2. COMMISSION ACTION ON ROUTINE AND OTHER MATTERS *The demand for reinstatement of Arthur Hanson under New Business, Page 4, Item 7a

was WITHDRAWN from the Agenda. Classification actions under New Business, Page 11, Item 9b relative to the City Clerk was corrected from Accounting Clerk, Class Code 1223 to Accounting Records Supervisor, Class Code 1119.

3. PUBLIC COMMENTS ON MATTERS WITHIN BOARD’S JURISDICTION

Jeffrey Buford appeared before the Commission to discuss his disqualification from taking the examination for Load Dispatcher. Mr. Buford stated that he is currently a Communications Operator III with DWP performing the same functions as an Electric Trouble Dispatcher, which is the qualifying position to test for Load Dispatcher. He stated that the specifications for Communications Operator III and Electric Trouble Dispatcher are the same and that staff acknowledged that he is doing the same job as an Electric Trouble Dispatcher yet he is not allowed to take the test. The General Manager directed staff to speak with Mr. Buford to determine the situation.

The General Manager recommends that the Board, in accordance with 21 days Notice of Intention given on June 14, 2001: Give consideration to changing the wording of the current City of Los Angeles medical guideline (Appendix C, 13.a., Civil Service Commission Rules), which states that a cause for disqualification from entry into the class of FIREFIGHTER is “Less than normal color perception,” to “Deficiency in color perception of such a nature as to preclude prompt and accurate identification of colors.”

?? The fiscal year 2001-2002 budget added a number of positions to the Personnel Department. The Department has implemented a Recruitment Division, which we have not had since late 1980. Over the next year approximately 4000 city employees will be eligible for retirement.

?? The Department has made significant headway particularly in the area of recruitment of

local police candidates. Approximately a year ago we were concentrating on out-of-area testing, however, with the increased amount of advertisement funding received from the City Council and the Mayor, we have found that there are people locally who are interested in becoming police officers. Approximately 1000 candidates took the written test for police officer in May 2001 and we had close to 900 police candidates in June 2001. The average amount of attrition for police officers has been approximately 600 per year. However, due to the Charter amendments that improved the retirement system and discussion of flexible work hours, we hope the attrition rate will lower. There is also a demographic issue wherein employee’s hired in the 1960’s and 1970’s are now reaching retirement in our civilian workforce as well as the sworn workforce.

?? There is a Public Safety Plan pending, presented jointly by the Police Department and

Personnel Department to the Mayor and Council. The Mayor approved the plan, however, the Councilmembers are reluctant to approve the plan. The Public Safety Plan will allow us to analyze what kind of recruitment has been successful. The Personnel Department is committed to hiring more police officers.
