Each phase of the ELTS was prepared by an interdepartmental team comprised of County staff from the Department of Transportation and Capital Infrastructure, Zoning Administration, Office of Mapping and Geographic Information, and Building and Development who performed the

work in addition to their routine duties by working overtime. Phase 1 of the study contained 27 segments and took seven and a half months to complete; it was presented to the Board on November 7, 2012. Phase 2 contained 36 segments and took four months to complete; it was presented to the Board on April 3, 2013. Phase 3 contained 39 segments and took eight months to complete; it was presented to the Board on January 15, 2014. A detailed analysis was prepared for each segment to assess right-of-way availability, which considered whether right-of-way had been reserved or dedicated and whether it is proffered or conditioned. Additional analysis included whether proffers or conditions exist for the road improvement, whether cash has been proffered or whether any cash proffers exist in the event that the road improvement is constructed by others. Each segment analysis also includes a map depicting a graphical representation of the road segment and a synopsis of the detailed analysis. While the study took a considerable amount of time to prepare, the information has been very useful in developing the proposed Capital Improvement Plan (CIP) transportation projects and in preparing an application for Smart Scale (formerly known as HB2). The ELTS has been published to the County’s web site and is accessible at this link: www.loudoun.gov/easternloudountransportationstudy. The County has made progress in addressing the missing links and bottlenecks identified in the ELTS. As of October 14, 2016, 17 segments are complete; 6 segments are partially complete; 34 segments are in progress; 5 segments are funded in the FY 2017 Adopted CIP but not yet started; and 39 segments are not funded in the CIP. The following tables provide a synopsis of segments categorized by their status: complete, partially complete, in progress, funded in the Adopted CIP but not yet started, and not funded in the CIP. The on-line mapping component of the ELTS has been updated to reflect the status of each segment as reported in this item; the individual segment analysis reports have not been updated. Attachment 2 contains a map that reflects the ELTS updates that are reported in this item. COMPLETE:

ISSUES: Updating the individual segment analysis documents is a labor intensive endeavor that cannot be supported by County staff at this time due to existing workloads. The CTP has been amended since the ELTS was prepared. One segment of Shaw Road is no longer considered a CTP road (Davis Drive to Sterling Annex) and was removed through the CTP Technical Amendment, CPAM-2014-0001, adopted June 11, 2014; therefore, it has been deleted from this update. Prentice Drive was added to the CTP on July 1, 2015 (CPAM-2014-0002); it was not included on the original list of ELTS segments and is not reflected in this report. It is also noted that the Silver Line Small Area Comprehensive Plan amendment is being

processed which will affect the alignment of Lockridge Road. It is further noted that the County has embarked on a significant revision to the Comprehensive Plan, which includes updating the CTP; this revision will likely result in changes to the ELTS road segments.

FISCAL IMPACT: County, state and federal funds continue to be needed to build out the County’s road network. In preparation for updating the CIP, the County is working on a model to refine cost estimates associated with road projects.
