    Overview

    TheAmericanRecoveryandReinvestmentActof2009(ARRA)appropriated$7.2billiontoexpandaccessto

    broadbandservicesintheUnitedStates,particularlytoruralareas(i.e.,unservedandunderservedareasineach

    state).

    Inthecomingmonths,thesegrantswillbeawardedtoapplicantswhocandemonstrateahighlikelihoodof

    successinseveralareas,includingjobcreation,expansionofbroadbandinfrastructuretoruralareas,andcreation

    ofinnovativeprogramsthatprovideeducation,training,andbroadbandadoptionopportunities.

    Giventhemassivesizeofthistask,itsimportancetoour

    state'seconomicwellbeing,andtheveryshortperiod

    oftimeavailabletoqualifyforfederalfunding,all

    interestedpartiesmustworktogethertocreate

    effectiveandefficientplansforthedeployment,access,

    andaffordabilityofbroadbandinruralareas.

    Whatisbroadband?

    Broadbandisacommunicationssystemthatprovides

    highspeedtransmissionofdata,voice,andvideoover

    theInternetorothernetworksinmultipleways(suchas

    fiberopticcable,coaxialcable,wirelesstechnology,and

    satellites).Broadbandplatformsallowprovidersto

    combinevoice,video,anddataontoasinglenetwork.

    Whyisbroadbandsoimportanttothe

    stateofWashington?

    TechnologybasedIndustryContributesTo40%ofOurTotalEmployment

    AccordingtoWashingtonEmploymentSecurityDepartment(ESD)data,whenappliedwithmultipliereffects,an

    estimated1.16Mjobswerecreatedduetotechnologybasedindustries whichamountstoapproximately40%of

    thetotalemploymentinthestate.

    Between1974and2007,thetotaltechnologybasedemploymentgrewfrom6.7%to11.8%.Furthermore,based

    onthe

    data

    from

    the

    Technology

    Alliance

    Report,

    technology

    jobs

    supportanaverageof3.39jobsforeachdirectwageandsalaryjob

    (comparedto2.75jobsforallindustries).Laborincomein

    technologyaveraged$117,691,comparedtothestateaverageof

    $54,097.Itappearsevidentthattechnologybasedemploymentis

    importanttoourstate;moreover,broadbandisimportanttoother

    technologybasedindustries.

    TechnologybasedIndustryCreatesJobs,YetAreasofWashingtonMayBecomeIsolatedfromSuch

    OpportunitiesWithoutAccesstoBroadband,TrainingandEducation

    Asbroadbanddependentjobsarecreated,communitieswithaccess,education,andtrainingintheskillsrequired

    couldbenefitsubstantially.However,providersperceivethatthecoststodeploynextgenerationtechnologies

    maybe

    higher

    than

    potential

    profits

    and

    thus,

    those

    areas

    that

    lack

    broadband

    access

    will

    fall

    farther

    behind

    in

    economicdevelopment.

    Studiesshowthattechnologybasedbusinessessupportjobgrowth,andthus,thedeploymentofbroadbandto

    communitiesinruralareasisvitalforthestatesoveralleconomichealth.Anecdotalevidencesuggeststhatareas

    lackingbroadbandaccess,education,andskillsarethesameareaswhereunemploymentisthehighest.Forthis

    reason,persistenteffortsshouldbemadetoensureourcitizensareprovidedthenecessaryaccess,education,and

    trainingtorealizetheeconomic

    benefitsofbroadband particularly

    inourruralareas,andother

    communitiesthat

    are

    at

    the

    highest

    riskofbeingisolatedfrom

    economicprogress.

    provideskeyinformationon

    mapping,applicantresources,thevarioustypesofbroadbandfundingavailable,andupdatesonthelatest

    broadbandnews.Thesitewillsoonalsoincludebothatrackingandamappingapplication,allowingapplicantsto

    sharetheirintentionsandprovideanopportunitytodetermineiftherewaystoworktogetheronprojectsof

    mutualinterest.

    Legislation

    HouseBill1701designatestheDepartmentofInformationServices(DIS)asthedesignatedentitytoapplyfor

    federalfundingtomapbroadbandavailabilityinthestateofWashingtonforthenextfive(5)years.DISwillwork

    withvariouspublicsectororganizationstofacilitateand

    coordinatestatewidemappingactivities,aswellasthe

    developmentofabroadbandstrategy.

    TheDepartmentofInformationServices(DIS),ledbytheagencydirectorandstateCIO,

    providestechnologyleadershipforgovernmentorganizationsacrossWashington.DIS

    wasformedthroughtheconsolidationofthestate'sfourindependentdataprocessing

    andcommunications

    systems

    in

    1987.

    A

    cabinet

    level

    agency,

    DIS

    organized

    to

    provide

    leadership,policyandservicechoicesfortheuseofinformationtechnologywithinstate

    andlocalagencies,theeducationsector,tribalgovernments,andqualifyingnonprofit

    groups.

    AboutWashington'sNextGenerationNetwork(NGN)

    WashingtonsNextGenerationNetwork(NGN)isastatewidebroadbandtransportnetworkdesignedtoaddress

    thediverseneedsofWashingtonStategovernmentorganizations,includingstateagencies,cityandcounty

    governments,education

    institutions,

    tribal

    governments,

    and

    qualified

    non

    profits.

    Deployed

    in

    2007,

    the

    state

    of

    theartNGNleverageshighspeedfiberoptictechnologytoprovidereliable,costeffective,highspeed,high

    capacitynetworkconnectionstoavarietyoforganizations.TheNGNprovidesthehighspeedtransportandfiber

    opticbackbonesupportingnetworksservingvarioussectorswithinthestate:

    PublicGovernmentNetwork(PGN)makesonlinegovernmentservicesavailabletothepublic. IntergovernmentalNetwork(IGN)isusedbycustomerstosecurelyconnecttomanagedgateways,

    applications,andotheronlineendpointsownedbystateagencies,cities,andcounties.

    StateGovernmentNetwork(SGN)isthecommoncomputer

    networkusedbystateagencies.

    TheK20EducationNetworkdissolvesthegeographic

    boundariesoflearningby

    providingequalaccesstoworld

    classeducationalresourcesfor

    hundredsofeducational

    communitiessmallandlarge,

    ruralandurban,throughout

    WashingtonState.

    InMay2009,theGBACwasestablishedtoevaluateandmakerecommendationsregardingthecreationofa

    broadbandplanforthestateofWashingtoninthecontextoffederalfundingarisingfromtheAmericanRecovery

    andReinvestmentActof2009.Specifically,theGBACwasaskedtoadvisetheGovernoronthestatesuseof

    federalstimulus

    funding

    promote

    sustain

    broadband

    service

    availabilityanditsuseasanengineforeconomicdevelopment,job
