Composition:
The Ad Hoc Small Business Task Force, shall provide ideas and recommendations to the Mayor and City Commission for the purpose of supporting small business activity in the City. The Task Force shall be comprised of seven (7) members who shall be direct appointments by the Mayor and City Commissioners and shall report to and receive direction and input from the Mayor and City Commission. The supporting department for the Task Force shall be the Department of Tourism, Culture, and Economic Development. Composition:
The Committee shall consist of eighteen (18) voting members with two-year terms.Seven (7) members of the Affordable Housing Advisory Committee shall be direct appointments, one made by the Mayor and each Commissioner. The direct appointee shall either be: (i) a resident of a locally designated community development target area for a minimum of six months; or (ii) demonstrate ownership/interest for a minimum of six months in a business established in a locally designated community development target area for a minimum of six months.
The remaining eleven (11) members shall be appointed at-large by a majority vote of the Mayor and City Commission, as follows:
1. One citizen actively engaged in the residential home building industry in connection with affordable housing; 2. One citizen actively engaged in the banking or mortgage banking industry in connection with affordable housing; 3. One citizen who is a representative of those areas of labor actively engaged in home building in connection with affordable housing;4. One citizen actively engaged as an advocate for low-income persons in connection with affordable housing;5. One citizen actively engaged as a for-profit provider of affordable housing;6. One citizen actively engaged as a not-for-profit provider of affordable housing;7. One citizen actively engaged as a real estate professional in connection with affordable housing;8. One citizen who actively serves on the local planning agency pursuant to Florida Statute §163.3174 (Planning Board member); 9. One citizen who resides within the jurisdiction of the local governing body making the appointments; 10. One citizen who represents employers within the jurisdiction; 11. One citizen who represents essential services personnel, as defined in the local housing assistance plan.
If the City, due to the presence of a conflict of interest by prospective appointees, or other reasonable factor, is unable to appoint a citizen actively engaged in these activities in connection with affordable housing, a citizen engaged in the activity without regard to affordable housing may be appointed.City Liaison: Alba Tarre

The primary purpose of the Committee is to assist the governing body in selecting an auditor to conduct the annual financial audit required in FS 218.39; however, the Audit Committee may serve other audit oversight purposes as determined by the entity's governing body.

Composition:
The Mayor's 41st Street Committee ("Committee") is created pursuant to the Mayor's authority to establish Mayor's boards or committees under Section 2-27(b)(2) of the City Code. The purpose of the Committee is to study and make recommendations as to how to improve the experience for residents and visitors on 41st Street, which is one of the major gateways to Miami Beach.
The Committee shall consist of no more than ten (10) members, all of whom shall be appointed by the Mayor to serve for a term of no more than one (1) year.

Memo #1255Composition:
The Mayor’s Ad Hoc Blue Ribbon Steering Committee ("Committee") on the Convention Center Hotel is created pursuant to the Mayor's Authority to establish Mayor's boards and committees under section 2-23 of the City Code. The Committee shall have the purpose of openly and fairly engaging the community in the development of a plan to build a Convention Center Hotel that will meet the needs of the community and the newly expanded Convention Center.
The Committee shall consist of seven (7) members. The Mayor has appointed Commissioner Ricky Arriola to serve as Chair of the Committee and Commissioner Kristen Rosen Gonzalez to serve as Vice-Chair. The Mayor shall appoint one additional member to the Committee and authorizes the City Commissioners not appointed to the Committee to make a direct appointment to the Committee. Direct appointments shall be individuals who have been residents in the City for a minimum of six (6) months.
The Committee shall have the following powers and duties:1. Report to the Mayor and City Commission;2. Meet as requested by the Chair for the purpose of: a) Obtaining input and feedback from the public (residents, property owners, business owners, and visitors) regarding the needs for the Convention Center Hotel; b) Disseminating information at its meetings on behalf of the City to the public (residents, property owners, business owners, and visitors) regarding the needs for the Convention Center Hotel;3. Meet directly with City Staff, as needed;4. Obtain secretarial and such other staff support as the Committee may require. The supporting department of the Committee is the Office of the City Manager, and the City Manager shall designate such individuals from the City Administration who shall also have the responsibility of working with Committee and whose duties shall include, without limitation, providing assistance, noticing meetings, preparing meeting agendas, and keeping minutes.5. Consult with and obtain legal services from the City Attorney's Office, as needed; and6. Provide recommendations to the Mayor and City Commission regarding the priorities for the plan to build a Convention Center Hotel.
Committee member terms shall commence on May 1, 2016 for a period of four months and shall expire on September 1, 2016. At the discretion of the Mayor, the Committee, and the terms of membership thereon, may be extended up to an additional eight months through and including April 30, 2017.
However, in view of the Committee's ongoing work, and the Committee Chairman's request for additional time to conduct additional community outreach and finalize the Committee's recommendation, I hereby extend the duration of the Committee, and terms of each of the members, through July 31, 2017.City Liaison: Eva Silverstein

To evaluate and make recommendations related to current floor to area ratio (FAR) and building heights in light of the need for climate adaptation and for the resiliency of the City of Miami Beach;
To provide resident and business subject matter expertise and input into the development of the citywide Resiliency Strategy;
To study and recommend options for green infrastructure solutions in addition to traditional grey infrastructure investments.

The Mayor's General Obligation Bond Advisory Panel is created pursuant to the Mayor's authority to establish blue ribbon panels under Section 2-27(b)(2) of the City Code. The purpose of the Panel is to engage in information gathering and fact-finding regarding the projects proposed for inclusion as part of any General Obligation Bond ("G.O. Bond") program.
The Panel shall consist of eleven (11) members, all of whom shall be residents of the City of Miami Beach for a minimum of 7 months and whom shall be appointed by the Mayor to serve for a term through and including November 30, 2018.
The Panel shall:
• Report directly to the Mayor; and
• Engage in information gathering and fact-finding regarding the projects proposed for inclusion as part of any General Obligation Bond ("G.O. Bond") program, utilizing the most recent version of the proposed G.O. Bond project list, updated to reflect the direction provided by the Mayor and City Commission at its April 5, 2018 General Obligation Bond Workshop; and
• Hold publicly-noticed community meetings with various stakeholders regarding the Panel's information gathering and fact finding with respect to proposed G.O. Bond projects, including residents and business owners from the South Beach, Mid-Beach, and North Beach areas, neighborhood associations, homeowners associations, and locally-based groups, including but not limited to cultural and not-for-profit institutions, senior citizen organizations, LGBTQ groups, public and private schools, and affordable housing providers; and
• Evaluate projects and make advisory, non-binding recommendations with regard to the prioritization of proposed G.O. Bond projects on the lists, including adding new projects to the project list or deleting projects from the project list; and
• Provide a final, written report to the Mayor and City Commission (via placement in the City Commission meeting agenda packet) detailing the Panel's activities and project recommendations; and
• Have authority to meet directly with City Staff, as required.

Composition:
The goals of the National Flood Insurance Program (NFIP) are to provide flood insurance to property owners, to encourage flood loss reduction activities by communities, and to save taxpayers' money.
The City of Miami Beach participates in the NFIP and the Community Rating System (CRS). The CRS is a voluntary program that provides both incentives and tools to further these goals.
Participation in the CRS saves residents money by reducing flood insurance premiums.
The City’s Program for Public Information (PPI) will help provide activity points to improve the City's CRS score, which in turn helps to reduce flood insurance premiums, and complements communications efforts for our Miami Beach Rising Above Resiliency Strategy.
An ad hoc Resiliency Communications Committee was created per Resolution 2016-29585 to serve as a PPI Committee and said Committee sunsetted on October 1, 2017; therefore, a new PPI Committee should be created in order for the City to participate in the CRS.
A Program for Public Information (PPI) was developed by the prior ad hoc PPI Committee according to a seven-step planning and public involvement process defined by the Community Rating System Program and the PPI was adopted by the City Commission per Resolution 2017-29771.
Membership criteria for a PPI Committee is specified by the Community Rating System and must include: real estate agent(s), insurance agent(s), banking industry representative(s), the City’s Floodplain Manager, and a Communications Department representative, and at least half of the Committee’s members must be from outside the local government.
An evaluation report is prepared annually by a PPI Committee and submitted to the City Commission.
The new Program for Public Information (PPI) Committee created by this Resolution will be again be referred to as the Resiliency Communications Committee in order to be in alignment with the Miami Beach Rising Above Resiliency Strategy.
The members of the the new ad hoc, advisory PPI Committee, known as the Resiliency Communication Committee, shall be as follows: the City's Communications Director; the City's Floodplain Manager; Scott Diffenderfer, a real estate agent; Carlos Gutierrez, a real estate agent; Alan Randolph, a local bank representative; and, John Lee, a local insurance agent.
The terms of the membership on the new ad hoc Resiliency Communications Committee shall commence on January 1, 2018, and expire on December 31, 2018, subject to earlier or later sunset by the City Commission.
NOW, THEREFORE, BE IT DULY RESOLVED BY THE MAYOR AND THE CITY COMMISSION OF THE CITY OF MIAMI BEACH, FLORIDA, that an ad hoc, advisory Resiliency Communications Committee is hereby created as set forth herein with members whose terms shall commence on January 1, 2018 and expire on December 31, 2018, subject to later or earlier sunset by the City Commission.City Liaison: Amy Knowles

On an annual basis, the members of the Committee shall elect a Chairman and such other officers as may be deemed necessary or desirable, who shall serve at the will of the Committee. Seven (7) members of the Committee shall consist of a quorum of the Committee and shall be necessary in order to take any action.
The members of the voting Committee shall have knowledge of and interest in transportation and parking and their impact on the City. The members designated by their respective community organization shall provide a letter from such organization certifying that designation to the City Clerk.

Composition:
The Purpose of the Youth Commission is to provide the youth of Miami Beach with a vehicle to learn about government, participate in the process of City government, represent and articulate the needs of youth in the City, and provide recommendations to the Mayor and City Commissioners on issues and programs affecting the youth and teen population in the City.
(a) The Youth Commission shall be composed of seven (7) voting members.
(b) The Mayor and each City Commissioner shall appoint one member to the Youth Commission as a direct appointment. Members must be enrolled in a Miami-Dade County Public school or a private school in the City. Members shall be fifteen (15) through eighteen (18) years old at the time of appointment and be enrolled in the 10th, 11th, or 12th grade. To be qualified for appointment, a student must have a minimum 2.0 grade point average and demonstrate a sincere interest in municipal government, be motivated to contribute to the betterment of the City, and have a background in community-based activity.
(c) The term of office for each member shall be one (1) year. Members may be appointed for (1) subsequent one-year term; provided, however, that no member shall serve on or after his/her nineteenth (19th) birthday. In addition, board member terms shall automatically expire upon the latter of December 31 of the year of the appointing City Commission member leaves office or upon the appointment/election of the successor City Commission member.
(d) Youth Commission Members shall annually elect a member as chairperson, and other officers it deems necessary. A vote of a majority of the members shall be required to constitute action taken by the Youth Commission.
