Photos of Construction Purpose To provide an update on the progress of the Brimbank Community and Civic Centre Project (BCCCP), including the Design and Construction of the Brimbank Multi-deck Car Park at Dawson Street, Sunshine. Report 1. Background At the Ordinary Council Meeting on 14 October 2014, Council resolved to award Contract No. 15/1769 for the Provision of Construction Services for the BCCCP, to Kane Construction Pty Ltd. The contract works for the BCCCP include a significantly upgraded and expanded library, additional community meeting rooms, program and exhibition space, a customer service centre, the integrated development of new Council office accommodation and construction of associated car parks. 2. Consultation Extensive consultation with key stakeholders was undertaken in the development of the design of the building and the specifications for the main works contract. All consultations have been carried out in line with Council’s communication plans. 3. Analysis Brimbank Community and Civic Centre The Brimbank Community and Civic Centre is currently progressing ahead of schedule, with an estimated completion date of mid-2016. The Expression of Interest process for Tenant Partners has been completed and negotiations with preferred tenant partners are continuing. Refer to Attachment 1 to this report for photos of the progress. Works Status • Authority works nearing completion • Slab pours are now complete to the entire building • Façade works continuing with glazed modules being progressively installed • Substation handed over to Powercor • Removal of the tower crane • Tendering for furniture and equipment has commenced. Upcoming Works • Installation of sun shades to the façade. • Commencement of streetscape works. • Manufacturing of the workstations continuing. • Continual fit out works across each of the floors.

Brimbank City Council Ordinary Council Meeting Agenda Officer Reports 30 Report 12.12 - Brimbank Community and Civic Centre Project Progress Report – February 2016 (continued) Brimbank Multi-deck Car Park The Brimbank Multi-deck Car Park is currently progressing ahead of schedule, with an estimated completion date of mid-2016. The car park development includes the design and construction of a multi-deck car park facility to consist of six (6) levels, with 351 car parking spaces. The Early Works (sewer and stormwater works) have been completed. Piling works were completed in late December 2015. Build-up of the car park ramp and pouring of the retaining wall along the ramp have been completed. The foundation slab and lift pit have been excavated and poured. Level 1 precast and steel erection is due to commence once ground slab has been poured. 4. Resource Implications The Brimbank Community and Civic Centre Project has been budgeted for as part of Council’s Capital Works Program. As the construction of the Brimbank Community and Civic Centre is ahead of schedule, project funds ($1,450,000) allocated in the 2016/2017 financial year, have been brought forward to 2015/2016 financial year. The construction of the Brimbank Multi-deck Car Park is also ahead of schedule and project funds ($2,444,263) allocated in the 2016/2017 financial year, have been brought forward to 2015/2016 financial year. The cash flow for the project will continue to be closely monitored by the BCCCP Project Control Group. 5. Compliance Statement This report has been prepared in accordance with the Council Plan 2013-2017 (Updated 2015) and Council resolutions for the development of the BCCCP, and is in accordance with the Business Plan adopted by Council in February 2013. Conflict of Interest Declaration The Local Government Act 1989 requires Council officers, and anyone engaged under contract, providing advice to Council to disclose any conflict of interest in a matter to which the advice relates. Council officers contributing to the preparation and approval of this report, have no conflicts of interest to declare. 6.
