CCC Terms of Reference and membership˃ The original Boral Teven Quarry CCC Terms of Reference were developed with
community input and endorsed at the first ‘whole of community’ meeting in 2011.
˃ The ToRs were re-endorsed at the 2013, 2015 and 2017 WoC meetings.
˃ When originally developed, the ToRs included a commitment from us to conduct
an ‘administrative review’ to ensure they remained relevant and up-to-date.
˃ We usually conduct this review prior to each WoC meeting. Our review this year
has once again not identified any changes are required, however your input is
requested.
CCC Terms of Reference and membership˃ At the WoC meeting of 19 May 2011, we committed to:
˃ Stage a WoC meeting every 18 to 24 months for all interested residents and stakeholders to
hear about progress at the operations, and
˃ Use the WoC meetings to elect/re-elect the community representatives to the CCC.
˃ The quarry’s updated consent still outlines the membership of the CCC.˃ CCC is to include at least two representatives of the local community.
˃ Also must include a representative of the Ballina Environment Society.
˃ The 2017-19 members were Peter Blackwood, Denis Perkins and Sam Henderson.
˃ President of the BES, Fiona Folan, has been the Society’s representative since 2011, although
the Society has not attended any CCC meetings since 2015.

Teven Quarry: National Award Winner
˃ On 20 September 2018, Teven Quarry won the inaugural Community Leadership
category at the National CCAA Innovation Awards.˃ Award recognised the success of our partnership with the Tintenbar-Teven Community Aid
Network (TinCAN) during the past six years.
˃ Nominees included all individual 2017 and 2018 State Award winners.
˃ Partnership had been named the NSW/ACT Award winner at the State ceremony in August.
˃ We are extremely proud of this achievement which we share not only with TinCAN, but the whole Teven and Tintenbar community.

Quarry Operations update: Personnel changes
˃ Notable changes during the 2017-19 period˃ Rod Wallace left his role with Boral Land & Property to become the new Environment Manager
(NSW/ACT) during 2018. Planning duties taken up by Adnan Voloder who joined us at the end of
2017.
˃ Changes in Quarry Supervisor role/personnel across the last two years.
˃ And the changes to come…˃ Richard Tomkins will be finishing up with Boral during mid August to pursue his career with another
company as a General Manager. Brad Doyle, Manager at Grafton and Macksville Quarries, will act
in Richard’s role until it is filled.
˃ Scott Gillieatt will be finishing up with Boral the end of August to pursue his career with another company as an Operations Manager. Scott’s replacement is to be confirmed.

Teven Quarry into the 2020s
˃ NOTE: Some of this information was presented at the last CCC meeting (Nov
2018) but due to its importance has been updated for re-presentation.
˃ With the completion of the Pacific Highway works expected next year, we’re
assessing our plans for the future of our North Coast sites.
˃ The quarry serves a steadily growing area, so operations will need to revert to
a ‘normal’ mode after all the recent ‘peak’ years supporting the highway.
˃ The quarry’s consent remains in place until June 2026.

Teven Quarry into the 2020s
˃ We know there is more rock available at the northern end of the current
operations, both inside and outside the current approved extraction footprint.
˃ Seeking approval to extract this rock and/or extend beyond the current
consented area will trigger the provisions of State Significant Development
(SSD) under NSW planning legislation.
˃ An SSD application is like a development application (DA) you put to Council,
but far more detailed and with a large range of supporting studies required.
˃ SSDs are assessed by the NSW Department of Planning and Environment.
Teven Quarry into the 2020s
˃ The studies required for the SSD (mostly environmentally focussed) require
data to be collected over an extended period (eg two years).
˃ Groundwater bores were established after drilling during January and February
to start the collection of water related data. ˃ Data is used to guide the future quarry pit design.
˃ Expecting to commence other necessary studies toward the end of this
year/early 2020.˃ Includes flora and fauna, pit design effects on water flows, air and noise effects, aesthetics.
˃ We are not yet committed to any firm timeline, however in theory the SSD could
be lodged in the second half of 2020 if complete focus is given now. ˃ No mapping of the area has been completed as yet, nor consideration given by the business as
to what changes if any might be included in the SSD.
˃ Information to be presented at next CCC meeting (hoping
to have Adnan in attendance) and also shared around
neighbourhood (eg newsletter).
˃ Consultation will continue: opportunity for you to raise
more things for us to think about well in advance of starting
on the application.

community through direct contribution to events and initiatives:˃ TinCAN ‘bus trip’ program – whole period, CCAA Award wins.

˃ Tintenbar Community Hall - ‘Pledge a Plank’ campaign 2018.
˃ Immune Deficiency Australia Children’s Christmas Party – 2017 and 2018.
˃ Ballina Lions Club World Festival of Magic Children’s Christmas Party – 2017 and 2018.
