In accordance with Section 1.450 of theIHSA Constitution, the Board of Directors hasapproved the Terms and Conditions governingthe 2014-15 IHSA Boys and Girls Bowling StateSeries.

I. SCHOOL CLASSIFICATION

Competition in the IHSA Boys and GirlsBowling Tournament Series will be held for allmember schools without classification.

Students with physical disabilities willcompete in wheelchair bowling against otherstudents with physical disabilities regardless ofschool classification. A disability is a physicalimpairment that substantially limits one ormore major life activities. For the 2014-15 sea-son, students with physical disabilities willhave one classification:

Bowling Chair Class: Students who use awheelchair for mobility or sports. An athletewho does not ordinarily participate in sportsusing a wheelchair will not be allowed to useone if he/she is injured and unable to partici-pate in their usual manner.

Students with physical disabilities wishingto participate in Bowling Chair Class must havea statement of disability on file with appropriatepersonnel responsible for student health issuesat the student’s school. The IHSA reserves theright to request this documentation as part ofthe entry process.

II. DATES AND SITES

A. Boys' Regionals: Boys' regionaltournaments will be held on Saturday, January17, 2015, at sixteen (16) sites.

B. Boys' Sectionals: Boys' sectionaltournaments will be held on Saturday, January24, 2015, at four (4) sites.

C. Girls' Regionals: Girls' regionaltournaments will be held on Saturday, February7, 2015, at eighteen (18) sites.

D. Girls' Sectionals: Girls' sectionaltournaments will be held on Saturday, February14, 2015, at six (6) sites.

E. Regional, sectional sites and, schoolassignments will be announced atwww.ihsa.org through each respective bowlingweb site.

F. Boys' State Final: The Boys' StateFinal tournament will be held on Friday andSaturday, January 30-31, 2015, at St. Clair

Bowl in O’Fallon. O’Fallon High School willserve as the host school.

G. Girls' State Final: The Girls' StateFinal tournament will be held on Friday andSaturday, February 20-21, 2014, in Rockford atThe Cherry Bowl. The Cherry Bowl will serveas the host.

III. ON-LINE ENTRIES, WITHDRAWALPROCEDURES, ELIGIBILITY, AFFIR-MATIVE ACTION, AND ON-LINELIST OF PARTICIPANTS

The policy for Original Entry Deadlines,Late Entries, and Late Withdrawals shall be thepolicies and procedures regarding entry for allIHSA-sponsored sport/activities included in the2014-15 Entry Policies and Procedures.

A. On-Line Entries: All member schoolsmust enter their school into the state seriescompetition through the IHSA Schools Centeron the IHSA Website at (www.ihsa.org). Theentry deadline for teams, individuals, andBowling Chair competitors is November 1.

The 2014-15 Entry Policies andProcedures outlining the online entry proce-dures for all IHSA-sponsored tournaments canbe found in the Schools Center on the IHSAwebsite.

B. Late Entries: Any attempt to enter asport or activity on-line after the establisheddeadlines will be denied. Schools that wish toenter after the deadline will be considered late.To be considered for late entry, thePrincipal/Official Representative must contactthe IHSA administrator officer in charge of thatsport or activity. The penalty for late entry shallbe a payment of $100.00 for that sport/activityby the school.

C. Breach of Contract By-Law 6.041(Withdrawal Procedure): To withdraw withoutpenalty, the Principal must notify the IHSAOffice in writing, of the school’s withdrawalfrom the respective sport prior to the date theList of Participants is due for the sport.

If a school withdraws after the List ofParticipants due date or does not show up forcompetition, the school will be charged a $100penalty. If applicable, the school may becharged for any additional financial loss sus-tained by the offended school(s) or theAssociation as a result of such breach.

D. Eligibility: All member schools ingood standing may enter one team, up to four(4) individuals entries, and also four (4) indi-viduals in each gender for the Bowling Chaircompetition under the provisions of IHSA By-law 3.054. Individual entries and those individ-uals entered in the Bowling Chair competitiondo not have to meet the requirements of IHSABy-law 3.054.

E. Affirmative Action: Only girls shallbe permitted to participate in the state seriesexcept as provided in the IHSA AffirmativeAction Policy. Only boys shall be permitted toparticipate in the state series except as provid-ed in the IHSA Affirmative Action Policy.

F. List of Participants: Each schoolmust complete the List of Participants for itsteam or individuals and/or individuals enteredin the Bowling Chair competition through theirschool center by the deadline date. If a schooldoes not submit the List of Participants forboth the able-bodied and Bowling Chair com-petitions by the deadline, coaches and/or par-ticipants from the school are subject to sanc-tions which could include, but not be limited to,being ruled ineligible to coach or compete inthe State Series. The Boys Bowling List ofParticipants for both the able-bodied andBowling Chair competitions is due online byJanuary 13, 2015. The Girls Bowling List ofParticipants for both the able-bodied andBowling Chair competitions is due online byFebruary 3, 2015. Managers will receive theList of Participants via their school center afterthe List of Participants are due.

IV. HOST FINANCIAL ARRANGEMENTS

A. Host School and TournamentExpenses:

Regional Tournaments: Host schoolshall pay for all local expenses and issuechecks to tournament workers. Host shallreceive a guarantee of $200 and must submitscores via the internet to receive the guarantee.Host shall retain 20% of net income and sub-mit remainder to the IHSA. In the event of anegative balance, the host shall be reimbursedfor the entire deficit. If admission is notcharged, the host shall forfeit the guarantee.

Sectional Tournaments: Host schoolshall pay for all local expenses and issuechecks to tournament workers. Host shallreceive a guarantee of $250 and must submitscores via the internet to receive the guarantee.Host shall retain 20% of net income and sub-mit remainder to the IHSA. In the event of a

negative balance, the host shall be reimbursedfor the entire deficit. If admission is notcharged, the host shall forfeit the guarantee.

B. Admission: Admission to the region-al tournament will be $5.00. Admission to thesectional tournament will be $5.00. Dailyadmission to the State Finals will be $10.00.Baby in arms is free for the sectional and statefinal tournaments.

C. Regional/ Sectional and State FinalLane Fees: Schools participating in theregional or sectional competition will beresponsible to pay any lane fees or fees forrental of shoes which might be assessed by thehost bowling establishments. Schools partici-pating in the State Finals will not be responsi-ble for lane fees. They will be paid by the IHSA.Shoe rental or lane fees for practice onThursday, will be the responsibility of the par-ticipating school.

D. Rights Fees for TV and Radio: Seethe IHSA web site (www.ihsa.org) for the feesto be charged by Local Managers and/or theIHSA for television and cable broadcasts andradio originations.

V. TOURNAMENT ASSIGNMENTS

A. Tournament Series: All schoolsentering teams or individuals will be assignedby the IHSA to one of the Regional and one ofthe Sectional tournaments. The successivetournament series shall be designated respec-tively as regional, sectional, and state final.Schools entering the Bowling Class tourna-ment will be assigned directly to one of theSectional tournaments, based on geography.The IHSA Office will select all regional and sec-tional host sites. Schools will be assigned to asectional tournament and a subsequent region-al tournament based on geography.

B. Team Roster and Substitutions:Each school may enter the names of their 8 eli-gible bowlers participating as a team at theregional, sectional or the state finals.Substitutions are allowed to the team rosterprior to the start of the regional or sectionaltournament or at the start of the state finals.The regional or sectional manager should benotified of any substitutions to the roster. TheIHSA should be notified of any changes to thestate final roster from the winner report, imme-diately after the regional or sectional.

C. Individual Entries: Schools mayenter individuals to compete in the state series.Individuals competing for individual honors arenot required to have competed in six (6) con-tests. A school must enter their list of partici-pants for individual entries by January 13,2015 for boys and February 3, 2015 for girls.

1) A school can enter no more than 4individuals for individual honors. Any schoolwith 5 or more players must compete for teamhonors and the school must have participatedin six (6) varsity contests prior to the stateseries.

D. Bowling Chair Class: Schools mayenter individuals to compete in the BowlingClass state series. Individuals competing in theBowling Class are not required to have compet-ed in six (6) contests. A school must entertheir list of participants for the Bowling Classby January 13, 2015 for boys and February 3,2015 for girls.

1) A school can enter no more than (4)individuals of each gender in the Bowling ChairClass.

E. Regional/Sectional TournamentStructure:

1) Assignment of schools to theregional tournaments will be made based onIHSA Policy.

2) Each school entering individualsin the Bowling Chair competition shall beassigned to one of the sectional tournaments.

3) The regional/sectional managershall start no earlier than 9:00 am. Coaches’meeting shall start no earlier than 8:30 am andno later than 1:00 pm.

4) Regional/Sectional tournamentswill consist of two (2) rounds of competition.All teams entered in the regionals or sectionalswill bowl both rounds. A round shall consist ofa three (3) game series. In the Bowling ChairClass, competition will consist of a two (2)game series.

5) All bowling balls used in theseries must adhere to Interscholastic HighSchool Bowling Rules.

F. State Final Tournament Structure:1) The state final tournament will

consist of four (4) rounds of competition. Around shall be a three game series. In theBowling Chair Class, competition will consist ofa two (2) game series.

2) The state series tournaments willrecognize team honors and individual honors.In the Bowling Chair Class, the state seriestournaments will recognize individual honors.

3) Teams and individuals will qualifyto advance from Friday’s rounds to Saturday’srounds.

VI. TOURNAMENT STRUCTURE ANDTIME SCHEDULES

VII. ADVANCEMENT OF WINNERS

A. Regional Team Advancement: Ateach regional competition, the four (4) teamswith the highest pin count for both rounds(round one score added to round two score)shall be the winners and advance to the sec-tional competition.

B. Sectional Team Advancement: 1) Boys: At each sectional competi-

tion, the six (6) teams with the highest pincount for both rounds (round one score addedto round two score) shall be the winners andadvance to the state final tournament.

2) Girls: At each sectional competi-tion, the four (4) teams with the highest pincount for both rounds (round one score addedto round two score) shall be the winners andadvance to the state final tournament.

C. Regional/Sectional Team TieBreaker: In case of a team tie for the last qual-ifying spot advancing from the regional or sec-tional competition, a tiebreaker will be imple-mented. A two-frame roll off will take placebeginning with the 9th frame and concludingwith the 10th frame. If the score is still tiedafter the first tiebreaker, a second tiebreakerwill be conducted using the same format.Teams will be allowed in the first tiebreaker,one practice ball per lane with no re-racks.Teams will begin their 9th frame tiebreaker onthe same lane they competed on in their lastgame. The open substitution rule will apply toall tiebreakers. The best score shall advance.

D. Regional Individual Advancement: Ateach regional competition, the top ten (10)individuals who are not a part of a qualifyingteam shall advance to the sectional.

E. Sectional Individual Advancement: 1) Boys: At each sectional competi-

tion, the top seven (7) individuals who are nota part of a qualifying team shall advance to thestate meet.

2) Girls: At each sectional competi-tion, the top five (5) individuals who are not apart of a qualifying team shall advance to thestate meet.

3) Bowling Chair Class: At eachsectional competition in the Bowling ChairClass, the top two (2) individuals shall advanceto the state meet.

F. Regional/ Sectional Individual TieBreaker: In the case of a tie for the last indi-vidual qualifying spot, a tiebreaker will beimplemented. A two-frame roll off will takeplace beginning with the 9th frame and con-cluding with the 10th frame. The individualsinvolved in the tie breaker will begin their roll-off on the lane the player finished. If the scoreis still tied after the first tiebreaker, a secondtiebreaker will be conducted using the sameformat. Individuals in the first tiebreaker willbe allowed one (1) practice ball per lane. In theevent there is a tie for the last qualifying spot inthe Bowling Chair Class, this same tie-breakerprocedure will be used.

G. Individual At-large Qualifiers: Fromthe boys sectionals two (2) at-large qualifierswill be selected by the IHSA. The IHSA shallsurvey all the sectionals and determine the 2bowlers who are the least pins behind the lastqualifying spot in the sectional. In the case ofa tie, the tie breaker will be broken by thebowler with the highest series. It the tie still isnot broken then the bowler with the best 6thgame shall advance.

H. At-Large Notification: At-large qual-ifiers will be posted on the Monday followingthe sectionals via the IHSA website.

I. State Final Team Tie Breaker: Incase of a team tie for the last qualifying spot, atiebreaker will be implemented. A two-frameroll off will take place beginning with the 9thframe and concluding with the 10th frame. Ifthe score is still tied after the first tiebreaker, asecond tiebreaker will be conducted using thesame format. Teams will be allowed in the firsttiebreaker, one practice ball per lane with no re-racks. Teams will begin their 9th frametiebreaker on the same lane they competed onin their last game. The open substitution rulewill apply to all tiebreakers. The best scoreshall advance.

J. State Final Individual Tie Breaker:In the case of a tie for the last individual quali-fying spot, a tiebreaker will be implemented. Atwo-frame roll off will take place beginning withthe 9th frame and concluding with the 10thframe. The individuals involved in the tiebreak-er will begin their roll off on the lane the player

finished. If the score is still tied after the firsttiebreaker, a second tiebreaker will be conduct-ed using the same format. Individuals in thefirst tiebreaker will be allowed one (1) practiceball per lane.

K. State Final Team Advancement toSaturday: All teams at the State Final shallbowl round one (1) and round two (2), six (6)games, on the first day of competition. Thetwelve (12) teams with the highest total pincount for two (2) rounds (round 1 score addedto round 2 score) shall advance to the third(3rd) round and fourth (4th) rounds. Ties forthe last qualifying team spot will use the sametie breaker used in the sectionals.

L. State Final Individual Advancementto Saturday: All individuals competing in thestate tournament shall be eligible for individualhonors. All individual qualifiers will bowl roundone (1) and round two (2) on the first day ofcompetition. The thirty (30) individuals thatare not a part of a team with the highest totalpin count for two (2) rounds (round 1 scoreadded to round 2 score) shall advance to thethird (3rd) round and fourth (4th) round. Tiesfor the last qualifying spot shall be brokenusing the sectional tiebreaker on neutral lanes.A neutral pair of lanes is defined as any lanesthe competition did not bowl on for game 6 orround 2.

VIII. TOURNAMENT RULES

A. Rosters and Lineup1) Team Entry: Any member school

in good standing with the IHSA is eligible toenter one (1) team in the sectional tournamentsprovided they have competed in six (6) inter-scholastic contests prior to the start of section-als. A team shall consist of five bowlers. Pacerteams or individual entries are not allowed inthe state series. For the Bowling Chair Class,any member school can enter four (4) individ-uals in each gender. For the Bowling ChairClass, competitors do not need to be in compli-ance with IHSA By-law 3.054.

2) Team Roster: A school shallhave no more than eight (8) eligible partici-pants entered for either the sectional tourna-ment or the state final tournament. A team ros-ter may not be changed following the start ofeither level. The List of Participants entry at thesectional will be considered the entry for thestate tournament unless the IHSA is notified bythe school of a change. It is recommended thatschools notify the IHSA Office with changes tothe roster by the Monday following the section-al meet. While substitutions can be made priorto the state finals competition, the List ofParticipants will be considered the team rosterunless otherwise changed.

3) Individual Entries: Any memberschool without a team and in good standingwith the IHSA, may enter individuals to com-pete in the state series. Any school with 5 or

more players must compete for team honorsand the school must have participated in six (6)varsity contests prior to the state series. Aschool must enter their List of Participants forindividual entries for Boys Bowling by January13, 2015 and for Girls Bowling by February 3,2015. Individuals competing for individualhonors are not required to have competed insix (6) contests. A school can enter no morethan 4 individuals for individual honors.

B. Player Equipment and Uniform1) Uniforms: Team competitors

shall appear in appropriate matching tops andbottoms for their schools bowling uniform. Allplayers, team and individual, and coaches shallconform to the dress code provisions. Slacks,shorts, turtlenecks, sports shirts with collars,T-shirts with a commercially lettered schoolname and logo, nice jeans and/or skirts areacceptable team apparel. Unacceptable appar-el includes but is not limited to tank tops, cutoffs, T-shirts that advertised alcohol, drugs orexplicit material, jeans with holes or patches,hats or headgear and/or boxer type shorts, andlettering or graphics across the back of thepants.

2) Glitter: Participants are prohibit-ed from wearing spray glitter.

3) Electronic Devices: Competitorsand coaches are prohibited from playing musicwith or without headphones, using cell phones,electronic devices or any unusual equipmentthat might be distracting or assist a bowler inreceiving outside coaching or instruction atanytime including during warm ups. Coachesare allowed to electronic devices in the pit area(for example: for statistic taking purposes).Any videotaping or photographs taken can onlybe reviewed during the break between rounds.Competitors will not be allowed to use elec-tronic devices during competition.

4) Ball Certification: Bowling ballcertification should be done prior to the stateseries competition. All bowling balls mustmeet USBC specifications. A bowling certifica-tion form can be found in the school manual.The ball name, series number, weight and gov-erning standard will be measured for certified.Coaches should carry the IHSA CertificationForm to the regional, sectional and state finalsin case of a questionable ball. Any bowling ballthat does not meet the specifications will beremoved from the regional, sectional or statefinal competition until the ball meets the legalspecifications. If it is shown that the bowlerhad prior knowledge of violating the specifica-tions, the bowler shall be ejected for unsports-manlike conduct. Note: A charge of $4.00 perbowling ball will be assessed bowlers at thestate final to certify a bowling ball.

5) Bowling Ball Alteration: Inaccordance with USA Interscholastic BowlingRules, bowlers are allowed to alter the surfaceof the ball during warm-ups and betweenrounds by using abrasives such as sandpaper,scotch brights, liquid abrasive, and polishingmachines. During play, bowlers will be limited

to applying approved USBC cleaning agentssuch as rubbing alcohol although abrasivesand polishing machines are prohibited.

6) Wheelchair (Bowling ChairClass only): All athletes entered in the BowlingChair Class will compete in a wheelchair of anyvariety. It is the responsibility of the student-athlete and his/her family to provide the wheel-chair and other equipment which the athletewill use for competition.

C. The Competition Area1) Players in Competition Area:

Eight (8) players from a team will be allowed inthe competition area. The penalty for playersexceeding the eight (8) player participants rulewill be for the first offense – 10 pin teamdeductions, the second offense – 50 pin teamdeductions, the third offense – 100 pin teamdeductions and the fourth offense is team dis-qualification. No warning shall be made priorto the assessment of the penalty.

2) Coaches in Competition Area:In each of the games, a participating school,which has a team competing, may have nomore than two (2) coaches in the competitionarea. Two (2) coaches’ passes will be providedto schools that have a team competing. Ineach of the games, a participating school thathas only individuals competing may have nomore than one (1) coach in the competitionarea. One (1) coaches’ pass will be provided toschools that have individual(s) competing.Coaches names shall be listed on the school’sList of Participants and be in compliance withIHSA By-law 2.070. Coaches who are coachingshall remain in or behind the competitors seat-ing area during the competition.

a) In the Bowling Chair Class, aparticipating school may have no more thantwo (2) coaches in the competition area. Thesenames shall be listed on the school’s List ofParticipants and be in compliance with IHSABy-law 2.070.

The tournament management will assesspenalties when violations occur. Penalties willaccumulate for the tournament. Penalties forviolation of coaches in competition area are:first offense - 10 pin team deduction, secondoffense - 50 pin team deductions, third teamoffense - 100 pin team deductions, and fourthteam offense-team disqualification.

D. Conduct1) Conduct of Coaches and

Players: The captain and the coach shall bethe official representatives of their team in allcommunications with the scorers and the tour-nament officials. The coach(es), the eight (8)bowlers participating in a round and the officialscorer (if used) are the only persons authorizedto be in the area immediately surrounding thescorers’ table. Unsportsmanlike conduct ofbowlers, scorekeepers, coaches or fans shallbe in violation of By-laws 3.141, 6.011 and6.012.

E. The Game: The Standard tenpinscoring format will be used. Unless otherwisespecifically provided in the IHSA printedinstructions, the USA Interscholastic HighSchool Bowling Rules and the IHSA Terms andConditions shall govern equipment and compe-tition in all rounds.

1) Bowling Practice and Warm-ups: None of the bowling lanes within thebowling establishment shall be used for prac-tice on the day of the regionals, sectionals orthe state finals. This includes any individual orteam members (starters or non-starters) onthe day(s) of tournament play. A scheduled fif-teen minutes will be allowed for practice ballsduring the tournament with seven and a halfminutes on each lane. The penalty for bowlingprior to this schedule is disqualification of theteam or individual from the tournament.

a) In an Uneven Regional:During practice time your first bowler cannotbowl on the second lane until the fifth bowler isdone.

2) Substitutions: Coaches maymake a substitution in the middle of a gameprovided the frame is complete. Once the sub-stitution has taken place the bowler who wasremoved may not re-enter that game or substi-tute for any other position in that game until thenext game. Multiple substitutions for a posi-tion are allowed. Individuals who have beensubstituted are no longer eligible for individualhonors in the regional, sectional or state finalcompetitions.

The coach making the substitution shallnotify the coach who is on the same pair oflanes of the substitution. The frame and theposition in which the substitution was madeshall be noted on the score sheet along with thename of the substitute.

In the event of an illegal substitution, a 30pin deduction from the individuals score shallbe assessed for each of the frame(s) the illegalsubstitute bowled. The overall penalty shall notto exceed the bowler’s actual score.

3) Time Between Rounds: Thereshall be a minimum of thirty (30) minutesbetween rounds of tournament competition.

4) Official Score: Coaches shallsign the score sheet to accept the score ofteams and/or individuals as official. Additionerrors or errors that can be verified may be cor-rected without penalty.

5) Open Lane: (See LaneAssignment and Conditions).

6) Shot Clock: A student has 30seconds from the time the pin setter arm goesup to start the delivery of their ball. This wouldonly be implemented if a situation occurswhere a team or individual takes an exorbitantamount of time. The shot clock would not beused in case of a lane break down or someunforeseen incident that the student-athletecannot control. A member of the GamesCommittee would keep the clock. TheTournament Manager would determinewhether or not the team or individual getsplaced on the shot clock. Putting a team or

individual on the clock would be the only warn-ing the team or individual would get.

Penalty for violation of the shot clockwould be:

• 1st -- a zero on the ball that went overthe shot clock time

• 2nd – a zero for the frame• 3rd – a zero for the game

F. Lane Assignments and Conditions1) Regional/ Sectional Conditions:

It is required that at the regionals or sectionals,the lanes be oiled with a house league/houseshot condition.

2) Regional/ Sectional SeedingInformation: At the regionals and sectionals,teams will not be seeded. Teams will be placedin their lanes based on the luck of the draw. Inthe Bowling Chair Class, individuals will beassigned their lanes at the regional, sectionaland state finals based on the luck of the draw.

3) Regional/ Sectional LaneRotation: Host schools must follow the lanerotations that are laid out in the Manager'sManual.

4) Open Lane at Regional: Oncebowling begins, the team competing on anopen lane will have its lead off bowler wait untilthe last bowler on the team has completedhis/her frame to being bowling. Pacer teamsare not allowed.

5) Lane Breakdown: In the event ofa lane breakdown that takes more than 15 min-utes, the bowlers shall move to an open pair oflanes to the right of their block. In the event ofa hard break, pins should be re-set at the timeof the break on the new lanes. One practice ballon each new lane will be allowed for eachbowler as a warm up. The round must be fin-ished on the new lanes regardless of the origi-nal pair being repaired.

6) State Final Round 1 and Round 2Blocks: 6 lanes make up a block. 24 teams willbe assigned to one of 5 blocks. 30 individualqualifiers will also be assigned to one of the 5blocks. When two “Individual Teams” areplaced in a block, they shall be assigned to thesame pair of lanes. Round 1 and Round 2assignments are based on the luck of the draw.Note: Individual qualifiers from the sameschool will stay together for Rounds 1 and 2but not for Rounds 3 and 4. A true seed will beused for Rounds 3 and 4 and therefore noaccommodation shall be made for individualsfrom the same school.

7) State Final Round 1 and 2Rotation: Teams will rotate within their blockafter each game. Bowlers initially starting onthe even numbered lane will rotate one pair oflanes to the right within the block. The bowlersstarting on the odd numbered lane will rotateone pair of lanes to the left within the block.Following Round 1 teams initially assigned toan even lane will rotate two blocks to their rightto start Round 2. Teams that were initiallyassigned to odd lanes will rotate two blocks totheir left to start Round 2.

8) State Final Round 3 and Round 4Blocks: The top 4 teams and top 10 individu-als will be placed in one block. The next 4teams and next 10 individuals will be placed ina new block followed by the remaining 4 teamsand remaining 10 individuals placed in the finalblock using the same format. The seeds will beplaced in the block of lanes so that the bestseeds will be next to each other for the finalgame of the round. After Round 3 and forRound 4 the seeded blocks will rotate so thatthe seeded positions are rotated to new blocks.

9) In the Bowling Chair Class, com-petitors will bowl their series at both the sec-tional and state finals without rotating pairs oflanes.

G. State Final Lane Assignments andConditions

1) State Final Lane Conditions: Itis required at the state finals, the bowling cen-ter put out a legal USBC House Shot to beapproved by the IHSA. This will be posted onthe IHSA website prior to the tournament. Atthe state finals, lanes will be oiled for round one(1) on Friday and Round three (3) on Saturdayand at no other time.

IX. TOURNAMENT POLICIES

A. State Final Passes: A maximum ofeight (8) passes will be issued to competitorsfrom qualifying teams whose names are listedon the List of Participants. In addition, a max-imum of three (3) coach’s passes will be issuedfor coaches of qualifying teams whose namesare listed on the List of Participants. In addi-tion, for the purpose of access into the compe-tition area, two (2) pit passes will be providedto teams.

One (1) pass will be issued for each indi-vidual qualifier and up to two (2) coaches pass-es will be issued to a school with individualqualifiers, including those in the Bowling ChairClass. In addition, for the purpose of accessinto the competition area, one (1) pit pass willbe provided to a school with individual qualifi-er(s).

School Administrators may pick up theirpasses at the state final. Administrative passeswill be available at the pass gate before thecompetition begins or in tournament centralafter competition begins.

B. Competitor Pass Gate: Only coachesand competitors who have been issued a passshall be allowed through the pass gate andbowling center early on Friday. Following theFriday cuts, only coaches and bowlers whoqualify for Saturdays finals shall be allowedthrough the pass gate or bowling center early.Individuals who do not qualify for the Saturdayfinals will be allowed entrance into the tourna-ment with the general public at no charge.

C. Artificial Noisemakers: Horns, whis-tles and artificial noisemakers that are disrup-tive to the tournament management are prohib-ited during competition.

D. Signs, Banners, and Placards: Thedisplay of signs, banners, placards or similaritems at the IHSA state series events is permit-ted, provided they are in good taste and reflectgood sportsmanship in their message and use;they reflect identification and encouragement toparticipants and their school/community; theyare not displayed on the field of play or in amanner, which interferes with play; they do notobstruct the view of participants or spectatorsand they are not hazardous.

E. Damage to Property or Equipment: Ifcontestants or people from any school enteredin a state series are found guilty of careless-ness or maliciously breaking, damaging ordestroying property or equipment belonging tothe host site, such school shall be held respon-sible for costs incurred in replacing or repairingsuch property or equipment.

F. Media Requirements:1) Provide Space: Space shall be

set aside to provide for news media representa-tives covering the state series whether they arefrom newspapers, radio stations, commercialtelevision stations and/or cable television sta-tions.

2) Radio and TV Originators: It isthe responsibility of the Local Manager toaccept applications, approve requests to origi-nate, collect proper rights fees payment (whererequired) and make cancellation refunds for tel-evision and/or radio play-by-play origination’s,according to the IHSA Television and/or IHSARadio Broadcast Policy.

a) Television Rights Fees for alllevels of competition below the State Final levelshall be paid to the host school and shallbecome part of the revenue to be shared by themember school(s) and the Association accord-ing to the financial terms stipulated in theseTerms and Conditions.

b) Radio Broadcast Rights Feesare not required for any level of competition inthis series (except State Final). Local Managersshall permit radio play-by-play originations ofthe competition.

c) Television and/or RadioStations which do not apply in advance, orwhich do not pay required rights fees prior tothe start of competition in each respective levelin this state series shall not be given credentialsnor allowed access to the facility to originate.Sponsors of the originations for television andradio shall be only those so stipulated in therespective IHSA Television and Broadcast poli-cies.

G. Cameras, Video Equipment: Nocameras with flashes can be used during thecompetition. Only hand held video cameraswill be permitted.

H. Photographer Access: During thesectional or state final warm up period, photog-raphers will be allowed to take pictures fromthe lanes. A flash camera can be used. Oncethe competition begins, no flash cameras canbe used and in addition, no photographers willbe allowed in the competition area. During thefinal session of the state tournament, if blindsare set up, photographers who have beenissued an IHSA media pass will be allowedaccess to the blinds for the purpose of photo-graphing or televising competitors. The blindslocated on the outside of the lanes will not haveany restrictions to when they are used. Theblinds set up in the middle of the competitionlanes will have limited access. Once the com-petition begins, photographers using the mid-dle blind must either leave the blind or remainin the blind until the round is completed.

I. Tobacco/Liquid Nicotine Products:The use of tobacco or liquid nicotine productsin any competition area, either during a practiceor while a contest is in progress, or affiliatedproperty of any IHSA state series contest byany coach, player, any other person connectedwith a team, or fan shall be prohibited. Stateseries hosts are required to make all stateseries contest sites and any affiliated property,including parking lots, fan accommodationareas, and other school or event venue proper-ty, tobacco/liquid nicotine free zones on thedate or dates of any IHSA event being held atthe site.

J. Use of Inhalers: A student with asth-ma may possess and use his/her medicationduring an IHSA competition while under thesupervision of school personnel, provided theschool meets the outlined procedures of selfadministration in the Illinois school code.

K. Prayer at IHSA State Series Contest:Prayer at an IHSA state series contest thattakes place over the public address system isprohibited.

L. Alcoholic Beverages and IHSA StateSeries Events: The possession, distribution,sale and/or consumption of alcoholic bever-

ages are prohibited at the site and on any affil-iated property of any IHSA state series contest.State series hosts are required to make all stateseries contest sites and any affiliated property,including parking lots, fan accommodationareas, and other school or event venue proper-ty, alcohol free zones on the date or dates ofany IHSA event being held at the site. Violationof this policy by an event host will subject thehost to a penalty for violation of IHSA By-law2.020. Such penalty may include but not nec-essarily be limited to prohibition against subse-quent event hosting assignments. Violation ofthis policy by a non-hosting member schoolwill subject the school to penalty for violation ofIHSA By-law 2.020. Patrons of any IHSA stateseries contest determined to be in violation ofthis policy will be removed from the premise,and law enforcement officials will be called aswarranted. No ticket refunds will be granted insuch cases.

X. AWARDS

A. Regional1) Individual Awards: The top 4

placing individuals will be awarded a medalwhen round one score is added to round twoscore.

2) Team Awards: A plaque will bepresented to the winning school in each region-al.

B. Sectional1) Individual Awards: The top 4

placing individuals will be awarded a medalwhen round one score is added to round twoscore. In the Bowling Chair Class, awards willbe given to the top four (4) placing individualsat the sectional tournament.

2) Team Awards: A plaque will bepresented to the winning school in each sec-tional.

3) Duplicate individual awards shallbe given at the regional, sectional and statefinal tournaments for the last eligible spot.

C. State Final1) Individual Awards: A medallion

will be awarded to the twelve places in the state

final individual competition who score the high-est total pin fall count (round one score addedto round two score added to round three scoreadded to round four score). A tie will be bro-ken for 1st place. (See the State FinalIndividual Tiebreaker)

a) Bowling Chair Class:Awards will be given to the top 4 finishers in theboys division and the top 6 finishers in the girlsdivision at the state final meet. A tie will be bro-ken for 1st place. (See the State FinalIndividual Tiebreaker)

2) Team Awards: A trophy will bepresented to the first, second, and third placeschool winners. Medallions will be presentedto the first, second, and third place team mem-bers. In addition, a Principals medallion and anAthletic Directors medallion will be presentedto the first, second, and third place teams. A tiewill be broken for 1st place. (See the StateFinal Team Tiebreaker)

3) Duplicate school awards for thestate final will be presented in case of a tie forthe last spot.

C. Administrative Awards: Medallionswill be awarded to the superintendent, princi-pal, and athletic director of the first throughthird place teams at the state final.

XI. OFFICIALS

A. Scorekeeper: Each participatingschool team shall furnish its own scorekeeperat the regional tournament if the house doesnot have automatic scoring. The official score-keepers will be a head or assistant coach, abowling team member or a designated facultyrepresentative.

B. Games Committee: A games com-mittee at the Regional and Sectional will becomposed of one coach from each participatingschool. The state final manager, an IHSA rep-resentative, the bowling proprietor, an IHSArule interpreter and other designee shall makeup the games committee for the State FinalTournament.

1. Terms and Condition: Terms and Condition are the rules your school has agreed to abide by in the IHSA regional, sectional, and state finaltournaments. The Terms and Conditions are reviewed each year by the IHSA Bowling Advisory Committee. The changes for this year arehighlighted in the Terms and Conditions.

2. State Series Assignments: Teams will be assigned by the IHSA to a regional site based on IHSA Policy 18 “Grouping and Seeding StateTournament Series.” Your assignments can be viewed at www.ihsa.org Go to the Bowling menu page to view the State Series Informationand Results. Managers of each site will contact the schools assigned to his/her regional or sectional with tournament information.

3. List of Participants: Coaches are required to complete the List of Participants by the deadline. This is your team’s roster and it will be usedat the regional, sectional and at the state finals. It is your original entry although coaches can change players on the roster prior to or at thecoaches meeting or for the state finals. The List of Participants will electronically be sent to the managers for ease of administering theregional. Coaches who do not comply with this requirement will be subject to penalties including not coaching their team at the regional.

4. Breach of Contract: Schools that enter the state series have entered into a contract with the IHSA. If your school wishes to withdraw fromthe series, the Principal of the school must send a letter to the IHSA indicating their withdrawal. Contacting a host manager does not consti-tute an official withdrawal. Schools that do not officially withdraw or do not compete in the regional or sectional after entering the tourna-ment will face financial penalties. Managers will report no shows on their financial report.

5. Sanctioning: The state series is sanctioned. Check the IHSA Bowling website for regular season sanctioning links.

6. Amateurism By-law 3.080: For winning or placing in actual athletic competition, a student may accept a medal, trophy, cup or plaque fromthe sponsoring agent regardless of cost. They may not accept cash, transferable gift certificates or anything item that is over $75.00 fair mar-ket value including 300 rings. Acceptance of money from gambling or pot bowling is in violation of this by-law.

7. State Tournament:a) Practice Round: School must make arrangements directly with the state final site. The practice round is the school’s expense. Refer to

the policy in this manual.b) State Final Housing: Schools will be responsible to make their own housing arrangements. A list of hotels will be posted on the

Bowling webpage for schools and fans to use as a resource.c) Team Pictures: Don’t forget to upload your team pictures to the IHSA by the deadline.d) Team Packets: Team packets can be picked up during Thursday’s practice round (later in the day).

Comments from the Boys and Girls Bowling Advisory Committee

Cheering at games and meets is a great way to show sportsmanship, but cheering should always be positive. Bowlers shouldobserve the following:

1. Cheers should be in celebration of a great play or in support of your team or team member.2. Cheering should never by an “in your face” sort of cheer that make fun of, belittles, or otherwise puts down another bowler,

opponent, or coach.3. Cheers may be loud, organized, and enthusiastic, but screaming is not acceptable.4. Be courteous and keep your cheers in good taste and performed with a sportsmanlike attitude.

IHSA Special Report

Process to Address Questionable Behavior

First talk to the coach of the participants who you have a concern with. Work cooperatively to resolve the issue. Use the sportsman-ship guidelines to determine what the problem is. If the guidelines are not being followed, and the issue is not fully resolved, talk toyour athletic director or principal about it. Ask your administration to help. Typically both athletic directors will communicate witheach other and reach a good outcome. If the school administration does not feel like there has been a good resolution, then the ath-letic director can file a Special Report with the IHSA. IHSA will check into the situation and assist in getting schools to collaborate.Good communication is always the best way for everyone to benefit.

Scoring and FormatsThere are several types and formats for High School Bowling Competition. The most popular and frequently utilized are illustrated below.

High School Bowling USA recommends the use of scratch competition for interscholastic programs.Typically, bowling leagues utilize a handicapping system in order to enhance the competition for players of different levels of ability. However, inter-scholastic competition recognizes top performance of athletes in a sport, without the utilization of bonus/handicap points to level the playing field.Schools are grouped by size in “conferences” to better match talent and ability.

There are two scoring systems of play utilized in high school interscholastic competition today with many interscholastic programs using both sys-tems.

Standard Tenpin Scoring*A game of standard tenpin scoring consists of ten frames with a player delivering two balls in each of the first nine frames unless a strike is scored.In the tenth frame, a player delivers three balls if a strike or spare is scored. Every frame must be completed by each player bowling in regularorder.

Baker System Scoring*Unlike the Standard Scoring where each player records his or her own game score and the totals are added for a team total, the Baker System hasplayers combining for one single game score. With each of the athletes completing frames during the game, the Baker System of play is bestdescribed as a bowling relay that creates interdependence within a team to achieve success.

The Baker format is mainly used in five-person team competition where the number one bowler completes the first and sixth frames, the numbertwo bowler completes the second and seventh frames, the number three bowler completes the third and eighth frames, the fourth bowler completesthe fourth and ninth frames, and the number five bowler completes the fifth and tenth frames.

FormatsWhile the game of bowling is traditionally recognized as an individual effort, those individual scores are also traditionally combined to form teamtotals. Individual recognition only occurs in interscholastic competition at the state championship level.

Match FormatUtilizing the standard tenpin scoring system, most programs currently have teams bowl more than one game to create a match. Various combina-tions of the following are utilized for team competition:

v All scores are combined, with total match pinfall determining the match winner.

v Athletes’ scores are combined each game; highest pinfall determines the winner of the game; most games won determines the win-ner of the match.

v Athletes compete individually against the corresponding player of the opposing team. Each individual match won is awarded a point.Match wins are then determined by total individual points won for all games bowled or by number of games won, which is deter-mined by most individual points won each game.

v Standard and Baker scoring are combined with the athletes utilizing any of the above formats for one or two standard games thenchanging to five person Baker teams for an additional one to five games.

*Please note, substitutions are allowed in interscholastic competition. The starting student-athlete once removed from competition cannot return tobowl for the remainder of the standard team game or the Baker System game.

Number of participants in the pit: Per the Terms and Conditions the coach(es), the eight bowlers participating and theofficial scorer (if used) are the only people allowed in the pit area. Subs can sit directly behind their team outside of thepit, but they are not required to do so.

Sportsmanship: Please remind coaches to remind their players, they set the tone for sportsmanship. Bowling hasalways had strong tradition of having excellent sportsmen and sportswomen, please work together to keep this traditionalive.

Forming a High School Bowling Program

If your area or state does not currently operate an interscholastic high school bowling program, it’s time to get started!Outlined below are the steps to follow.

It is recommended that this procedure be followed at the state level to ensure that all programs across a state are operat-ing under the same guidelines. However, it can also be used on a local level if there is not sufficient interest across anentire state.

REMEMBER: If there are no operating teams, it is recommended that at least four teams be organized to form a confer-ence. Organizing only one team will not work since that team will have no one against whom to compete!

Joining an Existing Conference

Determine if your state interscholastic athletic association recognizes bowling as a high school sport.

Meet with the bowling center that is closest to the high school to determine interest in hosting a team.

If it does:

v Meet with the school Athletic Director to determine how to join the conference in which the school regularlycompetes and how to start a new varsity sport team at the school.

IHSA Protocol for Implementation of NFHS Sports Playing Rule for Concussions

“Any athlete who exhibits signs, symptoms, or behaviors consistent with a concussion (such as loss of consciousness, headache, dizzi-ness, confusion, or balance problems) shall be immediately removed from the contest and shall not return to play until cleared by anappropriate health care professional.”

The above language, which first appeared in all National Federation sports rule books for the 2010-11 school term, reflects a strengthening ofrules regarding the safety of athletes suspected of having a concussion, but not a revision in primary responsibilities in these areas. Previousrules required officials to remove any athlete from play who was “unconscious or apparently unconscious.” This revised language reflects anincreasing focus on safety, given that the vast majority of concussions do not involve a loss of consciousness. However, the revised languagedoes not create a duty that officials are expected to perform a medical diagnosis. The change in rule simply calls for officials to be cognizantof athletes who display signs, symptoms, or behaviors of a concussion from the lists below and remove them from play.

NOTE: The persons who should be alert for such signs, symptoms, or behaviors consistent with a concussion in an athlete include appro-priate health-care professionals, coaches, officials, parents, teammates, and, if conscious, the athlete him/herself.

Definition of a ConcussionA concussion is a traumatic brain injury that interferes with normal brain function. An athlete does not have to lose consciousness (be “knockedout”) to have suffered a concussion.

Behavior or signs observed indicative of a possible concussion• Loss of consciousness• Appears dazed or stunned• Appears confused• Forgets plays• Unsure of game, score, or opponent• Moves clumsily• Answers questions slowly• Shows behavior or personality changes• Can’t recall events prior to or after the injury

Symptoms reported by a player indicative of a possible concussion• Headache• Nausea• Balance problems or dizziness• Double or fuzzy vision• Sensitivity to light or noise• Feeling sluggish• Feeling foggy or groggy• Concentration or memory problems• Confusion

This protocol is intended to provide the mechanics to follow during the course of contests/matches/events when an athlete sustains an appar-ent concussion. For the purposes of this policy, appropriate health care professionals are defined as: physicians licensed to practice medicinein all its branches in Illinois and certified athletic trainers.

1. During the pre-game conference of coaches and officials, the official shall remind the head coaches that a school-approved appropriatehealth care professional will need to clear for return to play any athlete removed from a contest for an apparent head injury.

2. The officials will have no role in determining concussion other than the obvious situation where a player is unconscious or apparentlyunconscious as is provided for under the previous rule. Officials will merely point out to a coach that a player is apparently injured andadvise the coach that the player should be examined by the school-approved health care provider.

3. If it is confirmed by the school’s approved health care professional that the student did not sustain a concussion, the head coach may soadvise the officials during an appropriate stoppage of play and the athlete may re-enter competition pursuant to the contest rules.

4. Otherwise, if an athlete can not be cleared to return to play by a school-approved health care professional as defined in this protocol, thatathlete may not be returned to competition that day and is then subject to the IHSA's Return to Play (RTP) Policy before the student-ath-lete can return to practice or competition.

5. Following the contest, a Special Report shall be filed by the contest official(s) with the IHSA Office through the Officials Center.6. In cases where an assigned IHSA state finals event medical professional is present, his/her decision to not allow an athlete to return to

competition may not be over-ruled.

Log on to www.ihsa.org and click on the Schools Center link. Enter your School ID number and password. On the nextpage, go to the “T—Sports and Activity Tracker” area, find the row that lists the correct tournament, and click on “List ofParticipants” link under the “Required Data Forms” heading. Please follow the instructions shown on the screen as you fillin the necessary information.

The deadline for submitting the List of Participants for Boys Bowling is Tuesday, January 13, 2015 at midnight. Schoolshave the opportunity to make changes until Tuesday, January 13, 2015 at midnight.

When to ReserveQualifying teams or individuals can reserve their one block of time beginning 9:00 a.m., Sunday, February 15 through Tuesday, February 17 at noonfor Girls Bowling and Monday, January 26 through Tuesday, January 27 at noon for Boys Bowling. After noon on Tuesday, any unreserved time willbe available for reservations on a first-come-first-serve basis.

Please note that the host site will not hold your lanes if you are late. If you reserve a block of time and cannot use it or find that you will be late,contact your bowling center.

Team Packets and PassesAs a reminder, only coaches who meet the IHSA By-law 2.070 and whose name appears on the roster will be issued a pass. If you need to add acoach to the roster, a letter from your school principal on school letterhead, will be necessary.

Team packets may be picked up on Thursday evening at The Cherry Bowl or St. Clair Bowl. The team packet will include the lane assignments andparticular passes. We ask everyone’s cooperation in wearing the passes. After all you did earn it. The Coach and Participant passes will allow youinto the event at no charge. Anyone without a pass will not be allowed access without paying admission. The state final bowling programs will bedistributed at the coaches meeting to all participating schools for their coaches and their athletes.
