b. Foreign Educated Applicants – Credentials Review Required? The Committee discussed if all applicants for a Hawaii nurse license must submit a CGFNS report, including those applicants who apply by endorsement/reciprocity. Upon review of HAR 16- 89-8(c), all foreign educated applicants require a credentials review. Consequently, the Committee is recommending that the application process ensures that all foreign educated applicants submit a CGFNS report that indicates that the applicant’s education is equal to or exceeds Hawaii’s education requirement.

members for their review. NCSBN 2014 Discipline Case Management Conference, Park City, Utah, June 4-6, 2014

Report on Attendance The DAG stated the Conference was very good and provided a written report to the

members for their review. NCSBN EO Summit, Asheville, North Carolina, June 24-25, 2014 Report on Attendance The EO provided a written report to the members for their review. NCSBN 2014 Annual Meeting, Chicago, Illinois, August 13-15, 2015 The EO reported she will be attending the NCSBN 2014 Annual Meeting in Chicago,

Illinois, along with Ms. Tali and the Chair. 2014 NCLEX Conference, Charlotte, North Carolina, September 29, 2014 The EO reported that Ms. Tali will be attending the 2014 NCLEX Conference in Charlotte,

North Carolina. 2014 International Nurse Regulator Collaborative Symposium Chicago, Illinois, October

28-30, 2014 The EO reported the 2014 International Nurse Regulator Collaborative Symposium will be

held October 28-30, 2014 in Chicago, Illinois and asked if anyone is interested in attending.

Treatment The EO reported Act 154 was signed by the Governor. The members were provided a

copy of Act 154. Act 159 (SB 2469, SD2, HD3, CD1) – Relating to Telehealth The EO reported Act 159 was signed by the Governor. The members were provided a

copy of Act. 159. Summary of Act 45, SLH 2014 (SB 2492, SD1) The EO reported she will be doing a summary of Act 45 to post on the Board’s webpage Act 230 (SB 2682, SD1, HD2, CD1) – Relating to Financial Disclosure Statements The EO reported Act 230 does not affect DCCA’s Board’s.

Correspondence

LPNs “Working” with Central Lines The Board reviewed an email correspondence regarding LPNs working with central lines.

The following are the four questions asked and the Board’s responses: 1. Can an LPN be determined: able to perform the skill of routine dressing change

on a central line, as ordered by a MD, if this LPN is educated for this skill by an RN who is educated and experienced in performing the skill of a routine dressing change on a central line? The Board determined that wound changes could be performed by an LPN and that any task delegated by an RN to an LPN is the RN’s responsibility to verify the LPN’s competency and that only an RN is authorized to do an assessment, not an LPN.

2. Can an LPN be determined: able to perform the skill of drawing blood from a central line, as ordered by a MD, if this LPN is educated for this skill by an RN who is educated and experienced in performing the skill of drawing blood from a central line? No.

3. Can an LPN be determined: able to perform the skill of flushing a central line, as ordered by a MD, if this LPN is educated for this skill by an RN who is educated and experienced in performing the skill of drawing blood from a central line? No.

4. In regards to the boards interpretation that “working with central lines may be beyond the scope of practice for an LPN as this is not necessarily a basic nursing task as there may be a need for assessment”……………..The initial performance of the stated skills by the said LPN would be directly observed by the said RN to determine initial competency. Proficiency would then be assessed annually when proficiency is assessed for RN’s**** would this then allow for these skills to be determined within the LPN’s scope of practice? No.

Medication Administration – Delegation – Deferred to September 4, 2014 Meeting This correspondence is deferred to the September 4, 2014 meeting. Highlights from the 2012 National Sample Survey of Nurse Practitioners, Health

Resources and Services Administration The Board members were provided with a copy of the Highlights from the 2012 National

Sample Survey of Nurse Practitioners, Health Resources and Services Administration for their review and information.

Telemedicine Policy Draws Opposition from Patient Advocates, Health Care Providers The Board members were provided a copy of an article describing new guidelines issued

by the Federation of State Medical Boards and the effects they may have on the growth of telemedicine.

Article on “Telemedicine” The Board members were provided a copy of an article entitled “With Billions on the Line,

Congress Starts to Love Telemedicine” for their review and information. NURSYS Date Analysis: An Overview of NCSBN Member Board Data (2003-2013) The Board members were provided a copy of a Nursys Data Analysis: An Overview of

NCSBN Member Board Data (2003-2013). The EO explained that Nursys is a database maintained by the National Council of State Boards of Nursing. Hawaii is not a participating member of Nursys, however we do provide them with disciplinary action information.

2014’s Best & Worst States for Nurses The Board members were provided with a copy of a survey listing the best and worst

states for nurses in 2014. CVS Caremark Minute Clinics and Collaborative Agreement The EO will be providing CVS with information on the APRN practice act that does not

require APRNs to have a collaborative agreement. A copy of the email correspondence was provided to the Board members for their information.

NCSBN’s National Simulation Study Has Won the Sigma Thea Tau 2014 Excellance in

Educational Research Award The Board was informed that NCSBN’s National Simulation has won the Sigma Theta Tau

2014 Excellence in Educational Research Award. APRNs administering vs. dispensing non-controlled prescriptions to their own patients The Board reviewed an email inquiry asking if an APRN can administer non-controlled

prescriptions to their patients in their own office and what is the difference between dispensing and administering medications

The EO stated right now APRNs with prescriptive authority are not allowed to dispense drugs to their patients; they can only dispense drug samples. A wholesale distributor may not sell her the drugs she needs because she is not authorized to dispense drugs. The Chair does not understand what she is asking the Board.

The EO stated if an APRN-Rx is in private practice, how they are administering drugs without being able to dispense them. The Chair stated they give a prescription to their patient, the patient fills it at a pharmacy, and if it has to be administered by the APRN-Rx the patient brings it to the APRN. The EO asked if this is an issue the Board would like to look into eventually; to allow an APRN-Rx to have non-controlled drugs in their possession to dispense to their patients. The Chair stated we can look into it but she does not think it is a priority issue. It was the Board consensus to refer inquiry to the laws and rules and that APRN-Rx are not authorized to dispense drugs. This issue will also be referred to the Practice Committee for their review.

Hawaii State Ms. Wendy Suetisugu, Executive Director for the Hawaii State Center for Nursing Center for Nursing: (Center) was present and addressed the Board. A copy of the Center’s strategic plan

2013-2014 progress report was provided to the members for their review and a brief overview of the report was given.

Ms. Suetisugu stated the following are four mandates that the HSCFN would be doing or

have done on behalf of nurses in Hawaii: 1. Workforce Data Analysis and Reports

Conduct biennial surveys of licensed nurses. The 2013 nursing workforce report has been published and is available on the Center’s website http://hawaiicenterfornursing.org/data_and_reports

Conduct annual education capacity survey

Partnerships to increase knowledge re: workforce; 2. Research Best Practices & Quality Outcomes

Facilitate evidence-based practice; 3. Implement Plan to Recruit & Retain Nurses

Create capacity for clinical placement of student nurses

Partnerships and programs for transition to practice

Develop succession of nursing leadership; and 4. Research Nursing Workforce Retention

Collect, analyze and report retention data of new grads. Looking ahead for 2014 and 2015:

1. Build visibility and support for investment in nursing

Strengthen partnerships and increase stakeholder participation

Marketing plan for the Center and promote image of nursing. Strategic Focus Areas for 2015:

1. Conduct research on best practices and quality outcomes; 2. Build a diversified array of relationships and funding sources to sustain the

Center; and 3. Build visibility and support for investment in the nursing workforce.

Ms. Suetisugu thanked the Board for their time. Executive Session: At 8:49 a.m. upon a motion by Ms. Tali, seconded by Ms. Joslyn, it was voted on and

unanimously carried to move into Executive Session in accordance with HRS, 92-5(a) (1) and (4), “To consider and evaluate personal information relating to individuals applying for professional or vocational licenses cited in section 26-9 or both;” and “To consult with the board’s attorney on questions and issues pertaining to the board’s powers, duties, privileges, immunities, and liabilities”.

At 9:35 a.m. upon a motion by Ms. Tali, seconded by Mr. Kauihou, it was voted on and unanimously carried to move out of executive session.
