This past April, we had another
successful Water For People
Concert. I’d like to extend a
big thank-you to Chris Voeltz
and the volunteers who work diligently
around the calendar to make this event
happen every year. It’s a great event for
socializing with industry friends while
raising money to help bring clean drinking
water to third world countries.
Also in April, a good-sized group of us
Minnesota Section members participated
in the Regional Meeting of Section Officers
(RMSO) that the Association put on in
Columbus, Ohio. Section officers from all
over our region were present. Region III
is comprised of the following states and
provinces: Minnesota, Wisconsin, South
Dakota, North Dakota, Iowa, Nebraska,
Michigan, Ohio, Indiana, Illinois, and Ontario.
These are great meetings to find out more
about the association and its mission, goals,

Linked Together by the Same Precious Commodity
and values. Those who participated this
year heard high-quality speakers, and there
was also a mini-membership summit that
was put on for a half-day just prior to the
start of the RMSO meeting.
As mentioned in previous articles,
membership is going to be key for our
state’s AWWA section in the next few
years. Our current board has changed the
name of our Membership Committee to
the Membership Council, and now Adam
Marcos, the current Chair of the Mem-
bership Council (and all future Member-
ship Chairs) will be voting members and
section officers. This was done to bring
membership matters front and center to
all of our Section’s leadership team.
During the summer, water supply
kicks into high-demand mode and
requires our various state’s operators and
managers to use their education, experi-
ence, and skill in treating and delivering
clean water to the populous. I salute
these operators for their commitment and
dedication to our industry.
While we all experience various and
differing roles in the water industry, we are
all linked together by the same precious
commodity. AWWA participation is a great
way to network and come together with
others in our industry to advance our
mutual causes. Participating in AWWA
also allows each of us to leave a little
personal contribution to the generations
that will follow us into this never-ending,
perpetuating industry. I know from personal
experience that if you give yourself to this
organization, you will receive much more
than you can imagine in return. Step out of
the ‘norm’ of simply doing your job every
day and join AWWA today. We need you
and your talents, and you will make us a
better organization in the years to come.

A Fond Farewell
M y term as director and vice-
president will be ending
at the close of ACE 2017
and Pete Moulton, from the
city of Saint Peter, will take over. I want to
thank the Minnesota Section for voting me
as their director, and the association board
as their vice-president. I am honored to
represent our Section and Association!
Below are the major highlights since
my last report...
New Student Program Manager
Cari Russie joined AWWA at the beginning
of the year and is working under Susan
Franceschi as student program manager.
Cari will work closely with both Section
services and membership. She comes
to AWWA with 10 years of experience
in higher education, working mostly with
high school students, as well as college/
university undergraduates.
Cari will be supporting, connecting,
and preparing students and young
Jon Eaton
professionals in the water industry. She will
aid students in defining and achieving their
water-related career goals, create student
chapter cohesion, promote student
chapter growth, and she will develop and
maintain college/university relationships,
along with all other duties as assigned.

Water Utility Council Fly-In
About 145 AWWA members visited
more than 400 congressional offices to
urge Congress to reinvest in the nation’s
water infrastructure during the asso-
ciation’s annual Fly-In March 22-23 in
Washington, D.C.
AWWA urged members of Congress to
take the following actions:
• Provide fully authorized funding for
the Water Infrastructure Finance and
Innovation Act (WIFIA) program
• Double appropriations for the drinking
water and wastewater state revolving
loan funds
• Protect the tax-exempt status of
municipal bonds
• Remove the annual volume caps on
private activity bonds for water infra-
structure projects
The genesis of the Fly-In was the 2001
AWWA Annual Conference and Exposi-
tion, which was held in Washington, D.C.
AWWA held a rally on the western steps of
the Capitol, which featured the Environmen-
tal Protection Agency Administrator, relevant
congressional committee chairs and AWWA
officers. Issue packets were prepared
for AWWA members to use on congres-
sional visits, but the program was loosely
organized. The Water Utility Council saw
the interest in federal issues at the rally and
decided to hold a more formally organized
Fly-In in 2002. The results of those con-
gressional visits and educational benefits
AWWA members derived from the Fly-In
led the WUC to continue the event.

Regional Meeting
of Section Officers (RMSO)
The Minnesota Section belongs to Region
3 along with North Dakota, South Dakota,
Nebraska, Iowa, Wisconsin, Illinois, Indiana,
Michigan, Ohio, and Ontario. The RMSO
takes place between March and May each
year. In 2017 it was held in Columbus,
Ohio. In 2018 the meeting will be in
Michigan and in Illinois in 2019.
These meetings are the most
important tool for gaining updated
information on AWWA and AWWA
Sections. As a Section leader, you will
not want to miss this opportunity to meet
with a national representative, AWWA
staff and other Section leaders.

The AWWA Community Engineering
Corps Excellence Award recognizes and
honors an individual, project team, or
Section for their efforts in advancing the
Community Engineering Corps program
locally or at the Association level. Any

efforts have made a positive impact on the
progress of the Community Engineering
Corps programs is eligible. This may
include, but is not limited to: increasing
program exposure, engaging volunteers,

YP Fresh Idea Poster Competition
Young professionals and students from
more than 20 AWWA Sections will be
competing at the annual conference in the
‘Fresh Ideas’ poster contest, where they dis-
play their innovative research, meet peers,
and hobnob with water sector leaders.
The contest, located in the exhibit hall,
began more than a decade ago as a way to
draw younger professionals to an industry
faced with massive retirements and resultant
labor shortages. It also introduces them to
the benefits of AWWA membership.
Don’t forget to visit and encourage the
Minnesota Section YP participants!
ACE17 – Water Industry Luncheon
... Featuring Amy Van Dyken, Six-Time
Olympic Gold Medalist Swimmer
At the 1996 Summer Olympic Games in
Atlanta, Georgia, Amy Van Dyken became
the first American female athlete in
history to win four gold medals in a single
Olympic Games.
After experiencing much athletic
success, in June of 2014 tragedy struck
when Van Dyken was injured in an ATV
accident that severed her spinal cord,
leaving her paralyzed from the waist
down. Although she endured grueling
days in rehabilitation, her strong work
ethic and positive attitude continues
to inspire others to stay strong and
accomplish their goals.
Van Dyken began swimming at age
six in an effort to relieve childhood
asthma. At 11, she was still unable to
swim the length of a pool. When she
finally accomplished that modest
goal, she found the same will to
win that made her a star in both the
Sydney, Australia, and the Atlanta
Olympic Games, despite breathing
difficulties that limited her to only
65 percent lung capacity.

to win to overcome the obstacles she
has faced throughout her career.

A Week Without the Safe Drinking Water Week

Nothing like not having
something to appreciate it.
My wife, Brenda Himrich,
and I spent nine days in
Guadalajara for the World Baseball Classic
in March. It was a terrific experience (I was
the official scorer, and Brenda announced
my decisions in Spanish through the press
box). We knew we had to be prepared for
some challenges, mostly the water.
Though I am anti-bottled water, the
first thing we bought when we got there
were a lot of bottles of water. We were
careful, with both the water and the food,
and avoided any illness while we were
there. But it wasn’t as easy as we are
accustomed to – turning on the tap to get
a drink or brush our teeth without giving
any thought to what was coming out.
We had plenty of adventures. Brenda
even met Joe Francis, founder of Girls
Gone Wild, in the hotel elevator; he intro-
duced himself to her and told her why he
was famous. I wonder if he was recruiting
her. That was creepy, but not as
creepy as the water. Fortunately, our
adventures did not include getting sick.
We were anxious to return home
to be reunited with our cats (one of
whom attacked our cat sitter while we
were gone) and to enjoy the comforts
of home, one of which is safe drink-
ing water. We take it for granted until
we can’t.

Governing Board Highlights
Water Bar
Shanai Matteson, a representative of the
Water Bar, provided details about the Water
Bar and its presence in the EcoExperience
Building at the State Fair. Minnesota AWWA
members will have the chance to sign up
for four-hour shifts through the Minnesota
Pollution Control Agency website
this summer. Each shift will need two
bartenders and one backup. Water from
different cities will be served to visitors.
Minnesota Associates Council
(MAC) Expense Allocation
Discussions continued about providing
clarity to vendors and others about how
the MAC Social is funded at the section
conference each year. The social is funded
by vendor exhibition booth registration fees.
The MAC budget could use a little more
clarity as to where the funds are coming
from for the event. Additional notes will be
made for the upcoming budget sessions.
It should be noted that the fall conference
is supported by the participant registration
fees and not the vendor fees.
Financial Committee
Investment Review
Feldman stated preliminary discussion
has begun regarding who hosts (currently
Wells Fargo) the section’s checking and
investment accounts. Ben Feldman,
Grant Meyer, and Stew Thornley recently
met with a fiduciary, financial advisor to
discuss general investment strategies
and gain a little more understanding into
how our investments compare to industry
trends for other similar charity groups.
Early information is that we seem to be
tracking along a similar path but possibly
paying higher advisor fees than what
would be considered typical right now.
Thornley also addressed the social justice
aspect of the discussions. Should the
board ultimately decide they would like
to see the investments aligned with more
social responsible businesses, there are

investment accounts that can be tailored to
those desires.
Moulton and Larson both expressed
concern with making changes based just
on social justice. Stockness said she is
aware of other organizations looking into
the social justice aspect, as well.
Support for H2O for Life
Poster Contest
Thornley would like the Board to consider
possible annual monetary support for
the poster contest. He has seen a lot
of publicity surround the competition.
“Clean Drinking Water Starts With Me”
is the 2017 slogan and has also been
promoted by the governor. Thornley sees
a goal of committing enough money so
that another water bottle filling station,
including installation, could be given to the
competition winner’s school.
If money were to be donated, it would
be sent to H2O for Life and could include
stipulations that it only be used for the
poster competition awards. H2O for Life is a
non-profit that works with schools and other
organizations to promote water. Brown
asked how current prizes are obtained by
H2O for Life. Are companies donating a
bottle filling station for example?
Thornley will do more research on the
contest, how a donation would be spent,
how other companies that are currently
involved are contributing, etc. and report
back to the Board at a later date.
Membership
Belden expressed interest in getting the
Membership Committee a position at board
meetings. Others also expressed support.
To become a voting member, it would
require changes to the bylaws, which take
about one and a half years to complete.
To shorten the timeframe, the membership
chair could be invited to meetings to
provide updates but not be allowed to vote.
Moulton and Eaton will review the
bylaws and come back with more
information and direction on possible
avenues for getting the Membership
Committee more connected with
the Board. •

T he city of Minneapolis has
approximately 400,000
residents; however, this
number does not include the permanent
residents of a notable necropolis tucked
between Lakes Calhoun and Harriet.
Covering approximately 250 acres,
Lakewood Cemetery is the interment
site of 130,000 people. A stroll through
its scenic grounds reveals a who’s who
of civic pioneers with familiar names
such as Pillsbury, Washburn, and Lowry
adorning the often-ostentatious grave
markers and expansive mausoleums.
Although it’s debatable as to whether
these people are in continuing need of
water, it is clear that the grounds require a
plentiful supply to keep the peaceful green
of the grass and the shade of the trees.
This was true even when the cemetery
covered barely half its current territory and
held a far smaller population.
As far back as the 1880s, when the
cemetery was 10 years old, the search
for water was on. It was believed that an
artesian well was on the property, prompting
the cemetery association to spend nearly
$12,000 to drill 2,150 feet into the ground
(still the record for the deepest water well in
Hennepin County). Unfortunately, at the time
this well was sunk, deep well pumps for
insertion in the casing were not yet available,
leaving no means for bringing the water to
the surface.
However, Bruce Olsen, head of
the Minnesota Department of Health’s
Source Water Protection Unit, said the
drilling at Lakewood Cemetery yielded
another valuable resource – information
about geologic formations in the Twin
Cities that Olsen claims “is as useful
today as it was then.” Calling the well
a “major geological test hole for its
time,” Olsen adds, “It is indicative of the
bedrock formations in the metro area.
It opens up all the rock formations that
yield water in the metro area.”
The Search for Water at Lakewood Cemetery Has a History as Rich as Its Occupants
Drilled in the middle of the geologic
structure known as the Twin Cities Basin,
the 2,150-foot-deep well first encounters
bedrock in St. Peter sandstone at a
depth of 256 feet and then hits the Prairie
duChien-Jordan aquifer at 318 feet. Below
that is the Franconia-Ironton-Galesville
aquifer and then the Mount Simon-Hinckley
aquifer, which ends at 1,123 feet, although
the drilling continued for another 1,000 feet
into non-aquifer material. The drills reached
basalt at a depth of 2,135 feet and
penetrated 15 more feet into it.
Olsen says the well encounters “a
real mix of water. Water from the Prairie
duChien-Jordan aquifer is decades old
[from the time of infiltration]. Water from
the Mount Simon-Hinckley is tens of
thousands of years old.”
Lakewood next looked to a neighbor
with a plentiful source – Lake Calhoun – and
began pumping water from the lake into a
tower it built near the southeast corner of the
cemetery. The site of the tower was on the
highest spot of Hennepin County, making
it an easy matter to feed the grounds by
gravity. The tower was eventually dismantled
and the hill itself reduced in height as a
means of providing fill for other spots in the
cemetery. This area is still undeveloped, and
visitors can easily spot the site, flanked by
Sections 55, 60 and 59.
In 1913, protests developed over
the amount of water the cemetery was
drawing from Lake Calhoun, reported to
be in excess of 300,000 gallons a day.
Minneapolis Park Board commissioners
claimed that the cemetery’s actions
threatened to lower water levels in the
city’s lakes and rob “Minnehaha Falls of a
goodly portion of its water supply.”
Thereafter, Lakewood created its own
eight-acre lake from a swamp that had
occupied 15 acres between two sections
of the cemetery. The operation involved
draining the swamp water into Lake Harriet
while dredging 177,000 cubic yards of
sand and gravel from Lake Calhoun to fill
seven acres of the swamp. The cemetery
donated a section of land to the Park
Board in exchange for the permission to
use the lakes for draining and dredging.
The lake became the cemetery’s main
source of water as it flowed by gravity
through a 24-inch diameter conduit to a
wet well located in a pump house at the
north end of Section 44, close to the site
of the 2,150-foot-deep well. A centrifugal
pump then sent the water to the 9,000-
gallon hilltop tower, traveling approximately
one-third of a mile through six and eight-
inch diameter cast-iron mains with various
distribution taps along the way.
The lake supply was supplemented in
1936 by a 500 gallon per minute (gpm) well
pump in the basement of the administration
building that discharged water directly into a
3,000-gallon open surge tank, also located
in the basement of the building. A 300-gpm
booster pump subsequently pumped water
from the surge tank to the hilltop tower to
satisfy the tower’s needs during periods of
low demand.
The 1949 study also recommended
that a 8-inch water main be constructed
from the lake pump to the office area and

subsequently be connected to a major
distribution system that would improve water
pressure. The study also recommended
that a 6-inch watermain be looped through
the southerly portion of the cemetery to
improve the operating pressures also
existing in that area. The proposed 8-inch
water main was installed in 1950, however,
the 6-inch watermain recommended for
installation in the southerly portion of the
cemetery was apparently never installed.
In 1953, based on a study begun four
years earlier, a 3,200-gallon hydropneumatic
tank was installed underground north of the
administration building. The tank was piped
into the water distribution system, which
received water directly from the 300-gallon
booster pump and discharged water into the
cemetery mains. An autocon control system
was also installed to operate in concert
with the hydropneumatic tank, starting
and stopping the 300-gpm pump upon
demand. The basic elements of the water
supply system was then the lake pump, the
500-gpm well pump, the surge tank, the
300-gpm booster pump, the 3,200-gallon
hydro-pneumatic tank and the autocon
control system, obviating the need for the
water tower and bringing about its demise,
along with much of the hill it topped.
This operation only satisfied the low
demands of the cemetery for hand
watering, vase watering and low level
lawn sprinkling. During the summer
months when periods of high sprinkling
demand existed, the lake pump was
called into operation and pumped
directly into the water distribution
mains. The lake pump functioned
completely independently of the
3,200-gallon hydropneumatic tank
and its control system.
Continuing problems from the lake
pumping operation, caused by fluctuating
lake levels and the plugging of sprinkler
nozzles from contaminated lake water,
brought about the construction of Water
Well No. 3 in 1957, to the south of the
administration building. The following year,
a 15-horsepower, 130-gpm submersible
pump was installed in the well, and a small
water line was constructed from the pump
discharge to a nearby storm sewer. The
storm sewer subsequently discharged into
the lake, allowing a continuous flow of water
from the pump to the lake and a constant
water level within the lake. To overcome the
plugged nozzle, sediment separators were
installed along the major watermains in an
effort to intercept lake water contamination.
In 1969, a 125-horsepower, 1,150-gpm
pump was installed in Well No. 3 replacing
the 15-horsepower submersible pump. The
new pump was piped to discharge directly
into the cemetery distribution system rather
than into the lake, virtually eliminating use of
the lake pump and the contaminated lake
water within the system. This same year
a new power supply was installed from
36th Street to the office building-pumping
panel. A new autocon control panel was
also installed in 1969 to operate Well Pump
No. 1, the booster pump from surge tank
to pressure tank, and Well Pump No. 3.
The autocon controls allowed the supplied
system to operate automatically, its only
limits being the capacity of the pumps.
Today the cemetery’s wells supply the
needs of the grounds and all buildings
on the site except for the
administration building,
which is connected to the
Minneapolis water supply. •

O n March 5, CBS Sunday Morning
examined the nation’s need
for maintaining infrastructure
– while most of the story focused
on roads and bridges; it included a
look at Breckenridge’s 79-year-old
water treatment plant. Superintendent
Jim Bogenreif (who has been with
Breckenridge for nearly half of the life of
the treatment plant) walked the CBS crew
through the plant and showed the rust
on the raw-water transmission line. “If this
were to fail, blow a hole,” he said, “we
would not have any water. It scares me.”
Breckenridge has been trying to get
funding to replace its lime-softening plant,
and Bogenreif hopes this will happen in
the next two years. After commissioning
one design, which estimated the project
at $13.6 million, the city hired Ulteig
Engineers Inc. of Fargo, to redesign
the initial plans. Bogenreif says the new
design is scaled down – for example,
it doesn’t include treatment for surface
water – so that Breckenridge can finance
it with principal-forgiveness funds already
reserved for the project, with an additional
below-market-rate loan from the Drinking
Water State Revolving Fund.
Bogenreif said CBS left out some
political comments he made that, “aging
infrastructure across America is getting
bad, and the federal government is not
doing its share to fund the states to
address the needs.”
Breckenridge draws its water from a
pair of wells two miles north of the city
from an aquifer that is mostly free of
health-related contaminants but that has
hydrogen sulfide and high hardness. The
current plant has four gravity filters, and
the new one will have three. Bogenreif
says that the new plant will include
an aeration system to remove total
hardness and hydrogen sulfide before
the water reaches the contact basin,
greatly reducing the lime feed.
If all goes well, the new plant may be
complete in two years. Working locally and
promoting globally, Bogenreif said of his
appearance on CBS, “I’m doing my best
to bring Breckenridge into the light. Rural
Minnesota needs attention to infrastructure.”
Then, shortly after on March 19, 2017,
Annika Bankston, superintendent of
water treatment plant operations and
maintenance for Minneapolis Water Works,
gave a KSTP television video crew a tour of
the construction to upgrade its 100-year-
old filtration plant. The report pointed out
the “good value for taxpayers” in that the
$63 million project was more cost-effective
than a new plant, which would have cost
approximately $250 million.
The city is positioning itself for the
future as it anticipates new regulations and
challenges, preparing itself to deal with the
contents of the Mississippi River, its source
of water, 50 years from now. Water quality
manager George Kraynick said, “It’s those
long-term trends we need to be cognizant
of to really be sure our treatment techniques
can address what the river can throw at us.”
Although Jim Bogenreif’s attempt
in Breckenridge to address the lack of
funding ended up on the cutting-room
floor, the KSTP segment noted that in the
1970s, when the Safe Drinking Water Act
was passed, the federal government paid
for more than half the costs of water and
wastewater treatment and that now, when
the needs are great, almost no federal
money is available.

Shoreview is a suburb in the
northern Twin Cities with
approximately 26,000 residents
and has been ranked by Family Circle
magazine as one of the best cities for
families. The city grew rapidly in the
1970s and 1980s, residentially and
commercially, but focus has shifted
from new development to infill and
redevelopment. The city has a number of
large employers and a stable tax base.
Its water utility provides approximately
three million gallons a day (MGD) of
safe drinking water to its citizens and
businesses and, until recently, did not
have a water treatment plant. Shoreview
had operated a water supply system
consisting of six wells, raw-water

transmission piping, a storage reservoir,
chemical feed systems, and a booster
pump station. It served the city well for
decades, but increasing color-related
concerns and aging infrastructure
prompted the city to hire Advanced
Engineering and Environmental Services,
Inc. (AE2S) of Maple Grove, Minnesota, to
design an 8 MGD filtration plant to remove
iron and manganese.
Manganese, which can discolor the
water, was the main motivator for the plant,
according to utilities supervisor Kevin
Chmielewski, who said that manganese
levels had been rising and causing more
customer complaints.
The objectives established for the
new treatment plant included ammonia
removal, iron and manganese removal,
hydrogen sulfide removal, radon
removal, fluoridation, disinfection, a
protective disinfectant residual in the
distribution system, and disinfectant by-
product control.
OPTIONS EVALUATED AND TREATMENT PROCESS SELECTEDWith objectives determined, the city
worked with AE2S to evaluate several
alternative technologies and conduct a
pilot study evaluating greensand filtration
and alternative oxidation processes.
Chmielewski added that the new treatment
process positions the city to meet future
regulations that could become part of the
federal Safe Drinking Water Act.

The treatment process consists of:
1. Two forced draft aerators for preliminary
oxidation to the iron and manganese as
well as to release any dissolved gases
in the water; the aeration also limits the
amount of chlorine needed.
2. Six dual-sand filters (greensand and
anthracite) to remove any manganese
after aeration.
3. Backwash reclaim, which sends the
backwash water from the filters to a
pair of 215,000-gallon-reclaim basins,
where the iron and manganese that
have been removed are settled out.
The rest of the water is suctioned
from the top of the basins back to the
treatment process, reducing waste.
4. Chlorine gas to provide primary
disinfection, oxidation of the iron and
manganese, and regeneration of the
greensand media. Following treatment,
chlorine and fluoride are added.
CONSTRUCTIONConstruction began in June of 2015,
and the treatment plant was online by
the end of October of 2016. When the
new water treatment plant came online,
Shoreview’s distribution system was in
need of a flush to quickly switch from
chloramine disinfection to free chlorine
disinfection. The flushing strategy was
developed through use of the city’s
distribution system model to determine
the most efficient flushing method and
anticipate the required amount of time
to flush the system.
With the help of AE2S, the city alerted
its citizens of the change and what to
expect during the flushing process.
Chmielewski’s prior experience working at
the City of Circle Pines, another northern
suburb, in the 1990s taught him the value
of upfront communications.
It took time for the community and
Shoreview’s operators to become
comfortable with the improved
disinfection strategy. Their previous
chloramine disinfection strategy used the
naturally occurring ammonia in the water
and combined it with chlorine to create
a chloramine disinfectant. Shoreview’s
ability to create this chloramine
disinfectant was restricted by the amount
of naturally occurring ammonia in the
raw water. Switching from chloramine
to free chlorine disinfection allowed
the new plant to produce additional
disinfectant that allows for an extended
reach in their system. This additional
disinfection strength provides safer water
to its residents. The distribution system
also acclimated to the new disinfection

strategy, allowing for a more stable
residual over time.
The plant is on the north side of
Minnesota Hwy. 96. It is located just
east of Victoria Street, a location that
was chosen for flexibility and future
growth. There is sufficient room to
expand, if needed, to twice its size by
adding a mirror image of the existing
plant to the south side of the clearwell.
Due to the location and visibility of
the new site, the city considered its
curbside appeal and how it fit into the
community. Not only does the exterior
brick match surrounding buildings,
the filter rooms were built to include
decorative lights that turn from dark
blue to light blue during the day or red
and green during the holidays. The
lights shine through the windows and
make the building a positive addition
to the area.
As for financing the new plant, the
city of Shoreview took a progressive
approach to infrastructure funding and
serves as an example in the metro
area in the practice of responsible
planning and budgeting for capital
improvements projects. The $10.4
million project was financed through
the municipal bond program and pro-
active water rate planning.
So far the response has been
positive from residents. Their questions
have been answered and their concerns
addressed throughout the whole
process. Now that the system is fully
operational the residents are grateful for
a safe and stable water source.
Chmielewski said, “I’m happy to have
been part of a project that will make
such a big impact on our community.” •
Construction on the new water treatment plant in Shoreview began in June 2015 and was completed in October 2016.

than 1,300 entries from 45 different school districts.
The grand-prize winner was Jaclyn Weiss of Burnsville High
School, which received a bottle-filling station as a prize. Kristin
Wefel’s was the elementary school winner for her kindergarten class.
Lena Viker was the winner for middle school on behalf of Central
Middle School in White Bear Lake and Ava Driscoll was the high

emphasize the importance of clean water for birds and people. The
mural can be seen on a building on the southeast corner of 42nd
Street South and 28th Avenue East in Minneapolis. It was designed

Longtime Minnesota Department of Health
(MDH) district engineers Mark Sweers and
Dave Schultz are retiring.
Dave began in March 1983. In addition
to being the engineer for the MDH Central
District, Dave has been active in Minnesota
American Water Works Association
(AWWA). He was the Minnesota Section’s
director to the association board and
received the section’s highest honor,
the George Warren Fuller Award. Dave
is a pilot and has often flown to fishing
expeditions in Canada. He says he will
be doing more fishing and flying in his
retirement. Dave thanks all the people he
has been privileged to work with.
Mark, a Michigan native, had a short
stint with the Environmental Protection
Agency in Washington, D.C., before
starting as the engineer in MDH’s South
Central District March 2, 1977. He
considered it a privilege and a pleasure to
work with the operators in his district and
wishes all of them the best. Mark will be
doing more hunting, fishing and working
on his golf game in his free time.
In addition, Steve Pederson, who
had been the engineer for the West
Central District, retired last year. “Pete”
Changes in Minnesota Department of Health District EngineersLucas Hoffman Joins MDH as Pederson, Schultz, and Sweers Retire
joined MDH in its Minneapolis office as a
fluoridation engineer in 1980. After a stint
in plan review, he became the engineer
for the West Central District and moved to
Fergus Falls in the fall of 1985. Steve was
also active in the water operator schools
west-central Minnesota. Steve, Mark, and
Dave provided a combined total of 110
years of service to residents of Minnesota.
As a successor to Steve Pederson,

as the West Central District engineer in

Fergus Falls, not far to the northwest of
Lucas’s hometown of Ashby. He got his
degree in civil engineering from North
Dakota State and began as an engineer at
Northern Technologies out of Fargo. “We
specialized in geotechnical engineering,
construction materials testing, and
construction observations. Roughly two
years later I have the pleasure of working
with the DOH.” Duke and his girlfriend,
Melissa, live in Moorhead with their cats,
Wilson and Oliver. •
On December 20, 2016, the U.S.
Environmental Protection Agency (EPA)
released the final Unregulated Contaminant
Monitoring Rule 4 (UCMR4). The rule
establishes a new list of unregulated
contaminants to be monitored at public
water supplies (PWSs) and the conditions
for that monitoring. The purpose of the
UCMR monitoring is to provide the EPA
administrator with data to support decisions
on whether or not to regulate these
contaminants. This is the fourth round of the
UCMR program, with a new round of the
program occurring every five years.
Unregulated Contaminant Monitoring Rule 4Under the UCMR4, all systems
serving populations of more than
10,000 and randomly selected systems
serving 10,000 or fewer are required
to be monitored. Monitoring will occur
sometime during 2018 through 2020.
Contaminants monitored for under the
UCMR 4 are 2 metals, 9 pesticides,
3 alcohols, 3 semi-volatiles, 3
brominated haloacetic-acid groups,
2 disinfection by-product indicators,
and, for surface water systems, 10
cyanotoxins. The Minnesota Department
of Health, as it does with most regulated
contaminant monitoring, will assume
responsibility for sample collection
and pay for analyses from the Service
Connection Fee fund (EPA will pay for
samples collected from small PWSs).
Results will be electronically reported to
the EPA by the selected laboratory and a
copy of the results will be sent to PWSs.

The Lewis & Clark Regional Water
System is still making its way through
southwestern Minnesota, and it’s already
producing benefits associated with
abundant sources of water.
Conceived in 1988 as a way of
serving water-challenged areas in South
Dakota, Iowa, and Minnesota, the Lewis
& Clark project takes water from a series
of wells that tap into an aquifer adjacent
to the Missouri River near Vermillion,
South Dakota. The water is delivered to
communities as far away as 125 miles.
Luverne, one of the first Minnesota
partners in the project to receive water,
may become the site of Minnesota’s first
“shrimp harbor,” a commercial-scale shrimp
producer. “It would be a major economic
development coup for the community
and surrounding area,” said Troy Larson,
executive director of the Lewis & Clark
Water May Bring Shrimp to Luverne
Regional Water System. Larson added that
the mayor of Luverne and others told him,
“Luverne wouldn’t even be considered if not
for the Lewis & Clark project.”
If constructed, the $48 million facility
would produce 150 million shrimp – raised
from the size of a mosquito to a marketable
size – each year. “We’ve said all along that
Lewis & Clark water is a key to expanding
economic development, and this is a case
in point,” said Larson. “That’s how critical
water is to value-added agriculture, which
is highly dependent on water.”
Larson said he had dairies, pork
producers, ethanol facilities in mind
when contemplating the role of water
in agricultural activities. “Who would
