As many of you will be aware Nick lost his long battle with lung cancer in July of this year. Nick was the main writer/editor for the Village News, working hard to turn the ramblings of the rest of us into something people would actually want to read!This was typical of Nick, always ready to help his community. He had served on previous Parish Councils for many years, becoming Vice Chairman and representing the interests of Bricklehampton.He was also one of the original four directors of the Elmley Castle Pubco who made the plans and raised the funds to refurbish and re-launch the Queen Elizabeth. Nick loved life and lived it to the full, he will be sadly missed by his many friends in the villages, our thoughts are with his wife Carol.

Welcome

Since the last edition of the Village Update & News we have spent most of our time in lockdown.

Some with underlying medicalconditions have been shielding,completely. For others workingfrom home, while juggling child-care, has become the “new normal”. It has certainly been adifficult time for everyone, unable to get together with friends and family and having to adapt to new ways of living.

Our thoughts are particularly with those who have lost loved ones during the lockdown period, whether directly through COVID-19 or not. The restrictions on funerals and get-togethers mean that we have not been able to say goodbye in the way we would have wanted which makes a very difficult time even more distressing.

As the lockdown finally starts to lift and life starts the long process of returning to normal we should remember that the virus is still around and we must continue to take precautions to avoid any form of “second wave”.

However, the statistics indicate that we are at least through the worst and we can now start to look forward to a time when we no longer need to worry about this terrible virus.

As a community we have all come closer together and many people have risen to the call to look out for others. Tributes go out to the Queen Elizabeth Pub and a special tribute to the Red and Green family who tirelessly checked for alerts each day at every household.

Village Appearance & MaintenanceA lot has been accomplished in the first 12 months of the new Council

Village gatesThe new village gates for Elmley Castle are in place and the ones for Bricklehampton will be installed before the end of the summer. The designs were selected through a community vote and we hope you like them as much as we do. The prime function of the gates is to create a narrowing effect to try and slow traffic entering our villages. The Parish Council were able to obtain grants from the Police and Crime Commissioner’s office to cover 50% of the cost of this project.

We are still on the waiting list for the new Cotswold AONB stone sign for the village entrance and we continue to chase the Cotswolds Conservation Board.

Wildflower PlantingThe first year of daffodil and wildflower planting has been a great success with lovely displays on the road verges at Bricklehampton and Netherton. We will plant more this year and add additional locations to continue to brighten up the villages and provide a valuable habitat for bees and other important pollinating insects.

Bricklehampton PhoneboxThis was acquired by the Parish Council for the community from BT for £1. It is in quite a state and will be re-painted and restored to it’s former good looks shortly.

Tennis Multi-Use Games AreaIt is a shame that the children of the village will not get this new facility but unfortunately our application for grant funding was refused.

The Village CrossAfter an extended period of close monitoring by the Parish Council it has been confirmed that the lean on the village cross is getting worse. Historic England are helping us to put together a repair plan and grant funding strategy that will hopefully right the cross and secure its future for many years to come.

Tidying CornmillThe Parish Council picked up residents complaints about some of the neglected areas in and around Cornmill and were able to get Rooftop Housing’s contractors to undertake some gardening and maintenance work. We continue to work with Rooftop to address the state of the central car parking area and have been assured that it is in the budget to be sorted out this year. Although the lockdown has delayed a number of their projects.

Children’s Play AreaThe previous surface of “soft pour” around the swings had shrunk and risen up at the edges. The annual RoSPA safety report identified this as a trip hazard that needed to be dealt with. The Parish Council was able to secure New Homes Bonus funding to re-surface the Play Area with a new low maintenance “Cushionfall” surface. In addition we were able to upgrade the swings adding a modern basket swing and improve the graphics panels on the other equipment. This work is well underway and will be finished before the end of the summer.

Christmas Tree Lights in the SquareThese were a great success with favourable comments from many residents and visitors to the village. By popular demand we will be increasing the amount of lights next year and covering more of Main Street.

Village Appearance & Maintenance

Tidying up the Retaining Wall Along BesscapThe Parish Council working with the Highways department were able to get the dangerous leaning slabs along Besscap replaced as shown here:

Discoloured Road SignsWe have secured a commitment from the Highways department that the discoloured directionsigns in the villages will be replaced. There is currently an understandable backlog of work as a result the lockdown but it is anticipated that these will be replaced within the next few months.

Village BenchesThe benches at the cross in Elmley Castle and at Kersoe were both repaired by volunteers with no cost to the council.

Footpaths & RoadsResurfacing of Footpaths and Main Street in Elmley Castle are firmly on the agenda but due to extraordinary pressures on the County Council funding this may be delayed further.

Open Letter From The Chairman On The Felling of The Ash Trees on the Playing Field.

Dear Village Residents,

Firstly, I would like to publicly thank Denys Shaw for bringing to the Parish Council’s attention the potential safety risk to members of the public posed by unsafe trees on the Playing Field.

After Denys raised the issue, the Parish Council employed a specialist tree consultant to survey all the trees and recommend any actions needed to make them safe.

There has been a lot of misinformation spread by a small group who wish to undermine the actions of the Parish Council, so I would like to take a few moments set the record straight:

This small group have tried to paint a picture that the Parish Council, and myself in particular, are “anti-trees”. Nothing could be further from the truth. My own track record on trees should really speak for itself. I donated considerable amounts to the previous Parish Council for the sole purpose of planting trees in our villages. I also worked with The Heart of England Forest Project to fund the “Plumbworld Wood” which planted over 16,000 traditional broadleaf woodland trees, such as oak, elm and ash.

It’s fair to say I like trees… a lot!

However, I don’t like them enough to risk causing injury to the residents in our villages! Contrary to the misinformation that has been circulated both the ash trees have been identified as dangerous. They are not being taken down “just because they might get Ash die back” or other such nonsense.

The consultant’s report is on the Parish Council website for anyone to read and has been for many months. The first ash tree is clearly marked as Hazardous and felling is recommended. The second ash tree has the following comment:

“There are no significant defects observed. However, the removal of the adjacent ash which forms a cohesive canopy with this tree may lead to an increased likelihood of limb failures due to the removal of the mutual shelter. Reduction pruning is not considered to be a desirable long-term management approach, so removal and replacement is recommended.”

The consultant employed by the Council is undoubtedly an expert: A Registered Consultant of the Arboricultural Association, with an MSc in Arboriculture and Urban Forestry, a LANTRA Professional Tree Inspector, a Member of the Arboricultural Association, a Member of the Institute of Chartered Foresters and a Member of the Consulting Arborist Society.

I have to say I find it astonishing that a small group of villagers, with no training or qualifications relevant to tree safety, can claim that they know better and that the experts advice is wrong.To go further and demand that the Parish Council take risks with the safety of our loved ones based on their own “opinions” is at best irresponsible, at worse reckless.

We will, of course, not be taking any risks and will be following the expert advice in full.

The Parish Council is keen to restore healthy trees to the Playing Field and the community consultation in this issue gives everyone a chance to have a say in what type of trees we should plant in their place. Our intention is to plant fairly mature trees, keeping in mind the restrictions of cost and the difficulty in planting larger trees.

In our first year in office we have made this one of our top priorities and have seen significant falls in these types of crime.

Residential Burglaries are down 71%, whilst thefts of cars or from cars are down 89%.

The initiatives carried out by the Parish Council to address these sorts of crime include:

Free Smartwater Property Marking Kits The Parish Council made Smart Water valuable marking kits available free of charge to all local residents. Over 80% of homes in the Parish signed up for their Free kits. Smart Water

villages across the Country have seen a significant reduction in burglaries and we are very pleased to see the same result ourselves. We were able to secure significant grant funding from a number of sources to make this possible.

The Parish has a few Free of Charge Smartwater Kits remaining – if any of our New residents would like to register please contact the Parish Clerk during office hours. One kit per household.

Small metal Smartwater signs are also available which are ideal for Farm entrances or concealed driveways. Please contact the Parish Clerk on 07586 567777

Crime Prevention2018/19 was a year when residential burglaries and vehicle related thefts were at worrying levels within the villages. These types of crime cause significant distress and anxiety in the community.

We Don’t Buy Crime & Neighbourhood Watch Village SignageLetting passing criminals know that our villages are serious about tackling crime is one of the best deterrents. The Parish Council was able to secure a significant quantity of “We Don’t Buy Crime” Smart Water signage free of charge from the Police & Crime Commissioners office.

Other Crime PreventionCommunicationFar more of our community are actively reporting suspicious activity to 101 and alerting their neighbours. This is the best deterrent, we cannot ignore or look the other way any longer.

Anti-Social BehaviourThe Community Trigger Review Process to review the anti-social behaviour centred around The Riddings in Bricklehampton did not result in any additional action being taken. The handling of the review process left a lot to be desired and the Parish Council have raised this as a formal complaint with the Local Government Ombudsman.

Fly TippingThe Parish Council continues to work with Wychavon District Council to use covert cameras to catch fly tippers in the area. Unfortunately, this has not yet managed to catch anyone red handed, but we hope that in time it will.

We were able to get the Highways Department to undertake a road traffic survey at several points in the villages, which confirmed the significant amount of speeding.

Additional “Horse and Rider”, “Pedestrians in Road” and “Approaching S Bend” signs

The Parish Council was able to secure significant grant funding towards the purchase of the VAS. The Police and Crime Commissioners office - £1,430, County Councillor Adrian Hardman - £500.

These contributions significantly reduced the amount paid from Parish Council funds. A

laptop (value £500) required to interpret data captured by the VAS was also donated free of charge to the Council.The VAS has now been deployed at a number of locations in the village and early indications are that it is having a positive impact in reducing speeding through the villages.

Planning ApplicationsWe have reviewed and commented on 15 Planning Applications in the Parish during the past year undertaking site visits when considered necessary and provided guidance to residents with any specific concerns.

Neighbourhood PlanWe have registered the Parish Boundary as the designated area for the development of a Neighbourhood Plan which has been approved by Wychavon District Council. The working group assigned to developing the Plan have met twice to look at the logistics involved in undertaking this exercise.

Hayloft NurseriesThe planned meeting with the management of Hayloft Nurseries to agree ways to control the flow of Heavy Goods vehicles through the villages was postponed because of the lockdown. However, we are looking to re-arrange this before the end of this year.

Planning & DevelopmentThe Parish Council is working to positively influence all planning decisions that impact our villages.

Community Groups & What’s OnOur community groups have all suffered during lockdown, but at last activities are re-starting.

New normal at the QueensAs life slowly returns to the new normal, The Queens continues to take all the necessary COVID-SECURE steps to ensure the safety of staff and customers alike – the cooperation of everyone has been much appreciated, with their actions being recognised by various national accreditation bodies.

The good news is that business has been steadily growing since we reopened on 4th July, albeit still some 20% behind pre-lockdown levels. The new menus have been well received – lots of good feedback which is keeping the hard-working team highly motivated.

They have a number of exciting initiatives to highlight:

Eat Out to Help Out – The Queens has registered for this new government initiative, so on Tuesdays and Wednesdays between 3rd and 31st August, they are offering a 50% discount, up to a maximum of £10 per person, to each diner for food or non-alcoholic drinks to eat or drink in (takeaways, alcohol and service charges

are excluded from the offer). So come on down and enjoy great food at great prices!

Virtual Village Shop – The Queens has launched a new virtual village shop (see the order form in this magazine) which we hope village residents, and visitors staying in local accommodation, will find useful. Do let the team at the Queens know if there are other items that we could stock, and they will do their best to oblige.

Picnic Menu – another great new initiative, that has received fabulous feedback. Take all the hassle out of your picnic and let the Queens prepare and pack it for you.

Takeaway Menu – There is now a takeaway service from Tuesday to Saturday at both lunch and dinner times, and the fabulous Sunday Roast lunches are available (on Sundays only of course!).

Included in this magazine are the Takeaway and Picnic menus – all of the current menus can be found on their website at www.elmleycastle.com – including this years Festive Menu!

Don’t forget, almost everything we serve is developed and made in their kitchens – truly home made !! They make their own pies, smoke their own fish, meat and vegetables, make their own chutneys, sauces and gravies, and bake many of their breads.

So come on down, and see what’s going on! Cheers!

VE DayUnfortunately the planned VE Day community celebrations had to be cancelled due to the Covid-19 restrictions. However it was great to see so many in the villages entering into the spirit with garden tea parties.

Pickleball is coming to Elmley Castle!Pickleball, the fastest-growing racket sport in the USA, arrived in the UK around 5 years ago – and it’s now coming to our villages. Tony & Christine Coe, who recently moved to Elmley Castle, have been introducing new players to this incredibly fun sport for a few years now, and they are excited to give interested locals a chance to give pickleball a try.

Tony Coe said “If you enjoy racket sports like tennis, badminton or table tennis, you’ll likely take to pickleball like a duck to water. It’s a fun, exciting sport that’s easy to learn, and for all ages. Christine and I have made many wonderful friends through playing pickleball. I urge everyone to give it a go.”
