Supplying water to the development site The proposed development can be supplied from the existing water network, mains pressure is expected to range between 2.8 and 3.4bar throughout the day. A mains connection is available from either the 600mm diameter DI or 14" diameter CI delivery mains. As this is the second phase of the development a bulk meter and by pass arrangement would not be required if there is connection to phase 1. For security of supply we strongly recommend the second connection. With regard to the 600mm and 14" diameter trunk mains it is important to inform the developer that these live water mains are located within the proposed development area; there isn't a formal easement agreement in place with the current landowner; however, the water main is lawfully retained in its existing position and the water supply undertaker is entitled to have the pipe remain so without any disturbance. The provisions of Section 159 of the Water Industry Act 1991 provides that the water supply undertaker may "inspect, maintain, adjust, repair or alter" the pipe. These rights are given to enable the water supply undertaker to perform its statutory duties. Any development of the land or any other action that unacceptably hindered the exercise of those rights would be unlawful.

Based on the information you have provided regarding the proposed development we have detailed below our assessment of the ability to supply water to the site. 1. To allow the water supply undertaker to perform its statutory duties in this instance no building or other obstruction should be located over or within a 12 metre wide strip in the vicinity of the 600mm diameter water main and similarly a 10 metre wide strip in the vicinity of the 14" diameter water main would be required. The proposal and/or proposed layout for the site may therefore be affected by the position of the water main. A developer may, where it is reasonable to do so, require the water supply undertaker to alter or remove a pipe where it is necessary to enable that person to carry out a proposed change of use of the land. This provision is contained in Section 185 of the Water Industry Act 1991, that also requires the developer to pay the full cost of carrying out the necessary works. If the water mains lie within proposed landscaped areas then YW would be prepared to accept free easements in order to maintain access to inspect and repair the pipelines. If new vehicular accesses are to be constructed to the development then the depth of the pipeline would have to be established by undertaking trial holes to determine the likelihood for vertical realignment of the main which would by carried out at the developer's expense. Similarly, if any highway improvements or realignment is proposed that might affect YW 225mm diameter HPPE main that is located in Doncaster Road, Hatfield then YW would be able to comment upon receipt of the appropriate NRSWA notices. It is the responsibility of the applicant/developer to determine the position of any apparatus that may be located within the proposal site.

2. Details of any mains reinforcement work or mains diversions There are no mains reinforcements or mains diversions required to supply this development.

3. Details of whether the development can be fed by gravity or will require pumps/ storage This development can be supplied by gravity.

This assessment is based upon the information available to Yorkshire Water at the present time. The requirements for mains reinforcement work may change between now and your application for a water supply where an application for increased demand on the local water network has been received from other new developments. I have attached a copy of our mains records local to the site. Please note that our records only show water mains and that individual service pipes and other privately owned apparatus are not shown. Caution should therefore be exercised when carrying out excavation works near to our apparatus. Dear Mr Melia, Land South Of Doncaster Road, Hatfield, ( Phase2) DN7 6AT - Pre-Planning Sewerage-Enquiry-Residential T406523 Thank you for your recent enquiry and remittance. Our official VAT receipt has been sent to you under separate cover. Please find enclosed a complimentary extract from the Statutory Sewer Map which indicates the recorded position of the public sewers. Please note that as of October 2011 and the private to public sewer transfer, there are many uncharted Yorkshire Water assets currently not shown on our records. The following comments reflect our view, with regard to the public sewer network only, based on a 'desk top' study of the site and are valid for a maximum period of twelve months: Groundwater Protection The development site is within groundwater Source Protection Zone I (Inner Catchment Zone), SPZ II (Outer Catchment Zone) and SPZ III (Total Catchment) for the Hatfield public water supply boreholes, as defined by the Environment Agency. The western extent of the site is immediately adjacent to the YW borehole compound. For information, the Environment Agency (EA) defines Zone 1 as the Inner Protection Zone, whereby a pollutant can travel to a borehole (utilised for water supply) within 50 days from any point within the zone. This applies at and below the water table. This zone has a minimum 50 metre protection radius around the borehole. These criteria are designed to protect against the transmission of toxic chemicals and water-borne disease. Zone II, the Outer Protection Zone, covers an area whereby a pollutant would take up to 400 days to travel to the borehole, or 25% of the total catchment area, whichever area is the biggest. This travel time is the minimum amount of time that the EA consider pollutants need to be diluted or dispersed by the time they reach the borehole. Zone III defines the total catchment area for the borehole. It is the part of the site within SPZ1 that gives rise to most concern. YWS require that additional protection measures are installed on new foul sewers, including pumping stations and manholes, within Source Protection Zone 1 (SPZ1) boundaries due to the high concentrations of contaminants present in foul sewage and the risk of contamination of the groundwater source. For information, the Environment Agency (EA) defines Zone 1 as the Inner Protection Zone, whereby a pollutant can travel to a borehole (utilised for water supply) within 50 days from any point within the zone. This applies at and below the water table. This zone has a minimum 50 metre protection radius around the borehole.

Zone III defines the total catchment area for the borehole. It is the part of the site within SPZ1 that gives rise to most concern. The drift deposits overlying the Sherwood Sandstone aquifer at this location are relatively thin (~5m) and comprise permeable sands and gravels. Drift of this thickness and type would offer the underlying Sherwood Sandstone aquifer little protection from pollutants infiltrating from the surface environment. Therefore any development of land close to the YWS boreholes would represent an increased risk to the public water supply.The main period of risk with such a development is the construction phase, during periods of ground disturbance, and increased risk of hydrocarbon pollution from plant vehicles on site. Post-construction, pollution risks arise mainly from drainage issues including run-off from car parking areas, the risk of hydrocarbon or chemical spillage to ground and foul and surface water drainage. Further risks may be posed depending on the specific development activities proposed and layout of the site. Surface water drainage plans must be agreed with both the EA and YW in order to protect the groundwater environment; soakaways are unlikely to be a viable option. YW would object to ANY development which falls within 50m of our public water supply boreholes. As noted in the condition above, sewerage should not be laid within this zone. Foul Water Development of the site should take place with separate systems for foul and surface water drainage. The separate systems should extend to the points of discharge to be agreed. Foul water domestic waste should discharge to the 225 mm diameter public combined water sewer recorded in Doncaster Road, at a point adjacent to the site. Due to the above mentioned groundwater comments, Yorkshire Water request that all foul drainage should have a secondary liner to to act as protection should the foul sewer become cracked/damaged, eg, Insituform CIPP. Surface Water The developer's attention is drawn to Requirement H3 of the Building Regulations 2000. This establishes a preferred hierarchy for surface water disposal. Consideration should firstly be given to discharge to soakaway, infiltration system and watercourse in that priority order. Sustainable Drainage Systems (SuDS), for example the use of soakaways/infiltration systems within any SPZ will only be acceptable for uncontaminated surface water arising from building roofs with continuous downpipes without any other inlets (eg, gullies etc, may be a suitable solution for surface water disposal appropriate in this situation. You are advised to seek comments on the suitability of SuDS in this instance from the appropriate authorities. It is understood that a watercourse is located to the south of the site. This appears to be the obvious place for surface water disposal (if SuDS are not viable). Please note further restrictions on surface water disposal from the site may be imposed by other parties. You are strongly advised to seek advice/comments from the Environment Agency/Land Drainage Authority/Internal Drainage Board, with regard to surface water disposal from the site. The disposal of surface water through the use of soakaways/infiltration systems within any SPZ will only be acceptable for uncontaminated surface water arising from building roofs with continuous downpipes without any other inlets (eg, gullies). Surface water arising from areas of hardstanding other than building roofs must be disposed of to surface water sewer within SPZ1 boundaries. Surface water from highways/drives must not be disposed to soakaway in SPZ1 zones.

As a last resort and subject to providing satisfactory evidence as to why the other methods of surface water disposal have been discounted, surface water may discharge to the 525 mm diameter public surface water sewer recorded in Ash Hill Road, at a point approximately 200 metres to the north of the site. The surface water discharge from the site to be restricted to not greater than 5 (five) litres/second. Other Observations Any new connection to an existing public sewer will require the prior approval of Yorkshire Water. You may obtain an application form from our website (www.yorkshirewater.com) or by telephoning 0345 120 84 82. An off-site foul and surface water sewer may be required which may be provided by the developer and considered for adoption under Section 104 of the Water Industry Act 1991. Please telephone 0345 120 84 82 for advice on sewer adoptions. Alternatively, the developer may in certain circumstances be able to requisition off-site sewers under Section 98 of the Water Industry Act 1991 for which an application must be made in writing. For further information, please telephone 0345 120 84 82. Prospectively adoptable sewers and pumping stations must be designed and constructed in accordance with the WRc publication "Sewers for Adoption - a design and construction guide for developers" 6th Edition as supplemented by Yorkshire Water's requirements, pursuant to an agreement under Section 104 of the Water Industry Act 1991. An application to enter into a Section 104 agreement must be made in writing prior to any works commencing on site. Please contact our Developer Services Team (telephone 0345 120 84 82) for further information. The public sewer network is for domestic sewage purposes. This generally means foul water for domestic purposes and, where a suitable surface water or combined sewer is available, surface water from the roofs of buildings together with surface water from paved areas of land appurtenant to those buildings. Land and highway drainage have no right of connection to the public sewer network. No land drainage to be connected/discharged to public sewer. As a last resort, highway drainage may be accepted under certain circumstances. If it can be demonstrated, through satisfactory evidence, that SUDS are not a viable option, there are no watercourses or highway drains available and if capacity is available within the public sewer network, highway drainage discharges to the public sewer network may be permitted. In this event, the developer may be required to enter into a formal agreement with Yorkshire Water Services under Section 115 Water Industry Act 1991 to discharge non-domestic flows into the public sewer network. All the above comments are based upon the information and records available at the present time. The information contained in this letter together with that shown on any extract from the Statutory Sewer Map that may be enclosed is believed to be correct and is supplied in good faith. Please note that capacity in the public sewer network is not reserved for specific future development. It is used up on a 'first come, first served' basis.
