A Message from Our President & CEO

2

With the first steps of our merger behind us, we’d like to take a moment to reflect on the process and our successes thus far. Respect, diligence, and determination were the driving forces behind our smooth transition. Our boards of directors, leadership and staff worked with exceptional synergy to ensure a seamless transition for our clients.

The Executive Team, formed from both of our boards of directors, worked together with our legal consultants and financial advisors to make sure everything was in place for January 1. The amount of time and talent they dedicated to this merger was extraordinary. Their diligence truly reflects their passion for our mission and dedication to securing a sound future for our programs and the clients we serve.

As promised, our services remain local. Our clients continue to take part in the same programs, with the same staff members in the same locations. Our social clubs are now meeting regularly and are participating in activities together. Staff members are traveling between sites and getting to know their counterparts in our various locations.

We’re slowly transitioning to one cohesive team, and we owe that to the hard work, dedication and passion of our board of directors, leadership and staff. We thank everyone for their continued support as we transform into BHcare.

President Chief Executive Officer

VSAAC Sponsors Power of Influence Workshop

The Greater Valley Substance Abuse Action Council (VSAAC) hosted a seminar in December at John J. Sullivan’s restaurant in Ansonia. The seminar addressed local coaches, educators, parents and residents regarding the use of dangerous substances among youth and how they can become the power of influence to keep them safe.

Guest speaker Donald Hooton, Jr., of the Taylor Hooton Foundation talked about the use of steroids and other appearance and performance enhancing drugs (APEDS) that has reached epidemic proportions among the nation’s youth. The Taylor Hooton Foundation was formed in memory of Taylor E. Hooton, a 17 year old high school athlete who took his life in 2003 as a result of anabolic steroid use.

The use of steroids and APEDS is driven by young people’s belief that these drugs will help them perform better on the athletic field and will make them look better. Four to six percent of U.S. high school students, or about one million kids, have used anabolic steroids. A startling fact is that the fastest growing user group is young girls.

Anabolic steroids are a man-made derivative of Testosterone, a male growth hormone. These illegal drugs can have devastating effects including high blood pressure, balding, blood clots, bad acne, liver cancer and hypertension. They can also cause female characteristics in males and male characteristics in females. The psychological effects include aggressiveness, hostility, depression, mood swings and suicidal thoughts.

Coaches, athletic directors and parents need to educate young people about steroid use and their dangerous effects. Their guidance is very powerful and can help guide kids to make decisions that will positively impact their overall well-being.

Naloxone Pilot to Begin BHcare is one of three organizations chosen to implement a Naloxone pilot program. The pilot is being funded by the Centers for Disease Control through a grant by Dr. Traci Green and the Warren Alpert School of Medicine at Brown University. The program is designed to reduce overdose deaths in the local community.

Accidental drug poisoning deaths are the leading cause of adult injury death in CT. In 2009, Wallingford, Ansonia and Seymour had the highest rates of prescription opioid-involved accidental overdose deaths in the state. Overdose prevention education along with a Naloxone prescription is the most effective intervention to reduce overdose death at the community level. A statewide Naloxone training program in Massachusetts showed a significant reduction in fatal accidental overdoses.

Naxolone is an opioid blocker and the standard medication used to reverse the depression of the central nervous and respiratory systems caused by opiates/opioids. The focus of this program is to teach participants and their friend/family members how to administer Naloxone through intramuscular injection. This medication is safe, non abusive and acts within a minute with effects lasting up to 45 minutes.

The pilot will focus on overdose prevention and response training for the staff. The trained staff will then provide education to individuals that are at “high risk” for overdose. The pilot is scheduled to finish in August.

Study Conducted to Prevent Prescription Overdose & Abuse

VSAAC was instrumental in the support of a study funded by the Centers for Disease Control (CDC) with principal investigator Traci Green, PhD, MSC, Assistant Professor of Medicine and Epidemiology, the Warren Alpert School of Medicine at Brown University. Based on the premise that drug overdoses in CT are the leading cause of adult injury and death (out-numbering the combined deaths resulting from motor vehicle accidents, fire and firearms) the study sought to identify issues that surround these overdose injuries and deaths.

Three communities in CT were selected to be part of the study - Ansonia, Seymour and Wallingford. The study aimed to determine and understand why high rates of prescription opioid abuse and overdose is occurring in these communities.

The data collected addressed three main areas:

1. Problem definition. Is there a prescription opioid problem occurring; what drugs are involved; how do people first initiate use of these medications; perceptions of safety of prescription opioids; relative local street prices; who is using; who is dying; and how are overdoses being discovered and responded to.

2. Sources of prescription opioids and the channeling of these drugs into an illegal market or illegal use.

3. Specific overdose intervention needs: Information needed about local assets and resources for coordinating response.

The initial phase was the collection of information which VSAAC helped to simplify for the field team. Two of VSAAC staff members are part of the Community Advisory Board and remain actively involved in the current phase of the study which is collaborating with community partners to develop evidence based tools to promote safer methods of prescribing opioid medications to prevent unintentional injury and death.

Additional Medication Drop-Off Unit for the ValleyA medication disposal drop-off unit will be installed at the Ansonia police department for residents to dispose of unwanted medication.

This initiative is a part of VSAAC’s “Take Back” program designed to promote the safe disposal of unwanted meds. Medication disposal drop-off units were installed at the Shelton and Seymour police departments in 2011 with an overwhelming response from the community.

Residents of both Ansonia and Derby can now safely dispose of unused and/or unneeded medications reducing the chances of misuse and/or abuse of these meds. They will not be asked questions or need to complete any type of forms.

The police department incinerates the disposed medications which safeguards the water supply by preventing the contamination of these drugs and chemicals.
