EXPRESSIONS OF INTEREST ARE BEING REQUESTED FOR AN INDIVIDUAL

CONSULTANT TO SUPPORT THE ACTIVITIES FOR SCALING UP PRIVATE

SECTOR CAPACITY AND INVESTMENT FOR CLIMATE CHANGE AND GREEN

GROWTH PROJECTS IN KENYA.

Brief description of the Assignment:

The Government of Kenya with support from the African Development Bank (AfDB) and

other development partners developed the Green Economy Strategy and Implementation Plan

(GESIP) to guide the strategic implementation of green economy initiatives in the country.

The AfDB has integrated key issues outlined in the GESIP in the Kenya Country Strategy

Paper 2014 - 2018 (CSP 2014-2018). The CSP 2014-2018 defines medium-term development

strategy and operational program for the nation and is pivotal to the Bank’s engagement with

Kenya. Kenya has also submitted its Intended Nationally Determined Contributions (INDC)

in line with the Paris Agreement.

Pursuant to the implementation of the GESIP and the INDC Kenya is exploring opportunities

to tap into the increasing institutional investment resources from the nation, Africa and

international markets. Private sector investment will be critical for financing the GESIP and

the INDC and this underlies the need for the consultancy to support activities to scale up

private sector capacity and investments for climate change and green growth projects in

Kenya.

Goals, outcomes of the Consultancy: The Bank has an immediate opening for a highly

motivated, team-oriented consultant with expertise in green/climate finance, capacity

development for financial institutions and project preparation to support the capacity

development, technical assistance, project origination and proposal development activities.

Detailed Terms of reference for the assignment:

Responsibilities:

Within the context of the objectives, expected outcome and contents of the assignment, the

Consultant will perform the following tasks:

A. Coordinate National Awareness, Promotion and Visibility Activities for the target

sectors.

A.1 Identify private sector actors in the energy, transport, agricultural infrastructure, water

and sanitation sectors, package sector specific information and communicate to the companies

in these sectors about investment opportunities within the Kenyan green bond issuance and

the PSF of the GCF. The promotional activities will include flyers and posters.

A.2. Coordinate with KBA, the GESIP Secretariat, INDC Secretariat and the National

Designated Authority (NDA) of the GCF in Kenya, and key private sector executives and

senior management for media appearances and discussions regarding the investment

opportunities, challenges/constraints and key roles of the private sector in financing the

INDCs and GESIP activities.

B. Organize Training Workshop and Train about 50 Private Sector Participants.

B.1. Prepare audio-visual materials and manual in English in collaboration with the Task

Manager for the training workshop. The Training materials will include the use of screening

tools such as the use of the Climate Safeguards System (CSS) and the Greenhouse

Accounting Tools to generate eligible incremental costs and core indicators such as the

projects mitigation and adaptation potentials, and development impacts of the project for the

GCF Investment Criteria requirements and for green bonds imparts reporting.

B.2. Organise a 2-day training workshop with practical demonstration of screening tools to

enhance the capacity of the private sector participants to integrate climate change and green

growth measures in the design, financial structuring and analysis and preparation of

compelling project proposals that facilitate low carbon and climate resilient development.

C. Coordinate Project Origination and Technical Assistance for Project Preparation.

C.1. Identify and contact private sector companies in the 4 target sectors to originate and

review relevant projects in for example their project pipeline portfolio, tender submissions,

pending partnership agreements such as power purchase agreements, water delivery

agreements, public-private partnership for delivery of infrastructure projects. Target projects

will include the following from specific sectors such as in Energy (solar, wind, mini hydro,

energy efficient equipment and facilities), Agriculture (Solar irrigation, drying and storage

facilities, abattoirs with biogas components); Water and Sanitation; (boreholes, modern wells

with hand pumps waste water recovery and reuse facilities, filtering/purification and bottling

systems); Transport (flood control and road drainage systems, low carbon aviation

technologies, fuel efficiency systems).

C.2. Select about 20 projects based on criteria to include scale and amount of financing

exceeding $10 million, scope for integrating climate change and green growth strategies,

potential development impacts, alignment with national needs, potential bankability within

maximum of three years frame.

C3. Organize a 1-day investment networking and deal making forum to pitch the 20 selected

projects and to explore potential co-financing from development finance institutions active in

Kenya such as FMO, PROPARCO, KFW.

C.4. Support the Task manager to coordinate the packaging, preparation and submission of

concept notes and funding proposals to the PSF for 5 compelling proposals to pursue GCF

funding.

Experience and qualifications

The applicant must have:

• At least a master university degree in Engineering, Economics, Climate Change,

Climate Finance or in other relevant field;

• At least 5 years of relevant professional experience working in one or a combination

of the following: (i) infrastructure project origination, design/preparation, appraisal,

implementation and supervision, (ii) sustainable infrastructure investment transactions

• Good knowledge of the Kenyan private sector infrastructure projects development and

finance market with infrastructure project development experience in Kenya. Knowledge of

the Kenya green bond issue, INDC and GESIP.

• Sound understanding of the policies, strategies, rules, guidelines of Multilateral

Development Banks such as AfDB. Understanding of AfDB’s financing windows, financial

instruments, annual lending levels.

• Sound understanding of the current global climate finance architecture, the governing

instrument of the Green Climate Fund, the Private Sector Facility and related criteria and

standards such as the Fiduciary Standards and the Investment Criteria.

• Strong analytic, operational, conceptual and strategic skill, High degree of initiative

and strong record of performance with low supervisory requirements to function effectively;

• Strong inter-personal skills and commitment to work in a team-oriented and

multicultural environment;
