APPROVAL OF NOVEMBER 9, 1989 WR.RTINGM~hq~FES - Action

Chairman Parker informed the BOS that a committee of BOSmembers was meeting on an ad hoc basis to develop bylaws andstandards for membership to the BOS. He stated that thecommittee will bring the bylaws to the BOS for ratification inJanuary 1990.

Bob Hildebrand, Torrance, noted that "Approval of the November9, 1989 Meeting Minutes" should be corrected to state"Approval of the October 5, 1989 Meeting Minutes."

It was noted that BOS members will be notified expeditiouslyof all future CMP meeting dates.

The November 9, 1989 minutes were moved, seconded and approvedas corrected.

ADOPTION OF FY 1991-93 SHORT RANGE TRANSIT pTaw GUIDRT.TNES- Action

Rex Gephart, LACTC, introduced the item.

Mr. Gephart informed the members that neither the SCAGnor LACTC Guidelines have changed for the next fiscal year.

The Chair requested follow-up and clarification of the grantsmonitoring issues and compliance requirements, and copies ofthe SCAG Guidelines. Commission staff committed to send

copies of SCAG’s SRTP guidelines and LACTC’s SRTP Guidelines(including recent project readiness/implementation amendments)by the following week.

The BOS moved to approve adoption of the FY 1991-93 SRTP

Guidelines.

READOPTION OF THE PROPOSITION A 40% DISCRETIONARY GUIDELINRS- Action

Sharon Neely, LACTC, presented the item.

The Commission recommended two admendments to theDiscretionary Guidelines:

i. REPROGRAMMING OF LACTC-HELD CARRYOVER FUNDS, and2. RANDOM MANDATORY DRUG TESTING PROGRAM.

John Richeson, SCRTD, expressed concern regarding the proposedreprogramming amendment. Mr. Richardson motioned on behalf ofSCRTD that the BOS not approve the suggested amendment, butinstead allow each operator time to review the amendment andmake comments and recommendations to the Commission. Mr..Richeson stated that he was there on behalf of the GeneralManager of SCRTD.

Chairman Parker, noted that the Proposition A 40% Guidelinesstate that any change in the guidelines would have to beadopted six months prior to the fiscal year that they wouldbecome effective.

Mr. A1 Reyes, SCRTD, motioned not to adopt the staffrecommendations, the motion was seconded by Mr. Hildebrand.

Sharon Neely, told the BOS members that the TPMproqram wasnot under the six month rule; the Proposition A DiscretionaryGuidelines are under the six month rule.

Mr. Forsythe, Foothill Transit Zone, motioned for a substitutemotion to waive the six month~rule.

Mr. Richeson’s motion was carried. One opposed: FoothillTransit Zone, One abstention: Santa Monica.

Chairman Parker asked staff what would happen with the item atthe Transit Committee the following day. Ms. Neely told themembers that she would convey that the BOS did not receiveadequate notice and that there is a request that this item notbe acted Upon this fiscal year. Ms. Neely also stated that .she would advise the Commission to delay action on this item.

The amendment for mandatory drugtesting program wasmotioned, and seconded.

BUS CAPITAL REPLACRM~T POLICY - Information

Rex Gephart, LACTC, introduced the item.

Chairman Parker requested a meeting schedule be developed forthe Capital Replacement Study. Chairman Parker informed themembers that the Ten Year Bus Capital Replacement WorkingGroup is an ad hoc committee and that any operator is welcometo sit in on meetings.

VI. TRANSIT FINANCIAL PLAN SCOPE OF WORW - Infozmation

Linda Bohlinger, LACTC, introduced the item.

The Transit Financial Plan is a 30-year financial plan whichaddresses both bus and rail operatingland capital issues. Ms.Bohlinger informed the BOS that the information that would bepresented at this meeting concerns the Capital Planning Studyand that the "first product" of the plan will be presented atthe January 4, 1990 BOS meeting and January Commissionmeeting. Ms. Bohlinger stated that she was coordinating theproject with LACTC staff (Ray Maekawa, Fiscal Analysis, RexGephart, Transit Section, Annette Colfax, Finance andAdministration, and Peter DeHaan, Rail Planning). The staffmembers are working with the consultants to have the firstproduct ready for. the January, 1990 meeting.

Dick Swanson, DHS summarized the five tasks outlined in DHS’Project Work Plan~

Chairman Parker noted that most of the legislative agenda thatbe has seen from the LACTC and State do not seek additionalfundingfor implementaiton of air quality programs. Ms.Bohlinger agreed and stated that some of the Planrecommendations will feed into getting the governmental sideof LACTC involved. Ms. Bohlinger noted that the two areasthat needed reexamination in the Ten Year Bus Capital Planwere air quality and facilities. Chairman Parker noted thatinfrastructure considerations across the board should bereexamined. The Chairman suggested that the Transit FinancialStudy Team work with each operator individually. Ms.Bohlinger addressed the.BOS members asking if they would bewilling to work with the TFPT between now and the end ofDecember to develop a preliminary update and then perhaps amore detailed report after the first of the year. Mr. Swansoninterjected that due to time restraints, each member would becontacted by telephone and that a letter would be sent tooperators indicating what would be needed.

The enactment of AB 1787 (Katz - Chapter 1136, Statutes of 1989) hasushered in new standards for training transit drivers. The bill establishestwo methods for the training of transit bus driver trainers. The StateDepartment of Education may certify the trainer, or trainers may be trained ina federal Urban Mass Transit Administration (UMTA) "Train-the-Tralner" course.

T̄his letter is to let you know that the UMTA 1990 schedule for "T~ain-the-

Trainer" courses has been released, and to provide you with information you

need to request enrollment in the program. According to UMTA, travel, lodging,

and meals are the responsibility of the student (or transit agency); all

training and materials are free to participants from the industry.

The class is called the "Mass Transit Instructor Orientation and TrainingCourse". Logistics are as follows:

Under AB 1787 (Katz), the Association-sponsored bus driver traininglegislation, every public transit agency will be required to haveinstructors certified by the state or federal goverL’~lents.

We are aware that some agencies will have to certify their bus driverinstructors in time to c~i~ly with the new law which becomes effectiveJuly I, 1990. We are also aware that there are not sufficient instruc-tor training sessions now scheduled to meet the anticipated need. Infact, the two sessions of the Train-The-Trainer program for the WesternUnited States are full (February 5-9, 1990 in Santa Rosa and .’rune25-29, 1990 in Reno, Nevada). ’~

The California Transit Association has had preliminary disc~]ssions withthe Transportation Safety Institute (TSI) about the possibility scheduling additional Train-The-Trainer sessions in California in 1990.TSI indicated that they are aware of AB 1787, and the need for moresessions to meet the anticipated d~mnd for instructor certification byCalifornia public transit agencies. However, budgetaryconstraintslimit TSI’s ability to provide any additional instruction at thepresent time. Robert F. Lower, Manager of TSI’s Mass Transit Safety andSecurity Division, advised us that he intends to request additionalresources from UMIA in order to schedule additional sessions inCalifornia. ~

Mr. Lower has requested our assistance by recouuending that all inter-ested agencies C~91ete and m3bmit the attached application for the TSIMass Transit Instructor Orientation and Training Course (Train-The-Trainer), notwithstanding the fact that Western U.S. sessions are nowfull. Mr. Lower believes that a demonstration of need will be useful inhis discussions with I~A.

Therefore, if your agency intends to pursue TSI instructor certifica-tion, please c~plete and submit the attached application to TSI assoon as possible. Also, please send a copy to us so that we can use theinformation in our discussions with interested legislators relative toneeded clean-up legislation to AB 1787.

1990 SCHEDULE FOR: TRAIN THE TRAINER

The Mass Transit Safety end Security Division of the Transportation Safety Institute iscontinuing to offer the Mass Transit Instructor Orientation and Training Course. Thetraining is sponsored by the Urban Mass Transportation Administration, Office ofSafety. This course, also known as the "Train-the-Trainer" program, is designed for buscompany instructors and will cover three main topic areas: PASSENGER RELATIONS,EMERGENCY AND ACCIDENT HANDLING PROCEDURES, AND BUS MANEUVERINGAND DEFENSIVE DRIVING.

The course will stress instructional techniques and familiarize the participants with theprogram materials. Upon completion of the Course, each company represented willreceive all the materials necessary to conduct the training at its own facility and eachinstructor will receive a U.S. Department of Transportation Completion Certificate.Upon notification of training completed by the instructor the Transportation SafetyInstitute will issue an extension certificate to each operator for each segment of trainingcompleted. Only those instructors trained by the Institute will be authorized to certifybus operators as eligible for receipt of a certificate of training.

Travel, lodging, meals, and other related expenses a~e the respons~)ility of the student orthe transit company, therefore, all training and materials are furnished withoutadditional cost to class participants from the transit industry.

- Santa Monica stated for the record that annual medicalexaminations are required for drivers to qualify for

- LACTC policy statement presented with special attention toMeasures (4) and (5), which most directly impact operators.BOS requested further information about the SCRTD alternativefuels testing program and about rebates for operators from

fuel distributors.

legislation.

LACTC Actions Re~ardin~ SCRTD Strike

¯ Adoot a retroactive policy that payment of Proposition Asal~s tax fare reduction monies to transit operators

be withheld during periods, such as a strike, when notransit service is being provided; and

¯ Request SCRTD to document within 60 days, changes

to’its budget due to the strike settlement, so thatadjusgments to the state and federal subsidies, whichwere withheld during the strike period, may be made.

Mr. Sanborn moved for approval; seconded by Mrs. Reed.Hearing no objections, motion was carried.

Request for Proposal for Public Affairs Consultant Assistance

¯ Approve the Reqaest for Proposal for public affairsconsultant assistance as shown in the FRC agenda.

¯ Authorize staff to solicit proposals from public

rel~tions practitioners.

Mr. Sanborn moved for approval; motion was seconded.

Mr. Pierce indicated that he would like to have some membersof the Commission and staff conduct an internal audit andreview some of the public relations correspondence that havebeen p,ublished in various newspapers and columns prior tothe Commission spending money for an external audit.

Mrs. Reed mentioned that the FRC could not resolve theconcerns of some members; therefore, this matter was pre-sented in the same content two weeks ago.

Mrs. Reed requested to be on record as voting in opposition

for ~hat reason.
