PREFACE

In 1980's during the era of Globaliza�on and Liberaliza�on Mumbai no�ced fall of Industrial growth. Further, socio-economic pressures accompanied with pollu�on issues played crucial role in expelling industries from Mumbai to the nearby places around Mumbai.

Kalyan-Dombivali-Badlapur-Ambernath Maharashtra Industrial Development Corpora�on areas flourished due to its proximity to Mumbai, the economic Capital of India. However, the scale of opera�on and technological limita�ons of the industrial sectors such as Tex�le, chemical and pharmaceu�cal posed limita�ons to growth and therefore the profitability, as well.

In present days these industries are under serious threat including their sustenance, more than anything else, on account of Environmental issues itself due to pressures from pollu�on control board, public and judiciary.

Maharashtra Pollu�on Control Board is aware of social and economic threats to this en�re area. However, allowing con�nues the pressures on environment and natural resources will prove disastrous in near future.

Hon'ble Na�onal Green Tribunal (Western Zone), Pune and Hon'ble High Court of Bombay is also recorded its serious observa�ons on the issue and issued various direc�ons in "Vanashak�" ma�er.

This Conference and Exhibi�on of technology providers is specifically organized to sensi�ze industries and local bodies having major contribu�on to pollu�on of this area. Further, we aim to exhibit the success stories and technologies to delegates which can be adopted by them to ensure their sustenance.

Green ChemisTree Founda�on has been partnering with various bodies to organize conferences, seminars & workshops to expand awareness about Green Chemistry amongst all stakeholders since last 7 years. In our experience, this is the first �me that a regulatory body like Maharashtra Pollu�on Control Board (MPCB) has pro-ac�vely taken an ini�a�ve to understand industry's challenges, educate the industry & connect them to poten�al solu�on providers.

We congratulate MPCB for making this transi�on to be a “Facilitator” along with a Regulator and appreciate the commitment of senior MPCB officials.

Considering the drama�c growth of residen�al colonies & increase in popula�on in the Dombivli, Kalyan, Ambernath, Badlapur & Bhiwandi industrial areas, it is a big challenge to manage sustainable co-existence of both. Industrial Areas that have existed for over 3 decades, over a period of �me, create an eco-system around them. An eco-system which not only earns livelihood for millions of people but also is a source of sustenance for many ancillary industries, traders, transporta�on & warehousing businesses, academic ins�tu�ons, etc. Closing down of such industrial estates may completely disturb this eco-system & lead to social unrest in the area.

Hence, it is in the interest of the industry as well as the local residen�al popula�on that Industries not only survive but flourish. However, the industry also needs to realize that it can't con�nue with old prac�ces that pollute the environment & adopt new technologies for integra�ng Efficient, Economical and Environmentally responsible manufacturing prac�ces.

We are really inspired by this ini�a�ve of MPCB to partner with Industries for a Sustainable Co-Existence of Industrial Areas & Residen�al Colonies and assure our complete partnership for success of this ini�a�ve.

We take this opportunity to thank resources persons from IIT-Bombay, ICT, NEERI, BTRA (Bombay Tex�le Research Associa�on), NCL-Pune and other organiza�ons like MIDC & Divisional Commissioner for their contribu�on to this conference. We also thank all solu�on providers for their efforts to create new technologies to reduce industry's environmental footprint.

Introduction

A two-day Conference on “Green Business Options” for Textile, Chemical & Pharmaceutical Industrial units in the Kalyan-Badlapur regions, was held on 19-20 March 2016 at Hotel Krishna Palace, Ambernath.

The Conference was organised by the Maharashtra Pollution Control Board (MPCB) in collaboration with Green ChemisTree Foundation.

The Inaugural Ceremony was attended by dignitaries both from the Govt. of Maharashtra and the State Ministry. The Conference was inaugurated by Shri Ramdas Kadam, Hon'ble Environment Minister, Maharashtra State, and Shri Pravin Pote-Patil, Hon'ble State Minister (Environment, Industries, Mining & PWD), Maharashtra State. The Inauguration was presided over by Smt. Malini Shankar, IAS, Addl. Chief Secretary, Environment Dept., Govt. of Maharashtra, and Dr. P. Anbalagan, IAS, Member Secretary, MPCB.

The Special Guests at the Inauguration were Shri. E. Ravindran, IAS, Commissioner, KDMC, and Shri. Vishwanath Rajale, Technical Advisor to MIDC. The Convener of the Conference was Dr. Amar Supate, Principal Scientific Officer, MPCB.

The Conference also brought together distinguished academicians and scientists, representatives of small scale industries and CETPs in the Kalyan-Ambernath MIDC regions, and members of the press.

On each of the two days, stimulating talks were delivered in two parallel sessions, each presentation providing an in-depth understanding of the key challenges facing industries and CETPs and information about useful green chemistry options for running a sustainable business.

The plenary session that concluded the proceedings of each day featured animated discussions and valuable advice from the panelists.

Participants showed keen interest in interacting with the solution providers at the Exhibition to discover more about their products and services and also to expand their knowledge of the emerging 'green business options'.

This Report includes highlights of the inaugural speeches of the Honourable Ministers and other government officials, the keynote addresses, presentations made by the guest speakers, and the discussions between the participants and the eminent panelists at the concluding plenary session on each of the two days.

Objectives

The Conference was designed primarily for Textile, Chemical, and Pharmaceutical Industrial units located in the Bhiwandi, Kalyan, Dombivli, Ambernath, and Badlapur regions with the following objectives:

a) To identify and understand the key environmental challenges faced by these sectors in the Kalyan-Badlapur regionsb) To connect Industry with potential solution providers and facilitate collaboration between the twoc) To identify initiatives and models to accelerate the implementation of Green Technologies & Solutions in the above mentioned industrial zones

Participation

The Conference was attended by over 390 participants from Industry and non-industry groups as categorised below:

The Industry participation comprised of around 110 Industrial units; about 40% from Textile Sector and about 60% from Chemicals & Pharmaceutical Sectors attending on both the days. The profile of Industry participants largely consisted of Senior Management (Managing Director, Proprietor, etc) on Day I and Technical Heads (R&D Managers, Plant Managers, Project Head, etc.) on Day II.

The Solution Providers comprised of about 17 companies, of which 7 companies exhibited and presented their technologies at the Conference, in addition 4 companies presented their technologies on Day II, 3 companies were service providers and consultants.

Overall flow of the Conference

The two Keynote Talks were scheduled immediately after the Inauguration. The Panel Discussion on Day I was a common Session for all participants and the Interactive Session on Day II was also kept as an open discussion with all the participants.

The Conference had two parallel Sessions, viz.: (i) Textile Session and (ii) Chemical & Pharmaceuticals Session. The presentations on Day 1 included success-stories / case-studies by local companies and 'problem sharing' by Industry and CETP representatives and the Day II primarily included presentations and case-studies by solution provider companies.

Along with the Conference was organised a technology showcase by solution provider companies through an Exhibition. Companies that participated in the Exhibition include- (i) Geocycle at ACC Ltd., (ii) Geist Research Pvt. Ltd., (iii) KWAN Environmental Solutions Pvt. Ltd., (iv) Newreka Green Synth Technologies Ltd., (v) Praj Industries Ltd., (vi) Sugam Pariyavaran Prakalp Pvt. Ltd., (viii) Thermax Ltd.

Overall Outcome

1. The two-day Conference on Green Business Options for Textiles, Chemicals & Pharmaceutical Sectors; primarily accomplished its key objective of identifying and understanding some of the pressing environmental challenges faced by these sectors in Kalyan-Badlapur regions.

2. The Conference facilitated a common platform to connect relevant solution provider companies to the participating Industry. 3. The invited experts and subject-specific presentations elucidated various initiatives and models to accelerate the implementation of green technologies and possible solutions for resolving the environmental challenges at-hand. 4. The Conference allowed various representatives from Industry, CETPs, MPCB, MIDC, etc to collectively share with each other their respective concerns, challenges and explore possible collaborative models and approaches. 5. The Industry took this opportunity to establish one-on-one interaction with the solution providers to understand their technology, product and/ or service and thereby consider its application in their manufacturing processes 6. Through this Conference, MPCB has collected a series of recommendations and suggestions as received from the participating industry, domain experts, solution providers and other Governmental agencies for further consideration and integration.

Conclusion

In conclusion, the two-day Conference got successfully organised by Maharashtra Pollution Control Board in collaboration with Green ChemisTree Foundation, with participation of more than 300 Industry representatives and senior decision makers both from Industry and Government bodies.

The event marks the beginning of a transition in MPCB's approach to partner with the Industry in helping the Industry resolve its environmental challenges while meeting the regulatory norms. Whereas for the Industry, the event demonstrated MPCB's commitment to understand their concerns and willingness to consider their suggestions and recommendations.

The event also brought about a shift in Industry's willingness to re-visit their manufacturing processes and consider integrating innovative 'green' technologies and solutions for minimizing and /or preventing pollution emission at source.

Suggestions & Recommendations from Industry Participants

1. Dept. of Environment, Dept. of Industry, MPCB and MIDC to jointly consider setting-up an interface body OR a nodal agency such as Maharashtra Cleaner Production Centre (MCPC) with the objective to facilitate various stakeholders (Govt. bodies, Industry, Solution Providers, etc.) for providing technical back-up to the Industry, support for technology up-gradation, providing R&D facilities and / OR relevant schemes and subsidies for Technology patenting, Technology marketing, incubating new technologies, etc.

2. As on immediate measure MPCB to expedite establishing a Technology Cell for providing technical support to the Industry on similar issues as mentioned above.

3. MPCB to invite Solution providers, Industry Associations and CETPs to submit specific technology demonstration projects for hand-holding and extending viability gap funding from penalties recovered by MPCB from industries.

4. MPCB, MIDC and Manufacturing Associations should provide joint platform for young innovators and designers of waste treatment technologies. MPCB may take a lead in setting up such format platform.

5. In order to enhance the economic viability of sewage treatment plants, MIDC to consider allowing of treated sewage for Industrial use by large-scale water consumers. MIDC may further consider tertiary treatment of treated sewage and supply to the Industries as per their required inlet/ raw water standards.

6. Recommended to encourage private treatment facilities for high COD streams, high TDS streams, high volume sludge handling and treatment, spent acid reuse/recycling, on similar lines of solvent-recovery and solvent- distillation units. Following promotional incentives may be considered.

a. Waiver of environmental clearance and green channel for grant of MPCB consent. b. Incentives on the line of CETP industry for providing land at special price in MIDC areas c. Consider extending soft-loan by DIPP / Industries Dept. d. Concessional rates for waste disposal at Common Hazardous Waste Treatment and Disposal Facilities for land-fill / incineration

7. Recommended to allow disposal of incinerable hazardous and non-hazardous waste through co-processing in cement kiln, excluding wastes which are banned for co-processing (e.g. mineral acids, asbestos, whole batteries, bio-medical waste, explosives, nuclear waste, unsorted MSW etc.)

8. Recommended to provide incentives (Financial or Tax rebate) on effluent treatment technologies such as Membrane Bio Reactor (MBR) having potential for reuse and recycle of treated waste-water, to ensure economic viability to MSMEs.

Recommendations for

A. Textile Sector of Kalyan region:

1. To provide segregated streams of treated effluents for textile and chemical effluents and conveyance pipe-lines to respective CETPs2. MIDC to consider cluster approach for textile units particularly for SSI, dyeing, printing and jean wash units while allotment of plots 3. To establish waste data-bank, green chemical options 4. To consider prioritising the processing of consent to establish / operate/ renewal for environmental compliant units. 5. To extend incentives to short-listed agencies for the preparation of environmental audit and compliances report preparations 6. To organise training programmes for textile ETP operators through certified programmes 7. To consider organising technical workshops, technology meets, etc; with leading textile institutes and Government organisations from Centre and State level as an annual event. 8. Providing technical back-up and testing facilities for green manufacturing as per requirements 9. To consider reduced vigilance sampling frequency of textile units registered with export promotion council, having the quality management standards such as ISO 9001, 14001, etc. 10. To consider extend financial incentives / Tax rebate for : a. Reduction in energy consumption per unit of textile process b. Reduction in water consumption c. Use of 'greener' chemicals d. Modernisation / optimization of processes generating effluent and Air emissions e. Use of clean fuel f. Reuse and recycle of treated waste-water

B. Chemical & Pharmaceutical Sectors

1. The consent by MPCB should consider chemical family approach instead of individual chemicals to allow flexibility in production quantities 2. MPCB to allow flexibility in quantity of chemical manufacturing within same group / family of chemical having similar chemical process, not having more than + 10% change in pollution potential 3. MIDC to promote waste recycling, reuse facilities on BOOT basis4. MPCB and MIDC to consider extending the facilities for satellite collection sectors for waste treatment and disposal either through cement kilns or through common hazardous waste disposal facilities 5. MPCB to consider subsiding consent fees to chemical / Fine Chemical / Pharmaceutical units having higher CAPEX but having greener production with export potential 6. To establish waste data-banks and green business options 7. Promote exchange of ideas, technologies, best practices for providing technical back-up through reputed institutes for SSI units
