We have had some superb training events, and the end of year harbor cruise was terrific fun. As in-coming president, I must thank David and the Board for their great advice and counsel. I have had a wonderful opportunity over the past year to observe David and his executive committee plan and execute chapter activities in a most effective manner. Our chapter has been in great hands. With all of that in mind, I look forward to our next operating year and hope that our events will be of value to each of you. Although I do know a number of the chapter members, I have not had the distinct opportunity to get to know everyone. I hope that during the year that we will have an opportunity to meet, talk about our profession (or anything else), and work together in advancing our knowledge and skills. It is very important that the chapter serve all members as a valued source to learn more, to build relationships, and to promote sound fiscal management and governance. As I look forward, I am honored to take the helm and am comforted that there are a host of good hands available to assist. I am also very proud of the Boston AGA Chapter and look forward to the upcoming year. Now let’s have some good Fun!! John Beveridge

President’s Message First, as a chapter member, I would like to thank David LeBlanc and the AGA Board for an excellent year. We have had some superb training events, and the end of year harbor cruise was terrific fun. As in-coming president, I must thank David and the Board for their great advice and counsel. I have had a wonderful opportunity over the past year to observe David and his executive committee plan and execute chapter activities in a most effective manner. Our chapter has been in great hands. CEC Meeting Highlights The Boston Chapter Executive Committee's next meeting is scheduled for July 11, 2006.

2006 AGA Awards The following is the list of awards won by the Chapter or Chapter members this past year:

National Recognition Martin J. Benison, CGFM, Comptroller of the Commonwealth of Massachusetts, has been awarded the prestigious Frank Greathouse Award for Distinguished Leadership.

Wallace A. Franklin, CGFM, CGA, Audit Manager at the MA Office of the State Auditor, has been awarded the Chapter Service Award for Group B.

David A. LeBlanc, CGFM, Director of Audit and Compliance at the MA Department of Education, received the Chapter Recognition Award—Platinum Level.

Nicholas Dahl, CGFM, CGAP, Audit Manager at the U.S. Department of Veterans Affairs, Office of the Inspector General, received the Regional Vice President Recognition Award.

Julia P. Burns, CGFM, Director of Quality Assurance at the MA Comptroller’s Office was awarded the Group B Chapter Newsletter Editor’s Award

AGA Lifetime Membership Recognition Boston Chapter members who recently received AGA Lifetime memberships are Alson A. Castonquay; Bernard T. Dembro, Jr.; George C. Dimitrakis; Jacintho J. Farea, CPA; Joseph B. D'Alessandro; Louis Lucas; Martin L. Leonard, CGFM; Thomas H. McCormack; Walter S. Dunbar, Jr., CGFM, CPA; and William Melymuka.

AGA — Boston Chapter Recognition

Thomas L. Cargill, Jr. of the U.S. Department of Veterans Affairs, Office of the Inspector General received the Mel Partol Memorial Award.

Massachusetts Water Resources Authority received the Agency Chapter Service Award.

Yvette Johnson, Tina Mele and Nita Trivedi of the MA Office of the State Auditor received the Annual Achievement Award.

Frank Ray of the MA Office of the State Auditor received the Community Service Award.

Shawn Warren, CPA, a partner at KPMG LLP, received the Chapter Educator Award.

Coleen Kelter of the MA Office of the State Auditor received the President’s Award.

Matthew J. King received the $1,000 Walter Frese Memorial Scholarship.

Andrew D. LeBlanc received the $1,000 George Brady Memorial Scholarship.

This award is pre-sented to formally recognize govern-ment employees who have demonstrated sustained outstanding leadership and nota-ble contributions to

financial management, and to encourage increased interest, growth, development and distinctive leadership in the field of financial management.

This award recognizes individuals who have made consistent contri-butions to an AGA chapter, to the develop-ment and enhancement of the chapter and dis-tinguished or spectacu-

lar contributions to the chapter during the year of nomination.

Boston Chapter AGA 2006 Annual Awards Dinner

On June 2 the Boston Chapter of the AGA held it's 2006 Annual Awards Dinner aboard the Spirit Elite cruising around Boston Harbor. The Chapter members and their guests didn't let the rain and an overcast sky dampen their spirits as they had a three hour dinner cruise while honoring this year's award win-ners. After opening remarks from Chapter President, David LeBlanc, CGFM, and Awards Director, William Muench, CGFM the attendees recognized the annual scholarship win-ners and award winners while enjoying a buffet dinner and a different view of the Boston skyline. The majority opinion seemed to be that this location was one that should be visited again next year. To all of the award and scholarship winners, congratulations.

Just Published AGA Research Report—Get Your Free Copy! AGA’s Thought Leadership Series continues with a fourth published report, The Federal Purchase Card: Use, Policy and Best Practice. This report summarizes the findings of a study of purchase card (government issued charge cards used for purchases) use by federal government agencies. This study is the first research into the topic to focus solely on federal use of procurement cards. The study is part one of a four-part series. We expect that the full study when completed will provide helpful guidance on best practices for card use in the federal government community. The subsequent three phases of this AGA study series will review purchase card use by state and local governments; the travel card-government issued charge cards used for travel by federal government agencies; and the travel card used by state and local governments.
