IAM Members Ready to Help Boeing Ramp Up and Expand

Last month, as we werecelebrating this union’s 75-year history, the Boeing Co.made two big announce-ments that will affect Dis-trict 751 members well intothe future: the plan to expand its manufac-turing and R&D capacities in Puget Soundand its decision to increase the 737 produc-tion rates in Renton.

We’re still working on getting thedetails on both plans from the companyto better understand what impact thesemoves will mean for each one of ourmembers.

I’m quietly optimistic. It’s great tosee Boeing growing its Puget Soundbusiness again, after a decade where itseemed that the leadership group in Chi-cago was dead set on destroying every-thing we had built here together.

But a few things have become clear:First, Boeing’s outsourcing schemes

– with the 787 in particular – have failed.We warned Chicago time and again thatthis would happen, only to have the com-pany and the analysts tell us that we werewrong. So it was a bit gratifying to readone analyst, who said flat-out that “theunions were right all along.”

Secondly, it seems that the gang inChicago is at long last (maybe) startingto realize what an invaluable resource ithas here in Puget Sound – that being theskills, experience and dedication of ourmembers and the other Boeing employ-

ees. You’ll never hear them say itout loud, but I will: Boeing couldn’tramp up to 38 737s a month inRenton if it didn’t have you. And ifit wasn’t for the steady revenuesgenerated by our 737 and 777teams, Boeing wouldn’t have thecash to pay for Chicago’s 787 blun-ders. They really ought to thank

you.Finally, it’s clear to me that Boeing

can only be successful in the future if itutilizes all of its assets to the fullest. Thatmeans an end to the attacks on theworkforce. We must all work together tomeet the challenges ahead of us, but wewill never be one Boeing so long as theleadership group in Chicago hangs on toits “us-against-them” gang mentality. It’stime for that attitude to go.

Boeing doesn’t need to bring in high-priced outside consultants to improve itscorporate culture and fix its productionprocesses. We already have 25,000 manu-facturing experts on the payroll – all of theproud Machinists who prove our worthevery day. It’s time the Harvard MBAsstarted to listen to the true experts – all ofyou who know how to get things done.

On a different topic, you’ll find a list ofDistrict 751 political endorsements in thismonth’s AeroMechanic, along with sev-eral stories about how we as a union havebeen active during the fall campaigns.

As a union, we decided to back thesecandidates and ballot issues after a long,thoughtful – and democratic – process.The District’s Legislative Committee ismade up of representatives from each Lo-

cal Lodge, who are union members likeyou. They met repeatedly, starting thissummer, to study the issues and interviewthe candidates. They made their judgmentsbased on one idea above all: Does thiscandidate, or this ballot measure, advancethe cause of working people in our state?

After the Legislative Committee makesits recommendations, it reports to the Dis-trict Council, which is also made up ofshop floor union members. They discussthe committee recommendations, and thenvote on the proposed endorsements.

In some cases, the District Councilvotes to make contributions to the candi-dates or causes we’ve decided to sup-port. That isn’t dues money. All themoney we give to campaigns comes fromthe Machinists Non-Partisan League,which gets voluntary contributions frommembers, or money raised through eventslike the Local 751-F bowling tourna-ment and the 751-C Fall Golf Classic,which both were held in September.

We also recruit volunteers to makephone calls on behalf of candidates orcauses, and to go door-to-door to talkwith voters.

Why do we do this? The same reasonCorporate America does – to elect politicalleaders and approve ballot measures thatrepresent our interests, only in our case,that’s the cause of working families.

To that end, I’d like to call your atten-tion to one candidate District 751 stronglysupports, and one ballot measure westrongly oppose.

The candidate we support is U.S. Sen.Patty Murray. There is no stronger advo-

cate for Washington’s aerospace indus-try than Patty Murray. As this union’sInternational President, TomBuffenbarger, said at a rally in our Se-attle Hall last month, “if it wasn’t for her,brothers and sisters, the Europeans wouldbe building our tankers now.”

Senator Murray has supported legis-lation that helps working people, she hasfought for and won funding to help trainthe next generation of aerospace work-ers in this state, and she has led the fightagainst European subsidies to EADS.She is a clear and articulate voice on ourbehalf in Congress, and she stands insharp contrast with her opponent, DinoRossi, who can’t seem to decide how hefeels about the Airbus subsidies. But heis crystal clear when it comes to support-

The Salvation Army of White Center is asking for donations ofHalloween candy to help disadvantaged children living in theWhite Center neighborhood of Seattle. Anyone who would like tohelp with this effort can drop off donations of unopened, individu-ally wrapped Halloween candy at any of the751 Union Halls. Donations will be ac-cepted through Wednesday, October 27.

Members of Washington’s Congres-sional delegation vowed to support thoseworkers, to make sure that they end upbuilding the next generation of Air Forcetankers – not Airbus workers in France.

“We respect our competitors,” saidU.S. Rep. Jay Inslee. “They make someof the best croissants in the world. But wemake the best airplanes.”

Hundreds of Machinists and otherBoeing workers gathered for the rally, whichwas held on the 767 assembly line insideBoeing’s Everett factory on Sept. 27. Theyheard Boeing Commercial Airplanes Presi-dent call them “the best aerospace workersin the world,” while other executives alsotalked about how that would make a bigdifference in the tanker competition.

“We’ve got outstanding proven perform-ers, both from the commercial and militaryprograms,” said Jean Chamberlain, directorof 767 tanker program. “We’ve done ourprep work and we’ve got the team.”

That’s a stark contrast compared tothe competing EADS proposal, said U.S.

Rep. Rick Larsen.“We have a place to build this tanker,”

he said. “We have the people to build thistanker. We have the experience to buildthis tanker. What do they have? Illegalsubsidies.”

U.S. Sen.Patty Murraycalled theMachinistsand otherworkers atBoeing the“ m o s t -skilled, best-trained, most-product ivea e r o s p a c eworkers in theworld.” Murray vowed to “fight for yourjobs and the jobs of your neighbors andfriends.” She described how she intro-duced legislation in the Senate to requirethe Pentagon to include the illegal subsi-dies that EADS has received as one of thebid criteria.

“You’ve had to compete against thetreasuries of foreign governments,” shetold the workers inside the factory. “Iwill not stop fighting for this contract tillthe next generation of tankers is taking

off from right outside these doors.”“Nobody is going to beat you out of this

contract,” Murray vowed.Inslee, who introduced similar legisla-

tion in the House, agreed, and said it wastime to endEurope’s un-fair advantagein aerospace.

“ W e ’ r egetting ste-roids out ofbaseball,” hesaid. “We’reending cheat-ing on WallStreet. It’stime to cut thesubsidies out

of tanker competitions.”U.S. Rep. Norm Dicks, who chairs

the Defense Appropriations subcommit-tee in the House of Representatives, notedthe long and tortured history of the tankerand said it’s time for the saga to end.

“This is the third time, and this timewe will win and win decisively,” Dickssaid. “The 767 is the right airplane, thisis the right time to win this competitionand you’re going to do it.”

But it won’t end well unless voters con-tinue to support the Democrats who backBoeing, warned U.S. Rep. Jim McDermott.

“Patty Murray has to be reelected tothe U.S. Senate to lead the fight for thetanker program,” McDermott said. “Youcan imagine what would have happenedif she hadn’t been there to derail themisguided attempt by John McCain tosend this contract to Airbus.”

Likewise, if Democrats fail to sup-port candidates like Larsen, they’ll losethe majority in the House, which willlimit Dicks’ ability to fight for the tanker,McDermott said.

“But here’s what it means if we win,” hesaid. “We get the contracts at the end of thisyear and we start building planes in Everett.”

There’s no doubt about it: I-1082 can bea little complicated. When you talk aboutworkers’ compensation, the insurance in-dustry, and related rules & regulations, alot of people’s eyes glaze over — eventhough the issues are very important.

Under the guise of workers’ compensa-tion “reform,” I-1082 is actually a massivepower grab by the insurance industry, writ-ten by insurance industry lobbyists, to gainexcessive profits at the expense of work-ers, small businesses, and taxpayers in ourstate. In fact, the fine print of I-1082 givesspecial exemptions to workers’ compen-sation insurers that no other line of insur-ance is allowed — not car, not home, notlife orhealth. It ex-empts pri-vate work-ers’ com-pensationinsurancecompaniesfrom almostall of theoversight and consumer protections cov-ering every other type of insurance sold inthe state. I-1082 also lets insurers set theirown rates and allows them to wrongfullydeny and delay legitimate claims with vir-tually no way to hold them accountable.

That’s why the insurance industryand its allies will spend millions of dol-lars to try to pass I-1082.

This isn’t about “reform,” this is aboutgreed, pure and simple. We’ve seen whatthe insurance industry has done tohealthcare — and we can’t let them dothe same thing to workers’ compensa-tion here in Washington.

Above all, Murray’s been a tenacious advocate insupport of Boeing’s bid to build the next generation ofU.S. Air Force refueling tankers, Buffenbarger said. “Ifit were not for Patty, brothers and sisters, Europeanswould be building the tanker right now.”

Allen agreed, and told the Fightin’ Machinists thatMurray “is a fighter also — she deserves our support.”

Facts to remember about Initia-tive 1082: No oversight. No regula-tion. No accountability.

• The Office of Financial Man-agement estimates that I-1082 willcost state and local governments$250 million over five years.

• Under I-1082 insurance compa-nies will be able to cherry-pick largeand less risky businesses, then jack uprates for small businesses and leavethem nowhere to turn. Meanwhile, thestate would have to cover the high-riskoccupations, destroying the requiredrisk-spread to keep prices lower, andburdening state taxpayers.

• I-1082 privatization will add aprofit motive to our public non-profitsystem. Wall Street-based insurancecompanies like AIG (America’s big-gest private workers’ compensationinsurer) are driven by profit, not what’sgood for you.

• Washington currently offers bet-ter benefits at a lower cost to employ-ers than most states. Premiums arelower because 1) there is no profit in apublic system 2) there are no commis-sions, brokerage, or marketing costs

and 3) a single insurer is able to captureeconomies of scale not available to privateinsurers in a competitive market.

• From 1999-2008, administrative ex-penses for Washington’s State Fund were18 percent of total benefits. The nationalaverage for the same period is 68 percent.

• Not only do we have comparativelylow premiums, the system’s costs toemployers in Washington state are thefifth lowest of any state in the nation.

Workers’ compensation insurance hasbeen called a “grand compromise” betweenworkers and business owners that benefitsthem both.

It is a no-fault, non-profit system thatsafeguards employers from lawsuits overjob-related injuries, while providing medi-cal insurance and partial wage compensa-tion to injured workers.

Workers comp, like Social Security,is a contract: The public has said toworkers — those who put bodies andlimbs at risk — that if injured you getcompensated, and you don’t have to sue.

For nearly 100 years, our state has grownwith a public system that provides insur-ance coverage for employers and workersthrough either the State Fund or throughself-insurance for some of the largest em-ployers. A recent study by Americans forInsurance Reform found:

• Over the 5-year period ending in2008, the cost to private insurers to runtheir workers’ compensation systems inother states was more than 90% higher thanWash. state’s costs to run its state system.

• From 2004 to 2008, Washingtonworkers received $1.29 in benefits forevery dollar paid in premiums. By con-trast, the private insurer payout was 62cents for every dollar in premiums paid.

can aerospace jobs from unfair European com-petition.” She said the changes would target “amajor job-creating project — the Air Force’saerial refueling tanker contract — as a placewhere we can begin to restore fairness for ouraerospace workers.”

The amendment was co-sponsored by Sen. SamBrownback, a Kansas Repub-lican.

The three Congressionalrepresentatives said they sup-ported the Murray/Brownbackamendment — and all threewere sharply critical of Rossi,who had told editors of theTacoma News-Tribune theday before that he saw no rea-son for including the subsidyissue in the tanker evaluation.

“Not as far as I’m con-cerned, no,” Rossi said.

Rossi later backtrackedfrom his statements, saying ev-eryone had misunderstood hisanswer. He issued a statementsaying he thinks the WTO find-ings on aerospace subsidies should be appliedto the Airbus bid, but not Boeing’s. He alsovowed to support Boeing by fighting againstlabor unions on questions like the EmployeeFree Choice Act – which, District 751 officialsnoted, has no effect on Boeing and is totallyunrelated to the issues of the tanker or WTO.

Rossi’s performance, at best, shows himto be an inept politician, the Congressmensaid.

“When it comes to this question, you shouldhave had your answer ready 10 years ago,”said Larsen. “Anybody who has a position onthis should have been practicing saying it foryears, not just making it up at the last minute.”

Otherwise, the Republican challenger sim-ply hasn’t been paying attention during thelong-running debate over what is now thebiggest job-creating program for Washingtonstate, the Congressmen said.

“I was just appalled by Dino Rossi’s lack ofunderstanding on this issue, on this tankercompetition, and how important the U.S. caseis,” said Congressman Dicks, who chairs the

House Defense Appropriations Committeethat must approve funding for whatever tankerthe Air Force picks.

Pointing to the WTO findings againstEurope, released earlier this year, Dicks notedthat “Airbus has received illegal and unjust

launch aid on a whole se-ries of planes, but espe-cially the A330, which isthe plane on which theirbid is based. ApparentlyRossi was unaware of that.”

It may be a complexissue, but it’s vitally im-portant to Washington’seconomy, said Inslee. “It’sinconceivable to me thatsomeone running for theSenate in the state of Wash-ington wouldn’t under-stand the home-town im-plications,” he said. “Thisis the $64,000 question inthe state of Washingtonright now. We need allhands on deck on this is-sue, and that means Re-publican or Democrat. Weneed a Senator who will

fight for Boeing and make it their top prior-ity.”

Washington State Labor Council spokes-man David Groves said Rossi had drawn “anuninformed line in the sand on this issue,”trying to create a partisan debate over a pointupon which Democrats and Republicans haveagreed from the start. “That kind of demon-strates how out-of-touch Mr. Rossi’s state-ment was on that issue.”

“He’s had a long time to make himselffamiliar with the nuances of the WTO rulingsand the tanker fight, and if he’s still thisconfused, that’s a troubling sign,” Brownsaid. “He either doesn’t care about Boeing ordoesn’t care about Boeing workers – eitherway, that’s not good for us as Machinists orfor Washington as a whole.”

Sen. Murray, on the other hand, “gets it,”Brown said. “She’s fought for Boeing, forour jobs and she’s clearly on our side. We’regoing to work hard to support people whosupport us, and that certainly would includePatty Murray.”

By 2012, athletes from around the worldhope to see a new sport listed on theOlympic roster – one that District 751member Tim Golden has wanted to seereach the Olympics for quite some time.And there’s good reason. Since high school,Tim has dedicated many days and nights tobecoming the most competitive athlete hecould be – ensuring that he will one dayhave the opportunity to try out for the USAOlympic Team.

Inline speed skating is a sport that

Skating to Bronze in USNationals Competitionby Rosanne Tomyn many of us haven’t yet become familiar

with. Much like the ice speed skatingthat our own Apolo Ohno has made a fanfavorite here in Washington, the inlinesport involves racing on inline skates ina variety of different time and distanceraces. The sport is so similar that manyathletes compete in both.

In discussing the bid to get the sport inthe Olympic Games, Tim explained thatinline speed skating is “up for Olympicsport hopefully this summer. For now, itwould just be outdoor but it’s a start. The

sport is really beginning to get a lot ofnational publicity. A lot of the skatersthat you see compete on the ice, likeApolo Ohno, they were all on our teamskating inline before. A lot of themstarted with inline, but since it wasn’trecognized as a sport they went to theice.”

Even though it’s not yet an Olympicsport, there are still a lot of ways forathletes to compete in inline speed skat-ing. With skating events all over the

world, medaled ath-letes like Tim havethe opportunity totravel abroad to dowhat they lovemost. “I’ve been in-vited to the threePistes in France.Three bank tracks Iwould skate on forone full week, sevendays I think. Wewould skate on adifferent track ev-ery other day. Ittakes a day to travel

by bullet train to each of the locations.”At this year’s US National event, Tim

took home four bronze medals. He medaledin time trial, 500 meter, 1500 meter, and5000 meter races. That didn’t come easy –his training regiment is one that requires adedication where many would fall short.“This whole season, I practiced three tofour times a week and then the rest of thetime is spent in the gym. Right before thecompetition, I focus on more outdoor prac-tice and also on core exercise training.”

Tim, a 23-year Machinists Unionmember working in Everett, has beeninvolved in speed skating for almostthree decades. “My Mom dropped meoff at the rink when I was in school. I putthe skates on and here I am. I fell in lovewith the competition part. Since it wasoffered as a sport, I ended up doing speedskating all through high school.”

And he doesn’t appear to be slowingdown anytime soon. “I’m going to tryout for the Olympic Long Track Oval forice. I will try out for inline skating too,but not this year. Primarily this year Iwill shoot for the ice. That is, until itbecomes an official sport. Then I might

try out for inline skating next year.”As a master of the competitive sport,

Tim has a chance to make it. “If my timesare really good, I’ll have a chance there tomake the Olympic Team. It’s just a differ-ent world out there with the ice. But if I havea chance at it, I’m going to go for the ice.”

Anyone who knows Tim can see thathe’s got the drive to get him far – in eithersport. And his persistence and diligence tobe the best goes unmatched. He explainedthat his major emphasis during all of hisyears of training has been the knowledgethat “if you really want to accomplish agoal out there you can do it.”

Tim added, “there are kids out therewho will come up to me and say, ‘You’reas old as my Dad and you’re winningmedals!’ I just tell them it doesn’t matterhow old you are – I think it’s beingpersistent. I always tell them don’t evergive up! It was on my bucket list to getthose medals and I’ve done it.”

With that positive attitude, we can alllook forward to a follow-up from Tim inthe coming years. Only this time, we’llbe talking Olympic medals.

The following are thechanges approved by Council and will bevoted on at the November Local Lodgemeetings by members in attendance. De-leted language is crossed out and in blue.New language is in bold italics and redink. A brief explanation of the reason forthe change follows.

ARTICLE VII - Section 4. The monthlydues of this District Lodge and affiliatedLocal Lodges shall be a rate consisting ofan additional $4.78 per capita added to thecurrent calculated dues rates available perthe IAM Constitution as of August 31st

2008 to become effective January 1, 2009which reflects the changes made at the2008 Grand Lodge Convention. Any addi-tional fixed assessments per the IAM con-stitution shall be added when appropriate.Beginning January 1, 2010, dues of thelodge will be indexed to the CPI-W UrbanWage Earners and Clerical Workers (notseasonally adjusted) for the US every Au-gust 31st thereafter. of 1997. “That’s a few ‘ifs.’”It’s not as if the existing workforce has

a lot of free time totake on more work,said PhuongNguyen, a Ma-chinist in Renton’s4-81 Building.

“Right nowwe’re busy,” shesaid. “I don’t knowhow we’ll getseven more air-planes out.They’re short ofpeople already.”

“We love beingbusy, but too much is overwhelming,”Nguyen said.

A lot will depend on how much trainingthe existing workers will get on the newprocesses – and how much time new hires

after the F-22 program ends.“This should mean more job security.

Increasing our expertise in composites andlearning new skills is a win-win for everyone. I can feelmore secure in my job andBoeing can be better preparedto remain at the top of the aero-space industry well into thefuture,” one member noted.

Boeing SpokeswomanChris McHugh was quoted inthe Seattle Times as saying,“We are investing in both ourpeople and in our infrastruc-ture and assets for the future.This is really a reflection ofBoeing’s long-term commit-ment to the Puget Sound re-gion.”

Boeing has also acknowledged plans toexpand its composite capabilities at the Au-burn Fabrication plant to ensure the facility isviable and productive long into the future.For months our skilled members have fixedmany of the problems on the 787 supplychain – proving their workmanship and ex-pertise. The challenge will be keeping upwith current airplane rates while at the sametime making the transition to more compos-ite and hard metal work.

“It is good news for us and much betterthan hearing about layoffs and co-workers

going out the door,” stated M.R. Moses,who works in Auburn and has 21 years atBoeing.

Members work-ing in lot-time as-sembly in the 17-45 building may beone of the firstgroups impactedby such a transi-tion. Managementhas indicated theywill be moving thelot time work areaand offloadingsome work to makeroom for the newcomposite work.Many of theseworkers have pre-

vious composite experience, which theyhope will bode well in securing a differentjob to work on composites.

While many members are cautiouslyoptimistic, the expansion also brings upmany questions that have yet to be an-swered. Questions like how will trainingbe implemented and who will be selected.As new machines are installed, what hap-pens to the previous work package andworkers who performed that work?

District 751 President Tom Wroblewskihas encouraged Boeing to harness the in-

credible knowledge of the25,000 Machinists con-sultants currently on thepayroll.

“We are excited thatBoeing wants to refreshand reinvigorate the tech-nology and utilize the tre-mendous resource theyhave in their workforcehere. As the Companyevolves, the Union mustbe a part of shaping astrong aerospace futurefor Puget Sound and en-sure our members remain

Boeing workers in thePuget Sound area have invested a lifetime ofexperience in building and maintaining air-planes,” said Wroblewski. “Their trainingand qualifications are second to none, and wewant to see this generational knowledge con-tinue to be a tradition in our state. We arehopeful that this move by Boeing to expandwork in Washington is a signal that theyunderstand the value our members provide to

the company.”While the Union

is still waiting forspecific details on theexpansion and itstiming, one thingwon’t change – theMachinists Union iscommitted to mak-ing Boeing success-ful long into the fu-ture. It’s a “state-of-the-art outlaw shoptrike” and Local 751-C member PeteCardin wants you to take it home. Cardindonated the custom-built tricycle he cre-ated to District 751 to raffle it off as afundraiser to benefit Guide Dogs ofAmerica.

“We hope to sell a lot of tickets, so thatthey can put more towards the GuideDogs,” Cardin said.

The tricycle started out as a hobbyproject for Cardin, who said it grew out ofhis frustration at the clunky shop trikes theBoeing Co. provides for workers in Au-burn, where he works as a press operator.

But on the whole, most were support-ive of the move.

“It’s good we’re going to 38 a month,”said Isaiah Ferguson, a wing assembler.“By the time we get to 38, it should beflowing smoothly. Once we’ve got our 38handled, we’ll have our systems done in atimely fashion. We’ll be able to fill ourcustomers’ demand.”

“I’m happy that it’s going up,” said PrincieStewart, who is a Union Steward at Renton.

“It’s positive to know they’re lookingto keep things here and not move it,” shesaid. “It sounds more positive to hire thanto lay off – I know that.”

Over the course of a year, Cardintracked down specialized parts and ac-cessories he wanted to put on a trike. Hespent just about $2,000 on the project.

Once he had all the components in-hand, he took them to GHY Bicyles inRenton to have it assembled. “They gotall the fun of trying to figure out how tomake it fit together,” Cardin said.

What emerged from the shop was aneight-speed three-wheeler (“It neededthree wheels, otherwise I couldn’t fit allthe stuff on it,” Cardin quipped) withengraved disk brakes, a generator for taillights, a gold chain and matching, cus-

tom-tooled handgrips and seat. Thehandlebars are at-tached with a blackplastic skull made bya company that’sgone out of business,making it acollector’s item ofsorts, he said.

Tickets are $2each and available at

any District 751 Union Hall in PugetSound. A drawing for the tricyclewill be held after $2,000 worth oftickets are sold.

More than three dozen Machinists Unionmembers observed the anniversary of theSeptember 11th terror attacks by pitching into help a retired union brother in need.

The Machinists built a new wheelchairramp for Pete and JoAnne Caldwell of LakeStevens, after chip-ping in to raise morethan $1,600 to pay forthe materials. Theyalso tackled a widerange of maintenancetasks around theCaldwells’ home.

“They did an ex-cellent job,” PeteCaldwell said later.“It is my deepest andsincerest thanks toeveryone who helpedus out.”

Both Caldwellsare former Boeingemployees, and Peteis a former Machin-ists Union stewardwho worked on 777sin Everett. Pete hasstruggled with health problems in recent years,which has made it difficult for JoAnne to keepup with the yard work and other household

projects, they said.Union members wanted to do something

to help the Caldwells, said Robley Evans,who is chairman of the Machinists VolunteerProgram for Machinists District Lodge 751.They also wanted to give back to the commu-

nity on September 11th,to “do something goodon a day that’s got a lotof bad memories forpeople,” he said.

The effort startedprior to Labor Day,when Pete’s former co-workers on the 777 linegathered for a benefithot-dog feed that raisedmost of the moneyneeded to buy the mate-rials to build a wheel-chair ramp that will al-low Pete to get in andout of the front door oftheir house.

On the morning ofSept. 11, 39 union vol-unteers and members oftheir families showed up

to help out, spending more than seven hoursat the Caldwells’ home.

While some people worked on the 52-foot-long wheelchair ramp, others tackled awide range of yard work, said Local 751-CPresident John Lopez, who was one of thevolunteers.

“There was a lot of weed-whacking goingon,” Lopez said. “We took out trees andshrubs, spread beauty bark and decorativerock and cleaned out two dog kennels.”

Afterwards, most stayed for a barbecuehosted by Stephen Olson, one of the Machin-ists who helped organize the event. “Thebarbecue was great, and everyone had a goodtime,” Pete Caldwell said.

The Caldwells said they’re grateful for thehelp from their friends in the MachinistsUnion. “The Union was there for us when weneeded them,” Pete Caldwell said. “Every-one worked so hard, and as a team.”

tive 1082, which would wreck our state’s work-ers compensation system.

Right now, Washington has one of the low-est-cost workers comp systems in America, thatat the same time pays some of the best benefits,in large part because it’s run on a not-for-profitbasis by the state. I-1082 would allow privateinsurance companies – including AIG – to comein and squeeze every last penny of profit theycould out of the system, by increasing rates anddenying legitimate claims. And it would preventthe state Insurance Commissioner from over-seeing the system, to ensure companies likeAIG were playing fair.

I-1082 would be bad for small business, andit would be terrible for workers. We all knowsomebody who has been hurt on the job and hashad to jump through hoops and hurdle red tapein dealing with the company’s third-party work-ers comp administrators. Now imagine what itwould be like if the whole statewide system wasrun by companies that didn’t have to answer toany state regulators, and that could force you tohire a lawyer and go to court to settle the sim-plest claim.

The decision you make when you cast thatballot is yours alone. But whatever your feelingsabout a specific candidate or ballot measure, themost important thing is that you do exerciseyour right to vote. The only way we lose is if wedon’t take part. It’s our right and our duty, asunion members, as residents of our communi-ties, and as Americans.

Workers at Joint Base Lewis McChordworking for Boeing Aerospace Operations andDynCorp International/L3 are preparing forupcoming bargaining sessions.

In late September, BAO members com-pleted surveys to determine issues for theirupcoming negotiations. The next step for thisgroup will be assembling the negotiating com-mittee.

Both units showed strong solidarity by over-whelmingly voting to grant strike sanctionauthority the week of September 27. BAOmembers voted 92 percent for strike sanctionwhile DynCorp/L3 cast an impressive 100 percent vote forstrike sanction.

Members at BAO perform flight in-struction and load master instruction foractive military on the C-17 ATS simula-tion platform, as well as performingmaintenance on the simulators.

At BAO, the Union is currently anxious to see who wins thebid so we can begin working on a transitional agreement, whichmust be completed within a 60-day period.

BAO members voted 92 percent togrant strike sanction whileDynCorp L3 had an impressive100 percent strike sanction vote.

Forty-eight golfers “chipped” in their money for the Machinists Non-Partisan Political League (MNPL) by taking part in the Eighth AnnualLocal C MNPL Golf Tournament. The event generated lots of green –raising more than $3,200 for the political arm of the Union and money wasstill coming in as the Aero Mechanic paper went to print.

With a best ball format, the teams made for a competitive finish. Asudden death putt off determined the placing for first and second, while thethird place team was just one stroke behind.

District President’s Report: DistrictPresident Tom Wroblewski reported heand District Secretary Treasurer SusanPalmer attended the Retiree Conference inLas Vegas where they accepted an awardrecognizing the more than 50+ years Dis-trict 751 has had a successful Retired Cluband our steadfast support of the RetiredDepartment at the International.

Tom also spoke about volunteerismand the District’s decades of dedicationto the community. That is the theme ofour 75th Anniversary celebrations thisyear – our service to the community.Tom touched on some of the fine workwe have done in the community, includ-ing providing much needed low-incomeHUD housing since the early 1960’s.

Tom also recognized retiree GeorgeBraun who recently received the BronzeAward from President Obama for his com-munity service. The District received theGold Award from the President – recog-nizing our volunteers contributed over3000+ hours to the community in 2009.

Tom also spoke about the Times ar-ticle which reported Boeing intends tobring work back in-house. We don’t knowthe extent, but it is good news nonethe-less. Finally, they are acknowledgingthat we have the best, most qualifiedaerospace workers right here.

The analysts and columnists are com-menting now as well – and they’re say-ing that the Machinists were right all

along. They aresaying thatoffloading thatwork was a badmove and thebest workforceis right here.

President’sReport: Presi-dent T.J. Siebertthanked DistrictPresident TomWroblewski andSecretary Trea-surer SusanPalmer for theDistrict’s sup-port of Club ac-tivities like the

picnic and Christmas dinner. He alsothanked them for sending the Retired Clubdelegation to the Conference. As it is out ofstate, many wouldn’t be able to attend if itweren’t for that support.

Betty Ness thanked Tom for the sup-port and explained there were so many atthe Conference who did not have a Club,and we not only have one but we have somuch support from the District.

T.J. noted there is a new frame on thewall with pictures from when the RetiredClub was first founded. Take a momentto look at it – it’s very interesting.

Last month, more than 1,000 retireestook part in the 5th Annual IAM&AWRetiree Conference in Las Vegas, NV.These retirees, referred to by Interna-tional President Tom Buffenbarger as“members of the IAM fam-ily,” took part in a series ofdiscussions on topics that arecritical to the seniors of todayand tomorrow. Retirees wereurged to mobilize to preserveSocial Security and make adifference in the fall election.

T.J. Siebert, Ruth Render,Betty Ness, George Braun, andJohn Guevarra all attended theconference on behalf of the751 Retired Club to gatherimportant information to sharewith fellow members.

District President TomWroblewski and District Sec-retary Treasurer Susan Palmer also attendedto accept an award on behalf of District 751and the 751 Retired Club that recognized751’s dedication to retirees and more than50 years of support to the Retired Club andthe Retiree Department at the International.

Speakers covered topics like diabetesand heart disease, important topics forsenior voters, pre-retirement planning,Medicare and healthcare reform, and So-cial Security. Retiree Club President T.J.Siebert said the speakers were all interest-ing, but the best part of the conference hadto be the skits. “I enjoyed the role-playingskits. There was one actor who playedFDR – and he was incredible.” Highlight-

leaders of the past to build a strong future,one skit involved a conversation betweenPresident Roosevelt and President Obama.

One of the main focuses of this year’sconference was the preservation of Social

Security. Richard Fiesta, Director of Gov-ernment and Political Affairs for the ARA,shared some important facts about SocialSecurity – and why we need to work hardto preserve it. In his presentation, he notedthat it was on January 31, 1940 that the firstrecipient of a Social Security old-age ben-efit received her monthly check. Today,nearly 71 years after Ida May Fuller re-ceived that check, the program lifts 13million seniors above the poverty line.

George Braun said that one of themost important things for voters to re-member when weighing their supportfor Social Security and the candidatesthat support the program is its cost. “Ev-

eryone has to remember that SocialSecurity is not a burden on the deficit.The Federal Government has neverpaid into Social Security – you andyour employer are the only ones whopay in.”

One of the mosttouching moments forall of the 751 delegatescame when a young folksinger shared one of hissongs. Nancy Holland-Young explained thathe “sang a song dedi-cated to RomanMayfield, a deceasedmember of District751.” Ruth Renderagreed saying, “Hismusic was amazing. I’llnever forget it.”

and volunteered to help out, the confer-ence was a complete success. Attendeespitched in to help anywhere they could –at the registration desk, helping withentertainment events, and as floor man-agers.

President Wroblewski noted that ourown delegation did a great job acting asthe voice and spirit of District 751 mem-bers and retirees. “You were well repre-sented,” he explained to the Retiree Clubat their September 13 meeting. Tomadded, “Sue Palmer and I appreciatedthe opportunity to attend the conferenceas well. It was such an honor to accept anaward on your behalf.”

For the 20-plus members working at Pacific North-west National Laboratory (operated by Battelle) on theHanford Site in the Tri-Cities, the sky’s the limit on thework they perform. Their job is not what most think ofwhen they hear Hanford and visualize nuclear wasteand cleanup – thesemembers work on the“other side of theranch.”

As one of 10 na-tional research labo-ratories for the U.S.Department of En-ergy, this facility’smission is to deliveradvancements in sci-ence, energy, nationalsecurity and the envi-ronment. These tal-ented members arepart of the researchand development cen-ter at the site, and theyassist scientists andengineers to followthrough on theirthoughts and dreams. They produce small intricatespecialized projects that must be held to tight tolerances– making continual modifications and maintaining con-stant one-on-one communication with the scientists andengineers.

“The work is always challenging and is set up like amodel shop. This is the best job a machinist could havebecause of the variety of work. One day we work onprojects that could help find a cure for cancer or are usedon a new MRI machine and the next day we might beworking on something that ends up on a space shuttle.We work on everything from saving energy to savinglives,” said Bud Higgins, a member who has worked inthe lab for the past 26 years. “The demanding work isvery stimulating. It is the kind of job that if you get it,you stay because you couldn’t find anything better.”

While their work is very specialized, when it comesto collective bargaining and their contract, they are partof a larger group – Hanford Atomic Metal Trades

Council (HAMTC). To effectively negotiate the bestcontract possible, 10 affiliate Unions join together tosecure one contract that covers approximately 320employees at the site. The negotiating committee is amixture of Stewards and Business Reps from each of the

ten unions. The Machin-ists had a strong pres-ence at the bargainingtable with Bud Higginsand Staff Assistant KenHoward serving as theirvoice.

In the current reces-sion and with govern-ment budget cuts, Unionnegotiators worked hardto obtain a fair and equi-table new three-yearagreement, which mem-bers ratified on Septem-ber 2. Bargaining wasdifficult and negotia-tions stretched out overeight months. The ma-jor challenge for thecom-

mittee centered on the complicatedarea of wages and benefits while stillmaintaining the integrity of the con-tract as a whole.

Despite the lagging economy,workers there made impressive gainsin wages and Union negotiators pro-tected benefits.

While other workers are getting 2percent or less in yearly raises, thebargaining committee was able todeliver general wage increases of 4percent, 4 percent and 3.5 percent.Because the talks dragged on, the 4percent general wage increase for2010 is retroactive to April 3.

Pension benefits were maintainedand remain one of the highest multi-pliers of any of the Department of

Employees at Cummins Northwestare experienced diesel mechanics whoensure all types of truck and equipmentthat enters their doors leaves in top run-ning condition. Everything from majoroverhauls and rebuilds to routine pre-ventive maintenance, these workers runthe gamut, including emergency, onsite,full service and even field repairs.

These highly skilled mechanics un-derstand the value of equipment “uptime” and the need to accomplish timelyand cost effective repairs when emer-gencies arise.

“We work on pretty much any kind oftruck – anything from a Dodge pickup toa Freightliner or Peterbilt and every-thing in between,” stated Zack Mayer, aMachinists Union member at theCummins location in Pendleton, Oregon.

While they specialize in Cumminsengines and Cummins parts, these me-chanics are experts on all types of en-gines, equipment, trailers and machin-ery. In addition, several of the membersalso serve as power generator techni-cians.

While the generators may not get a lotof use, when the power goes out it iscritical the generators will run effec-tively. The members who work on thepower generators are often out in thefield – performing routine tests and main-

tenance to ensure the generators are readywhen circumstances require their power.Nearly every police, fire, 911, hospital,and other emergency service rely onthese generators to get the job done whenelectricity is out. The generators are alsoessential for grocery stores and otherbusinesses that may have perishablesrequiring refrigeration or need electric-ity to preserve their products. Becausethe generators are very large, our mem-bers must travel to various sites to per-form the work. In addition to generatorsfor buildings, they also work on lots ofgenerators for RV’s, camp trailers and

horse trailers.Member Ted Hogeweide, who serves

as the field technician at the SpokaneCummins location, noted, “I’ve been atCummins 26 years and seen lots ofchanges. I began working on enginesand took on generators about 16 yearsago. There was more of a challenge withgenerators, and I recognized the impor-tant role they play. Basically, any placethat requires power to provide essential

services must have a working genera-tor.”

The mechanics at Cummins maintainlarge fleets of trucks for Boise Cascade,Swift Transportation, Walmart, and ahost of other companies, as well servic-ing school buses for area school districts.

Because it is important to keep trucksrunning and freight moving, if there is aproblem with any of the customers’trucks, Cummins provides 24-hour ser-vice – which may require employees tobe available for call outs.

Typically, employees have completedat least a diesel technician training pro-gram prior to hiring into the company.Cummins also offers various specializedtraining on Cummins products and lotsof in-house training so mechanics areknowledgeable of the latest technology,engines and equipment.

The Union contract is set to expire inDecember at both the Pendleton andSpokane plants. While they have sepa-rate contracts covering each location,the issues are pretty universal with ben-efits always being a top issue.

“The Union is behind us in case some-thing happens. It is always good to havean advocate on your behalf,” Zack stated.“We hope to make some gains in the nextcontract – especially in the area of ben-efits, which was hit hard in the past.”

Energy sites. Escalating health care costs proved achallenge in the negotiations. The committee strived tokeep the costs down and the plan design changes in thefinal offer were well below what Battelle had consis-tently proposed.

Other improvements in the contract included: en-hanced Work Contracted Out language, which providesfor turn down criteria, removal of the “use it or lose it”eight hours of PT, and Working Leader provisions forall affiliates.
