BRICS ACADEMIC PRECONFERENCE AND TALENT PROGRAMME
About the talent programme
The BRICS Legal Talent Program (hereinafter referred to as the programme), which
represents a theoretical and practical legal course for young lawyers from the BRICS
member states and is hosted by each BRICS legal forum (hereinafter referred to as the
forum) member institution/State to expose lawyers from the other forum member state to
the host country’s legal system and framework within the broader areas of law identified
by the forum as key areas of law.
Currently the areas of law identified are: -
1. Financial and taxation laws
2. Arbitration rules and process
3. Contractual and Company Law
4. ICT and “the internet of things”- IOT) – this a new area identified in 2017 at the
Russia conference in November 2017
The previous forums held in China (2015) and India (2016) resulted in organising a BRICS Legal
Talent Programme.
The IV BRICS Legal Forum was hosted by the All Russian non-governmental organisation
"Association of Lawyers of Russia” from 30 November to 1 December 2018.
South Africa Universities, other than the University of Cape Town have not been aware of the BRICS
Legal Forum and the Law Society of SA (LSSA) has agreed to host a pre-conference for academic
institutions to allow all South African universities the opportunity and exposure to the forum. The
preconference will be held in Cape Town on the 22 August 2018. The preconference will focus on the
development of a strategy to ensure all Universities are brought on-board and to share the
knowledge and skills developed by the existing academic institutions, both local and international
and share these with all South African universities. The process also seeks to ensure inclusive
approach to develop and host a talent programme in South Africa post the V BRICS Legal Forum –
2018 conference.
Previously there was an expert research team that met 6 months prior to BRICS legal Forum to
provide context and direction on what the legal forum should discuss, at Russia this was abandoned
and instead formed expert committees that were nominated by each country and included largely
legal practitioners and academics.
The abstract topics by universities will be published with the topics of the expert committees of the
BRICS legal forum.
