COUNCIL COMMITTEE REPORTS: Councilman Hauser reported that the Environmental Commission at their last meeting of the year and Kris Brown will be stepping down. There will be a vacancy and you can contact the Mayor or Ann Marchioni. There is a big push to promote Anti-idling ordinance and Ann Marchioni has reached out to the schools to do a program through the schools. There are 1270 families in addition to 500 staff and each will be receiving a magnet that will be designed through a program that will be run through the

Page 3 of 4 schools and the idea is that the kids will design a logo to be on a magnet. Next year on May 2nd there will be a Sustainable Day. Councilman Kelley reported there will be a Free Rabies Clinic on Saturday, January 24th from 1:00PM – 2:30PM at the Caldwell Fire House. Dogs must be on a leash and cats in a cage and you can get your 2015 Licenses. REPORT OF MAYOR: Mayor Dassing reported that Ace Hardware had their grand opening and the Costello Family was there. They had experienced staff training the new employees and there are a lot of Caldwell residents that are working there. They own 21 stores in Long Island and this is the first store in New Jersey. The Mayor hopes that everyone supports them throughout the year not just during the holiday season. She wished them the best of luck. The Brook Study Committee is looking into possibly being able to divert some of the water that goes into the brook down a different storm sewer. REPORT OF BOROUGH ADMINISTRATOR Paul Carelli reported on the following:
We reached a settlement with ADA Compliance in Town. Wheel chair lift is installed and operational and the vouchers are in so we will be getting our grant
money. We are under the grant the grant was $56,000 and we came in about $41,000 at the CDBG meeting last week he asked about using the leftover funds to pay for the ADA things that we have to do.
We have received our draft bid specs for the re-valuation and we hired a consultant and will have a Resolution in early January.
Solar Panel RFP is being advertised currently and will be opening on December 30th. He submitted the CDBG Grant for Senior Transportation Bus. Roseland and West Caldwell
supplied Resolutions in support of that and he filed on behalf of the three towns. There will be no year-end meeting.
Councilman Hauser asked Paul what the status was the RFP for the snow removal and Paul responded that he will be advertising by the end of this year and at the next meeting in January we can have an approval. Councilman Hauser asked about the Library technologies and Paul responded that the new phone system is voice over IP and your network plays a very important role and we do not currently maintain the system over at the library and he had a consultant to take a look and it turns out that their wiring isn’t good and he gave us a proposal to replace that and there is also a switch. REPORT OF BOROUGH ATTORNEY: Greg Mascera reported that the RFP for the tax re-valuation is very complicated and with the Councils approval we can make that hire for February, 2015 and Mr. Librizzi asked if that would be acceptable. The process has to be completed so it can be on the assessor’s books for the 2016 tax year. The maps will need to be digitized. The motion that Mr. Ingris filed with the Supreme Court in the State of New Jersey trying to consolidate two cases procedurally it was thrown out. REPORT OF ESSEX COUNTY LIASSON Jim Jorgensen reported that everyone should take advantage of the Holiday Lights program that is advertised on the county website from 5-9PM on the weekends and free holiday entry to the zoo. REPROT OF POLICE CHIEF: James Bongiorno reported that they are very excited about the new Auxiliary Officer’s and any one that volunteers their time is a very special person. The Resolution Drive Sober or Get Pulled over runs between December 5th – January 2, 2015 and the message board is placed on the Green to notify drivers. Mayor Dassing asked Jim Jorgensen if the County can do something with the signage for Westville and Roseland Avenue. Discussion Ensured. Councilman O’Donnell thanked Councilman Rodgers for his service over the years with the Borough. He has worked very well with Councilman Rodgers who has been very supportive with the Police Department and is a man of integrity and character and he is going to miss him. Councilman O’Donnell wished Councilman Rodgers the best of luck. REPORT OF ESSEX COUNTY LIASSON: James Jorgensen reported that he will look into the situation of traffic on Roseland and Westville and he will report back to see if there is some possible way to address the signs. Jim wished everyone a safe and Happy Holiday Season and very prosperous New Year from himself and the County Executive

Hilda Moore, 23 Personette Street asked about the property next to her and whether there would be fencing put up since people are walking their dogs there. Ann Marchioni, Co-Chair Environmental Commission thanked everyone and said that it has been a great year for the Environmental Commission because of the Mayor and Council’s help and because of the Town’s help. There being no additional business to be conducted a motion to adjourn the meeting was made by Councilman Kelley, seconded by Councilman O’Donnell unanimously affirmed by all members present, the meeting was adjourned at 8:01P.M. Thank you, everyone, for attending the 2015 Caldwell r-organization meeting. Special thanks to our dignitaries who are with us today, West Caldwell Mayor Joseph Tempesta and Councilman Michael Docteroff. I would like to first of all congratulate our newest auxiliary Police officers who were just sworn in this December, and extend best wishes to our Volunteer Fire Department officers and first aid squad members. theresidentsbetterwaterservicetotheirhomesandouremergencypersonnelbetterInfrastructuretoworkwiththeeventtheyneedtofightafire.Wewillcontinuewiththeseprojectsin2015.Wealsoworkedverydiligentlytoseethecompletionofa16milliondollarsewertreatmentproject,andputthemanagementofthesewerplantouttobid,resultinginsubstantialsavingsforCaldwellandthesurroundingtownswhoareservedbythesewerplant.NextupinthatareawillbetheinstallationofsolarpanelsonthepropertyandwewillbethefirstsewerplantinNewJerseytodoso.Intheareaofpublicsafety,wehaveupgradedourvideosurveillancesystemsinalltheBoroughbuildingsandaregoingtobegininstallingvideocamerasinallofourpolicevehicles.Theinstallationofe‐ticketingsystemcontinuestoprovetobeaworthwhileendeavor,increasingmotorvehicleenforcementstops.IwouldliketosayThankYoutoourPoliceChief,JamesBongiorno,whohasbeenaninspiringleadertoourforce.TheFinanceCommitteecontinuedtoemploythephilosophyofapennysavedisapennyearnedandcontinuedtosliceunnecessaryappropriationstoachieve,onceagaina0%increaseinyourlocaltaxbills.WeachievedastellarbondratingthisyearfromtheStandardandPoor’sandmuchofthisisduetotheireffortsandtheeffortsofourBoroughAdministratorandCFO.OurCommunityCentersawamajorupgradeintheindoorpoolwiththeinstallationofanultravioletwaterfiltrationsystemwhichkeepsthechlorineanditseffectstoaminimumandprovidesahealthierenvironment.Wecontinuetorefinetheprogramsandthefacilitytobethebestitcanbeforarearesidents.Ourhistoriccommissionheldtheirfirsthistorichouseevent,whereresidentscouldfindoutinformationabouttheirhomesandseephotographsoftheirhousesfromdecadesago.TheyarecurrentlyworkingonanapplicationtomakeCaldwellacertifiedlocalgovernment,whichwillopenupgrantpossibilitiesfortheBorough.ThePlanningBoardhasbeeninterviewingplannersforCaldwellandwillundertakeare‐examinationofitsMasterPlan,inadditiontocountymandatoryare‐evaluationofallpropertiesintown,bothin2015.TheBoroughpurchasedthePersonetteStreetpropertywithOpenSpaceTrustdollarsandNewJerseyStateGreenAcresfunds,andthatwillbecometheCaldwellVolunteerFiremen’sParkinthespring.Iwanttotakethisopportunitytothanktheover80volunteerswhoserveonthefiredepartment,thefirstaidsquad,andtheBorough’sBoardsandcommissions.Theirvolunteerhoursaremostappreciatedandvitaltothehealthandwell‐beingofourTown. In looking to 2015, we will continue to make lower taxes, enhanced services and our downtown priorities. The recent installation of a Code Red resident notification system and a new software program called SEECLICKFIX will keep residents informed during an emergency and will better enable them. On January 29th we will hold the first of many meetings to explore the feasibility of a Special Improvement District (SID) for our business area. We are hopeful that this process will gain us valuable insights as to next steps to make our downtown a more vibrant and attractive destination. RESOLUTION AUTHORIZING A PURCHASE WITH CDW GOVERNMENT FOR COMPUTER TABLETS AS APPROPRIATED IN CAPITAL ORDINANCE #1295-14 FOR THE BOROUGH OF CALDWELL FOR AN AMOUNT OF $2,879.90 UNDER NATIONAL IPA TECHNOLOGY CONTRACT # 130733
WHEREAS, the Borough Council of the Borough of Caldwell adopted Bond Ordinance# 1295-14 providing for various Capital improvements in and by the Borough of Caldwell on June 17, 2014 and; WHEREAS, the Borough of Caldwell, pursuant to P.L.2011,c.139, may by resolution and without advertising for bids, purchase any goods or services awarded by national or regional cooperatives or other states that were competitively bid; and WHEREAS, the Borough of Caldwell has the need on a timely basis to purchase goods or services utilizing National IPA Technology Solutions Contract# 130733; and WHEREAS, the Borough of Caldwell has the need for computer tablets; and WHEREAS, the Borough of Caldwell intends to purchase with CDW Government, 75 Remittance Drive, Suite 1515, Chicago, IL 60675-1515 for an amount of $2,879.90 as appropriated in Capital Ordinance #1295-14; and WHEREAS, the governing body of the Borough of Caldwell pursuant to N.J.A.C. 5:30-5.5(b), the certification of available funds, shall either certify the full maximum amount against the budget at the time the contract is awarded, or no contract amount shall be chargeable or certified until such time as the goods or services are ordered or otherwise called for prior to placing the order, and a certification of availability of funds is made by the Chief Finance Officer: NOW THEREFORE BE IT RESOLVED that the Borough of Caldwell authorizes the Borough Administrator to purchase the goods and services for the Borough of Caldwell as described herein;
