EXECUTIVE SUMMARY
Following the passage of Proposition AA, the Board of Trustees appointed a nine- member independent citizens oversight committee (ICOC). The purpose of the committee is to ensure that all funds are used in support of projects included in the bond measure, to inspect facilities and grounds, review cost-saving measures, review the annual independent audit reports, and to report to the Board and public on its findings. The committee must have no fewer than seven members and include members from the following categories:
One member who is active in a business organization representing the community One member who is active in a senior citizens organization One member who is in a bona fide taxpayers’ organization One member who is a parent of a district student and active in a parent
organization One member who is a parent/guardian of a district student
The Board reappointed six members of the committee to two-year terms at its February 2, 2017 meeting. There are currently vacancies for three positions: parent of a currently-enrolled student, parent of a currently-enrolled student who is active in a parent organization, and member of a bona-fide taxpayer association.
Notices of the vacancies were sent to all parents along with the San Diego County Taxpayers Association. The individuals below submitted online applications and are available to appear for the interviews in open session. The applicants indicated their membership in the following categories, as well.

As a parent of a 7th grader and a 5th grader I have a vested interest in the success of the SDUHSD.
Making fiscally responsible decisions for the benefit of the schools and students is of upmost
importance. Continued projects that maintain, upgrade and improve the infrastructure of the schools is
a great responsibility and community oversight is a must. I would love to contribute to my community by
offering my time and energy to ensure these projects go as intended.

Why would you like to serve on the ICOC?
I am a former elementary school teacher with a Masters Degree in School Counseling. That speaks to my
experience in the school system. But, I also possess a deep vested interest in our community schools and
how they are functioning. I cannot honestly say I have experience with anything involving school funds
or budgets, but I am a logical, rational, law abiding citizen who would most definitely be an asset and
contributor to this committee.

I was an elementary school teacher in Texas for 8 years before deciding to forgo a career to stay home
and raise our two children. During the years spent at home, I acquired a Masters Degree in School
Counseling, wrote two screenplays, started a business selling my own paintings, created a community
fundraiser for local troops serving in Afghanistan, volunteered in the drama dept. at La Costa Canyon,
got my real estate license, and am currently running an online website that helps people take control of
own thoughts so that they can feel happier. I hope this shows that I have no fear of rolling up my sleeves
and helping where I feel I can be of service.

I have actively volunteered in the Solana Beach School District and San Dieguito High School District for
the past 10 years. As my children have become older and wiser, my presence at school sites has become
less welcome (although occasionally I will substitute teach on an emergency basis). So, I have a little
extra time on my hands.
In all seriousness, I am a strong believer in our School District and believe a source of strength is parent
commitment and positive involvement. Our community greatly benefits from Prop AA and I believe that
my professional experience and background will help insure proper expenditure and use of bond

Dieguito Union High School District, I feel a deep sense of responsibility for making sure the District has
every opportunity for success in the Proposition AA bond program. My qualifications, detailed below,
evidence my unique perspective of the District’s challenges and opportunities. I have made a career of
providing quality services to San Diego public K‐12 school districts in the implementation and
construction, project, and program management of multiple bond measures, which has resulted in an
abundance of lessons‐learned in construction and cost‐efficiencies, as well as audits. I am excited for the
opportunity to bring this knowledge to the District: by participating in the Independent Citizen’s
Oversight Committee and contributing to the District’s Proposition AA success, I also bring success to
fellow, local community taxpayers and my family.

For the past 18 years, as a member of Gafcon, Inc.’s program and construction management team, I
have contributed to multiple public K‐12 school bond programs throughout San Diego County and
Southern California. I offer the Independent Citizen’s Oversight Committee the broad perspective of a
contractor (with a keen understanding of construction means and methods), boots‐on‐the‐ground
Project Manager (working collaboratively with maintenance teams, staff, and faculty to deliver school
facilities), and a fiscally‐conscious Chief Operating Officer (working with Superintendents and presenting
bond program updates to district board members and other local oversight committees). Because of this
experience, I offer unique qualifications in the following areas:
Financial
As Chief Operating Officer of Gafcon, as well as my experience managing both program and project
budgets for local K‐12 public schools, I have a thorough understanding of budget best‐practices, as well
as California Education Code requirements, audit standards, design and construction costs, construction
delivery methods, procurement, outreach, and transparency. Some of the schools that I have aided

include San Diego Unified School District (SDUSD), Grossmont Union High School District (GUHSD),
Carlsbad Unified School District, Los Angeles Unified School District, and Sweetwater Union High School
District. As one example of my experience with bond funding, I was able to secure an additional $2.5
million in funding working directly with the Office of Public School Construction. Our firm, a member of
the San Diego County Taxpayer’s Association, has assisted many of the districts we work with to attain
exemplary scores in bond transparency (SDUSD, GUHSD, Grossmont‐Cuyamaca Community College
District, and San Diego Community College District all received perfect scores in transparency!). I
understand the importance and the ins‐and‐outs of working with State and local agencies. Additionally,
as a local taxpayer, I have a vested interest in my children’s learning environment.
Construction Oversight
Public school construction presents unique challenges and opportunities. My proven history as both a
project and program manager for similar facilities enables me to offer extensive experience and lessons‐
learned to maximize bond revenues by suggesting solutions like delivery methods and cost‐saving
measures. I am also experienced in monitoring bond funds to make sure they are being appropriately
allocated and spent. As a professional services consultant, I can lend my insights, as well as my
connections within the local contracting and professional services industry, to make sure the District
receives competitive bids and proposals.
I have practical, real‐world experience overseeing multi‐million‐dollar construction and development
projects. Through this experience, I offer strong acumen in cost‐reduction associated with site
preparation and site design. I will also be able to leverage my technical expertise to review architectural
renderings, project budget/schedule updates, audits, and other similar reports to ask the right
questions, ensuring the Independent Citizen’s Oversight Committee has every resource to successfully
oversee and steward precious bond funding.
Steering and Planning
A collaborative person by nature, I have worked extensively with staff and faculty at campuses
throughout San Diego County. This has provided me with an intrinsic understanding of the goals and
business practices of local, public K‐12 school agencies. I will synergize this knowledge with a
background in construction and development to make sure that the District is presented with out‐of‐

I would like to assist the District, and specifically the Committee, in successfully implementing the plan
for capital improvements called for in Prop AA, which will then facilitate an improved learning
environment for our students. It is also very important to keep the promises made to voters in
exchange for their approval. As a mother of two SDA students, I am very pleased at the education they
have both received but I also know that the improvements that are underway at the school will be
extremely beneficial. I would love the opportunity to give back to the District.

I have extensive experience managing and implementing capital improvement projects, large and small,
and I would like to volunteer my skills and knowledge. I have worked in transportation planning and
program and project implementation in the public sector for 25 years. As a project manager and now a
program manager, I understand the importance of staying within budget and schedule, the need for
proper contingencies, that things don’t always go as planned with a project is in construction, and the
need for a system of checks and balances between voters, management, contractors, educators, parents
and students. Part of my position is to present project updates to our Independent Taxpayer Oversight
Committee, called for in Proposition A (2004), the half cent sales tax program in San Diego County for
transportation improvements. I also track audit findings and insure they are addressed on schedule. As
such, I see the important role the Committee plays in implementation of my agency’s program.

1. I am a parent to 3 children in the Carmel Valley community, two of whom are students at district high

budgeting, constructibility review, contract review, and design/build and other procurements.
3. I have served in the capacity as an owner's representative during my 6‐year tenure at UCSD where I
managed more than $100M in projects funded from multiple sources including state revenue bonds,
lease bonds, revenue from departments and institutions, and major benefactors.
4. I have worked on many school‐related projects in the capacity as a project manager and project
architect including preschools, elementary, middle, high schools, higher eduction, and professional

I have a 25 year history of serving several communities through participation in boards, committees, and
professional organizations. This includes tenure on boards of directors and building committees for
non‐profit organizations, boards and committees for professional organizations, coaching for my
children's community sports teams, mentoring high school and college students entering architecture
and related professions, and serving on School Site Councils for the Solana Beach School District.
