficient number of employees1 the Employer may compel the least senior employee(s) ln the appropriate classiflcation1 present at the Animal Shelter, to work the overtime.

    4. Employees assigned to work, and working away from the Animal Shelter, may1 regardless of seniority or overtime hours, be assigned overtime work occurring near their location.

    5. Employees In other classlflcatrons In the Animal Shelter may be called for overtime If there Is a shortage of employees in the classification needed, provided they are capable of performing the work with minimal instruction.

    6. HoBday Benefits:

    A. An employee shall receive holiday pay provided that he/she works the scheduled day before and the scheduled day after the holiday and the holiday, if scheduled, or is excused with pay for the entire day from work. Failure to receive approval by not calllng in or properly notifying the Employer regarding an absence on the scheduled day before and/or the scheduled day after a holiday and/or the holiday, if scheduled, shall result In the denial of holiday pay. Excuse shall be by medical certificate and/or Department Head approval. In order for an employee to avoid loss of pay1 said employee, shall provide a medical certificate within three (3) working days.

    B. In instances where an employee is dedared ineligible for a holiday In accordance with provisions of this Agreement1 the employee shall be notified In writing, with a copy to the appropriate representative of the bargaining unlt, that payment for the holiday in question is being denied and the reason for such denial. Such notice shall be given no rater than the end of the next pay period in Which the holiday In question falls.

    c. Holiday Pay payments shall be included in the first regular payroll check of December.

    Shared Services Plan

    Macomb County has a long history of collaborating with its neighboring communities, the most significant and visible of which is providing

    law enforcement and dispatch services to various cities and townships in the County. The Sheriff Departmentfirst began providing these

    services on a contractual basis in the year 2000, at which time the County contracted with one community for one officer. Since then,

    services have expanded to include a total of six communities and 70 personnel generating approximately $9,700,000 in revenue annually.

    One of the six was a new arrangement beginning in 2013. The remaining five communities renewed their contracts in 2012 for the years

    2013-2015. In December 2013, the County opened a new state of the art operations center that will allow it to explore further collaboration

    efforts in the area of dispatch services. In fact, Clinton Township agreed to have the Sheriff Department provide police and fire dispatch

    services to their community beginning Aprill, 2013 and the City of Sterling Heights has agreed to have the Sheriff Department begin doing

    the same no later than December 2014. The savings to these two communities combined is estimated at $1.187,000 annually. The savings

    derived from collaborative effort can be difficult to calculate, especially in cases where a certain service did not previously exist in a

    particular community. For example, many of the communities that contract with the Sheriff Department for patrol services did not have

    preexisting police departments. However, the cost of contracting with the County for dedicated service is most certainly less expensive

    than forming a new police department from the ground up. Furthermore, not all collaborative efforts are undertaken for cost saving reasons.

    In some instances, collaboration is pursued not because of cost savings but because it is good public policy or because services can be

    enhanced at no additional cost. ln conclusion, the County has been a collaborative partner with local communities for many years and is

    always looking for further opportunities to enhance services to the public through joint efforts with willing partners ..
