    Bridge between European Culture Centres (BECC) is ENCC programme dedicated to locally based workers from culture centres, and aims to facilitate their international work experience and by this, growth of the new competences and skills, crucial for providing better service for their community and audiences.

    BECC 2016: Modern society faces lately dynamic democratic, social and economical challenges. How may culture and arts empower the voice of our societies and enable citizens to imagine and experiment new models in a global debate? How are we, as cultural workers, reacting to these challenges and building our capacities to support local and European communities in these processes of changes? By BECC programme, ENCC aims to support cultural centres staff into building their capacities to face new professional and society challenges, to build European cooperation and working communities, to reflect and exchange in a European and global context.

    SEMINAR FORMAT: To reach these objectives we prepared a programme various formats and seminars; we are looking forward for you to join this! The 3 days will comprise training and concealing on personal and professional development, a workshop on international mobility, meetings with colleagues from other networks and local organisations developing European projects, introduction to local and global perspectives for culture, from a European perspective. Last but not least, you will explore the Brussels cultural and artistic field by meeting Brussels peers with whom you can talk, share and exchange their experience and knowledge.

    Objectives of the launching seminar:• to introduce yourself, to get to know each

    other and to choose your partner organization for BECC exchange

    • to have the opportunity to reflect on your competences and professional development

    • to know more about European mobility opportunities, to meet European and local peers

    • to learn about the essentials on BECC (financing, reports etc.)

    DAY 3: BACK TO THE FUTURE! MY PLAN FROM LOCAL TO GLOBAL. CONCLUSIONS AND GOODBYE TO THE PARTICIPANTS.Cc De Markten, Oude Graanmarkt 5, 1000 Brussels

    This last meeting day will allow you to meet contributors who will give more political dimension on culture strategy planning in Europe.

    You will also participate in a final session of training for cultural managers, which will help you to sketch your plan for professional development. This is very important session closing a process you were in for the last 3 days.

    It will help you to find a good match for your BECC exchange and finally, to make your decision on which culture centre you will be working with for the next couple of months.

    Finally we will conclude the Seminar and say good-bye to each other!

    BECC as a learning experience - training for BECC participants with Dagna Gmitrowicz

    One of the aims of BECC- Bridge between European Culture Centres is to create qualitative learning experience supporting professional development of cultural workers involved in long-term transnational partnerships. With these sessions participants have opportunity not only to design own path of professional development but also to map own resources, analyze learning needs, style and finally to build strong community of practise. Sessions are in a manner of self directed learning, which means they are process oriented directly answering needs of those who take part. There are scheduled 2 group workshops and one 40 min long individual session.

    Design Yourself

    Dagna Gmitrowicz works as a facilitator and process designer who creates meaningful learning spaces at conferences, workshops and retreats for teams, organizations and institutions. Believes in and supports a collaborative

    work culture – one that uses the potential and strengths of everyone and taps into the collective wisdom of the group. She is inspired by Holacracy, The Way

    of Council, Art of Hosting, Resonant Leadership. She is a trainer of soft skills, artist and art- therapist. Recently worked among others with: Erasmus + National

    Agencies, Euroguidance, Bundesvereinigung Kulturelle Kinder- und Jugendbildung (BKJ) and she manages own cultural foundation in Poland.

    Marie Le Sourd Secretary General of the European cultural mobility information network, On the Move

    Marie Le Sourd is the Secretary General of the European cultural mobility information network, On the Move which provides information about cultural

    mobility opportunities and funding in Europe and worldwide and tackles various issues related to cultural mobility.

    Prior to these present working experiences, Marie was from 1999 to 2006 in charge of programme in the Cultural Exchange Department of the Asia-Europe Foundation

    based in Singapore (ASEF), particularly in the fields of young artists’ exchange, development of cultural policies and networks of cultural professionals. From 2006 till 2011, she joined the French Ministry of Foreign Affairs, working as the director of the French Cultural Centre in Yogyakarta (Indonesia).

    Katherine Heid Head of Political Development of the Culture Action Europe

    Katherine Heid is the Head of Political Development of the Culture Action Europe.

    Culture Action Europe was set up under the name European Forum for the Arts and Heritage (EFAH) back in 1992. We have been actively working on

    European cultural policy issues since then. We have immediate access to EU decision makers and we are widely recognised as a unique resource of expertise

    on the EU and its cultural policy. The EU institutions see CAE as the first port of call for informed opinion and debate about arts and cultural policy in Europe. We are the

    biggest umbrella organisation representing the cultural sector at the European level.

    Tamara Maes Project manager, mediation and partnerships, BRASS

    Tamara Maes comes from France (St-Etienne, 42), from mother french and belgian family and was raised in Antwerp.

    She studied performing arts at the University of Brussels (ULB) and has been working at BRASS - Centre Culturel de Forest since July 2013 as a coordinator

    projects. In the BRASS team, she is also in charge of the relations with the associations and the schools.

    Jim SegersDevelopment activist at City Mine(d)

    Jim Segers has almost 20 years experience as project manager, policy advisor and researcher in urban development in 13 European countries. Granted the Flemish Government Award for Urban Regeneration (2002) and (2014) and

    published as best practice by the European Union’s Culture and Education Department (2012). Currently he is the director of social enterprises in London

    and Brussels and expert in the European Union’s sustainable urban development programme. Advised European Capital of Culture in Brussels (2000) and Maribor

    (2012), the EU Single Market Social Business Initiative (2011) and the European Framework research on Social Innovation. BA Hons International Development, BA Hons Economics and Mathematics, and trained as a theatre director.

    4 Places

    City Mine(d)Zaterdagplein 13, 1000 Brussel

    City Mine(d) is an independent organization based in London and Brussels. Its aim is to involve citizens & local residents in urban development. City Mine(d) set up experiments across the sustainable development spectrum: economy, water, energy, governance and education.

    On a day-to-day basis City Mine(d) build prototypes -temporary structures, smart objects or a portable pedestrian crossing- organize action-research –about economics and urban governance– and bring people together on local and global issues.

    EULER Project: We currently investigate if skills acquired through community work increase individuals’ agency in the economy. To test assumptions, we launch community projects in 4 European cities (London, Antwerp, Berlin and Barcelona). Local people in each city set up a yearlong project to re-imagine and re-shape a space in their neighbourhood. Through this process participants better understand what they enjoy doing and what they are good at.

    And, we are adding a smart water quality tester to a bottom-up Internet of Things.

    Culture Centre De MarktenOude Graanmarkt 5, 1000 Brussels

    Cultural centre De Markten- the cultural centre in the heart of Brussels. De Markten is right in the very centre of Brussels on the Oude Graanmarkt in the most lively area of the city. It is within walking distance of Brussels’ best cafés, theatres, shops, restaurants, markets as well as the major stations. The cultural centre is surrounded by the beautiful squares, boulevards and buildings that make Brussels what it is. There is also a new café, which looks out onto the leafy Oude Graanmarkt square. It is an ideal place to begin a tour of the town or to sit back and rest for a while whilst taking in the atmosphere.

    Le Brass- Cultural Centre of Forest Avenue Van Volxem 364, 1190 Forest

    Le Brass- Cultural Centre of Forest supports emerging initiatives and current cultural practices. Le Brass develops the majority of its projects in the former electrical production building and then, Wielemans-Ceuppens Breweries, true witness of the brewing industrial heritage from the early twentieth century.

    Open to its neighbourhood and resolutely to urbanity, the BRASS capitalizes local energies and multicultural initiatives, artistic and citizens of Forest and southern districts of Brussels.

    Throughout the year, it offers concerts, shows, exhibitions, workshops, open stages,, performance evenings. The Cultural Centre also offers exhibitions in the galleries of the Abbey of Forest.

    Zinneke Parade Zinneke Place Masui 13, 1000 Bruxelles

    Zinneke Parade- Zinneke is a project that creates opportunities for meeting, collaboration, cooperation and creation, that generates an artistic and social dynamic between residents, associations, schools and artists from different districts in Brussels and elsewhere. A multitude of artistic projects are developed based on the ideas, suggestions and imagination of the participants in our workshops. The workshops themselves are as much meeting places for people whose paths would never cross in everyday life as havens of creativity where new methods and forms of collective acts of solidarity are forever being reinvented. Every two years, the Parade is the lively, resounding, festive expression of this desire to live and produce original creations together. The theme of the Parade on Saturday 19 May 2012 was Disorder. This theme was chosen by the people of Brussels in January 2011.

    2000 participants, 22 Zinnodes, 215 artists and 163 organisations from 34 municipalities paraded through the streets of Brussels in front of 85,000 spectators.

    WIELS Avenue Van Volxem 354, 1190 Bruxelles

    WIELS contemporary art centre - As one of the leading institutions for contemporary art in Europe, without a permanent collection, WIELS presents temporary exhibitions by national and international artists, both emerging and more established. WIELS is a site of creation and dialogue, in which art and architecture form the bases for a discussion about current events and issues, not only through the exhibition programme, but also through a host of complementary activities.

    WIELS opened its doors in 2008, in a restored former brewery from the 1930s – designed by Belgian archi-tect Adrien Blomme – and the idea of establishing a centre for contemporary art in the heart of Europe became a reality. Although still relatively young, WIELS has presented more than 50 exhibitions; it has welcomed over 90 residents; and has spearheaded innumerable educational and social-artistic initiatives.

    5 About BECC Participants

    Laura Balina CESIS

    I have studied cultural management in Zittau/Goerliz School University of Applied Sciences and have participated in several internships - in Hagen Theater and Gottingen Symphony Orchestra. From 2015 I lead the cultural

    centre in Cesis in Latvia and I am responsible for amateur arts development in Cesis, management of town’s cultural events (city festivals and yearly

    celebrations).

    CESIS Cesis Culture centre is a coordinator of cultural processes and events in Cesis city in Latvia. It is a local govern-ment institution, responsible for culture policy development and amateur arts well-being. Cesis culture centre is also a producer for annual, traditional and innovative art and culture projects in city and neighbourhoods.

    Santiago Arroyo Serrano president of the Ibero-American Foundation for Cultural and Creative Industries (FIBICC)

    Graduate of Philosophyand Public Management (ESADE), with an MA in Cultural Companies and Institutions (University of Salamanca). Since 2006,

    he has been the director of Gestión Cultural Castilla La Mancha, a company specialised in management of cultural and artistic projects. Moreover, he is

    coordinator of the AlmudEdiciones publishing house. Currently, he is president of the Ibero-American Foundation for Cultural and Creative Industries (FIBICC), which

    develops activities in more than 20 countries, specially in Europe and Ibero-America. Of these, the CultUp Cultural Entrepreneurship Program and La Harinera particularly stand out.

    KULT13 Division The Cultural Division’s creed is to transmit cultural values on 5 cultural

    platforms and several outdoor locations in the 13th district. One of our priorities is to attend to Hungarian and other cultures and traditions and make

    them appreciated. The main goal of our company is to meet the needs of all age groups, provide high-standard programs, events to all who want to spend

    leisure time meaningfully. We offer exhibitions, concerts, theatrical performances, a playhouse, children’s and family programs, courses, balls, festive and artistic events,

    programs for the senior citizens, and conferences. One of our primary aims is to respond to the needs of the local population, to provide for educational, social, civil non- and forprofit organisations and institutions within the district with programmes and services.

    Eleonore Hefner Kultur Rhein Neckar e.V. (KRN)

    After receiving my master’s degree in Social Science (University Heidelberg), I worked for the Goethe Institute in Finland, as deputy head of the Coordination Center for Immigrants in Ludwigshafen, as head of the Department for the

    Cultural Promotion of Ludwigshafen and, since 1995, as managing director of Kultur Rhein-Neckar e. V. (a registered cultural association). I gained experience

    in managing cultural projects and was able to reflect on this subject in theoretical terms by lecturing on issues relating to cultural work in an immigration society, civil

    society and participation at the Universities of Heidelberg, Karlsruhe and Mannheim. For the last 20 years, I have been involved in the German-Russian cultural exchange project QUATTROLOGE and many inter- and transcultural projects. I have been a member of the board of the National Sociocultural Association since 2013. As a member of the board of the European Network of Cultural Centres ENCC, I enjoy working on developing European exchange and understanding.

    Kultur Rhein Neckar e.V. (KRN)The non-profit organisation Rhine-Neckar Culture (Kultur Rhein Neckar) organises projects enabling a dialog between cultures, artists of different genres, and friends of the arts. The cultural potential of our diverse society can be seen in the cross-cultural projects of the organisation. The diversity of the immigrant community can be experienced for example in the series of readings „Europa.Morgen.Land“ with the most recent German literature (with invited authors such as Zsuzsa Bánk, Olga Grjasnowa, Yoko Tawada, Saša Stanišić). „Chamissos Heirs“ represents an open, tolerant and multilingual Europe. KRN is one of the organizers of the national world music competition „Creole - Global Music of Germany“ and participates in the creole_summer of the Cultural Summer Rhineland-Palatinate.

    Mariam Mazari ACC

    I’m French but I have been living in Belgium since 2013. I have been working for ACC for 1,5 year. My work in this association has several aspects. I work with ACC’s legal adviser to give advices/information to our members about

    legal and social matters. I work with the manager project regarding specific projects (like events gathering cultural centres and artists for instance) and help

    her concerning the communication tools of the association. Last but not least, I assist the director for dealing with the governing bodies of ACC such as the executive

    committee or the general assembly. So my tasks are very diverse and flexible. We are a small team (5) but we do a lot of activities. As a federative association, ACC gives me a global view of the cultural diversity of Belgian cultural centres of the french-speaking part of Belgium. I also monitor the European issues (cultural affairs) which might be interesting for our members. In fact, I will share this experimentation’s BECC’s experience with our members. I participated to different projects organised by ENCC about different topics about European culture. I participated to the Project fair in Riga in 2015.

    the Association of Cultural Centres (ACC) Founded in 1978, the Association of Cultural Centres represents the Cultural centres from the French speaking part of Belgium (ACC) subsidised by the Belgian Ministry of the French Community as well as 13 associations. Our association is a voluntary non-profit association. We represent 115 Cultural Centres : 11 in Brussels - 104 in Wallonia. It’s really interesting to see all the specificities of Cultural centres in Belgium, some employ 40 people and other 2 people. They are really heterogeneous. Their missions are described in a decree adopted in 2013.

    Joanna Sulek Malinowska OKO - The Ochota Cultural Centre

    I work in the Magazyn Sztuk (Art Warehouse). It is the largest studio in our district. In our institution I am not only a manager but also a teacher of painting. I teach watercolor, drawing and oil painting. I work with adults

    and young people. Sometimes I organize free workshops for families. I’m interested in how similar activities looking of similar facilities in Europe. I could

    teach a group in another country of watercolor.I was born 1969 r. w Bielsku-Białej. Graduate of the Julian Fałat State High School of Fine Arts in Bielsko-Biała.

    Completed artistic and pedagogical studies at the University of Silesia in Katowice – branch in Cieszyn. Diploma in 1995 under tutorage of Witold Iwanek, PhD – theoretical work, and Alfred Biedrawa – painting. Deals with painting, stained glass and artistic education. My paintings are inspired by posters. I am fascinating by the analysis of the contemporary human being against the background of the surrounding world. Using color and simple forms, I focuses on the emotions of the accompanying figures in my everyday life.

    OKO - The Ochota Cultural CentreThe Ochota Cultural Centre is a non-governmental cultural institution subordinated to the central municipal authorities of Warsaw. In 2008 OCC celebrated the 40th anniversary of its existence. During this time, OCC became to be known as a one of the most energetic and creative cultural centres in Poland and it is considered as a leading cultural institution in Warsaw.     7 About ENCCENCC currently represents over 3000 cultural centres with more than 15.000 employees, thousands of volunteers and 40 million visitors per year in at least 15 countries. It has been selected by the European Commission as one of the 22 networks representing the Arts and cultural sector in Europe for 2014-2017. ENCC is organising diverse events contributing to the professional development of its members,

    the structuring of the sector, the development of cooperation and innovation at a European level: Travelling academy, BECC Staff exchange programme, Short Cuts conferences, etc. Among the network’s working topics : Arts & Culture, Education and Life long learning, Territorial development, Digital dynamics.

    • To strengthen the position and role of national networks of cultural centres and, where no such networks exist, stimulate their formation all over Europe.

    • To support the development of new networks of cultural centres on all levels.

    • To explore and support models of cooperation and networking of cultural organizations in rural areas.

    • To build bridges between cultural centres and networks by facilitating mobility.

    • To strengthen the professionalization of cultural centres

    • To facilitate communication between cultural centres on a Europe-wide level.

    • To undertake relevant research and data collection related to cultural centres, their audiences and public impact, in order to influence new models of practice.

    • To stimulate inter-sectoral cooperation in the cultural field.

    • To stimulate informal learning and education processes by the recognition of the best practices and highlighting and disseminating relevant work in the cultural field.

    • To cooperate with other European cultural networks to create greater synergy between such networks

    8 Cultural agenda Brussels 12-15 April Foam-talentEvery year Foam organizes (Photography Museum Amsterdam) the Foam Talent Call to identify young and international photography talent. Out of a total of 1208 entries from photographers from 67 different countries, 21 jong talents are selected and their work will be published in the annual Foam Magazine Talent Issue.

    In this exhibition Foam presents its views on the state of photography at this time and thus creates a platform which introduces emerging talent within the international photography world.

    Next - Peter KoglerNext is an exhibition realised by Peter Kogler, an internationally renowned Austrian artist who lives and works in Vienna (Austria). The immersive exhibition features a panorama of his extensive work, ranging from earlier to recent creations. It illustrates the ongoing forward momentum of an artist in a process of continual reinvention. For this exhibition, Peter Kogler has created several new art and video works for the ING Art Center and for the ING Marnix building he designed a computer-generated work of art to be displayed on the building’s facade, conceived by Gordon Bunshaft. Visitors will experience this Belgian première as a new type of multimedia exhibition realised by an artist who has fully appropriated the ING Art Center. This will coincide with the 30th anniversary of this key cultural venue in Brussels.
