Jeanne Clarke Award winners announced Jay Sherwood, retired teacher-librarian, was honoured Sunday evening during the Jeanne Clarke Local History Awards, presented by the board of trustees of the Prince

George Public Library. Sherwood received the award for his book Ootsa Lake Odyssey, which delves into the lives of George and Else Seel, who lived about 60 kilometres south of Burns Lake near the small farming settlement of Wistaria from the 1920s until the 1950s, when their property was flooded by the Nechako Reservoir as part of the Alcan project.

Tiiu Noukas, co-chair of the Heritage Committee for the Prince George Retired Teachers’ Association, poses Sunday night at the Prince George Public Library with a 2018 Jeanne Clarke Memorial Local History Publication Award, as well as a copy of Historical Memories, the four-part series that features all 138 former and current School District 57 schools. Noukas co-edited the book with Kris Nellis, also a co-chair of the Heritage Committee for the Prince George Retired Teachers’ Association.

In its 33rd year, the annual event that recognizes significant contributions in the preservation of local and regional history, recognized 10 authors who were shortlisted this year. Those authors, along with Sherwood, are:

• Janet Romain who wrote Not My Fate: The Story of a Nisga’a Survivor (2016); • The Huble Homestead Historic Society (2015) which wrote Mr. Seebach and the New Store; • Trelle Morrow (2016) who wrote Silent Passage: Life With Reaction Ferries; • Kathy Nadalin (2017) who wrote People of Prince George, The Foundation of Our Community; • Robin Barbara (2017) who wrote I Should Have Married a Cowboy; • Jonathan Peyton (2017) who wrote Unbuilt Environments: Tracing Postwar Development in Northwest British Columbia; • Carol Harrison (2017) who wrote Miller Bay Indian Hospital: Life and Work in a TB Sanitorium; • Dianne Hildebrand (2017) who wrote Sunshine and Rhubarb Wine: The Life and Legacy of Bea Dezell; • The Prince George Retired Teachers’ Association (2010-2017) who wrote Historical Memories: People, Places, Programs & Services. The publication award went to the Prince George Retired Teachers’ Association for their work on a four-part series, Historical Memories, which features all 138 former and

present School District 57 schools. The work included the school’s history, including programs, activities and enrollment numbers, staff lists, photos of students, teachers and buildings, and shared memories submitted by former staff and students.

The Regional District of Fraser-Fort George (RDFFG) was honoured with the Jeanne Clarke Award for Service for the Golden Raven Discovery Pass. In partnership with the library, the RDFFG created the pass to provide library cardholders with free access to North Central B.C.’s premier museums, galleries and cultural

attractions. Included among the sites are the Exploration Place, Huble Homestead Historic Site, Barkerville Historic Town, Two Rivers Gallery and the Central B.C. Railway and Forestry Museum.

The Jeanne Clarke Memorial Local History Awards are named in honour of long-time Prince George resident Jeanne Clarke, a founding member of the local history committee of the Prince George Public Library.

The meeting was called to order at 7:01 p.m.

2. APPROVAL OF AGENDA Additions to the agenda:

The agenda was approved as amended.

3. PUBLIC INPUT

Joanne Hapke representing the Prince George District Teachers’ Association commented on the positive and negative feedback received from members related to the recent Ministry of Education Regular K-12 Enrolment Audit at Kelly Road Secondary School and the Centre for Learning Alternatives, and the Special Education Enrolment Audit. Gillian Burnett representing the District Parents’ Advisory Council provided a final report of their parent lunch survey. Ms. Burnett stated that a copy of the report will be posted on the District Parent Advisory website. She encouraged parents to participate in the school district’s lunch survey that is being conducted through elementary schools. Ms. Burnett advised that the White Hatter presentation on internet safety is scheduled for February 13th at Prince George Secondary School.

4. SCHOOL DISTRICT NEWS

4.1 City of Prince George, February 8th Public Meeting for 290 Voyageur Drive

Trustee Bennett drew attention to the information regarding the February 8th City of Prince George Public Meeting regarding the former Highglen Elementary School property that was included in the agenda package.

4.2 Aboriginal Education

4.2.1 Indigenous Elders and Knowledge Holders Advisory Council

Trustee Perrin reported that an invitation was extended to the Board of Education and Senior Administration to attend the January 23rd Indigenous Elders and Knowledge Holders Advisory Council meeting. Ms. Perrin advised those that attended the meeting were provided with an opportunity to learn the teachings around the traditional drum and participate in building their own personal hand drum and thanked the Advisory Council for the opportunity.

4.2.2 Northern Aboriginal Education Symposium

Trustee Bennett congratulated the Aboriginal Education Department on the success of the Northern Aboriginal Education Symposium that was held on January 29th at the Civic Centre.

4.3 Minister of Education’s Visit to Springwood Elementary School

Trustee Perrin reported that Minister Fleming toured Springwood Elementary School during a January 19th visit to Prince George.

4.4 Central Interior Regional Skills Competition

Trustee Harris reported on the College of New Caledonia Regional Skills competition and Trades Day held on January 17, 2018. Mr. Harris advised the competition is an annual event that welcomes competitors from elementary and high schools, and CNC campuses in the region to participate in different skill competitions. He stated that the gold winners will go on to compete in a Provincial competition in Abbotsford for an opportunity to advance to a National competition in Edmonton.

4.5 Grad Transitions at Duchess Park Secondary School

Trustee Wiebe reported that he participated in grad transition interviews at Duchess Park Secondary School and stated that he appreciated the positive experience with students.

5.1 Public Meeting The minutes of the regular public meeting of November 28, 2017 were adopted as circulated.

5.2 Inaugural Meeting The minutes of the inaugural public meeting of December 5, 2017 were adopted as circulated.

5.3 Record of In Camera Meeting Minutes

The report on the items discussed and decisions made at the Regular In Camera meeting of November 28, 2017 and Special In Camera Meetings of December 5, 2017 and January 9, 2018 was approved.

6. PRESENTATION Chris Molcak, District Principal, and School District Coordinators Erin Thomas, Doug Borden, Bruce Northrop provided a PowerPoint presentation on the various programs offered by the Information Technology, Skills, Trades and Careers Department and responded to questions from the Trustees.

7. BUSINESS ARISING FROM THE MINUTES

7.1 Trustee Committee and Liaison Appointments Trustee Bennett drew attention to the Trustee Committee and Liaison Appointments effective January 2018 included in the agenda package. Mr. Bennett stated that due to a conflict of interest he is not able to serve as Liaison Trustee to Polaris Elementary School. He reported that Trustee Wiebe will serve as Liaison Trustee to Polaris Elementary School to December 1, 2018. MOVED and SECONDED That the Trustee Committee and Liaison Appointments – January 2018 be approved as amended. CARRIED All Trustees voted in favour of the motion. Trustee Warrington requested that the election of an alternate representative for BCSTA Provincial Councillor and BCPSEA be considered at the Board’s next and subsequent Inaugural meetings.

8.2 Draft Policy 4117 SOGI (Sexual Orientation Gender Identity) Trustee Perrin reviewed the recommendation and rationale included in the agenda package. MOVED and SECONDED That the proposed revisions to Policy 4117 SOGI (Sexual Orientation Gender Identity) be approved. CARRIED All Trustees voted in favour of the motion.

8.3 Draft Policy – Financial Health Working Group Trustee Perrin reviewed the recommendation and background included in the agenda package The Secretary Treasurer responded to questions from the Trustees. MOVED and SECONDED That the proposed new

8.4 Draft Policy 3541 Student Transportation – Home and School Trustee Perrin reviewed the recommendation and rationale included in the agenda package MOVED and SECONDED That the proposed revisions to Policy 3541 Student Transportation – Home and School be approved for distribution to reference groups for input. CARRIED All Trustees voted in favour of the motion.

9. MANAGEMENT AND FINANCE COMMITTEE

9.1 Committee Report

Trustee Warrington reviewed and discussed the January 2018 Management and Finance Committee Report that was included in the agenda package. MOVED and SECONDED That the report of the Management and Finance Committee meeting held on January 15, 2018 be received. CARRIED All Trustees voted in favour of the motion.

9.2 2017-2018 Amended Annual Budget MOVED and SECONDED That, in accordance with Section 68 (4) of the School Act, all three readings of Amended Annual Budget Bylaw 2017-2018 be given at this meeting. CARRIED All Trustees voted in favour of the motion.

MOVED and SECONDED That Amended Annual Budget Bylaw 2017-2018 be given first reading. CARRIED All Trustees voted in favour of the motion.

The Secretary Treasurer reviewed the budget document and the related PowerPoint presentation with the assistance of the Director of Finance. A copy of the PowerPoint presentation was provided to the gallery. Mr. Reed and Ms. Patterson responded to questions from the Trustees. MOVED and SECONDED That Amended Annual Budget Bylaw 2017-2018 be given third and final reading. CARRIED All Trustees voted in favour of the motion.

10. EDUCATION SERVICES COMMITTEE

10.1 Committee Report

Trustee Wiebe drew attention to the January 2018 Education Services Committee Report that was included in the agenda package. MOVED and SECONDED That the report of the Education Services Committee meeting held on January 8, 2018 be received. CARRIED All Trustees voted in favour of the motion.

10.2 September 2018 Enrolment Restrictions The Trustees requested that the three recommendations related to the 2018-19 school year be presented separately from the recommendation related to the 2019-2020 and subsequent years. Trustee Wiebe reviewed the recommendation and rationale related to the 2018-2019 school year that was included in the agenda package. The Superintendent responded to questions from the Trustees.

MOVED and SECONDED That, effective for the 2018-2019 school year, enrolment at the following schools be restricted to catchment area students only:

a) Malaspina Elementary b) Southridge Elementary c) College Heights Secondary d) Heritage Elementary e) Glenview Elementary f) Hart Highlands Elementary g) Springwood Elementary h) Edgewood Elementary i) Duchess Park Secondary, Regular Program only, and

That, effective for the 2018-2019 school year, Kindergarten enrolment at the following schools be restricted:

a) College Heights Elementary – French Immersion program, no more than 40 students

b) Spruceland Traditional Elementary, no more than 40 students

c) Polaris Montessori Elementary – no more than 40 students d) École Lac des Bois – no more than 60 students, and

That for the 2018-2019 school year, both McBride Centennial and McBride Secondary Schools operate in their current configuration. CARRIED

All Trustees voted in favour of the motion.

Trustee Wiebe reviewed the recommendation and the rationale related to the 2019-2020 and subsequent school years that was included in the agenda package. Trustee Warrington suggested that further review by the Education Services Committee is required prior to the Superintendent being directed to develop a plan for consultation with students, families, school staffs, and the wider community, and the Education Programs and Planning and Education Services Committee related to education programs and the catchment and capacity of schools for the 2019-2020 and subsequent school years. The Superintendent responded to questions from the Trustees.

MOVED and SECONDED That recommendation No. 4 be referred to the Education Services Committee for further debate. CARRIED Trustees Cable, Harris, Perrin and Warrington voted in favour of the motion. Trustees Bennett, Hooker and Wiebe were opposed to the motion.

11. EDUCATION PROGRAMS AND PLANNING COMMITTEE

11.1 Committee Report

Trustee Cable drew attention to the January 2018 Education Programs and Planning Committee Report that was included in the agenda package. MOVED and SECONDED That the report of the Education Programs and Planning Committee meeting held on January 16, 2018 be received. CARRIED All Trustees voted in favour of the motion. Trustee Hooker excused herself from the meeting at 9:35 p.m. The Superintendent responded to questions from the Trustees. Trustee Perrin requested that the school district acknowledges Oliver as a Certified Therapy Dog within School District No. 57 (Prince George) by purchasing a SD57 crest for the vest that the therapy dog wears while working at the school.

12. DISTRICT ADMINISTRATION REPORTS

12.1 Superintendent of Schools The Superintendent drew attention to her response to the report delivered by Sarah Holland of the Prince George District Parent Advisory Council at the November 28, 2017 regular public meeting regarding their fall 2017 Lunch Survey that was included in the agenda package.

13.1 BC School Trustees’ Association

Trustee Warrington provided an overview of the agenda of the 2018 BCSTA Provincial Council meeting that will be held in Vancouver on February 16 and 17, 2018 in Vancouver, BC. 13.1.1 Northern Interior Branch Annual General Meeting

Trustee Bennett reported on the BCSTA Northern Interior Branch Annual General Meeting that was held in Prince George on January 19 and 20, 2018. c. The Superintendent provided a presentation on the Framework for

Enhancing Student Learning Data Review for School District No. 57 (Prince George).

The presentation included the review and discussion of the following reports:

• Ministry of Education’s 2017 School District Report, • 2017 Grade 2 Reading Achievement Results and the • 2017 Comprehensive Academic Intervention Strategy (CAIS) Early Years

Evaluation (EYE) Report

The committee will review and discuss the student learning data further at the next committee meeting.

Using the questions below, interview a police officer from your local detachment. Make sure to

schedule the interview well in advance of your deadline. Police officers have very unpredictable

schedules. Be flexible and be prepared to change the date of the interview. The questions

c. The Committee reviewed and discussed a proposed new draft

policy for the use of Global Positioning System (GPS) Equipment in District Owned Vehicles. The committee was advised that the use of GPS equipment will enhance the safety of school district employees and provide for operational efficiencies.

The committee requested that the Superintendent research the cost to have GPS equipment installed into school district vehicles along with a list of other school districts currently using GPS systems in their vehicles for further review and discussion at an upcoming committee meeting.

That the proposed new Draft Policy 5111.5 Ordinarily Resident, Draft Policy 5119.7 Student Withdrawal and revised Draft Policy 6176 In-District Student Work Experience be approved for distribution to reference groups for input.

RATIONALE

1. At the November 14, 2017 Policy and Governance Committee meeting the Superintendent reported that the Ministry of Education completed an audit of the K-12 regular enrolment at Kelly Road Secondary School and the Centre for Learning Alternatives. Ms. Marquis-Forster relayed information from the auditor’s verbal exit report stating that the school district is required to have the these policies. The committee reviewed and discussed the draft policies as presented and requested that Draft Policy 5111.5 Ordinarily Resident and Draft Policy 5119.7 Student Withdrawal be referred to legal counsel for review and vetted through the Ministry of Education. The committee requested minor revisions to draft Policy 6176 In-District Student Work Experience for approval by the Board.

2. At the February 6, 2018 Policy and Governance Committee meeting the Superintendent reported that legal counsel has reviewed and suggested minor revisions to Draft Policy 5111.5 Ordinarily Resident and Draft Policy 5119.7 Student Withdrawal. The committee reviewed and discussed the recommended revisions to the two draft policies received from legal counsel’. The committee requested minor revisions to draft Policy 5111.5 Ordinarily Resident and recommends that the draft policies be distributed to reference groups for input, for a period of 60 days, in accordance with Policy 8310 (Policy and Policy Development).

Instruction in a publically funded educational program in School District No. 57 (Prince George) will be provided to every student of school age ordinarily resident in British Columbia and enrolled in a school operated by the Board. DEFINITIONS: “Ordinarily resident” on the basis of objective evidence, a person has established a regular, habitual mode of life in the community with a sufficient degree of continuity which has persisted despite temporary absences.

REGULATIONS: 1. Ordinarily Resident Status

In accordance with the School Act and the Ministry of Education policy document, “Funding Policy – Eligibility of Students for Operating Grant Funding”, a student is resident in the province of British Columbia and the parent/guardian(s) of the student are ordinarily residents in British Columbia.

1.1. Temporarily Absent

Students may be temporarily absent from British Columbia, yet still retain eligibility for funding if their parent/guardian remains ordinarily resident. For Example:

1.1.1. Student only is Temporarily Absent

The parents/guardians remain ordinarily resident in British Columbia while the student is temporarily absent.

1.1.2. Student and Parents/Guardian(s) are Temporarily Absent

If the student is temporarily absent from the province with the parent/guardian(s), the parent/guardian(s) may still be considered ordinarily resident in British Columbia if there is objective evidence that the family will be returning to British Columbia.

1.2. Immigration Status

Immigration status is relevant but does not determine ordinarily residence. The determination of whether a person is ordinarily resident student should never be based solely on the person’s immigration status. A person need not be a Canadian citizen or permanent resident to be an ‘ordinarily resident’ in BC for the purposes of Section 82 of the School Act. For example, persons who have applied for convention refugee status but not yet received a determination, and persons who have applied for permanent resident status from within Canada, may be ordinarily resident in BC if there are other indicators of continuity with the community and residence for a settled purpose other than receiving publically funded education. On the other hand, a person who comes to Canada on a time-limited basis and has not taken steps to obtain permanent residence in Canada usually will not be ordinarily resident because they have no legitimate expectation of remaining in Canada.

Determination of immigration status as Ordinarily Resident should be done in conjunction with the Central Administration Office.

ADMINISTRATIVE PROCEDURES 1. Proof of Residency

In accordance with the School Act ,Section 82, Ministry of Education policy, and School District No. 57 Policy, Ordinarily Resident, a student is eligible for a provincially funded education if parent/guardian(s) meet ordinarily resident requirements. Students who are resident in BC, and whose parent/guardian(s) are ordinarily residents in BC, and who are enrolled in a program in School District No. 57 (Prince George) are eligible for Ministry of Education funding. Any of the documents below can be copied to demonstrate residency: • BC Care Card / BC Services Card / BC Identification Card • BC Driver’s License or Enhanced BC Driver’s License • Long-term tenancy agreement - showing name and address • Property purchase agreement - showing name and address • A current income tax return filed as a BC resident

If the primary identification above is unavailable, schools should request any 2 of the following: • Property tax statement - showing name and address • Proof of employment for a minimum of 20 hours per week (e.g. pay stub,

letter from the employer) • Utility bill – showing name and address • BC vehicle registration • Canadian bank account statement - showing name and address

2. Proof of Guardianship

Any of the documents below can be copied to demonstrate guardianship: • Student’s Birth Certificate (long form preferred) • Student Passport • Income Tax Statement where children are declared • Parent’s Confirmation of Permanent Residency or Record of Landing or valid

Immigration Canada documents where children are named • If parents live separately, court order or written agreement granting care to

accompanying parent

3. Requirements

In order to meet the ‘ordinarily resident’ requirements, the parent/guardian(s) of the student must produce sufficient evidence to meet the criteria of ‘ordinarily resident.’ If the parent/guardian(s) of the student are unable to produce sufficient evidence to satisfy the school principal/vice principal that the parent/guardian(s) and student are ordinarily residents, or if the principal/vice principal is unsure if the evidence provided is sufficient, the principal/vice principal should contact the Central Administration Office for clarification.

Parent/guardian(s) or student must be ordinarily resident in British Columbia with a sufficient degree of continuity to ensure that there is a settled purpose other than to obtain publically funded education.

3.1. Temporarily Absent

3.1.1. Student only is Temporarily Absent

• Documentation that the student will be returning to the parent/guardian(s) home at the end of this temporary absence.

3.1.2. Student and Parent/Guardian(s) are Temporarily Absent

Any one of the documents can be copied to show that the family is returning to British Columbia: • Letter from an employer indicating the commencement

and/or termination of a contract for work.

• Other documentation deemed sufficient by the Superintendent of Schools, or designate.

3.2. Immigration Status

Any of the documents below can be copied into the file:

Parent/guardian(s) to provide one of the following: • Current Passport • Canadian Citizenship Card • Confirmation of Immigration Status • Permanent Resident Card

degree or diploma granting program at a public post-secondary institution authorized by the BC Ministry of Advanced Education. (Permit cannot be for high school upgrading or ESL unless it is a requirement of acceptance into the aforementioned programs, for one year only, and the institution is BC EQA-Education Quality Assurance); and,

• Current Passport. OR: • Diplomatic Status

3.3. Court Orders

Provide a court order.

3.4. Cross-enrolled Students

In unique circumstances, our distributed learning school may request proof of ‘ordinarily resident’ for out-of-district cross-enrolled students.

School District No. 57 (Prince George) seeks to support all students in their academic programming. A formal procedure for student withdrawal from a course of studies or a particular subject is required to ensure that academic study decisions are made with due consideration for the best interests of the students involved and in consultation with students and their parent/guardian(s).

REGULATIONS:

1. Upon the request of the parent/guardian(s) of the student, or when appropriate, the student, the Principal/Vice Principal may grant permission to a student to withdraw from a course of studies or subject.

2. It is expected that schools will develop their own school-specific procedure for

written withdrawal requests in order to facilitate student tracking and record purposes.

3. In special circumstances, the district staff person responsible for the school,

typically an Assistant Superintendent may grant permission to a student to withdraw from a course of studies or a subject. In these cases, it will be expected that the request will be submitted on the form developed by the school of origin.

4. Where a change of schools is involved, student records will be held until

requested by another educational institution.

PREAMBLE The value of work experience programs to student success has been widely recognized. BC’s redesigned Graduation Years curriculum 2018, includes Career Education as one of the essential pillars. Diverse work experience opportunities allow students to expand personal, academic, and practical competencies. It is widely recognized that work study/work experience is an important learning component that helps students see the relevancy of their in-class studies. The Ministry of Education has made "30 hours work experience" mandatory in order to complete BC graduation requirements. The greater the range of work placement opportunities available, the greater the likelihood of matching student interests and skill levels to appropriate work sites. School District No. 57 is a large district employing excellent role models in a variety of work sites and job descriptions, and should provide placements for work experience students where appropriate.

REGULATIONS: 1. Departments in the school district shall identify various appropriate work site

locations.

2. The school district shall comply with all of the work study/work experience program requirements.

3. In accordance with Ministry of Education policies, Work Experience Ministerial Order 237/11, and the Work Experience Program Guide, School District No. 57 authorizes participation in Work Experience Programs for students who are fifteen (15) years of age or older.

4. Schools are responsible for implementing and evaluating the prescribed learning outcomes from the Program Guide for Ministry-Authorized Work Experience Courses.

5. School Principals are responsible to ensure that, in accordance with Ministry guidelines and District Policy, all documentation is completed and filed as outlined in the District Career Programs Guide, with specific attention to the Work Experience Placement Agreement (Contract) and WorkSafe BC Clearance letter.

6. All Work Experience placements should be linked to a student’s career focus and shall include hands-on work experience, job shadowing, and/or career mentoring at a standard work site, a non-standard community site created for work experience or a career simulation.

7. All work experience students must be supervised by a designated on-site Work Site Employer that is subject to the Worker’s Compensation Act; and, monitored and evaluated by an SD 57 educator in accordance with the Program Guide for Ministry-Authorized Work Experience Course guidelines.

8. Compliance with WorkSafeBC Standards and procedures is mandatory, with an emphasis on the orientation by a supervising educator before a workplace placement commences.

9. Students with special needs should have access to all career education opportunities available to other students in the school they attend if one or more career objectives are identified in the student’s Individual Education Plan (IEP). Within the regular curriculum, accommodations for students with an IEP may include:

a) Increased time for vocational training; b) Appropriate on-site supervision and support in the workplace; and, c) Specific and direct opportunities to increase work related skills

RATIONALE

1. The Board of Education seeks to ensure that every reasonable effort is made to conserve energy and natural resources, by fostering a culture of sustainability and environmental stewardship, through education, equipment upgrades, facility upgrades and behavioral change.

2. In support of this goal, policy regarding energy and sustainable conservation has been developed for consideration.

3. At the October 3, 2017 the Policy and Governance Committee received the draft Policy 3513.5 Energy and Sustainable Conservation received from senior administration. Mr. Barry Bepple, Energy & Sustainable Conservation Coordinator was in attendance to respond to questions from the committee.

4. The committee asked for certain clarifications and revisions to be made to the draft policy following further review by senior administration.

5. At the November 14, 2017 Policy and Governance Committee meeting the draft policy was returned to the committee with revisions from senior administration. The committee reviewed the revisions with Mr. Barry Bepple again in attendance.

6. On November 28, 2017 the Board of Education approved the distribution of the draft policy to reference groups for input for a 60 day consultation period in accordance with Policy 8310 Policy and Policy Development prior to final approval by the Board.

PREAMBLE This policy sets out a philosophy and direction for the district in its working relationships with individual employees, employee groups and students related to energy and sustainable conservation practices. This will ensure the most efficient, effective and economic use of all energy resources, without prejudice to educational programs, while still providing a safe and healthy environment for all the students, staff and other building occupants. The district will encourage the development, where practical of education programs that increase student and staff awareness of the need for energy conservation.

REGULATIONS: 1. The district will develop a strategic energy management plan that will include

both short-term and long-term goals and targets that will: reduce operating costs, minimize greenhouse gas emissions, and reduce the environmental impact of district operations.

2. Through the implementation of this Policy, the district will develop, in accordance with the strategic energy management plan, energy management programs.

3. The district will encourage and support a district-wide culture of conservation through energy awareness-activities, education programs and training.

4. In order to support continual improvements to mechanical, electrical and structural systems, any Operating Surplus at the end of each fiscal year in all Utilities accounts (Electricity, Heat, Water/Sewer, Garbage, Recycling and Carbon Offsets) will be appropriated to the next and future fiscal years as a funding source for projects designed to achieve such improvements.

ADMINISTRATIVE PROCEDURES:

1. Facility Services will maintain accurate records of energy consumption and the cost of energy and will provide periodic reports detailing consumption and costs to the Education Services Committee.

2. Facility Services, working with the school principal, will facilitate energy savings operations at the school level to ensure energy savings while minimizing greenhouse gas emissions.

3. Facility Services management will ensure that the efforts of all district facilities staff continues to improve the efficiency of mechanical, electrical and structural systems and operational procedures.

4. Facility Services management will develop and assist in the efficient and effective use of energy systems and practices.

5. The Secretary-Treasurer will review and authorize these practices, which will then be communicated to all schools and employee groups.

3) The meeting’s other agenda items were:

a) Property Matters. The Secretary Treasurer provided a verbal update on a number of property matters. One matter was referred to the Board of Education, In Camera.

b) Financial Update to January 31, 2018. The Committee received

a financial update for the first seven months of the school and fiscal year to January 31, 2018. The update indicates that all schools and departments continue to operate within their approved budget. The Committee will receive an update at each meeting through June 2018 and it will continue to monitor the results of operations for the year.

c) Funding Model Review – Guiding Principles. Trustee Warrington provided an update on the Ministry of Education Funding Model Review that was presented to the BCSTA Provincial Council meeting held February 16 and 17.

The Committee received and discussed an update on the recommendations of the 2017-2018 Expanded Committee of the Whole – Budget Consultation. That updated report is attached to this Committee Report. Committee members were reminded that at the Regular Public Board Meeting held November 28, 2017 the 2018-2019 Expanded Committee of the Whole – Budget Consultation Terms of Reference, and Suggested Timeline and Proposed Agendas were confirmed. The meeting dates have been set for :

• Wednesday, April 18, 2018, 4:00 to 8:00 p.m. • Thursday, May 3, 2018, 4:00 to 6:00 p.m.

e) Audit Procedures – Summary Financial Statements.

The Committee reviewed a letter from the Office of the Auditor General. The Secretary Treasurer noted that we receive this letter annually requesting information to be provided to the Office of the Auditor General as at March 31, 2018 related to their work on the Summary Financial Statements of the Province of British Columbia.

f) Trustee Travel Expenses. The Committee received a report on Trustee travel expenses to February 13, 2018

Terms of Reference At its meeting held February 28, 2017, the Board of Education revised the Terms of Reference of the Expanded Committee of the Whole to include consideration of the Board’s 2016-2021 Strategic Plan goals of Learning, Engagement, Opportunity and Sustainability in its discussions. Both meetings of the Committee included presentations related to the Strategic Plan goals. At the meeting held April 3, committee members received a presentation from the District Principal, Learning Innovations and the Superintendent of Schools, on the goal of Learning, and the importance of data as evidence of student learning, and as guidance for improving student achievement. At the meeting held on April 26, the Superintendent provided an overview of the work done to date on operationalizing the Strategic Plan highlighting Effective Schools and Ethical Leadership. Committee members expressed their appreciation for these presentations and noted the importance of considering the Strategic Plan and its goals during the budget consultation process. Budget Issues and Challenges presented to the Committee - Funding At the first meeting of the committee, participants in the 2017-2018 budget consultation were presented with a projected balanced operating fund budget based on the information available at that date. This was prior to the spring school organization meetings which were held on April 11 and 12, 2017. It was noted that the Ministry of Education had announced an allocation of $5,317,423 to this school district from the Classroom Enhancement Fund. This total is comprised of $4,522,080 for teacher staffing and $795,343 of related overhead. The committee was provided with the March 23, 2017 letter to Boards of Education from the Ministry’s Assistant Deputy Ministers for the Resource and Corporate Service and the Capital Divisions. This letter outlined the Fund guidelines and expected reporting. The Classroom Enhancement Fund is a Special Purpose Fund. The main budget challenge for the coming year was identified as achieving compliance with the language restored to the teachers’ collective agreement with the allocation from the Classroom Enhancement Fund. At the second meeting of the committee held April 26, the 2017-2018, committee members were advised that as at that date it was projected that the operating fund remained balance. They were also advised that after Spring school organization there was an estimated shortfall in the Classroom Enhancement Fund. Subsequent to the meeting, the Director of Finance reviewed the shortfall and each school’s spring organization for 2017-2018. The required report on the Classroom Enhancement Fund was submitted to the Ministry of Education on May 4, 2017.

Budget Issues and Challenges presented to the Committee - Roundtable At the committee meeting held April 26th participants reviewed the May 5, 2016 Report of the Committee to the Board of Education. It was noted that over the last year, progress has been made on some of the challenges identified in that report. Specifically it was noted that the matter of a fee for student transportation was addressed by the Ministry through the Student Transportation Investment Plan, and that exempt compensation increases were approved, but not funded. Some recommendations made in last year’s Report were noted as remaining relevant and important. These recommendations included ensuring that school-based surpluses continue to be returned to schools, and that the days of submitting cost cutting suggestions are gone, noting that it is time to put some “flesh on the bones” of public education in this school district. Committee members also again called for continued advocacy by the Board of Education including an annual presentation to the Select Standing Committee on Finance and Government Services, careful review and discussion of the Rural Education Strategy Report when it is issued, and writing to the Minister of Education early in the next government’s mandate to identify and highlight the challenges faced by this school district. The following new challenges were identified, in no particular order, by committee members:

1. Staff to support school district communication At the Special In Camera meeting held December 5, 2017 the Superintendent of Schools presented the 2017-2018 Organization Chart. As directed by the Board of Education at that meeting, a position description has been developed for a Communications and Community Relations Officer. This position description was included in the agenda for the Management and Finance Committee meeting held on January 15, 2018. No further action has been taken.

2. Staff to support the recruitment and retention of all staff, but particularly teachers in rural areas, French immersion and other specialty teachers, and teachers teaching on call. Since April 27, 2017, a Human Resources Department staff member has been dedicated to the recruitment and retention of all staff, and with the support of Senior Administration, has been focused on the particular areas of need identified in the ECOW report.

3. Incentives to support, recruit and retain PGDTA Associated Professionals (school psychologists, speech and language pathologists, social workers and occupational therapists). All PGDTA Associated Professional positions are currently filled. With respect to incentives to support, recruit and retain teaching staff in general, budget has been provided to assist with relocation. In 2017-2018 that budget is $50,000 including $35,000 from the Rural and Remote Workforce Sustainability Fund provided by the Ministry of Education through BCPSEA for the recruitment of staff. In addition, the budget has been further supported by $30,000 from the overhead portion of the Classroom Enhancement Fund. Expenditures have primarily been made by way of relocation assistance to staff accepting teaching positions in the school district.

4. Support for the school district’s teacher mentoring program

Support for the school district’s teacher mentoring program continues to be provided through the Learning Innovations department budget. In addition a mentoring program, facilitate by retired Assistant Superintendent John McLay, has been established for principals and vice-principals.

5. Support for additional vice-principals in elementary schools

In the 2017-2018 school year vice-principal positions are in place at the following elementary schools:

• Harwin Elementary • Heather Park Elementary • Heritage Elementary • Ecole Lac des Bois • Morfee Elementary • Nusdeh Yoh Elementary • Quinson Elementary • Ron Brent Elementary • Spruceland Traditional Elementary • Van Bien Elementary

6. Support for vulnerable students

The Classroom Enhancement Fund has restored non-enrolling teacher ratios. Many of the restored positions provide teacher support to vulnerable students. Prior to the establishment of the Classroom Enhancement Fund (CEF), many principals and vice-principals provided teaching and direct classroom support to vulnerable students. The establishment of the CEF has provided the opportunity for principals and vice-principals to focus on the needs of their vulnerable students and providing overall support and education leadership for their schools.

7. Support for operationalizing the 2016-2021 Strategic Plan

As noted below when the Report of the Expanded Committee of the Whole was presented it was not yet confirmed that the CEF funding allocated to this school district would fully fund the language restored to the teachers’ collective agreement. When the 2017-2018 Annual Budget was adopted, it included $335,000 set aside to ensure full compliance with the restored language if required.

The CEF funding allocated to School District No. 57 (Prince George) does ensure funded compliance with the restored language, and the $335,000 is available to address operationalizing the Strategic Plan. To date, and to that end, the Board of Education has approved the new Director of Learning Pathways continuing position and the Temporary Special Assignment position of Elementary Principal Strategic Plan Initiatives. Both of these positions are currently funded from the $335,000.

There was general committee support for all of these challenges. Some committee members characterized these suggestions as opportunities. However, due to the overriding budget priority of ensuring compliance with the language restored to the teachers’ collective agreement, the Annual Budget was not able to address any of these matters this at this time. Once the Ministry of Education has reviewed the school district’s Classroom Enhancement Fund submission, and finalized the allocation to be received by the school district, there may be an opportunity for a review of the ability to support some of these challenges and opportunities. This report completes the work of the Expanded Committee of the Whole – 2017-2018 Budget Consultation. RECOMMENDATION

That in accordance with Policy 1160, Role of the Board, Regulation 8.2 the following assumptions be approved to guide the development of the 2018-2019 Annual Budget:

1. A balanced annual budget will be presented for approval by the Board of Education.

2. Schools will be allocated funding, and be expected to develop their 2018-2019 organization on the same basis as the prior year.

3. Departments will be expected to develop their 2018-2019 budgets on the same basis as the prior year.

4. Cost pressures, primarily from inflation and statutory requirements will be addressed for employee benefits, student transportation and utilities.

5. Salaries and wages will be budgeted based on known general wage increases and expected school district average salaries and wages.

6. In accordance with the scope outlined in the Terms of Reference for the Expanded Committee of the Whole, that Committee will consider:

• The 2016-2021Strategic Plan goals of Learning, Engagement, Opportunity and Sustainability

• In the event that operating revenues exceed operating expenditures after compilation of a draft annual operating budget, the committee will provide input to the Board of Education as to options to be considered for additional expenditures in support of student learning.

• In the event that operating expenditures exceed operating revenues after the compilation of a draft annual operating budget, the committee will provide input to the Board of Education as to options to be considered for additional revenue or reduced/decreased expenditures.

7. Salary, employee benefits, and defined overhead expenses incurred related to the actual cost of the language restored to the Collective Agreement with the Prince George District Teachers’ Association will be fully funded by the Ministry of Education through the Classroom Enhancement Fund.

1. Policy 1160, Regulation 8, Fiscal Accountability in Regulation 8.1 indicates that the Board shall approve budget process and timelines at the outset of the budget process. The Board did so in approving the Expanded Committee of the Whole, Budget Consultation draft agenda and meeting schedule at the Board of Education meeting held on November 28, 2017.

2. Regulation 8.2 indicates that the Board shall, in collaboration with the Superintendent, identify budget assumptions and draft Board priorities to be used in the creation of the annual operating budget.

3. The Superintendent and Secretary Treasurer reviewed the 2018-2019 budget assumptions with the Management and Finance Committee on February 19, 2018.

RECOMMENDATION

Appointment of Chief Election Officer and Deputy Chief Election Officer.

THAT pursuant to Section 41(1) and (2) of the Local Government Act Ms. Karla Jensen be appointed Chief Election Officer for conducting the 2018 general local elections with power to appoint other election officials as required for the administration and conduct of the 2018 general local elections;

AND THAT Ms. Dayna Hegel be appointed Deputy Chief Election Officer for the 2018 general local elections.

RATIONALE

1) Part 4, Division 3, Sections 35 to 38 of the School Act governs the elections ofSchool Trustees.

2) Section 35 (2) requires a general school election to be held on the third Saturdayof October in the year of the election. In this election year, that date is Saturday,October 20, 2018.

3) Section 37 (3) requires the Board to conduct an election for School Trustees incertain areas.

4) Section 38 (4) provides that the Board may enter into an agreement with a localgovernment, under which the local government may conduct the election for theSchool District.

5) The geographic boundaries of the Regional District of Fraser Fort George andSchool District No. 57 (Prince George) are the same.

6) In the 2014 and previous general local elections, school district election officials worked closely with the election officials of the Regional District and the City of Prince George.

7) The Regional District has appointed Ms. Jensen and Ms. Hegel as its election officials.

8) It is recommended that Ms. Jensen and Ms. Hegel be appointed to the same roles for the School District. The Chief Election Officer may appoint a School District Election Official.

9) The Secretary Treasurer and Executive Assistant will serve as the key School District contacts for the Chief Election Officer and the Deputy Chief Election Officer.

10) The School District remains responsible for providing information for the Trustee Nomination Package and for reviewing that package and all School District Statutory Notices related to the conduct of the 2018 Trustee election.

11) In addition, the Superintendent and Secretary Treasurer will be responsible for responding to any questions related to the responsibilities of being a School District Trustee.

12) The following school districts make similar arrangements with their local Regional District:

• School District No. 70 (Port Alberni) and Alberni Clayoquot Regional District

• School District No. 5(Southeast Kootenay) and Regional District of East Kootenay

• School District No. 71(Comox Valley) and Comox Valley Regional District The following School Districts have indicated that they have agreements with a local government with respect to their election officials:

Extract from School Act, Division 3 — Elections

Responsibility for conducting elections

37 (1) If a trustee electoral area is all or part of a single municipality, the municipal council must conduct the trustee elections in the trustee electoral area.

(2) If a trustee electoral area includes both all or part of a single municipality and all or part of a rural area, the minister, on request of the board for the school district, may order that the municipal council must conduct the trustee elections for the trustee electoral area.

(3) Except as provided in subsection (1) or (2), the board must conduct the trustee elections for its school district.

(4) Subsection (5) applies to municipalities that, immediately before June 15, 1993, were subject to an order under this Act or a former Act that deemed a rural area or part of a rural area to be within the boundaries of a municipality for the purpose of electing trustees.

(5) A rural area or part of a rural area that was deemed by an order referred to in subsection (4) to be within the boundaries of a municipality, together with the municipality, are deemed to be a trustee electoral area to which an order under subsection (2) applies.

Costs of trustee election conducted by municipality

38 (1) For a trustee election conducted by a municipality under section 37 (1) as part of a general school election, the board must reimburse the municipality for any costs of the trustee election that are additional to the costs, if any, incurred by the municipality in conducting a local government election or assent voting at the same time as the trustee election.

(2) The Lieutenant Governor in Council may, by regulation, prescribe costs that must or must not be considered additional for the purposes of subsection (1).

(3) For a trustee election conducted by a municipality, other than one referred to in subsection (1), the board must reimburse the municipality for the costs necessarily incurred by the municipality in conducting the election.

(4) A board may enter into an agreement with a local government referred to in section 57 of the Local Government Act or section 13 of the Vancouver Charter, under which one party to the agreement conducts an election for the other, or in conjunction with an election of the other, in accordance with the terms of the agreement.

Costs of trustee election conducted by municipality – Section 38 continued (5) A board that is a party to an agreement under subsection (4) may, by bylaw, provides that the bylaws of the local government respecting elections apply to trustee elections conducted under the agreement.

(6) An agreement referred to in subsection (4) may provide for a party to conduct only some of the election proceedings for or in conjunction with the other party.

(7) An election to which an agreement referred to in subsection (6) applies is valid despite the agreement and any bylaws in relation to it having the effect of creating differences in election proceedings between different parts of the trustee electoral area or other area for which an election is held.

(8) Without limiting subsection (6), an agreement referred to in that subsection may allow a board or local government to restrict the persons who may vote at the election proceedings conducted under the agreement to persons who are entitled to be registered as electors in relation to a specified part of the trustee electoral area or other area for which the election is held.

(9) If a restriction under subsection (8) applies, on any day on which an advance voting opportunity conducted under the agreement is open to electors of only part of a trustee electoral area, an advance voting opportunity must be open to all electors of the trustee electoral area on the same day.

(10) So long as any required advance voting opportunities are provided, no bylaw is necessary for an advance voting opportunity required by subsection (9), and the voting opportunity may be held at the place and for the voting hours established by the chief election officer.

(11) The chief election officer must give notice of a voting opportunity to which subsection (10) applies in any manner the chief election officer considers appropriate, including in the notice the date, place and voting hours for the voting opportunity.

BACKGROUND

1. Policy 8230, Trustee Remuneration and Expenses, Regulation 2, requires that the Management and Finance Committee review the annual remuneration for trustees, on an annual basis, prior to March 31.

2. Regulation 2.1 provides a guideline of an increase in the annual remuneration of the Chairperson of 1.5%, and sets the annual remuneration for Vice-Chairperson at $1,500 less than that of the Chairperson, and annual remuneration for trustees at $3,000 less than that of the Chairperson.

3. Annual remuneration for trustees was last increased effective July 1, 2017 in accordance with Regulation 2.1:

Chairperson, $18,270

Vice-Chairperson - $16,770

Trustee - $15,270

4. Prior to that, and effective December 2014, annual remuneration was in accordance with Policy 8230, Regulation 1.

REGULATIONS: 1. The annual remuneration for trustees, as of the date that trustees are sworn

into office at the inaugural meeting in December 2014, shall be as follows:

1.1 Chairperson $18,000

1.2 Vice-Chairperson $16,500

1.3 Trustees $15,000

2. The annual remuneration for trustees will be reviewed by the Management and Finance Committee on an annual basis prior to March 31, commencing in 2015, within the following guidelines:

2.1 Remuneration for the Chairperson will be increased by 1.5%.

2.2 Remuneration for the Vice-Chairperson will be $1,500 less than that of the Chairperson.

2.3 Remuneration for trustees will be $3,000 less than that of the Chairperson.

3. The expense allowance component of the annual remuneration shall be calculated in accordance with Section 81(3) of the Income Tax Act to ensure that the maximum amount is considered non-taxable.

4. Trustees will be reimbursed for in-district travel, in accordance with district policy, for attendance at meetings other than board meetings.

4.1 Mileage to and from regular and special board meetings is considered to be included in the non-taxable portion of trustee remuneration.

4.2 Mileage may be claimed for attendance at committee meetings, liaison meetings or other school district functions at which trustee representation is required or requested.

4.3 Optional trustee travel, including school visits, parent advisory council meetings and meetings of committees of which the trustee is not an appointed member will not be eligible for reimbursement.

5. Trustees will be reimbursed for out-of-district travel in accordance with Policy 4133.1 (Reimbursement of Travel and Meeting Expenses).

6. An annual budget will be established for trustee professional development.

6.1 Each trustee will be entitled to one-eighth of the total budget for his or her own professional development. Trustees will be encouraged to attend

6.2 The remaining one-eighth of this budget will also be used for trustee professional development at the discretion of, and as directed by, the Board of Education

7. Trustees will be reimbursed for the following expenses:

7.1 Printer paper, to be obtained upon request from the reception desk.

7.2 Consumable printer supplies to be reimbursed upon presentation of a receipt.

8. Trustees will be provided with an allowance to cover the use of their personal communication devices for school district business, in accordance with the district’s cell phone plan.

That the report of the Education Service Committee meeting held on February 5, 2018 be received.

1. The Education Services met on February 5, 2018.

2. A recommendation related to further investigation of matters raised by the reports of the Catchment and Capacity Stakeholder Review Advisory Committee and the Ad Hoc Committee for the Long Range Facility Plan for the school year beginning in September 2019 and subsequent years is being brought forward for consideration by the Board of Education this evening.

3. The meeting’s agenda included the following topics:

a. Kelly Road Secondary School Capital Project. Facility Services Department Capital Projects staff, Nino Maletta and Barry Bepple, provided an update on the Kelly Road Secondary Replacement School Capital Project. They reviewed a timeline of progress to date and presented a brief animated slide show of the project’s preliminary designs and floor plans. An application for a Building Permit has been submitted to the City of Prince George and it is expected that tender documents will be released to qualified bidders before the end of this month.

b. Lead and Radon Mitigation Update. Mr. Maletta and Mr. Bepple also presented an update on the projects to mitigate lead and radon in all school district buildings. The Ministry of Education provided School Enhancement Program funding in 2017-2018 to assist with the mitigation of lead in water. The school district’s 2018-2019 Capital Plan included a proposal for School Enhancement Program funding to mitigate and control radon. Announcements related to the 2018-2019 Capital Plan are expected from the Ministry of Education before the end of March.

March 5, 2018.

1. At its meeting held January 8, 2018, the Education Services Committee received the reports of the Catchment and Capacity Stakeholder Review Advisory Committee and the Ad Hoc Committee for the Long Range Facility Plan.

2. Each Committee presented recommendations to the Education Services Committee.

3. Recommendations related to student enrolment for the 2018-2019 school year were approved by the Board of Education at its meeting held on January 30, 2018.

4. At its meeting held on February 5, 2018 the Education Services Committee

discussed recommendations from both the Catchment and Capacity Stakeholder Review Advisory Committee and the Ad Hoc Committee for the Long Range Facility Plan that required further broad input and consultation. The Education Services Committee is requesting that the Superintendent of Schools review the recommendations made for the 2019-2020 and subsequent school years, and develop a plan to consult with the students families, and staffs of schools, and the wider community to obtain feedback to inform recommendations that will be brought forward, through the Education Programs and Planning Committee and the Education Services Committee.

5. The recommendations that require further review and wider consultation include:

(1) Duchess Park Secondary – consideration of the programs offered at the school and the elementary schools that are part of this secondary school family

(2) Prince George Secondary – consideration of the programs offered at the school and the elementary schools that are part of this secondary school family.

(3) Prince George Secondary – consideration of a Capital Project for a new elementary school to be located on the site of the former Blackburn Junior Secondary School

(4) Mackenzie – a commitment to consider any proposals for the use of surplus space at Mackenzie Secondary School received from the District of Mackenzie or the Regional District of Fraser Fort George.

(5) Robson Valley – a commitment to continue to monitor enrolment in both schools in McBride in accordance with motions adopted by the Board of Education in November 2016 and January 2017.

(6) Hart Area Elementary Schools – consideration of a review of school catchment boundaries for all Hart Area elementary schools.

BACKGROUND

1. Policy 8230, Trustee Remuneration and Expenses, Regulation 3, requires that the expense allowance component of the annual remuneration shall be calculated in accordance with Section 81(3) of the Income Tax Act to ensure that the maximum amount is considered non-taxable.

2. Previously the expense allowance component of the annual remuneration was one-third of the total remuneration.

3. The Government of Canada has announced that effective January 1, 2019 the total annual remuneration will be taxable.

4. This recommendation revises the annual remuneration to the Chairperson, Vice-Chairperson and Trustees to ensure that the after-tax remuneration will remain the same as when one-third of the annual remuneration was non-taxable.

5. This recommendation reflects a 9% increase in trustee remuneration at an increased annual cost of $15,610.

6. Policy 8310, Policy and Policy Development defines a “minor update” as a factual change, including district information and titles of individuals, organizations or legislation that do not change the intent of the policy.

7. Policy 8310, Regulation 12 indicates that minor updates to policies may be presented directly to the Board for immediate approval.
