FACULTY PRESENTATION

At the beginning, in 1999, the Faculty of Law of Rm. Vâlcea was authorized to operate temporarily for full time studies, in compliance with the Government Resolution 696/2000 for the amendment of the appendices 1 and 2 to the Government Resolution 535/1999 regarding the authorization for temporary operation or the accreditation of the majors within the private and state higher education institutions. (Official Gazette of Romania, part I, 397 of August 4, 2000, Appendix 28, b).

Later on, in 2008, the Faculty of Law in Rm. Vâlcea was accredited for the Specialization Law under the Government Resolution 922/20.08.2008 linked to appendices 1-4 amendment to the Government Resolution 635/2008 regarding the structures of the higher education institutions and the majors of the academic study programmes, accredited or authorized to temporarily operate (Official Gazette of Romania, part I, 634 on 02.09.2008) and reconfirmed later by subsequent normative acts (the latest is the GR 707/18.07.2012).

To implement the stipulations of Act 288/2004 regarding the organization of the academic studies, with its further amendments and additions, and of the Government Resolution 916/2005 (The Official Gazette of Romania, part I, 766 on August 23, 2005), as well as the principles included in the Bologna Charter, with Spiru Haret University as one of the signatories, the Faculty of Law and Public Administration in Rm. Vâlcea within Spiru Haret University adopted the new structure of the study cycles for the higher education law courses (bachelor, master, PhD) starting with the 2005-2006 academic year. Currently, the curricula allow the provision of the 4-year law studies, for Law Specialization in full time courses (240 credits).

Since its beginning, the Faculty is located at 22 G-ral Praporgescu, Rm. Valcea, where the building has lecture halls, seminar rooms and computer labs.

Similarly, the Faculty library provides the students with over 5,000 volumes, as well as related national and international publications, two reading halls equipped with computers and

internet access. All students can purchase the printed courses at a 30% discount from the market value.

TEACHING ACTIVITY

The teaching activity is permanently focused on values, creativity, and dissemination of the fundamental knowledge. The practice of sound knowledge is based on competences and practical abilities that are useful in such profession and for the society. The aim is to have a full and harmonious evolution of human individuality, to assume a system of values that is able to contribute to the personal fulfilment, to the development of the entrepreneurial spirit, an active participation in the life of the community and the society, to success in competition for the insertion into the labour market.

The admission into the Faculty of Law and Public Administration in Rm. Vâlcea is organized for every cycle and programme of academic studies, in order to assess the knowledge and cognitive abilities, in compliance with the law, of the high school graduates holding a baccalaureate diploma.

The Faculty approves admission and matriculates an approved number of students, for whom optimum conditions are provided in terms of the academic life, social services and life, according to the legal stipulations. Upon the admission to the faculty, a contract of study is signed between the institution and the student, which sets forth the duties and rights of the parties involved. The admission process is carried out by the Admission Boards. The academia aims to train students in compliance with the current and future exigencies of the progress in the Romanian society. While assuming the mission of education and research, oriented towards values and creativity, the teachers design their activity looking to the future and focusing onto their students, in the sense that they provide the youth with the chance of top instruction, so as to allow the capitalization of their skills and natural abilities; thus, they achieve a dynamic higher education, capable to integrate

into the curricula and syllabuses the latest legal regulations that will give the opportunity to the future graduates to improve their specialty training and all round education. At the same time, the purpose is to educate them in a spirit of dignity, tolerance and respect for the human fundamental rights and freedom.

The lectures and seminars bring a wide variety of methods in teaching, training and assessing students work, all adjusted to the needs of the students. The Faculty has an Internet network meant for instruction, self-assessment and assessment of knowledge at high quality standards.

The main training resources are as follows: · the printed courses and · the Blackboard platform which allows the online teaching activity, the organization and computer-based assessment of the students. The Faculty academia targets to increase quality in the knowledge of the students via the assessment process. The exams and assessment tests are written, oral or computer-based, on the Blackboard e-learning platform.

The development of quality culture in education is achieved by the bachelor study programmes that fully comply with the quality standards and provide the graduates with real opportunities in the labour market.

The bachelor studies have adopted the ECTS system and ask for certain field experience or practicum. This activity relies on the institutional partnership, in compliance with the legislation.

RESEARCH ACTIVITY The Faculty of Law and Public Administration of Rm.

Vâlcea carries out constant activities of research, in line with the multiannual strategy and its own Research Plan.

Our Faculty staffs have a permanent responsibility and orientation to improve its scientific knowledge. Therefore, the Research Centre is a top priority on their agenda, besides teaching. The research findings are made known by their publication in papers, courses, monographs, lecture notes, articles and participation in various conventions, national and international events, organized and hosted by Spiru Haret University as well as by other entities in the country and abroad.

The permanent concern of the academia is visible in updated

and high quality teaching materials, in the participation in various and reference events. The quality of our teaching materials is confirmed by their full reception and endorsement during scientific meetings at other higher education institutions, thus confirming the superior level of training of our academia and their merits.

In line with the tradition of the previous years, the Faculty has renewed or continued – on an annual basis – the partnership via protocols with institutions involved in legal activity within or neighbouring the county of Valcea; thus, students are given the opportunity to acquire extensive field experience and also take part in meetings for knowledge exchange between the academia and specialists in the related areas of expertise.

To this purpose, we mention the protocols concluded with the Court of Law of Valcea, Courthouse of Rm. Valcea, County Board of Valcea, the Institution of the Valcea Prefect, General Directorate of Public Finances in Valcea, City Hall of Rm. Valcea Municipality, Land Registry Office of Valcea, Probation department with the Court of Law of Valcea, the Bar Association of Valcea, the ‚Antim Ivireanul’ County Library in Valcea. The officials of the institutions mentioned above are invited to events organized by the Faculty, and the Faculty representatives are a constant presence at the meetings of these institutions.

The Faculty of Law and Public Administration of Rm.Valcea

and the Research Centre have invited partners in the legal and

administrative areas and became involved in staging events, both as hosts and as active participants, by presenting papers and dissertations.

It is worthwhile mentioning here the Association for Legal Studies of Valcea, the County Foundation for Youth of Valcea, and the National Institute for Professional Training and Advancement of Attorneys, etc.

As for its calendar, the Faculty organizes at least one scientific event per year, which enjoys a high attendance from the theoreticians and practitioners in the areas of law and administration. The papers presented here are published in special volumes.

Students are encouraged to actively take part in such events, thus providing them with the opportunity to distinguish themselves and become familiar with the strictness of this line of business. To this end, the students benefit from a close and constant supervision from the academia and are exempt from paying any registration fees.

Along with the events above, the Faculty and the Research Centre organizes, with their partners, round tables, symposiums, workshops.

The academic staff the Faculty of Law and Public Administration of Rm. Valcea are closely considering their professional training and scientific activity, thus they attend on a regular basis refreshment courses, PhD studies. These courses are completed by valuable papers, mostly published by mainstream publishing houses. It is a real pleasure to mention that all teachers have or are attending PhD courses and many of them have a second degree.

The teaching body of the Faculty is involved in research activity within grants, research contracts and projects that benefit from financing from structural funds or from the business environment, in an attempt to involve the students in diversified activities that will provide them with worthy experience for their professional training, both theoretical and practical.

RESEARCH CENTRE

The Faculty of Law and Public Administration of Rm.Valcea features the Centre for Fundamental and Applicative Research in Law. Its main activity object is the fundamental and applicative research in law, aiming to develop multi-disciplinary research, of legal, administrative sciences and others. The Centre carries out the following activities: studies and fundamental research, applicative research, services, continuing professional education for adults, training and advancement, consultancy, information – documentation in the field of economics and related, in compliance with the scientific competence and development trends in science. The research activity can be financed or co-financed by a third party, The Centre organizes conferences, workshops, seminars, conventions and others that will help make its research findings and expertise known to concerned people.

Thanks to its activity, the Centre advocates for the inter-academic and international cooperation, mainly for the programmes of European integration. To this purpose, the Centre supports the participation in international conferences and seminars. The Centre finds itself in a partnership relation with similar centres in the country and abroad. The research findings are also disseminated to the other universities in Romania.

EDUCATIONAL EFFICIENCY The educational efficiency of the Faculty of Law and Public Administration of Rm. Valcea is the best reflected in the percentage of the graduates entering the labour market.

In the current economic context, when employment proves to be an important asset, a reason for satisfaction is that a large number of our graduates managed to join this market, most of them in their line of expertise.

A significant number of the graduates of our Faculty have decided to take also exams for freelancing jobs, such as attorney, notary public or legal executor, as well as in others, like legal advisor, court clerk, city hall registrar, civil service clerk at local administration, etc.

Moreover, while considering the high difficulty of the admission into the magistracy organized by the National Institute of Magistracy, we mention that a large number of our graduates pass it with excellent grades.

According to our data, over 65% of our graduates of the last three classes of the Law study programme are employed in their line of expertise.

Secondly, the educational efficiency of the Faculty is visible in the high degree of professionalism of our academia, as well as in the logistics in our institution. Both of them facilitate a successful mixture between the modern and traditional teaching and learning styles, to the extent that the educational process becomes attractive for the students.

PROSPECTS The Faculty of Law and Public Administration of Rm. Valcea carries out a permanent monitoring upon the needs in the local and national labour market and on the European competences, so as the graduates of our study programmes are a perfect match to the respective needs and requirements. To this purpose, the Career Guidance Centre performs studies concerning the efficiency of the educational activities taking place in our Faculty, in order to be able to make recommendations to the Department of Law of Rm. Valcea for the steady improvement of the study programmes, always in sync with the labour market needs.

Similarly, based on the Faculty’s strategy of developing and improving the study programmes, the major changes in society are being paid attention to, the opportunities are identified and estimations and forecasting is made for the future.

To this purpose, the Faculty already intends to initiate new study programmes, which will consider new professions in the Code of Professions in Romania.

In the same context, the improvement of the current study programmes represents an invariant concern of all the entities within the Faculty. The experience acquired so far by our teaching body from their didactic and practical activity is a pledge that the level of the educational process matches the national and European standards.

Updated information is annually added to the courses, in line with the latest legislation amendments and with practical issues in the legal or administrative sciences. For a better dissemination of knowledge, modern systems are being used on a large scale: computers, OHP, video projector, polycom system, internet, etc. To have similar number of students, the Faculty will provide activities of promoting the benefits that our graduates enjoy, by meetings with senior high school students, as well as with people interested to improve professionally, by passing around information by mass-media means, brochures, fliers, internet or advice on the Faculty site.
