341A Locum superannuation The decision to put employer locum superannuation contributions into global sum means that either locums will have their prices forced down by 14%, or the employer GPs will have to meet the 14% out of a sum that vanishes after they have spent around £10k. The GPC is keen that GP employers should try to meet this cost, as the consequence would otherwise be that only locums who have no superannuation costs (i.e. those over 60) will be employable. Chairman of the GPC, Laurence Buckman has asked LMCs to send the following message to practices: “Please can I urge everyone reading this to pay their locums properly including superannuation and not to punish locums for this capricious nonsense delivered by government. All GPs are in this together and the least we can do is to make sure that we are seen to be fair to each other.” 341B James Heathcote is leaving LMC This month James Heathcote steps down from his role as Bromley LMC Secretary after more than 20 years of involvement with the LMC working on behalf of Bromley GPs. This month James Heathcote steps down from his role as Bromley LMC Secretary after more than 20 years of involvement with the LMC working on behalf of Bromley GPs. He will be missed very much, not just for his prodigious memory of what has been agreed with whom and when, but also for his wise counsel, level headedness and sense of fun. There will be a farewell lunch for him on Thursday 21 March in Bassetts House Boardroom from 12.30pm onwards and we hope many of you will be able to come and wish him well.

341D Revalidation Guidance

The GPC has produced guidance on revalidation to clarify the expected process and deal specifically with some of the practical questions that are arising as revalidation is implemented (see attached documentation)

341E Display Energy Certificates

The DH has confirmed that practices should show Display Energy Certificates and the BMA legal department has advised that the crux of whether a GP practice is required to display a DEC lies in all of the following being applicable to such a practice:

• it has a total floor area of over 500 square metres • it is an institution providing public service (which GPs do) • it is frequently visited by the public (which will be true for all GP practices)

Their opinion is that it would be for the occupier of the building, rather than the owner to arrange the DEC however, the position might be different if a PCT owns the building, rather than a private landlord, in which case they will probably be responsible for obtaining and paying for the DEC. The guidance states that where there is doubt over whether a DEC is needed, it is good practice to obtain one and you could be fined for not displaying the DECs if deemed to be in breach of the regulations.

Potentially, there is a benefit to having a DEC. They enable landlords and occupiers to see where energy could be saved. Reducing energy consumption will result in lower utility bill costs and will therefore save the NHS money in the long term (or a practice if it is not in fact claiming reimbursement for utilities charges). DECs and the accompanying advisory reports last for 10 years.

341F Getting in touch with Oxleas

Oxleas recently wrote to all GPs with information on how to refer to them when a patient is in crisis and a list of consultant contact details (including mobile numbers and email addresses). As some people say they have not received these we have included a copy in the attached documentation and we will ask the CCG to put them on the GP zone.

341G Managing Antipsychotics

GPs can ask Oxleas for a review of a patient on Antipsychotics if they feel this is needed and if the patient’s Care Home does not have a mental health careworker. Patients should be referred through the Oxleas duty desk in the normal way.

341H EMISweb and QOF

It has been suggested that changing to EMISweb has given some practices problems reaching QOF targets this year. If this applies to you please can you let the LMC know and give specifics about what issues it has caused you.

341I Prescription charges

From 1 April 2013, the prescription charges in England will increase from £7.65 to £7.85. The BMA continues to call for prescription charges to be scrapped in England in line with the policy in the devolved countries. Please note: there is no A&E on the Queen Mary’s Hospital site. If patients are sent directly to the Woodlands, this has significant risks for the patient’s physical health, particularly if they are intoxicated.
