OVERVIEW

Why “Neighborhoods and Paths”?

The Campus Neighborhood is the basic building block of the campus structure—a place where people live, work, study, and play. The Campus Paths connect those neighborhoods, their inhabitants, and their activities. By building these ideas, NC State is bringing beauty and a deepened sense of personal connection to campus.

A Campus of Neighborhoods and Paths lays out the future of physical development at NC State University. It presents a way to integrate the many parts of a large, urban campus into a coherent whole. This plan includes guidelines and standards for individual projects and directions for fitting those projects into the overall campus fabric.

The Plan begins with the Campus Vision—the NC State campus as it will become, drawing on the campus’ successful existing parts. All development will advance this Vision. The subsequent Guiding Principles, on which the Vision is built, are the university’s underlying values regarding campus development.

The Precinct Plans are renderings that illustrate the vision for the five planning areas of the campus core: the North, Central, South, West and Centennial Campus Precincts.

Following these are the Design Guidelines and Standards,i which begin by presenting the concepts of Campus Neighborhoodsii and Campus Paths,iii the fundamental concepts of this plan. The guidelines are conceptual development criteria that every development proposal must address. The architectural, site, and ecosystems standards, which are coupled with their appropriate guidelines, present specific criteria for the design of buildings, the development of the exterior environment, and the sensitive management of natural systems, and the ways to integrate them into the campus fabric. By following these guidelines and standards the many parts of a large campus are woven into a coherent whole that honors the Vision and the Guiding Principles.

The Capital Improvement Plan describes the university’s working projections about its growth and presents proposals for accommodating that growth in coordination with the university’s Strategic Plan. It includes space assignments by categories of use and describes the university's Six-Year Capital Plan. Plans are presented to illustrate the projected development of the campus based on the Six-Year Capital Plan.

The Campus Plans depict many of the concepts presented in the Design Guidelines and Standards as well as other features of campus development, such as utilities and infrastructure. The plans illustrate the vision for the development of these individual systems.

The Appendices include additional information related to the master plan, including acknowledgements of all who participated in the update, a history of the development of the campus, a description of the exceptional master planning process used at NC State University, and a guide to Key Terms used in the plan.

ii Campus Neighborhood: The key planning and fundamental physical building block of the campus. Neighborhoods may have diverse characters, but all contain a mix of uses, have a sense of self-contained place, and are focused around a Shared Open Space.

iii Campus Paths: Any transportation route, from a footpath to a major transit route. The word path is used when describing streets and transit routes to emphasize the point that campus is, for the most part, pedestrian-oriented.

CAMPUS VISION

NC State is a beautiful tapestry of Campus Neighborhoods, human-scaled places where individuals can form a lasting personal connection to this large university. These neighborhoods are diverse in character, organized around attractive, lively open spaces, and developed in ways that encourage human interaction, collaboration and reflection. They are woven into a coherent whole by a system of footpaths, streets, and transit—a pedestrian-oriented network featuring All Campus Paths that are a distinguishing characteristic of the university.

The built environment shall be of the highest quality, responding to the campus and ecological contexts, and contributing to the traditions and missions of NC State University. Each project, however large or small, is a source of pride for the community and measurably moves toward making NC State a better place.

GUIDING PRINCIPLES

The Guiding Principles are used as a framework for each campus development project. By adhering to them, the university creates excellent campus design and measures its progress toward achieving the Campus Vision. Each project fulfills both the Guiding Principles and program requirements to the greatest extent possible. With the understanding that the campus continues to grow incrementally, each project also manifests in such a way that it allows future growth and change to achieve the fullest intent of the Guiding Principles.

The Office of the University Architect staff, the campus community, building committees, and other project-reviewing bodies use the Guiding Principles as a tool with which to judge each project proposal by its contributions to its neighborhood, the network of paths, the campus as a whole, nearby city neighborhoods, and the natural environment. The Guiding Principles weave together the values generated in the university’s precinct-planning workshops and focus groups with those values developed by the task forces charged with updating the physical master plan. Through the Master Planning Process, they guide all development on campus.

Commitment to the Master Planning Process

The university is committed to the Master Planning Process. Decisions about space allocation and management, capital priorities, designer selection, building design, and landscape planning, are based on the criteria in A Campus of Neighborhoods and Paths, NC State Physical Master Plan Update 2014. This process and plan are intended to be a framework that inspires excellent design. If the university decides it must modify the plan’s criteria or deviate from its standards in a development project, it will be guided by the Board of Trustees, the Campus Design Review Panel, the Physical Environment Committee, and campus neighborhood stakeholders. Building on the campus precinct workshop concept, the university will develop a form of Campus Neighborhood consultation. As Design Guidelines specific to each campus precinct are developed, they become supplements to the Master Plan and provide further guidance for project planning.

Integrated Planning

Physical planning enhances the mission of each campus unit as part of a continuous process that works in concert with the university’s strategic, academic, programmatic, space and enrollment plans. This environment stimulates creativity among faculty, students, staff, corporate partners, and visitors to facilitate teaching, learning, research, and extension. The result is a campus that encourages the exchange of ideas and that meets the diverse needs of the people who study, work, and live at NC State.

Hallowed Places

The university is committed to caring for and preserving campus buildings, landscapes, and natural settings that have accrued special meaning over time, henceforth referred to as Hallowed Places. This unique designation is awarded only to those buildings and places that have become irreplaceable because of their historical significance or because over generations they have become symbols of our bond with the university.

Hallowed Places provide an underlying commonality of experience and evoke awe, fascination, and inspiration. These buildings, unique places, and natural resources are catalogued, restored if necessary, nurtured, and celebrated to reflect pride in the university’s heritage and respect for the past. Changes affecting these areas require extraordinary care to preserve their special nature and are considered only in consultation with the campus community.

Sustainability

NC State is committed to sustainable design and construction that creates lasting value for the campus community and the state of North Carolina. The university’s sustainability commitments1 ensure the highest quality of stewardship, adaptability for future growth and well-being of the campus community. To reduce the university’s environmental impact, all campus projects include sustainability goals that protect and enhance Ecosystems for current and future generations. By creating facilities and landscapes built upon these goals, NC State is a living laboratory and a model of innovative sustainability in the local and global community.

Pedestrian-Oriented Campus

NC State is a safe, inviting, and Pedestrian-Oriented Campus, a master plan strategy for reducing dependency on campus vehicular traffic. Pedestrians are served through a network of paths that safely and comfortably link campus destinations and precincts. All Campus Paths, connecting campus Hearths, are major pedestrian zones providing scenic routes with few interruptions by vehicles.

Access for vehicles is thoughtfully planned to enhance pedestrian activity. The speed and volume of traffic is designed to safeguard pedestrian movement. Parking is consolidated at campus perimeters to reduce the number of vehicles entering interior campus streets.

Campus improvements will effectively link to other parts of campus and the surrounding community. The university is committed to supporting alternatives to single-occupancy vehicles and to connecting with city and regional transit systems. The university’s transit and parking policies will be sensitive to the quality of life in the surrounding city neighborhoods.

Human-Scaled Neighborhoods and Paths

The environment is made up of a series of human-scaled units rather than monolithic spaces or structures. A human scale helps people cognitively map their surroundings, enabling them to acquire, store, and decode information about the environment around them. People form a closer and more satisfying connection to their surroundings when the design of those settings accommodates everyday human activity at the slower speeds of people-powered movement. NC State campus buildings and grounds are designed to meet the needs of people as they interact with each other and the spaces around them. Human-scaled details, designed to fit the human body’s range of motion and the mind’s ability to perceive one’s surroundings, create a campus environment that is comfortable, easily understood, and clarifies wayfinding. Measures for human scale include human grasp, reach, stride, mobility, and the distances at which people can recognize and hear one another.

Design Harmony

The campus has a strong and attractive visual unity arising from the blending of the old and new, the human scale and architectural detail of the Campus Neighborhoods, and the beauty and coherence of Campus Paths. The architecture exhibits enduring quality and beauty, and new development draws upon the context of the surrounding architecture, scale, materials, and landscape to create or enhance neighborhood unity. While all neighborhoods have unique characters, NC State’s campus is unified and strengthened through the strategic use of gateways, portals, and landmarks. Neighborhoods are woven together with Campus Paths that shape movement through a harmonious collection of buildings and places.

Campus Safety and Security

Campus buildings, grounds and paths foster a safe, secure and healthy community where people can thrive. Proactive design and an integrated approach to security technology standards2 reinforce a safe and secure environment through appropriate materials, effective lighting and wayfinding, and a comprehensive security infrastructure.

Universal Design

The campus is built and retrofitted to be accessible and understandable by all people, utilizing the standards of Universal Design: “…the design of products and environments to be usable by all people to the greatest extent possible without the need for adaptation of specialized design.” New projects are created and facilities and grounds are adapted to make the built environment beneficial to people of all ages and abilities.

City Context

The university will endeavor to integrate the campus into the land-use and socio-economic context of the City of Raleigh. It will coordinate with Citizens Advisory Councils, local government, and the business community on opportunities to improve the shared, larger community. The university participates in the local municipal planning process, recognizes that some Campus Neighborhoods overlap with city neighborhoods, and partners with citizens toward mutually beneficial goals.

The university will maintain open, inviting borders, recognizing that the campus is a resource and asset to the surrounding communities and all citizens of North Carolina. NC State will be woven into the fabric of surrounding neighborhoods by campus edges that strengthen the university’s identity while facilitating the flow of people and exchange of ideas between communities.

Mixed-Use Activities

Mixed use is the integration of a variety of activities and functions within neighborhoods, which encourages interaction, communication and the cross-fertilization of ideas. To promote interaction across disciplines and activities, each Campus Neighborhood has a Hearth, public space, or facility large enough to draw people from across campus. Dining, residences, lecture halls, galleries, libraries, open spaces, public art, and theaters attract people into neighborhoods, extending the usefulness of the space beyond standard work and class schedules, while creating opportunities for people of diverse backgrounds and disciplines to interact.

Visible Neighborhood Activities

Visibility of activities within neighborhoods softens the boundaries between places, helps to inform people, and invites them to engage with one another. Windows and transparent interior partitions expose the public activities taking place within entries, lobbies, lounges, and teaching and research spaces. Likewise, the views to exterior activities enhance the quality of interior spaces, and the selection and arrangement of landscape elements contribute to the transparency and views. As a result, the character of each neighborhood is discovered and people move with greater ease, confidence and understanding.

1. INTRODUCTION

The Sustainability Policy represents NC State’s enduring commitment to advancing sustainability through the life of the university. The policy enhances the management and growth of NC State’s academic enterprise by becoming a leaner, stronger, and smarter campus. Advances in campus sustainability reflect NC State’s core value of stewardship of economic and natural resources.

The Sustainability Policy accelerates actions called for in Pathway to the Future: North Carolina State University’s 2011-2020 Strategic Plan. NC State transforms lives and provides for social, economic, and technological advancement across North Carolina and the world.

The policy also builds on the University of North Carolina (UNC) System Sustainability Policy that establishes sustainability principles across the UNC System. NC State’s Sustainability Policy builds on the University Sustainability Strategic Plan that strengthens the interface of sustainability with the university’s land grant mission of teaching, research and innovation, outreach and engagement, and responsible resource use on campus.

2. POLICY STATEMENT

NC State commits to sustainability as a core value to be integrated into institutional processes, administration, teaching, research and innovation, outreach and engagement, and campus operations. NC State will grow the intellectual and academic scope of the university while using fewer resources. NC State will be a leader in and model for fiscal responsibility, social equity, and environmental stewardship in the local and global community. The university will advance and monitor sustainability through a systems thinking approach. Implementation of the policy institutionalizes sustainability into the university’s mission. The policy calls for proactive management and pursuit of sustainability to reduce life cycle costs, further human well-being, foster sustainability literacy, and produce career-ready graduates equipped with the ability to address complex local and global challenges.

3. PROCEDURES

A Standard Operating Procedure (SOP) is issued by the Provost and the Vice Chancellor for Finance and Business to provide specific guidance for implementing the policy. The SOP is regularly reviewed and appropriately modified. The Campus Environmental Sustainability Team serves as the lead coordinating body for both the policy and the SOP. Annual reporting of the status of sustainability is conducted by the University Sustainability Office and the Campus Environmental Sustainability Team.

In this Annual Sustainability Report, you will find NC State’s progress toward becoming a more sustainable university, including stories, metrics and other accomplishments. The report also tracks the university’s 2012-2013 fiscal year progress toward implementa-tion of its five-year Sustainability Strategic Plan.

A university that’s leaner, smarter and stronger is better able to achieve its mission, and at NC State, sustainability is help-ing accomplish exactly that. Campus energy and water use are down while student engagement is at an all-time high. This year, NC State put into motion a sustainability student ambassador program, a sustainability-themed living and learning village, a student-initiated sustainability fund and even campus-grown produce in campus dining halls. Academic colleges continue to elevate sustainability efforts, and two more university buildings received LEED certification.

This sustainability progress and momentum continue to earn local and national recognition for NC State, including the City of Raleigh’s 2013 Environmental Stewardship Award and designation by the Princeton Review as one the of nation’s greenest colleges.

As you will discover in this report, sustainability at NC State is work that matters. The university’s sustainability efforts are driv-ing down costs, improving efficiency, advancing transformative research, educating a new generation of leaders and ultimately helping create a better world.

TWO SUSTAINABILITY-RELATED RESIDENCE VILLAGES APPROVED

SUSTAINABILITY ADVANCES IN ACADEMIC COLLEGES

In its first year, the College of Agriculture and Life Sciences’ (CALS) Sus-tainability Office led an executive short course on sustainability, launched an initiative about pollinators, became an online resource for sustainabil-ity in agriculture and supported college researchers. At the Poole College of Management, Jessica Thomas was selected as the director of the college’s new Sustainability Initiative starting August 2013.

CALS Sustainability Office launched a Pollinator Health Initiative that will establish live and demonstration beehives around campus for research, education and outreach about honeybee health.

In fall 2013, campus residential options expand to include two new living and learning communities: EcoVillage and Wood Wellness Village. Each village will offer theme-based programming and educational opportunities, including a 1-hour academic course for first year students.

NC State students are using 4,000 seed traps to track how seeds disperse over long distances and how landscape conservation could increase dispersal in areas where habitat has been lost.

NC STATE HOSTS ACC CLEAN ENERGY CHALLENGEOn April 9, 2013, student business teams from across the Atlantic Coast Conference converged at NC State for the $100,000 ACC Clean Energy Challenge. Granular Systems, an NC State team, was among the finalists for the competition’s top prize: funding to develop a new clean energy business.

STUDENTS IMPROVE CAMPUS ONE LANDSCAPE AT A TIME

During this fiscal year, NC State landscape architecture students un-veiled two campus projects: the next phase of the Artists’ Backyard in between Owen and Turlington residence halls as well as a rain garden behind Lee Hall. Both projects will improve stormwater control and help filter contaminants from reaching Rocky Branch Creek, which runs through campus. The projects have received numerous awards, includ-ing a City of Raleigh Environmental Award and professor Andrew Fox was honored with the North Carolina Housing Officers’ Faculty Partner-ship and Academic Collaboration Award for partnering with University Housing on this project.

The College of Design’s annual sustainability seminar exposed students to green building methods and concepts through site visits, speakers and preparation for the LEED Green Associate exam, which 11 students passed to earn green building professional credentials.

ENGINEERING STUDENTS ENHANCE ENERGY SAVINGS AT HOMES, BUSINESSESEnergy Solutions, a program of NC State’s Mechanical and Aerospace Engineer-ing (MAE) department, provides hands-on experience for students to work with in-dustrial, commercial, governmental and institutional facilities to save energy and conduct research. Among the program’s upcoming contracts is facilitating measure-ment and verification for a seven-year, $25 million LED project to increase energy efficiency at all University of North Carolina system schools. Also in 2013, student ambassadors from the MAE department conducted two days of home energy au-dits for 21 local homes, informing homeowners how to use energy more efficiently through simple upgrades and lifestyle changes.

STUDENT INVENTIONS ENABLE FARMERS TO OVERCOME DISABILITY

Students developed this all-terrain motorized wheelchair for farmers with disabilities.

In partnership with NC AgrAbility, NC State seniors from the Department of Biological and Agricultural Engineering de-veloped an all-terrain motorized wheelchair to help farmers with disabilities. Students also designed a solar-powered hydraulic delivery system so that a farmer with chronic health issues could more easily water plants and livestock.

NC State Textile engineering students Monica Golike, Nicole Santos and Richard Figeroa accept a $10,000 check for winning 3rd place in the 2012 Odebrecht Award for Sustainable Develop-ment for their ideas on how to make pizza boxes recycable.

ANIMAL TRACKING SYSTEM HELPS RESEARCH TAKE FLIGHTNC State professor Dr. Roland Kays helped develop a method of track-ing bird migration and weather, enabling research on how climate change impacts global animal movement.

GRANTS FUEL SUSTAINABILITY RESEARCHAmong the research grants that NC State faculty received in fiscal year 2012-2013 were a $3.9 million grant to the uni-versity’s Center for Environmental Farming Systems, which is exploring how to expand local food systems, and a $9 million grant to the NC State-based Future Renewable Electric Energy Delivery and Management Systems (FREEDM) Center, which is developing affordable residential solar panels that can be purchased and installed in one day.

ADVANCING ENVIRONMENTAL LITERACY IN MINORITY STUDENTS

Environmental education programs that took middle school students outdoors to learn helped minority students close a gap in environmental literacy, according to NC State research from the College of Natural Resources. The study showed that time outdoors seemed to impact African-American and Hispanic students more than Caucasian students, improving minority students’ ecological knowledge and cognitive skills, two measures of environmental literacy.

EARTH DAY PROVIDES LOCAL FOOD FOR THOUGHT

NC State celebrated the planet and local food April 13-18, 2013, through a planting day at the campus Agroecology Education Farm, a movie screening about sustain-able food, the annual Borlaug Lecture with forestry advocate Frances Seymour,

an Earth Day celebration on the Brickyard and Farm Feast, which featured local food and the presentation of NC State’s 2013 Green Brick Awards. Throughout the week, 750 students signed a pledge of support for more campus-grown food in university dining halls.

CAMPUS MOVIE FEST DEBUTS SUSTAINABILITY CATEGORYStudent filmmakers had the opportunity to vie for a new prize in the annual Campus Movie Fest competition. The “Better World” category challenged students to create a film high-lighting a sustainability-related issue. The winning film fo-cused on addressing homelessness.

STUDENTS PASS CAMPUS SUSTAINABILITY FEE

Beginning in fall 2013, all NC State students will contribute $3 per year to a sustain-ability fund that will be used to finance future campus sustainability projects. The fee was approved in response to the more than 2,000 student signatures in support of the new fund. The fund will create multiple ways for students to become involved in sustainability, while enabling the university to increase its efficiency and sustain-ability through grants for campus projects.

CAMPUS SUSTAINABILITY DAY CELEBRATES RECHARGING, REUSE

On Sept. 21, 2012, as the university celebrated the addition of 10 electric vehicle charging stations, the campus community had the opportunity to test drive three of the latest electric vehicles on the market courtesy of local car dealerships. Student teams also participated in the Reusable Regatta, a boat race on Lake Raleigh featur-ing boats made of recycled material.

SERVICE RALEIGH PROJECTS FOCUS ON SUSTAINABILITYDuring Service Raleigh, an annual day of service organized by NC State’s Park Scholars, a volunteer team removed litter near Carter-Finley Stadium and PNC Arena as part of Adopt-a-Highway. Other teams planted trees or partnered with Ra-leigh-area parks, greenways and community gardens. At the Rubbage Ride, nearly 100 volunteers rode bicycles as they beautified campus by removing 550 pounds of litter.

SUSTAINABILITY LEADS TO EFFICIENCY IMPROVEMENTS FOR REPAIR AND RENOVATIONNC State’s Repair and Renovation is operating more sustain-ably than ever. As part of a departmental-wide sustainability emphasis, employees learned more about sustainability and how it relates to their work. A small group of employees have started meeting regularly to brainstorm and implement ideas that improve operational and material use efficiency.

SOLAR-POWERED PAVILION OPENS ON CAMPUSThe power of the sun can now charge electronics at a pavilion between Gold, Welch and Syme residence halls. In July 2012, a two-year, student-led project culminated in the addition of three solar panels atop an existing campus pavilion. The project, which received funding from winning the Student Government Sustainability Com-mission’s Think Outside the Brick competition, also sparked a new group on campus called Students for Solar.

NC STATE RECEIVES LOCAL, NATIONAL SUSTAINABILITY RECOGNITION

NC State received the City of Raleigh’s highest honor for sustainability, the 2013 Ra-leigh Environmental Stewardship Award. The university was also included in Princ-eton Review’s 2013 Guide to 322 Green Colleges. This is the second year NC State has been selected as one of the nation’s most environmentally responsible schools.

ENERGY OUTREACH HELPS COMMUNITY, STATESince 2009, E3 (Economy, Energy and Environment) specialists from NC State’s In-dustrial Extension Service have conducted more than 170 technical assessments and trained more than 300 N.C. manufacturing employees on sustainable practices, adding up to $9.2 million in cost savings for N.C. manufacturing companies. Also, the North Carolina Solar Center at NC State expanded its services this fiscal year to include additional solar product testing and courses in advanced solar photovoltaics and wind energy.

Plastic Propaganda, a student-led educational campaign about plastic waste, created 1,000 plastic flowers from reclaimed soda bottles to demonstrate plastic waste on campus.

In spring 2013, 32 Grounds Management employees volunteered to clean up Lake Raleigh, collecting 256 pounds of debris, some of which was recyclable.

NC State received the Raleigh Environmental Stewardship Award on Earth Day.

These campus sustainability ambassadors promote sustainable practices through peer education, work-shops, presentations and campus events. In August 2013, the inaugural class of NC State Stewards hits campus running with a vision for a more sustainable NC State.

STUDENTS WIN FUNDING FOR SUSTAINABLE CAMPUS PROJECTSThink Outside the Brick Competition, sponsored by the Sus-tainability Committee of Student Government, awarded $1,000 for a project to install a solar panel charging station outside of the Atrium on main campus. Quad Bikes, a free bike sharing initiative for the Honors Village, received $500 in start-up funding. Both projects are student-led initiatives.

ONBOARDING CENTER IS ONE-STOP RESOURCE FOR NEW EMPLOYEESThe Onboarding Center, the first shared service center under the University Business Operations Division, opened in spring 2013 as a central resource for new university employees. This center and other future shared services will help streamline the university’s resources, enabling cost savings and im-proved processes.

WOLFPACK HOSTS FIRST GREEN FOOTBALL GAME

NC State’s green football game on Sept. 15, 2012, included pre-game promotion, a sustainable tailgate demonstration and in-game sustainability-themed video mes-sages. After the game, composting was collected inside the stadium for the first time, leading to the discovery that 75 percent of in-stadium waste is compostable or recyclable. A post-game survey found that many fans welcomed and even expected environmental engagement by NC State Athletics.

One of the university’s largest annual events, the student-led Krispy Kreme Challenge achieved Certified Wolfpack Green status in part by composting a record 4,804 pounds.

ENERGY & WATERaccelerating campus utility efficiency and cost-savings

With yet another year of energy conservation success in fiscal year 2012-2013, NC State has reduced campus energy use by 21 percent and water use by 49 percent in the last decade. The university’s aggressive energy management strategies during last fis-cal year resulted in a 9 percent energy reduction per gross square foot over the previous year, totaling annual cost savings of more than $700,000.

The university also posted an 11 percent reduction in water use over the previous year, totaling annual cost savings of more

than $63,000. This progress moves the university closer to its 2015 goal of using 30 percent less energy than campus used in 2003 and within easy reach of its goal to cut 2002 water consumption in half by 2015.

REINVESTING SAVINGS FOR FUTURE PROJECTSNC State filed the FY 2013 Reinvestment Act requesting that its annual energy savings of $2,089,653 be reinvested in future projects to make campus even more energy-efficient. The university was granted $1.3 million in funding for energy improvement projects.

LIGHTING THE WAY FOR SOLAR ENERGYInstalling solar energy at the 17 schools in the University of North Carolina system became easier thanks to a team at NC State, which developed streamlined processes and templates for campuses working with solar developers.

COMBINED HEAT AND POWER FACILITY OPENS

NC State's network of live steam pipelines provide heat for many campus buildings. Repairs made to faulty steam traps, which keep live steam in the pipelines, resulted in more than $80,000 in annual energy savings. Also in 2013, a newly-formed com-missioning team from Building Maintenance and Operations retrocommissioned four campus build-ings, improving HVAC performance, saving energy and increasing occupant comfort.

POWERING DOWN FOR WINTER BREAK ENERGY SAVINGSNC State students, faculty and staff pulled the plug, hit the switch and saved the university $281,774 in avoided energy costs during winter break, Dec. 21, 2012 – Jan. 1, 2013. Since the baseline year of 2004, this annual energy-saving initiative has generated more than $2.1 million in savings, which are used to finance future energy-efficient upgrades in university buildings. This campus-wide effort facilitated by Energy Management looks for energy reduc-ing opportunities, such as temperature reduction, in build-ings that are unoccupied over winter break.

Pilot renewable technology on campus. No progress due to lack of funding or sponsorship.

Implement a building automation system modern-ization at D.H. Hill Library, installing direct digital controls that will enable point-and-click capability and increased energy efficiency. The building will then be re-commissioned to ensure optimal peak energy-efficient operation.

Funding has been capitalized from prior year campus energy savings, which is made possible by N.C. House Bill 1292. Project has been awarded to Schneider Electric.

Building Maintenance and Operations will establish a building re-commissioning team to tune-up building heating, ventilating and air conditioning systems on a rolling schedule.

A steam trap survey of central utility plant and associated campus distribution system was completed. 34 defective steam trap units were identified. To date, 12 of the units have been replaced and the remaining 22 units are scheduled to be replaced.

The software will integrate with the existing campus building automation system and will have the ability to generate energy dashboards suitable for public kiosk or other campus video displays. Similar expert systems have been used to reduce building energy use 5 - 10 percent.

Capital funding was approved in April 2013. A request for proposal (RFP) was prepared and issued; however, the vendor bids were not responsive. A new, less restrictive RFP will be issued in the second quarter of fiscal year 2013-2014.

Implement a Campus Energy Regulation. Draft of standard operating procedures have been presented to the Campus Environmental Sustainability Team to supplement the proposed sustainability policy.

Building Maintenance and Operations is developing a building boiler evaluation and tune-up program. Funding is authorized.

Also in 2013, the university earned a LEED master site credit for green housekeeping that will help simplify the LEED certification process for future campus projects.

LONNIE POOLE GOLF COURSE EARNS INTERNATIONAL SUSTAINABILITY CERTIFICATIONThe university’s golf course passed strict sustainability standards to become a certified Audubon International Signature Golf Sanctuary. Developed in 2007, Lonnie Poole Golf Course is one of only two university-owned golf courses in the world to earn the cer-tification. A living lab for sustainable turfgrass management and environmental stew-ardship, the facility features extensive vegetative buffers, native plants and grasses, constructed wetlands that naturally filter water and variety a of wildlife.

NEW FACULTY HIRES PROMPT SPACE REALLOCATION EFFORTSInstead of building new facilities, NC State searched internally for exist-ing campus space to accommodate the hiring of up to 50 new faculty members over the next several years as part of the Chancellor’s Faculty Excellence Program. Colleges and other campus entities identified about 80,000 square feet for designation as strategic space reserves that may be renovated for future campus growth, preventing the construction and expense of additional buildings.

A university needs resources, which have a life of their own - from where they originate and how they are produced to how long they can be utilized and what happens when they have no more useful value.

At NC State, sustainability starts at the source as more economically, environmentally and socially beneficial products make their way on campus. When these resources reach the end of their useful life, the university’s robust waste di-version program reduces campus waste through recycling and reuse programs that successfully redirected 45 percent of campus waste from landfills in fiscal year 2012-2013.

STUDENTS DONATE 26,000 POUNDS OF ITEMS TO CHARITY

2012-2013 HIGHLIGHTS

When the Wolfpack packed up and moved out of residence halls in May 2013, students left behind reusable items for lo-cal nonprofits to distribute to individuals in need. This “Pack N Give” partnership between Waste Reduction and Recy-cling and University Housing helped the university divert from landfills one third of all material discarded during residence hall move out including 11 percent more donations than last year and 47,500 pounds of recyclable material.

CAMPUS MATERIAL RECYCLED, COMPOSTED & LANDFILLED

CAMPUS-GROWN FOOD SERVED IN DINING HALLS FOR FIRST TIME

It doesn’t get more local than growing food on campus, for campus. In April 2013, about 100 students, faculty, staff, alumni and community members kicked off cam-pus Earth Day by planting seedlings at the university’s Agroecology Education Farm, a six-acre farm where students learn sustainable farming techniques. With the help of additional summer volunteers, NC State’s garden grew. Over the course of the summer, the farm’s harvest totaled several hundred pounds of produce for University Dining, which served the food in campus dining halls.

NC State Bookstore expanded promotion of its gradua-tion gowns that are woven with special thread made from recycled plastic bottles. Since NC State began using the gowns in 2011, graduates have saved nearly 200,000 bottles from landfills.

Several new sidewalk projects and the weekday closure of Dan Allen Drive, a major campus thoroughfare, have created a safer campus for pedestrians in 2012-2013.

DRIVING DOWN VEHICLE TRAFFIC ON DAN ALLEN DRIVEIn January 2013, NC State improved pedestrian and other sus-tainable travel access on campus by restricting weekday ve-hicular traffic on Dan Allen Drive between 9 a.m. and 5 p.m. By reducing vehicular access to just service vehicles and Wolfline campus buses, pedestrian and bicyclist safety improved and Wolfline on-time performance improved 16 percent.

IMPROVE BICYCLE AND PEDESTRIAN ACCESS ON CAMPUS.STRATEGY 4

RESEARCH AND DEVELOP MORE SUSTAINABLE PARKING POLICIES INCLUDING THOSE THAT WOULD INCREASE CARPOOLS, SHIFT PARKING TO THE CAMPUS PERIPHERY, AND PRIORITIZE PARKING OF LOW-EMITTING VEHICLES.

STRATEGY 5

Close Dan Allen Dr. through-access for vehicles to improve bicycle and pedestrian safety along the corridor.

On January 14, 2013, Dan Allen Drive closure initiated 9 a.m.-5 p.m. on week-days when classes are in session.

Add/update sharrows where appropriate around campus.

New sharrows are programmed for campus roadways in fiscal year 2013-2014.

Increase carpool promotion for faculty and staff. Ongoing through WolfTrails and other programs.

Examine more sustainable parking alternatives for consideration in the Physical Master Plan, includ-ing reducing planned parking spaces and more peripheral parking locations.
