This annual review looks into policy implementation and institutional innovation through the
lens of four topics. Selection of the topics is based on the understanding that good policy
performance relies on policy implementation, and that innovations in policy and policy
implementation rely on innovations in broader institutional environment. Previous research
has revealed that the target responsibility system (hereafter referred to as TRS) plays a
critical role in energy conservation and carbon reduction policy implementation in recent
years.

The year 2012 marked a threshold in China’s advances toward a
society on wheels. The growth in auto sales accelerated, while car
use environment worsened. A society on wheels in China is bound
to face many problems, such as the tension between growing
willingness toward car ownership among the public and the growing
costs associated with car use. While authorities in the automobile
industry expected fast growth, policies restricting both automobile
ownership and use were frequently introduced by city governments.
A society on wheels needs systematic and scientific management.
When people lack awareness of the rules of conduct appropriate for
such a society, car civilization is still at a low level. The general lack of
rules and the sense of rule-following also increase risks.

Blue Book of Asia-Pacific is a collaboration by researchers from the National Institute
of International Strategy of Chinese Academy of Social Sciences. China's surrounding
environment experienced tremendous changes in 2012. The sovereignty dispute over the
Diaoyu Islands marks the start of a special transitional phase. For China's relation with her
neighbors, the Diaoyu dispute is not only related to Sino-Japanese relations, but it also
involves China's relationship with the US, Claimant states, and other neighboring countries.
In this special transitional phase, China's surrounding environment will take on a number of
new characteristics.

2012 was a year in which philanthropy in China broke boundaries,
widened its horizons and started collaborating with a range of social
resources to promote domestic social reform. The most striking
feature of philanthropy in China during 2012 was the transformation
of a web-based micro-blog social movement from one that was
initially concerned with social assistance and social accountability
toward citizen, freedom of association and social fairness.
In comparison with 2011, 2012 was characterized by a greater
awareness of freedom and independent resolve among citizens,
and freedom of association and citizen autonomy have become
core elements in the cultivation and further development of a
philanthropic society. With respect to social ethos, a prevalence of
criticism and complaint was replaced by increases in self-motivated
actions. This provides fertile ground for the spontaneous and gradual
formation of public choices by groups. Good policy tidings from
meetings of the National People's Congress and the National People's
Consultative Conference forecast 2013 as a year of burgeoning
growth for different civil society groups and social organizations.

During the last decade, there was little progress in China in the transformation of its urban
growth model. Meanwhile, some new problems of urban diseases began to emerge, such
as soaring housing prices, worsening urban environment and increasing social problems.
Governments of Chinese cities urgently need to seek ways of achieving sustainable
development and find new paths toward urbanization. This annual report has the theme of
"A New Benchmark: Constructing the Ideal city with Sustainable Competitiveness". It is an
exploration into the future development directions for cities in China.
As China's only Blue Book on the Sports Industry, the Report is based on a number of
insightful and interesting surveys over the last few years and uses a range of carefully
selected research methodologies. The research was carried out across a number of cities
and focused on companies, sports events and event venues, and it aimed at assessing the
business models, industry rules, and current business trends. Following the first Blue Book of
Sports, this Report provides insightful analyses which focus on a number of sectors such as
sports events, fitness, leisure centers, sports merchandise and sports venues.

The economic changes in 2012 indicated that the economies of BRICS countries are much
weaker than the economies of the United States and Japan. In 2012, both the United
States and Japanese economies returned to steady growth, demonstrating the strength
of their resistance to external forces. Therefore, the lack of diversity in sources of growth,
slow growth model transformation, and weak innovation capacity and international
competitiveness are the fundamental reasons for the decline of economic growth in BRICS
countries.

This book is a report written by experts and scholars studying the economic development
of China’s western region and based on research organized by Centre for Studies of China
Western Economic Development of Northwest University. The Book has been recognized as
a major landmark in philosophy and the social sciences by the Ministry of Education during
the “10th Five-Year Plan” period and published once a year since 2005.
Development in China’s western region has entered a new period in which people’s
livelihood takes center stage, and this is taking place at a time when the country is entering a
historic phase in its progress toward a moderately prosperous society.
For a comprehensive understanding of political participation among Chinese citizens, it's
necessary to carry out large-scale survey on subjects such as election participation, policy
participation and contact participation. Furthermore, there is also the need to analyze
whether political participation has an impact on citizens' political identification. This book
reports findings from a 2012 survey on Chinese citizens' political participation and political
identification.

Drawing on the latest development of the global economy, this book examines the state
of China’s economic development and defines the direction for its structural adjustment,
in an effort to provide theoretical guidance over the promotion of sustained and balanced
growth of the Chinese economy.
This book systematically reviews the related theories, latest progress and international
experiences in the national accounting system and balance sheets and analyzes future risks
for China. While forecasting the scope and time of occurrence for these risks, monographic
studies in this book show that the gap in pension funds, overall healthcare expenditure,
local debts and the cost of environmental protection will contribute greatly toward fiscal
deficit and debt, thereby exerting pressure on the government. Topics covered by the other
chapters in the book include the risks China faces in its external balance sheets; new ways of
understanding issues such as RMB internationalization, and opening-up of capital accounts,
and detailed estimates for state-owned assets.

Fluctuations of Global Economy andAdjustments of China’s Economy
This book is a collection of the conference records of the Boyuan Foundation Economists
Forum 2011. It leads readers into retrospect from the burst of the global financial crisis to the
gradual recovery of the world economy. It also casts light on how China has adjusted itself
under the impact of the global financial crisis and in face of some national issues.

Boyuan Library - Modernity and Transformation of Chinese Society Series During China’s modernization in the past century, it has been of vital importance to
establish modern values. The transformation will directly influence, or even decide
the establishment of the modern system of nation-state, and economic transition
and social transformation should be implemented at the same pace. When discussing
China’s march toward modernity, the question “how to choose the path and model
of modernity that would suit China’s current situation and under current constraints”
should be answered. To that end, Boyuan Foundation compiled the “Modernity and
Transformation of Chinese Society” series.

In brief but clear language, this book provides a systematic overview of the history of
contemporary China. The author contends that from the perspectives of the Communist
Party of China’s founding strategies, choice of development model and basic policies for the
nation, China’s experience with socialism is a journey that began with the experiment in new
democracy, and followed by a series of historical choices, including those to copy the Soviet
model, to catch-up with more powerful countries, to continue with the revolution and to
engage in reform and opening-up. In conclusion, the author claims that the path of reform
and opening-up is the only one that will lead China to national revival.
Five Decisions on the Road to Socialism with Chinese Characteristics
Taking the “fork in the road to long-term development” as the starting point, the book is an
attempt to search for and identify future sources of growth for the Chinese economy. The
analyses cover topics including the development of the dual economy, Lewisian Turning
Point, demographic dividend, an aging society that is not yet wealthy, middle-income
trap, total factor productivity and the accumulation of human capital, and others. The
author suggests that an effective response to these problems calls for policy-engineering
at the highest level, integrated and coordinated reform measures, and an active role for
government function transformation. The goal is to change government function from
directly intervening in economic activities to creating a sound macroeconomic environment
through policies and taking up more responsibilities in social management and basic public
service provision.

The authors have brought to bear their personal experiences and knowledge for analyzing
problems associated with the “strategic mutual suspicion” between China and the US. The
authors hope that an honest account of the substance of this mutual suspicion can help
the leaders of both countries understand better the background of the other’s policies and
how their own respective goals can best be achieved. The solid foundation for China-US
strategic cooperation will be damaged and may even lead to confrontation between the
two countries if mutual suspicion becomes the norm. Therefore, to some extent, the future
course for China-US relations will depend on how each country reflects on its own problems
and understands those of the other. Increasing cooperation and reducing mutual suspicion
constitute a suboptimal but nonetheless realistic choice.
Taking modernization as the basic theme, this book offers a historical overview of modern
China. Among other things, the author offers his understanding of China’s dynastic
succession and the birth of the republic, and presents a new view on major events and
important historical figures. The author notes that while the opportunity for transition from
a traditional to a modern society presented itself a number of times in China during recent
times, regrettably, the country failed to take advantage of them under the heavy burdens of
history.

SOCIOLOGY
The concept of “culture” has been the subject of wide attention from all research fields in
the social sciences. In the field of psychology, scholars have proposed a number of models
for explaining the function of culture, including those of cultural values, self-construal,
cognitive style, social beliefs and others. These theories contribute greatly toward not only
the construction of cultural theories, but also other related fields, such as cultural relations,
organizational behavior, occupational development and management. This book reviews
some of the latest development in trans-cultural psychology studies, and discusses problems
such as cultural differences and group attitude, relationship between individual-organization
cultural matching and work attitude, culture and occupational decision-making style, and
points out the direction for further research.
Individual-Culture Matching, Intergroup Attitude and Organizational Behavior
Social construction is an arduous task and it goes beyond quality of life improvement
projects and social management. This book discusses nine dimensions to social construction,
and focuses on improving social institution reform and optimizing and adjusting social
structure. The author argues that there can be no other way of achieving coordinated social
and economic development than through social system reform, restoring the balance among
the nation, the market and the society, correcting the lopsided situation of “strong economy
and weak society”, and continuing to adjust and optimize the fundamentally stratified social
structure.

SOCIOLOGY
There has been considerable research about the establishment of household registration
system in early years of the PRC and about the various constraints faced by migrant workers
in the 1980’s to 1990’s. There are, however, by contrast far fewer studies about the shift in
government policies in recent years towards greater inclusiveness for rural migrant workers.
Therefore, one of the book’s purposes is to promote a better understanding of China’s
migrant worker policies among both scholars and policy-makers through an investigation of
evolution of migrant worker policies since the start of the current century, an examination of
the reasons behind them and of how effective they have been.

Report on the Policy of Chinese Peasant Workers
How families change through time is a classical theme in the sociology of family. How
have China’s urban families changed during the past 30 years and since China’s reform and
opening-up policies began, and with the advancement of industrialization and urbanization?
What kind of relation exists between families and social transformation? What role do
traditional and modern factors play in its process? Do different models of change prevail in
different cities at varying levels of development?

In recent years, China’s environmental pollution problems have increasingly taken on
the trends of domestic colonization and ruralization. As the environment in rural areas
deteriorates, the number of pollution-related disputes, mass incidents and media reports
has increased accordingly. The book discusses the root causes of environmental pollution
from the perspectives of social change and social transformation, gives an account of the
social background to, the history and current situation of farmers’ protests, and constructs
a preliminary descriptive typology for the subject. The book singles out the lead poisoning

The Basis of SurvivalThe Sociological Characteristics of Agriculture and the Responsibilities of Government
This book aims to uncover the social significance of agriculture through an examination
of the relation among agriculture, farmers and government. Its theoretical meaning lies
in its effort toward identifying the basic elements to and framework for the sociology of
agriculture, filling in the knowledge gaps in this area, enhancing the explanatory power of
sociological explanations, and generating among the general public greater interests in and
concern for agriculture, farmers and the countryside.

This book is about the different approaches for improving the sense
of happiness and fulfillment among China’s rural population, an issue
whose importance is on a par with that of increasing their income.
The authors tackle the issue from different perspectives, including
peasants’ conceptualization of the meaning of life, how the meaning
of “part of the family” has changed over time, time-specific features
of the micro-structure of rural society, and the relations among social
network, ‘riffraff”, the survival skills of religious believers, extension
of and limits to either family- or location-based mutual support
mechanism effective in rural China, the mutual influence between
the bureaucratic system and the substratum of the society, and the
paths and strategies for society-building in rural China.

This book presents main findings from a research project, supported by
the National Social Sciences Fund, on strategic models for promoting
diversified urbanization in China. Professor Li Qiang from Tsinghua
University is the lead investigator for the project. As its title suggests,
the book encompasses discussion of two issues: one is China’s
diversified urbanization strategy, the other the model for advancing
that goal. The authors argue that urbanizing farmers and migrant
workers should be the Chinese government’s top priority in its pursuit
of urbanization. To that end, the authors propose large investment in
county-level medium-sized cities, county-wide economic development,
and urban integration for rural residents in counties. These should be
the main forms taken by migration of rural population into cities.
Professor Li Qiang is Dean of the School of Humanities and Social
Sciences of Tsinghua University, and Vice President of Chinese
Sociological Association and Advisor to the Committee on Social
Sciences of the Ministry of Education, the National Committee on
Information, the Ministry of Civil Affairs, the Ministry of Health, and

social stratification and mobility, urban sociology, applied sociology,
and social structure and social issues.

The book features articles by more than twenty renowned Chinese
scholars, among them Nobel laureates in economics, Chinese Academy
of Engineering academicians, and foreign members of the British Royal
Society, the science academies of a number of developing countries and
the Royal Netherlands Academy of Arts and Sciences. Drawing on the
newest available data, including those from the 2010 census, and using
accessible language, the contributors present their argument for why
timely adjustments to China’s existing population policies will do much
toward helping the country achieve balanced growth in both population
and economy, and realize the Chinese Dream. Otherwise, they argue, the
country faces workforce depletion, population aging, gender imbalance,
precipitous rise in the number of lifelong bachelors, weakened national
defense due to the large percentage of single children in the military
service, and the growing number of high-risk one-child families and elderly
people who have survived their only children. All these will condemn the
Chinese Dream to empty talk.

“What kind of democracy do the Chinese people want?” This is the book’s central question.
The author bases his search for an answer on findings from a nation-wide random survey,
an analysis of China’s ethically loaded political culture, and a descriptive account of how
differences in education and age affect people’s sense of politics, attitude toward political
participation and political literacy. Moreover, the author compares recent survey findings
with both those from a similar survey in 1988 and those reported his 1994 book titled
Chinese Homo Politicus. The comparison reveals notable shifts in China’s political culture
over the last two decades.

This book is one of the tools the Low Carbon-City in China (LCCC) program, a China-
Switzerland collaboration, uses to help Chinese cities in their low-carbon development. It
presents a reconstructed Chinese low-carbon city evaluation index system by drawing upon
the successful experience of European Energy Award (EEA) and Swiss Energy City program
but also tailored to the conditions on the ground in China. This index system consists of
three parts: a list of indicators, a low-carbon city evaluation report, and urban action plans.
The list of indicators include two index systems: one for key indicators (15 of them across 5
dimensions including low-carbon economy, low-carbon energy, low-carbon infrastructure,
low-carbon environment and low-carbon traffic) and the other for supporting ones (52
indicators across 4 dimensions including city management, green economy, green building
and low-carbon transport).

Judicial transparency is the foundation to judicial justice and protects
the rule of law. In recent years, as informatization has developed
rapidly, courts in every country are increasingly adopting new tools
such as the internet to promote judicial transparency. China’s judiciary
is also moving forward by trial and error, and becoming more open
and transparent. To further China’s progress in judicial transparency,
researchers from the Institute of Law of Chinese Academy of Social
Sciences (CASS) have investigated the situation in some other
countries and regions with respect to judicial transparency, analyzed
what and how they have done in this area, extracted lessons from
their experiences that may be helpful to China, and examined the
progress and problems in mainland China’s judiciary. Not very many
books have been able to do what this book does, namely, combining
text and graphics in its presentation of international experiences
in judicial transparency on one hand, and offering on the other an
empirical analysis of China’s current state in this area.

This book studies the problems transitional countries experience in financial liberalization
from the perspective of monetary and financial reform, by looking specifically at China,
Russia and central and eastern European countries. The book combines historical and logical
methods, normative and empirical analyses, comparative and case studies. It provides a
macroscopic monetary, deposits and foreign currency analytical framework, and elaborates
the rationality and endogeneity of deepening financial development in transitional
economies from the macroscopic monetary and finance perspective. Finally, the author
summarizes the lessons China can learn from transitional countries’ experience in financial
liberalization.

This book is a compilation of selections from the proposals submitted by the author, a
Chinese People’s Political Consultative Conference (CPPCC) delegate, over a ten-year period.
Most of the proposals included in the volume deal with the development and management
of social organizations and cover a range of topics, including social issues, quality of life
improvement issues and public policy issues. Some of these proposals proved to be not only
sound but also impactful, including those for eliminating discrimination against hepatitis B
carriers, for dual regulatory system reform, for qualified relaxation of the one-child policy,
and for requiring greater transparency for charitable organizations. The selections are
ordered by year and each one is followed by the author’s own comments, which reflect his
journey from a scholar in public management to a policy advisor.

China’s continual economic growth and rapid rise in the international arena over the more
than thirty years since the beginning of reform and opening-up have triggered much heated
discussions and debate among Chinese scholars. China’s political development has received
the most attention. Contributors to the book include 24 well-known politicians and China
watchers from both China and the United States. The book marks the first time scholars
from these two countries built up a dialogue about political issues in modern China. To some
extent, the book represents the highest level of Chinese and American scholarship on this
subject, and is as such highly authoritative.

problems of Chinese e-governance, on the other hand, the commentaries in the book enrich
existing theories and policies on this subject insofar as they are appropriate to the reality of

This book is an attempt to understand the deep relations between the discourse and the
political economy of Hong Kong’s media through an investigation of the role Hong Kong’s
identity plays in the construction of media discourse in political communications. Such an
understanding may shed important light on the mechanisms by which Hong Kong’s media
participate in identity politics. In the author’s view, there have been significant changes in
Hong Kong’s identity over the past several decades. All these changes have been reactions
to broad shifts in politics, economics and culture, all of which having been covered and
processed in the Hong Kong media.

History shows that the most prominent external challenge for any great nations on the
rise is whether it can mitigate the difficulties attendant to this process. As China’s strength
and status have continued to grow since the mid- 1990s, relieving strategic pressure and
overcoming the growing pains of a nation on the rise have become top priorities for the
country. Through theoretical reflections and empirical analyses, the book examines China’s
efforts toward these goals over the last 10 years, provides an evaluation of the country’s
gains and losses, and tries to outline a theoretical framework for understanding the national
strategies suitable for a rising China. The book will contribute greatly toward theories about
national rise by sharing lessons from China’s experience.
Dilemma of China's RiseTheoretical Reflections and Strategic Choices
The history of China’s foreign aid goes back over 60 years. A pillar for its international
strategies, China’s foreign aid has played an important role in the country’s support for the
world’s less powerful nations in their fight against imperialism and colonialism, and for
former colonies to achieve independence, economic development, and in deepening the
mutually beneficial relations between China and other developing countries. All these have
made for foreign aid with a set of distinctly Chinese national characteristics. The increasing
scale of China’s foreign aid and other forms of foreign assistance in recent years attendant
to China’s rapid economic growth has drawn the world’s attention. The book, rich in case
studies, is an historical and geographical examination of China’s foreign aid practice from the
points of view of its underlying philosophy, principles, policies and models of execution.

This book provides an objective and detailed account of the Asia-Pacific strategies of the
United States, Japan, India, Russia and the European Union, China’s world influence as a
rising major power, difficult surrounding situation, and her policy responses. These countries’

of the American strategies in particular, are topics of intense interest to scholars in China and
abroad. A careful study of these issues will be beneficial, both as a theoretical reference and
a practical guide, towards efforts to adapt better to changing regional conditions, protect

The regional political environment has grown increasingly complex during China’s peaceful
rise. At the same time, as economic and cultural exchanges within the region continue
to deepen, China’s national image among neighboring countries has also been changing.
How do these countries see China? How did their perceptions of China come to be? What
are their main features? And how will they likely change in the future? What will be the
impact of neighboring countries’ perceptions of China in the next 10 years? And how should
the Chinese government and the Chinese people build a positive image of the country?
Discussion of these questions will be a valuable source of reference for foreign-policy makers

The purpose of this book is to introduce to China international
experiences and lessons in food security, and the contributions have
benefited greatly from the results of FAO’s multidisciplinary studies.
The book systematically reviews issues related to agriculture, fishery,
forestry, livestock and natural resource industries, and provides
analyses of food security and nutrition matters and reflections
on some of the most hotly debated issues today in these areas.
Although the views expressed in this book do not necessarily
represent the FAO’s position, the book will provide an international
perspective for Chinese readers, and a valuable source of information
for China’s policy-makers, especially as the country tries to transform

To evaluate and to learn from the abolition of the imperial examination system, one of
the most significant changes in modern China, we must have a comprehensive and clear
knowledge of the relevant historical facts, especially the policy-making process, the meaning
and implications of changes to the system, the handling of the aftermath, the feelings of
all parties involved and the impact on the society at large. The results of this research have
rectified some past misunderstanding about this subject, and helped to deepen appreciation
for the relation between the abolition of the imperial examination system and modern
society and are thus of considerable academic value.

important part of school education but also a key step for individuals trying to improve their
own repertoire of knowledge and understanding. This book, written by several historians,

summarizing the history of studying abroad among modern Chinese. The focus on the
specific political, economic, educational, cultural and diplomatic contexts of the different
time periods that are covered helps give the account a sense of authenticity, history, depth

ECONOMICS AND FINANCE
Released by the National Academy of Economic Strategy Chinese
Academy of Social Sciences (CASS), this research report studies
and presents developments in the construction of public finance in
China. The report’s authors constructed an evaluation index system
for public finance by combining theory and practice, focusing on
socialism with Chinese characteristics, and carefully considering the
intrinsic needs of public finance. The system is then used for follow-
up analysis and systematic evaluation of the current state of China’s
public finance construction. For this report, the researchers have
used professional survey companies and relied on meticulously-
designed and a comprehensive evaluation index system. Therefore,
the survey results and theoretical conclusions are sound, credible and
authoritative. The book tries to serve two purposes: guiding China’s
public finance construction efforts by marking the right direction for
it, and summarizing China’s progress and achievements in this area.
The book’s publication is a landmark in the country’s public finance
construction at a strategically critical time, and will be of great value in
both theoretical and practical terms.

This book probes the meaning of “the Chinese Dream” from four aspects, interpreting it
as “a mantra that unites the nation”, “a phrase that passes on legacy”, “an interrogation
that calls for a century-long investigation”, and “a dream that leads us into the future”. This
book examines how the Communist Party of China united all the citizens and led them in
the search for the correct way to realize the “Chinese Dream”, pays special attention to the
inherent logic of the road to socialism with Chinese Characteristics and the “Chinese Dream”,
and showcases, against a global background, the choice the Chinese have made in their
development path the prospect for national rejuvenation.

City management is a hot topic of multidisciplinary research. This book places city
management within the context of the urbanization process, reviews the whole evolutionary
course of city management models both in China and the west, and identifies objective
patterns in this process insofar as it relates to urbanization. The author offers an in-
depth study of city management in China in areas including land, city planning, economy,
population, environment, community and so on by drawing on the actual experiences of
Chinese cities.

At present, China’s outbound investment is still in its early stages.
China faces many difficulties in its efforts to grow its outbound
investment further, and it behooves the government to support it
with national policies that are comprehensive in scope. On the basis
of research and investigation of both the past and present of China’s
outbound investment, the authors argues that the country should
capitalize on its advantages and improve both systemic support for
outbound investment and Chinese enterprises’ going global from a
variety of perspectives.

Economy Monthly Talk is a monthly economics seminar hosted by the China Center for
International Economic Exchanges (CCIEE) with support from China National Radio. Themes
of the seminar’s twelve 2012 sessions included: monetary reforms, future prospects for
and possible solutions to the European debt crisis, reform and development of the stock
market, the US economy and economic policies, price trends for bulk commodities and
their impact, promoting green, circular and low-carbon development, prospects for and
the impact of the American “Financial Cliff”. This book is a collection of some of the most
important discussions among and valuable works by the more than thirty experts, scholars,
entrepreneurs and officials, both Chinese and international, who participated in the
Economy Monthly Talk seminars in 2012.
This book is made of two introductory chapters and four monographs. The first two
monographs are written by Chinese scholars, and provide an analysis of China’s outbound
investment in Europe, especially in Italy. The last two contributions are by foreign scholars
and they analyze European, especially Italian foreign direct investment in China. These
studies show the differences between Chinese and European scholars both in terms of their
perspectives and in the views they hold. The book will be an invaluable source of reference
for researchers on this subject.

This book focuses on the problems related to rebalancing China’s
economy and sustainable development. The book has two parts: in
the first the author discusses issues of inequality under the broad
framework of macroeconomics, and depicts the need to rebalance the
economy as the search for endogenous growth. Problems associated
with the current-account surpluses and floating exchange rates are
examined from the point of view of saving and investment, and the
question is asked whether China’s outbound direct investment (ODI)
can play a positive role in economic rebalancing by improving the
quality of growth. In the second part of the book the author offers
some very interesting and useful information on the spatial distribution
patterns of inequality, resettlement policies, rural population and inter-
generational mobility, among others. Subjects of research include the
spatial distribution of income inequality, level of schooling among the
urban, rural, and migrant populations and across different generations,
pension and other forms of retirement incomes in an aging society,
China’s efforts toward moving up the global product value chain and
becoming an internationally competitive innovation hub, China’s pursuit
of energy source and security, and of water supply that is adequate both
qualitatively and quantitatively.

In discussion of the reasons for the sub-prime mortgage crisis, shadow banking, a “new
favorite” in the financial market, has received much research attention. The author posed
the question of whether the shadow banking system amounts to the return of free banking.
This book seeks to answer this question, by closely examining both history and current
reality from the perspective of monetary theories, and analyzing how the shadow banking
system creates credit and works at the macro level. The author proposes supervision and
management strategies for lender of last resort and information-based private monetary
management, and offers insightful judgment on the future trends of China’s shadow banking
system and financial innovations.
Over the past 30 years, demographic changes, economic reforms and WTO membership,
individually or in combination, have helped China achieve a long period of unfettered
economic growth. However, as the “dividends” of these structural factors began to fade,
China’s existing growth cycle is likely to experience some fundamental changes going
forward. As this happens, the economic doctrines that had provided useful insights on how
the economy worked in the past will become less relevant. Thus the main objective of this
book is to develop a new framework for analyzing the Chinese economy. Based on this
framework, we examine in various chapters some important economic issues and challenges.
Hopefully, we could help readers identify the path of China’s economic rebalancing.
