    Cadre Restructuring Attachment of Hyderabad and KakinadaCustoms Commissionerates to Vizag Zone (Customs)

    Chief Commissioners Office of Hyderabad Zone has received Boards letter yesterday asking for

    proposals on CR. It seems no serious work has began in CCs Office and it is possible that a group of

    officers may be formed for sending the proposals to Board and for implementation of CR on the linesof Boards letter.

    In the meantime, our friends across cadres and across our state have been expressing different

    views regarding:

    1. Attachment of Hyderabad Customs Commissionerate and Kakinada Preventive

    Commissionerate along with the present Vizag Custom House to Vizag Customs Zone

    2. Possible attachment of Vizag Customs Zone to Chennai Customs Cadre Controlling Authority,

    and

    3. Implications of sanctioned strength of Superintendent cadre for these two new CustomsCommissionerates.

    After gathering information from our national leadership and from all our mutual friends across

    cadre and state frontiers, it is understood that the following is likely to be the scenario.

    (1) The proposed Vizag Customs Zone may not be attached to Chennai Customs Cadre

    Controlling Authority as the present Customs House of Vizag has been delinked from Chennai Customs

    CCA way back in 1998 or so.

    (2) All over India minor ports and inland ports are under the control of Central Excise including

    Kolkata, Delhi and other parts of North and Western parts of India.

    (3) Though Gangavaram is a minor port in our city, it is attached to exclusive Customs.

    (4) Since minor ports and inland ports are under the control of Central Excise, it is likely that

    Hyderabad Airport and other formations like ACC/ICD which are inland ports and Kakinada Port which is

    stated to be a minor port are likely to be under the control of Central Excise.

    ( 5) If these two Commissionerates are under the control of Central Excise, though technically

    these two Commissionerates will be attached to a Customs Zone, Superintendents and Inspectors of

    CE only will be posted there as is the present practice.

    (6) If 5 above is true, then A.P. will have additional 160 sanctioned posts of Superintendent

    cadre out of these two Customs Commissionerates.

    (7) If 6 above is true, then total increase in Superintendent cadre posts in A.P. will be 262 (160

    out of these two Customs Commissionerates and 102 out of the Central Excise Commissionerates as

    communicated earlier)

    (8) If 5, 6 and 7 above are true, then no doubt A.P. will have a bonanza of promotions as in

    addition to around 260 posts as detailed above, consequential promotions against the vacancies of

    promotions from Superintendent cadre to A.C will be there and all these may total Upto 350 posts,

    which may be a remarkable and quantum jump.

    However, it is not known whether manpower for Hyderabad Customs Commissionerate will be

    drawn from Vizag Zone or whether the Hyderabad Zone officers will only be posted in this Hyderabad

    Customs Commissionerate. It will be meaningless, unviable, illogical and uneconomical if officers fromVizag Zone have to be posted in this Commissionerate. I have expressed my serious reservations and

    apprehensions at various fora and letters have been submitted to the Member (P&V), DG-HRD and to

    our national leadership since the original CR proposals are communicated to the Associations about

    this lingering possibility of attachment of Hyderabad Customs Commissionerate to Vizag Customs

    Zone.

    Even if Hyderabad Customs Commissionerate is attached to Vizag Customs Zone, it has to be

    ensured that Superintendent, Inspector and other posts have to be sanctioned to Hyderabad Zones

    and officers of Hyderabad Zones only will have to be posted there, otherwise though this

    Commissionerate is based in Hyderabad Zone, officers of Vizag Zone will have to be posted here

    which may be contrary to the practice elsewhere considering the geographical location and distance

    between these two zones notwithstanding the common cadre seniority between the two Zones.

    If Superintendent posts for Hyderabad Customs Commissionerate are not sanctioned to

    Hyderabad Zones, then entire Vizag will have six Commissionerates on Central Excise side i.e. Four

    Central Excise + these two Customs Commissionerates i.e. Kakinada and Hyderabad Customs

    Commissionerates which will result in the following distribution of Superintendent posts between

    Hyderabad and Vizag Zones.

    Hyderabad Zone: 7 Commissionerates @ 80 per Commissionerate: 560

    Vizag Zone : 6 Commissionerates @ 80 per Commissionerate: 480

    Total A.P. 1040

    From the above it is clear that Hyderabad Zones will have only extra 80 Superintendent

    Posts instead of 240 posts as informed earlier and if this is correct, then the nightmare of rotation

    between Hyderabad and Vizag will continue unabatedly and perennially.
