From the President . . . After a dreary winter, spring is finally in the air, which means a busy calendar for BABA. As always,

we will be launching the season with a series of programs that represent the spectrum of value that our organization of-fers — policy discussion, education, and business networking.

Our first event, or-ganized by our Defense, Aerospace, Transportation & Security (DATS) Commit-

tee, was held on March 23 at the law offices of Venable. “US–UK Defense and Trade Treaty: Its Implementation and the Practical Aspects” proved to be a valuable session that outlined in realistic terms the manner in which this treaty will be implemented.

This type of substantive, high-level discussion is exactly the kind of program that BABA delivers to its members on a regular basis, offering an unsurpassed combination of education and networking. Other pro-grams this spring also include the outlook for UK corpo-rate taxation and implications for US multinationals on April 4, organized by the Financial Services Committee, and “Water Energy Trade-Offs,” put together by the Energy & Environment Committee.

Trade Mission Links Sunderland with US Software Firms Eight of Sunderland’s innovative software com-panies boosted their chances of linking with American firms following a successful trade mission to Seattle and Washington, DC, in February, which was organized by Sunderland City Council and Sunderland Software City.

Tom Hurst, Chief Investment Officer at Sunder-land City Council, called the United States “a key market for our software technology firms. We worked hard to put in place an energetic, high-quality program, which introduced our companies to senior executives, possible future partners, and key decision makers.”

The eight companies took advantage of the op-portunity to talk face-to-face with high-profile American businesspeople in the software sector, and to find out more about how best to do business in the US could make a significant difference to their future success.

Dominick Chilcott, Deputy Head of Mission at the British Embassy in Washington DC, met the Sunder-land companies and reinforced his strong support for the active approach of the city in seeking out new business investment opportunities. “It’s uplifting to meet ambi-tious, talented software companies from Sunderland, a city with which Washington, DC has forged strong links,” Chilcott said. “This trade mission gives each business rare chances to create new relationships with US software companies. The city’s determination to pursue commercial opportunities is exactly what’s needed to boost business at this time.”

US-UK Defense Cooperation Treaty (continued from page 1) The current focus of the governments is modify-ing existing regulations to accommodate the treaty regime and identifying “pathfinder” programs to test the treaty framework later this year. The goal of the governments is to have the regime in place by late 2011 or early 2012.

The benefits of the treaty are that UK and US in-dustry will be able to share certain categories of military and security technology and hardware with their US and UK partners and customers without the lag time and un-certainty of the export license process. In addition, some advanced technologies are exempted from the treaty re-gime, at least initially, but the goal of the governments is to get the regime up and running first and then to look at additional areas where the regime could be expanded.

Remy Nathan and Vago Muradian both com-mented on the positive nature of this important advance, but noted that there remain a number of questions about how the Treaty will work in practice and how significant its benefits will be for US-UK defense trade.

A lively round of questions and discussion fol-lowed and all the speakers stayed to meet BABA members during the reception. The DATS Committee will plan a follow up to this event later in the year. In the meantime, Martin Neill, Counsellor Defence Acquisition & Technol-ogy at the British Embassy, will join the DATS Committee at its next meeting in June to discuss progress on the Treaty and other defence issues.

On April 6, BABA’s Defense, Aerospace, Transportation, and Security (DATS) Committee held an informal reception for the UK House of Commons Defence Select Committee, which was hosted by DATS member Pratt & Whitney. The House of Commons Defence Select Committee is comprised of 11 British Members of Parliament; its Chairman is The Rt Hon James Arbuthnot, MP (North East Hampshire). In his remarks, he recognized BABA, DATS, and Pratt and Whitney, thanking them for providing his committee members with the opportu-nity to meet BABA members representing leading UK and US defense companies. The Doha Trade Round: Report Analyses Impact on US States Successfully completing the Doha Trade Round is the overarching trade priority for the UK Government. It would deliver huge benefits not just to the United King-dom, but to countries across the globe by creating new jobs and boosting incomes. In fact, it has the potential to increase global economic output by at least $170 billion per year.

As British Prime Minister David Cameron has said, “Trade is the biggest wealth creator we’ve ever known. And it’s the biggest stimulus we can give our economies right now.” But the Prime Minister also cautioned that 2011 is a make-or-break year for Doha, which was launched nearly a decade ago. We can’t keep going around in circles.

The United States stands to gain significantly from the Doha Round. We are pleased to present a study, commissioned by the British Embassy, that analyses the economic benefits of the Doha Round for the US and each of the 50 states. The study found that each US state would gain jobs and almost all states would see a boost to their Gross State Products (GSP) if the negotia-tions came to a successful completion.

The Doha Round would increase US national income by $37.9 billion, and add 393,000 net jobs to the US economy. A new report, “The Doha Trade Round: What It Can Mean For The 50 States,” commissioned by the British Embassy, analyses economic benefits to each US state of the WTO Doha Development Agenda (DDA) multilateral trade negotiations. The study was conducted by the Trade Partnership Worldwide, LLC.

“Completing the Doha Round would lock tariffs at today’s levels or lower, could boost the global economy by at least $170 billion per year, and would provide a global boost of confidence in the openness of world markets,” writes Sir Nigel Sheinwald, British Ambassador to the United States, in his cover letter to the report.

White Paper Outlines UK Trade and Investment Goals The United Kingdom has issued a new white paper that sets out the UK’s long-term strategy for trade and in-vestment, “Trade and Investment for Growth.” According to UK Business Secretary Vince Cable, the key to the UK’s trade and investment strategy is rejecting protectionism and ensuring a greater openness to trade and investment. The strategy includes 62 actions that the UK will be pursu-ing to help secure a strong, sustainable and open economy that benefits business both domestically and internation-ally. The actions include:

Strengthening the multilateral •trading system through increased en-gagement within the European Union, World Trade Organisation (WTO), G20, and Organisation for Economic Co-operation and Development (OECD); and working with partners to help develop ideas for strengthening the WTO to ad-dress the shifting challenges of global trade and investment.

Maximizing and realizing the op-•portunities for UK businesses to trade and invest, and to attract investment to the UK by tesisting protectionism,

championing open markets, and pushing back the remaining trade and investment barriers within the European Single Market and the wider world.

Providing new trade finance support for UK export-•ers, including an Export Enterprise Finance Guarantee Scheme (of up to £1m for SMEs) and an Export Working Capital Scheme offering export finance worth more than £1 million.

Supporting a reinvigorated Transatlantic Economic •Council in addressing EU-US regulatory issues;

Pursuing an ambitious programme of EU Free Trade •Agreements with key trading partners; and

Using the Foreign Office and UK Trade and Investment •networks in the US and elsewhere overseas to support British business, encouraging greater inward invest-ment in the UK.
