The rail trails in the West Boundary have been, by and large, left undeveloped and unmaintained for the two de-cades since the province acquired them from the CPR.

Every few years talk comes around to what to do with them and that conversation has started again. Individu-als, groups and organizations are looking forward to the upcoming West Boundary Rail Trail Information Session scheduled for Thursday, Feb. 5 at the Midway Community Centre from 5:30 - 7:30 p.m.

New to the conversation this time around are local ATV clubs.

The session is being hosted by Community Futures Boundary and will include a presentation by the Recreation Sites and Trails BC (RSTBC) branch of the Ministry of For-ests, Lands and Natural Resource Operations.

The Kettle Valley and Columbia and Western Rail Trail corridors are owned by the Ministry of Forests, Lands and Natural Resource Operations and administered by the RSTBC. The rail trails were acquired by the province from the CPR in 1995 and are designated as Trans-Canada Trail. RSTBC manages public recreation on Crown lands in B.C. by partnering with volunteer groups, local governments, private industry and individuals. Co-organizer Danny Williamson said the two groups have a family focus and a family tradition. “If families need help, we want to be there for them.”

The snow carving contest that began last year is back again too. In 2014 the top prize went to the Wilgress Monster—six metres

long, rising out of the lake and made en-tirely of sculpted snow.

“We are trying to make the weekend kid-friendly,” said Greg Sterling, the other main organizer of the event. “And all you need is a license (if over 16), pail and a fishing rod.”

It’s better than not contributing at all, but you’re not getting the most out of your money. low. The truth is, when you drop a lump sum into your RRSP in February, you have no choice but to take what’s given to you.

• Take a more controlled approach to your investing. Set up a plan and invest accordingly. It will be less stressful and will pay off in the long run.

Spread your investing over the entire year• It’s easier to invest in small doses. Set up your contribution to

come directly from your bank account on the day you’re paid. You’ll be surprised at how quickly things add up - and you won’t need to rush around for a large amount in February.

Gateway Development Communi-ty Association gave a report on the proposal to establish a two per cent occupied room tax in the Bound-ary that would fund a destination marketing organization with the goal of increas-ing overnight tourism.

She asked council to support the initiative and to urge local motels to sign on, but council made no decision at the time.

***Area E director Vicki Gee attended a special

meeting with Midway council on Jan. 14. Top-ics of discussion were Gee’s grant-in-aid bud-get, possible participation of Area E in the West Boundary Community Forest, emergency fund-ing needed by the Boundary District Curling Club, the upcoming Trans-Canada-Trail meeting on Feb. 5, recycling bins, fire department expan-sion, and road rescue.

***The works foreman reported that someone

has been tossing towels and rags into the sewer system in Midway which is causing grief for the works crew and extra expense for for the taxpay-ers when the rags jam the lift station pumps.

***The village has approved participation in a

Municipal Insurance Association initiative that will allow eligible groups who provide services to the community to purchase $5 million third-party liability insurance under the umbrella of the village.

The library, museum and community associa-tion are all likely to be eligible. Council agreed to offer the package to the community association

at Monday night’s meeting.Administrator Penny Feist re-

ported that she had inquired about inclusion of the senior’s group but MIA had turned the idea down.

The group being brought un-der the municipal liability insurance would be responsible for paying the $250 annual pre-mium.

***A letter from resident Heather Remillard sug-

gesting the airport and hangar be used as the B.C. headquarters of the provincial radio controlled flying club was forwarded to the local radio con-trolled flying club.

Another letter from Remillard suggested an alternate location for the village office, but coun-cil turned the idea down. They said that recent renovations had been done to the existing build-ing and the next big construction project would probably be renovation or replacement of the community hall.

***A request for funding help to replace the cool-

er unit at the curling rink was referred to a later meeting to which a member of the curling club would be invited.

***Gail Bryan and Dave Lyle have indicated they

are willing to continue to serve on the board of variance for another three years. The third mem-ber, Frank Owen, has declined and the village will advertise the opening.

***Council received word from the Ministry of

Highways that crosswalks and signage have been approved for Florence Street.

Letters Policy

After last weekend’s NFL football games I now can say that I officially know some people who are famous. Not that you’ll ever see the names Marti and Roger Lawton in People magazine, but they are famous none-the-less.

Because everybody has heard of some sports fan who has given up on their team’s chances in a game and left the game early—only to hear later on that they had left a game that was one of the most thrilling come-from-behind victories in playoff history.

Well that’s what Marti and Roger did. I can’t say as I blame them though. I was listening to the game on the radio and had given up on the Seahawks too. The Green Bay Packers had tak-en a 19-7 lead by the end of the third quarter and the score was still 19-7 with five minutes left to play. That was about five minutes after Marti and Roger had left the stadium. Seattle finally won it in overtime by a score of 28-22.

My giving up on the Seahawks just meant turning off the radio though. For my friends it meant paying to travel clear across the country to make the bad decision to go back to the motel early. Could you imagine making the commitment and spend-ing the cash and then missing one of the biggest moments in your team’s history?

One friend told me that Marti and Roger aren’t true Se-ahawks fans. “The 12 never leave the game early,” is what he said.

***I came across the term paradigm shift this week. To

me the word paradigm seems such an excellent one for that particular definition. Words ending in “gm” are pretty

rare, so seeing a word that ends in such unique combina-tion of letters seems apropos to the definition.

I didn’t actually go through the entire dictionary to look for “gm”-ending words. I didn’t have to because someone has already done it for us. This is what comes from giving too much computer power to a very bored individual. Ei-ther that or it was part of a university research grant.

Anyhow, you can now go online and have a computer program produce lists of words using the letters you designate—where you want them in the word too. So I asked for “gm” at the end and came up with fewer words than you can count on one hand.

In fact, there are fewer than that when you consider paradigm and diaphragm are the only two you are ever likely to use.

There is also something called an apo-phthegm, which is defined as a short, pithy and instructive saying; a terse remark, con-veying some important truth. So that makes it a nifty word in my book. But certainly not

one you are likely to ever see in this newspaper again. Then there is an apothegm, but that word doesn’t really rate being counted as the fourth word ending in “gm” be-cause it means the same thing as apophthegm.

I did find a good “gm” word for this week though. It doesn’t end in “gm” but it’s a cool word anyway. Whig-maleerie is the word and it comes along just in time for Robbie Burns Day.

It’s a Scottish word meaning an odd or fanciful contriv-ance. We’ll see everyone at the Legion on Saturday night for some haggis and whigmaleerie.

The 12 never leave early!

We got word from Greenwood Elemen-tary School that they got an “overwhelming” response to the article last week about their Breakfast For Learning program needing funding. “The donations are starting to come in,” wrote teacher Jennifer Eaton in an email to the Times.

That’s what is great about living in a small community or region. Neighbours always come through for their neighbours around here. And unlike living in a condo in down-town Vancouver, everyone is likely to know the neighbours’ name too.

The crowd-sourcing fundraising project for Agnes is working well too. She’s been off work because of health issues for a bit and so a trust fund was started at the Heritage Credit Union. Midwellian Lynn Wickens started a Facebook auction to raise funds for Agnes too that was covered in the Times last week. That auction will be winding down later this week but it was successful in raising over $3,000 to help the single mom and her family.

It’s great living in an area where this sense of community is the norm. Where the reality of our lives stands in stark contrast to the por-trait of the world painted by the global media conglomerate on the six o’clock news.

No wonder people who live out in the coun-try wave to each other when they pass on the highway—they are happy to see each other.

NOTICE OF PUBLIC HEARINGCOMPREHENSIVE ZONING BYLAW REVIEWPursuant to Section 890 of the Local Government Act, the Council of the Village of Midway requires that a Public Hearing be held prior to the adoption of a Zoning Bylaw. SD51 adopts contractThe board of education for

School District 51 (Boundary) ad-opted the District Achievement Contract for 2014/15 at their regu-lar board meeting held at Bound-ary Learning Centre in Midway on Tuesday, Jan. 13..

The report was presented to the board by Su-perintendent Kevin Argue. It provides a snapshot of data that can help identify trends over a num-ber of years and then sets targets for the future.

The report identifies both what is improving, as well as challenging areas. Each category lists the data used to show supporting evidence for the conclusions drawn in the report.

Argue said the work helps to ensure the dis-trict is “working toward adults with positive, pro-ductive, steady lives.”

During discussion of the low survey satis-faction numbers found in the report, Director of Instruction Doug Lacey said, “I think this is one reason the government wants to get going on  Transformation of Education. What are we doing for student engagement, motivation and all of that type of thing?” 

Argue added that the Transformation of Ed-ucation agenda is driven by the skills students have today. “Our kids’ skills and how they have changed so much. How they are learning, what they are learning—what they have access to. Some of the things that they are being asked in the classroom don’t connect with things that they see in their day-to-day world. It is hard to keep up with that little device in their hand. That is not an easy task, but it is the path that we are hopefully going to go down.”

The Superintendent’s Achievement Contract for 2014-2015 identifies four goals:

1. To embed the inquiry process into teaching and learning throughout School District 51.

2. To improve student achievement in reading. 3. To increase students’ access and use of

technology to deepen learning and authentically communicate their knowledge.

4. To improve the positive, so-cial emotional connectedness of our students to their school experi-ence through school initiatives sup-ported by our Health Promoting Schools coordinator.

***Prior to the meeting, the trustees and admin-

istration got an update from teachers Jennifer MacDonald and Jennifer Eaton on a province-wide ministry initiative called Changing Results for Young Readers (CR4YR). The pair are part of a larger team working with elementary teachers to increase reading skills of new readers.

Teachers representing districts from across the province will meet in Richmond this week for an Early Reading Advocates Networking Session, which will provide opportunities to network and get feedback from others working on the pro-gram in their own school districts.

The board was told that CR4YR involves a lot of communication among teachers about what works for both the individual student and the whole classroom.

Confidential working documents are kept to help measure the effectiveness of the work. Dis-cussions among teachers focus on what fosters reading success in the early years.

At this time the program is an initiative aimed at teachers alone, though the comment was made that it would be beneficial to share this work with educational assistants (EA)–either through Pro-D or inclusion in the CR4YR programming.

“A common  language  makes it easier for the kids,” said an EA who was attending the meeting.

***Also discussed were field trips for June 15-18

for the GFSS band to Banff/Calgary and Perley Grade 7 students to Vancouver and Victoria were discussed.

***The next board of education meeting will be

on Tuesday, Feb. 10 at 6 p.m. at the School Board Office in Grand Forks.

Midway RCMP would like to remind all Boundary residents to be mindful of lotteries, sweepstakes and contest scams.

“Every year Canadians lose millions of hard earned dollars to the activities of scammers who attempt to control us with online, mail, door to door and tele-phone scams,” said Cpl. Judson Mayes of the Midway detachment.  “Midway RCMP has received three such calls for assistance over the holiday season and into the new year,” he said.

Be mindful that you cannot win money or a prize in a lottery unless you have entered it yourself, or someone else has entered it on your behalf. You can-not be chosen as a random winner if you don’t have an entry.

Many lottery scams try to trick you into providing your banking and per-sonal details to claim your prize. You should not have to pay any fee or tax to claim a legitimate prize. Scammers will often target the elderly and they may at-tempt to persuade you into paying mon-ies in advance to claim the prize.

Some helpful clues:1. Legitimate lotteries do not require

you to pay a fee or tax to collect win-nings.

2. Never send money to anybody you

don’t know or trust.3. Don’t provide personal banking

details to anyone that you do not know and trust.

4. Ask yourself, did I enter this con-test? You cannot win money or a prize in a contest unless you have  entered it yourself, or someone else has entered it on your behalf.

5. Never give credit card or online ac-count details to anyone you do not know or trust.

Call the Midway RCMP (250-449-2244) if you have been receiving such phone calls, and provide as much de-tails as possible such as the phone number that called you if you have call display.

Discussion follows film about justiceAn upcoming event at the GEM Theatre will engage the

community in a dialogue about ways that restorative justice can improve the justice system and strengthen our commu-nity. 

Boundary Restorative Justice Program (BRJP) is hosting a showing of Part 1 of A Healing River by award-winning Heart-speak Productions of Kaslo, B.C. 

The viewing will be followed by an open panel discussion with filmmakers Larry Moore and Cathie Douglas, and Staff Sgt. Jim Harrison of the Grand Forks RCMP detachment.

A Healing River pres-ents a collection of pas-sionate voices and heart-felt stories that take you on a journey through the paradigm shift that some call restorative justice. The film takes a thought-provoking look at the issues of trauma, recovery and the psy-chological foundations of restorative process. 

Heartspeak Produc-tions has been produc-ing educational videos about restorative justice and related topics for

over 14 years. In the last two years, they have been recognized with prestigious awards for their contributions in crime pre-vention, academia and corrections.

The event will be on Thursday, Jan. 29 at 7:30 p.m. at the GEM Theatre. Admission is $5, with pro-ceeds going to BRJP. Everyone is encouraged to bring their questions and ideas for improving our justice system.

Depression recovery at issueMore than 19 million people in the

United States suffer from depression annually and during stressful times, this disease can intensify. Many factors can lead to depression including unrealistic goals, added financial stress (especially around Christmas/New Year), family expectations, and change of schedule or eating patterns. But the cure may not be as difficult as you might think. Ac-tually, just a few basic lifestyle changes can help you break free of the trap of depression.

Neil Nedley, MD has put together his eight-week Depression Recovery Pro-gram from his 20 plus years of research and clinical experience. Harald Zinner, leader for the Kettle Valley Seventh-day Adventist Church, will be hosting the Nedley Depression Recovery Program on DVD.

The program begins Sunday, Febru-ary 1, 2015 from 2 to 4 p.m. at the Rock Creek Medical Centre. It will help you

identify the underlying causes, or “hits,” which bring on depression. “Every case is as different as each individual, but the Ten Hit Categories summarize all the possible causes for depression. Deter-mining your causes can be as simple as taking the depression questionnaire in this program,” said Nedley.

Dr. Nedley, author of the books “Proof Positive” and “Depression: the Way Out,” will teach participants how to improve brain function, maximize IQ in children, increase energy, boost concen-tration, engage in healthy sleep habits, improve physical performance, and gain renewed hope. In addition to the essen-tial information on lifestyle and diet, Nedley will also cover the benefits and risks of psychiatric counselling and drug medications.

Zinner said that this seminar is not only excellent for people who are de-pressed, but also for those who have family members or friends who are de-pressed. It will focus on brain health and

what a person can do to treat depression as well as the healthy lifestyle habits they can adopt to keep depression from ever happening; even for those with a genetic predisposition to mental illness.

Zinner said that those attending the sessions will learn how to establish and maintain a strong exercise program, understand depression, eliminate nega-tive habits of body and mind, develop healthy eating habits, and get more out of the day by enhancing brain function. Participants will spend less time frus-trated by stress, decrease the risk for many diseases, say goodbye to negative thinking, and understand the true pow-er of positive thinking.

“Dr. Nedley will show better ways to combat depression—how to know what you can change and what you cannot, the importance of minimizing drug medicine use, and how to make use of effective natural therapies,” Stone said.

Bohemian Waxwings top bird countTwenty-one participants who sighted

55 species including 1,615 individuals enjoyed the 2014 West Boundary bird count.

This was the lowest species and num-bers sighted over the past 12 years with 48 species and 1,344 individuals being sighted in 2002.

Last year 59 species with 2,649 indi-viduals were counted. This year’s count is therefore lower than average for both

number of species and number of indi-viduals. The 2006 count, which involved 60 species and 3,893 individuals, is the highest count on record. 

The West Boundary count area in-cludes all of the West Boundary starting from and including Eholt.

Bohemian Waxwings topped the count this year with 443 birds sighted. Black-capped chickadees, usually top-ping the list, took second with 164 being sighted. Crows were third with 157 and ravens close behind with 156.

Unusual sightings included three robins, one ferruginous hawk and one northern shrike with both being spotted by Don Henry on Hulme Creek road, two Townsend solitaires with one seen by Glen Millar near Zamora and one seen by Flo Hewer in Beaverdell.

Ring-necked pheasants, which were regular residents at the Harpur ranch along Myers Creek for many years, have been observed for the last five years.

Max McQueenAtom Predator – #5 Left WingAge: 10 • Weight: 27 kg Height: 122 cm

Max has always had a passion for sports. He has been playing for four years. When he first went into hockey he could barely stand up on his skates and within a very short time he was a “Mad Max” on the ice. Max’s passion for hockey has flourished. In his spare time at home he plays mini hockey, watches hockey and catches up on all the updates on Sportsnet before school. Pizza comes in as his favourite food, orange his preferred colour and hockey his favourite activity.

Kayden eatonPee Wee Predator – #16 Defence/Forward Age: 11 • Weight: 44 kg Height: 150 cm

Kayden is in Grade 6 at West Boundary El-ementary. This is his third year playing for the Boundary Predators. He hasn’t made his mind up about his position preference so he jumps back and forth between forward and defence. Kayden loves sports and when he’s not on the ice, a court, or a field he can be found reading, watching tv or playing video games. Kayden’s goal for this year is to get a hat trick in a game. His favourite food is sausages and his colour of choice is green and his favourite off-ice activity is soccer.

andrew SiewertMidget Predator # 10 DefenseAge: 18

Andrew is one of two over-age players on the midgets this year. He graduated from BCSS last June and is currently working up north in the oil patch. He will be fire fighting in the summer and is going to college to get his weld-ing ticket in the fall. Andrew loves hockey and has been playing for 14 years.

caMeron MacdonaldSr. Novice Predator – #3 DefenceAge: 8Weight: 35 kg Height: 135 cm

Cameron has been playing hockey for four years, but he really enjoys showing cattle. Right now Cameron and his dad are halter breaking a calf to take to the Rock Creek Fall Fair in Sep-tember. Cameron named his calf “Little Ears”. Cameron is very excited for the fair and can’t wait for September to arrive. His favourite co-lour is green and when he gets to choose what to eat it will be pizza. His favourite activity is hockey.
