2. Recommendation for Selection of the One Stop Operator (OSO)
On 6/17/19 CSBD released a Request for Quotes for the OSO. We received three (3) proposals. A review committee composed of Board and One Stop Services members met to review, rate, and rank the proposals. Consideration to award the contract to the #1 ranked proposer, Workforce Guidance Associates, LLC with a budget not to exceed $55,765. 3. Additional Courses for Existing ITA Provider – McFatter Technical College
Consideration to approve existing training provider McFatter Technical College applications to add 1) Electricity and 2) Professional Culinary Arts & Hospitality programs to the Workforce Innovation and Opportunity Act Individual Training Account (ITA) list and 3) Forklift Certification course to the Welfare Transition Program ITA list. CareerSource Broward (CSBD) reviewed the applications for completeness and to ensure that Board mandated criteria are met. 4. Registered Apprenticeship Upgrade OJT contract with Advanced Roofing
Consideration to approve an upgrade On-the-Job Training (OJT) contract and/or a separate IWT contract, if some of the 10 must be served as incumbent workers with Advanced Roofing for up to $137,280. Advanced Roofing has requested an OJT contract with CSBD to train ten (10) employees as part of their registered apprenticeship program for roofing. The funding will be used to pay a portion of the employees’ wages while in training. Each employee will receive up to one thousand forty (1,040) hours of training where they will advance in construction careers earning average wages of $17 per hour. Because Kevin Kornahrens, is a Board member and employed by Advanced Roofing this recommendation must be approved by a 2/3 vote of the members present with an established quorum at the Board meeting. REPORTS
1. Janitorial Services
In January 2019, in accordance with our procurement process, CSBD reported that we would give the lowest bidder for janitorial services for our Administrative Offices, a three month trial for an annual cost of $55,080. We extended the trial through June and prior to returning to the Board for contract approval, we resurveyed the market to obtain additional quotes. We received a lower priced vendor of $42,240 for a comparable array of services. We have entered into a one year contract and are reporting this contract for Janitorial Services to the Board. Because it is a single purchase of over $10, 000, a report is required to the CSBD governing boards.

2. Employer Services Infograph May - July 2019
CSBD hosted 55 mass recruitment events for employers seeking to fill over 900 vacant positions. Also through the industry intermediaries, CSBD posted 78 available jobs for employers in Broward’s targeted industries during this time period. 2. Renewal of Audit Contract with Anthony Brunson P.A.
Consideration to renew the contract for an organization wide audit with Anthony Brunson, P.A, at a cost of $29,000 the same fee paid last year. CSBD was satisfied with their work. As the Audit Committee meets directly prior to the Executive meeting, the recommendations will be presented at the Executive meeting. Mason Jackson stated the cost is the same as last year. He noted this was approved at the Audit committee meeting.
On a motion made by Michael Carn and seconded by Frank Horkey the Executive Committee unanimously approved the renewal of Audit Contract with Anthony Brunson P.A.
3. Renewal of the Contract with Taylor Hall Miller Parker, PA
Consideration to renew the contract for program monitoring with Taylor Hall Miller Parker, PA at a cost of $28,000 per visit for a total of $84,000 for 3 visits a year. This is an increase of $500 per visit over last year. CSBD was satisfied with the work performed last year. As the Audit Committee meets directly prior to the Executive meeting, the recommendations will be presented at the Executive meeting. Mason Jackson stated this is an increase of $500 per visit totaling $1,500 for the year. He noted this was approved at the Audit committee meeting.
On a motion made by Frank Horkey and seconded by Gary Arenson the Executive Committee unanimously approved the renewal of the contract with Taylor Hall Miller Parker, PA.
4. Renew the Contract with Cherry Bekaert LLP
Consideration to renew the contract for fiscal monitoring with Cherry Bekaert LLP, at a cost of $22,500 per visit for a total of $67,500 for 3 visits a year. This is the same cost as last year. CSBD was satisfied with the work performed last year. As the Audit Committee meets directly prior to the Executive meeting, the recommendations will be presented at the Executive meeting.
On a motion made by Michael Carn and seconded by Gary Arenson the Executive Committee unanimously approved the renewal of the contract with Cherry Bekaert LLP.
5. New Courses For Existing Individual Training Account Provider – Broward College (BC)
Consideration to approve Broward College’s (BC) application to add its 1) Avionics Certificate program and 2) Supply Chain Management Bachelor’s degree program to the Individual Training Account (ITA) list. CSBD reviewed the applications for completeness and to ensure Board mandated criteria were met for the training programs and related occupational titles. Because Dr. Mildred Coyne is a Board member and is employed by BC State rules require the governing boards approve this item by a 2/3 vote of the established quorum, after a conflict has been declared at the Board meeting. Approved at the 7/2 One Stop Services Committee meeting.

6. New Course For Existing ITA Provider – Florida Atlantic University (FAU)
Consideration to approve Florida Atlantic University’s (FAU) application to add its Project Management Professional (PMP) Exam Preparation course at their Davie Campus to the Customer ITA list. CSBD reviewed the application for completeness and to ensure that Board mandated criteria is met for the training program and related occupational title. Approved at the 7/2 One Stop Services Committee meeting.
Mason Jackson stated this course is in demand. On a motion made by Michael Carn and seconded by Gary Arenson the Executive Committee unanimously approved the new course for existing ITA provider FAU.
7. Addition of New Course for Existing ITA Provider – Concorde Career Institute
Consideration to approve Concorde Career Institute’s application to add its Pharmacy Technician training program to the Customer ITA list. CSBD reviewed the application for completeness and to ensure that Board mandated criteria is met for the training program and related occupational title. Approved at the 7/2 One Stop Services Committee meeting.
Frank Horkey inquired if the programs are offered at different campuses will they need to be approved separately. Carol Hylton responded yes.
On a motion made by Frank Horkey and seconded by Gary Arenson the Executive Committee unanimously approved the addition of new course for existing ITA provider Concorde Career Institute.
REPORTS
1. General Fund Balance
As of 5/31/19 the current General Fund balance is $572,597. Since 12/31/18, we have realized gross revenues of $229,712 and have had expenditures of $306,735 for costs related to the completion of the renovation of the new building, Ticket to Work staff, and food and beverage expense. Mason Jackson stated that the general fund was discussed at the Audit Committee. He further noted that we are continuing to earn money from the ticket to work program. Frank Horkey added that at the Audit committee they discussed that the building costs will go down and money will be added back to revenues. Mason Jackson responded that we still need to add additional trees and possibly adjusting the signage in the front of the building so it is easier to see when driving.

2. Cherry Bekaert LLP Fiscal Monitoring Report #3 PY 17-18 Issued 12/2018
Cherry Bekaert LLP conducted fiscal monitoring for the period 4/1/18 through 6/30/18. Monitoring was issued December 2018. There were 0 findings and 2 observations. One of the observations cited the bus pass support logs because the bus pass numbers were out of sequence. This took some time to research. It was determined that there were 2 logs maintained for different programs by 2 different staff. Each entering their distribution sequentially. Together the 2 logs accounted for all bus passes and were sequential. The other observation was corrected. Cherry Bekaert reviewed a total of 818 elements during the review and CSBD achieved a zero error rate for the period.
Mason Jackson stated there were no findings and we had a few observations. He noted that an example of an observation was a lack of signature.
3. Cherry Bekaert LLP Fiscal Monitoring Report #1 PY 18-19 Issued 5/2019
Cherry Bekaert LLP conducted fiscal monitoring for the period 10/1/18 through 12/31/18. There were 0 findings and 0 observations. Cherry Bekaert reviewed a total of 680 elements during the review and CSBD achieved a zero error rate for the period.
4. Taylor Hall Miller Parker (THMP), PA, Program Monitoring Report #1 8/18 – 11/18
The THMP program monitoring report for the period 8/1/18 through 11/8/18 and cited 5 findings and 26 observations. They reviewed a total of 175 files consisting of 5,155 elements. The findings equate to an error rate of about .097%. All findings and observations were corrected except where cases were closed. Mason Jackson stated that we had 5 findings with over 5,000 elements that were reviewed. One of the findings was due to limitations of the system we were using. It did not allow us to track actual hours that participants were spending on their online training courses.
5. State DEO Program Monitoring Report 12/2018
The Florida Department of Economic Opportunity (DEO) issued their Program Monitoring Report for the period covering 1/1/17 – 12/3/17, on 12/12/18. DEO identified 8 findings and 7 “non-compliance” issues, which could be a finding in the future if not corrected and 1 observation. CSBD was informed that their Corrective Action Plan was accepted on April 18, 2019.
Mason Jackson stated that our error rates are extremely low. Carol Hylton stated that out of the 261 files consisting of 9,255 elements that were reviewed, the findings were nominal. The findings equate to an error rate of about .16%. The participants were using a software program called Alison. The program was unable to provide a record of their actual hours spent on their online training courses. We updated the software to Florida ready to work. This new software will allow us to track their hours spent on the training courses.
Frank Horkey asked if we can add the elements to #5 even though it was in the backup for the BWDB meeting. Carol Hylton responded yes.

6. Professional Placement Network Project Plan
The Professional Placement Network (PPN) workshop is all about helping jobseekers become employed in their next right job. We teach the things jobseekers must do, things they must say, things they must prepare, and finally the things they must be to become successful in their job search. The Plan addresses how the content is validated and refreshed. Reviewed at the 7/2 One Stop Services Committee meeting. Mason Jackson stated that we are sharing with you our new project plan for the PPN workshop. Things are changing all the time in the workforce and we want to make sure that we are current with our data and on the cutting edge. The information we gather will be useful throughout all of our workshops. Frank Horkey mentioned that the PPN class is the class he hears the most out in the community. Michael Carn inquired if we can have an alumni group photo and some testimonials placed on our website. Mason Jackson responded yes.
7. Update on Services to Special Populations The Workforce Innovation and Opportunity (WIOA) has a focus on helping low-income and disadvantaged populations. CSBD has always targeted special populations to serve in order to assist them in being self-sufficient. This memo provides an update to the One-Stop Services Committee on CSBDs commitment to serving Special Populations. Reviewed at the 7/2 One Stop Services Committee meeting.
8. Outreach to Distressed Communities As you may recall CSBD is increasing awareness of our services in the targeted distressed communities to educate them on our services such as the WIOA scholarship, employability workshops, and job placement assistance. To highlight our deliverables and community involvement efforts we created an info-graph that presents a visual summary of the key achievements of this initiative. Reviewed at the 7/2 One Stop Services Committee meeting. Mason Jackson stated that this is a big effort in the community with the help from the Greater Fort Lauderdale Alliance, Broward College and the Urban League. This report will provide information on ex-offenders, disabled persons veterans or disabled veterans. Frank Horkey indicated that this report covers everything and looks great. Pam Sands mentioned that this is a continuation from Broward College’s Broward UP. She further noted that the report was informative. Mason Jackson stated that we will modify the memo to bring together Broward College’s Broward UP for the BWDB meeting.

9. Motivational Interviewing Techniques for Staff
Last fall we brought in a workforce development and human services consulting firm to teach staff customer focused approaches, evidence based motivational interviewing techniques and ways to improve engagement and participation. This is an update on how since then we continue to improve and implement change in this area to better engage customers as we assist them with employment services. Reviewed at the 7/2 One Stop Services Committee meeting. Mason Jackson stated that this was part of our effort working with the Homeless Continuum of Care Board. We are preparing ourselves for when the homeless are sent over to our One Stop for services. We have found that three homeless assistance centers are using motivational interviewing techniques. We have brought in a human services consulting firm to teach our staff the same techniques as the homeless assistance centers. Our consultant is going to come back and engage us on our performance.
Michael Carn inquired if we have completed any test runs with people. Mason Jackson responded yes, we have had practice runs and we include our quality assurance person sit in the room to make sure we are engaging with our customer.
10. Presentation to the Board
There will be two presentations at the upcoming Board meeting. 1) Florida National University will conduct a presentation and be available to address several Board concerns and 2) Bob Swindell, President and CEO, of the Greater Fort Lauderdale Alliance will provide a presentation on better wages and better jobs as requested by the Board.
Mason Jackson advised that FNU will be at our July BWDB meeting to address any of the boards concerns. He further noted that per the board’s request, Bob Swindell with the Greater Fort Lauderdale Alliance will be presenting on better wages and better jobs.
Frank Horkey inquired if FNU 1) offers courses in Miami 2) is accredited and 3) is are on our list. Carol Hylton responded that yes, they have courses in Miami, they are accredited and they are currently one of our providers.
MATTERS FROM THE EXECUTIVE COMMITTEE
Frank Horkey mentioned that he brought in staff from the Broward Education Foundation to meet with Mason Jackson to collaborate with the Brace advisors to get the word out that college isn’t for everyone.
Pam Sands mentioned that Ron Painter, NAWB CEO will be presenting at Kelly Services Global Supplier FORUM. Frank Horkey mentioned that the new TV’s have made a big different with the presentations. He further thanks CSBD for having great presentations.

Memorandum #03 – 19 (Exec) To: Executive Committee From: Mason Jackson, President/CEO Subject: Membership Renewals Date: September 4, 2019 SUMMARY There are two members of the Broward Workforce Development Board, Inc. (BWDB) whose terms expired in September 2019 and who are eligible for renewal. They are 1) Dr. Mildred Coyne of Broward College and 2) Cynthia Gaber of Department of Vocational Rehabilitation. It is recommended that all the above members be renewed through September 2021. BACKGROUND As per the BWDB by-laws, members serve a two-year term beginning with the date of their appointment. There is no limit to the number of terms that a member can serve. The by-laws state that once a member is appointed, even if their term of office has expired, the member shall continue to serve as a Board member until they resign, they are reappointed or a new member is selected to fill the position. CareerSource Broward (CSBD) Council of Elected officials appoint board members by a vote of the Council following a recommendation from the BWDB. Historically, the Organizational Resources Committee considerers attendance at Board meetings and participation in other BWDB activities when making renewal recommendations. However, at the 5/23 BWDB meeting, the Board and the elected officials unanimously approved combining the Organizational Resources and Executive Committee as both committees are comprised with the same members. DISCUSSION Membership Renewals The by-laws allow for members to be removed from the Board after three consecutive unexcused absences. From July 2018 through June 2019 there were a total of 10 meetings including the annual planning session in December 2018. The table below provides additional information and attendance information regarding the BWDB members recommended for re-appointment.

Memorandum #03 – 19 (OPS) To: Executive Committee From: Mason Jackson, President/CEO Subject: Request for Quotations (RFQ) for a One-Stop Operator Date: August 12, 2019 SUMMARY A Review Committee comprised of six Broward Workforce Development Board, Inc. (Board) members, and a member of the One Stop Services Committee met on 8/9/19 to evaluate the three quotes received in response to the CareerSource Broward (CSBD) Request for Quotations (RFQ) for One-Stop Operator. Workforce Guidance Associates, LLC. was ranked #1 and is recommended for funding. The proposed budget is up to $55,765.00 subject to negotiation. The contract will be for one (1) year with two (2) yearly renewals for a total of three (3) years. BACKGROUND At the March 2017 Board and CSBD Council of Elected Official meeting, the action item was approved to award the contract to Human Capital, LLC., a Tampa-based company. Unfortunately, the One-Stop Operator informed us that she could not continue due to personal reasons. Therefore CSBD released a new RFQ on 6/17/19 with responses due on 7/15/19. A notice was placed in three newspapers; the Sun-Sentinel, Westside Gazette, Daily Business Review and also posted on the CSBD website. The RFQ provided an overview of the expectations and deliverables for the One-Stop Operator and requested interested parties to respond by addressing how they planned to meet those deliverables along with a price quote. DISCUSSION On 07/15/19, CSBD received three (3) proposals from 1) Workforce Guidance Associates, LLC 2) Education Management and Services FL, LLC and 3) A New Start: Financial & Social Services. The proposals were distributed to the Review Committee for the One-Stop Operator. The Review Committee met on 8/9/19 and consisted of Board Chair, Dr. Lisa Knowles, former Board Chairs, Gary Arenson, Dr. Ben Chen, Frank Horkey, and Michael Carn, Board Member and One Stop Services Committee Co-Chair Gina Alexis and One-Stop Services committee member, Audrey Ljung. The meeting began with an orientation to CSBD’s review process and an explanation of the rating form, which was based upon the RFQ elements. Dr Lisa Knowles, Board Chair was selected to serve as the Chair of the Review Committee.

The entities which had submitted proposals were invited to appear to present their proposals at the Review Committee meeting.
The Committee then rated and ranked each proposal. The chart below is the ranking of the three proposals for One-Stop Operator. Based upon the rankings the Review Committee unanimously ranked Workforce Guidance Associates, LLC #1.

The One-Stop Operator will be Nadine Gregoire-Jackson. She previously worked as the One-Stop Senior Program Manager and knows WIOA and the local system very well. The contract will be for one (1) year with two (2) yearly renewals for a total of three (3) years.
RECOMMENDATION
To approve the recommendations to award the contract for the one-stop operator to 1) Workforce Guidance Associates, LLC and 2) that the budget for the contract be up to$55,765.00 subject to negotiation and based on CSBD need. Additionally, all occupational training must prepare students for in demand occupations appearing on the Targeted Occupations List (TOL) and meet the Board established criteria. This includes licensure, accreditation, and issuance of an industry recognized credential, and reporting to the Florida Education and Training Placement Information Program (FETPIP). All of our current eligible training providers meet these criteria. The Board also approved adding schools and training programs to the Eligible Training Provider List that will be available only to our WTP participants. While the training will not result in the wage we require for our WIOA participants, there is no wage requirement for WTP participants and it will provide a stepping stone in a career path which can lead to self-sufficiency. DISCUSSION MTC an existing CSBD training provider submitted applications to add 1) Electricity and 2) Professional Culinary Arts & Hospitality programs to the WIOA ITA list and 3) Forklift Certification course to the WTP ITA list. MTC is accredited by the Council on Occupational Education, which is an entity approved by the U.S. Department of Education, and submits data reports to FETPIP. The Electricity program provides training in electricity for residential, commercial, and industrial systems. The electricity program includes the OSHA 10-Hour Construction training certification. This program also prepares students for employment opportunities as journeyman under the

supervision of licensed electricians and with successful testing; the completion of this program may also be used as a substitute for the first year of an Electrical Apprenticeship program. At this entry point into the field, hourly pay wages typically start at $15.35 which is above the $12.59 required by the TOL. The Professional and Culinary Arts program prepares students for employment opportunities as pastry, restaurant, and hotel and resort cooks and head chefs. This program prepares students for the ServSafe certification examination and pay entry wages $15.00 per hour which is above the $12.59 required by the TOL. The Forklift Certification program maps to the in-demand occupation of Industrial Truck and Tractor Operators and will be offered only to WTP customers. Positions requiring this credential pay entry wages of $11.80 and within the last 90 days had over 100 vacancies locally. In addition, the Forklift certification program will provide WTP customers with a three (3) year OSHA certification in the field. A cross-functional CSBD review team comprised of staff from Operations, Management Information Systems, Finance and Quality Assurance evaluated the applications. The committee has determined that all Board mandated criteria have been met for the training programs and related occupational titles. SUMMARY Advanced Roofing has requested an Upgrade On-the-Job Training (OJT) contract with CareerSource Broward (CSBD) to train up to ten (10) employees participating in their registered apprenticeship program. While we do not know the WIOA eligibility status of the employees to be trained at this point, it is anticipated that we will use WIOA adult or incumbent worker (IWT) funds for the training.
It is recommended that Advanced Roofing be awarded an Upgrade OJT contract for up to 10 employees in the amount of $137,280 or a separate IWT contract if some of the 10 must be served as incumbent workers. The contract will be for 6 months (1,040 hours) allowing participants to reach a training benchmark in the roofing apprenticeship. The contract will be funded from funds set aside for training in the CSBD PY 19-20 budget.
BWDB member Kevin Kornahrens, is employed by Advanced Roofing therefore this recommendation must be approved by a 2/3 vote of the members present with an established quorum at the Board meeting.
BACKGROUND The Workforce Innovation and Opportunity Act expands the potential for utilizing OJT to support registered apprenticeship by allowing workforce boards to contract for upgrade OJT and to reimburse employers a portion of the apprentices’ wages during the training. We can also meet the training needs under IWT, if some of the 10 don’t meet the criteria for WIOA Adult. IWT would need a separate agreement.

Employees will receive training in roofing, including handling asphalt equipment, detail sheet metal fabrication and installation. If approved the contract will start in October and is projected to end in April.
The funding will be used to pay a portion of the employees’ wages while in training. Each employee will receive up to one thousand forty (1,040) hours of training where they will advance in construction careers in demand occupations for Broward County earning average wages of $17 per hour.

These occupations pay entry wages of around $17.69 and $27.05 per hour, which is above the minimum entry wage of $12.59 for the PY 19-20 TOL.

BACKGROUND

Additionally, all occupational training must prepare students for in demand occupations appearing on the Targeted Occupations List (TOL) and meet the Board established criteria. This includes licensure, accreditation, and issuance of an industry recognized credential, and reporting to the Florida Education and Training Placement Information Program (FETPIP). All of our current eligible training providers meet these criteria.
DISCUSSION
For the past 12 years, AAA School of Dental Assisting has been a training provider for CareerSource Central Florida. We spoke to CareerSource Central Florida staff and they confirmed AAA School of Dental Assisting training-related placement rate for the course is 90% for Central Florida.
In March of 2018 the school opened a new campus in Broward located at 2227 SW 2nd, Street in Pompano Beach. AAA School of Dental Assisting is licensed by the State’s Department of Education, Commission on Independent Education and is approved by the Florida State Board of Dentistry to provide their Entry Level Dental Assisting with Expanded Functions & Radiology program to the ITA list.
The provider does not currently submit reports to FETPIP but understands and commits to submitting FETPIP data going forward. Because AAA School of Dental Assisting will be a new provider they will be under initial eligibility status with CSBD and we will also limit enrollment of customers to 10 in the training program until performance can be established for our customers.

The training program maps to both the Dental Assistant and Radiologic Technologist occupational titles on the current Targeted Occupations List (TOL). These titles pay entry wages of $14.60 and $19.65 per hour, respectively.
A cross-functional CSBD review team comprised of staff from Operations, Management Information Systems, Finance and Quality Assurance evaluated the application. The committee has determined that all Board mandated criteria have been met for the training program and related occupational title and recommends the new provider and the Entry Level Dental Assisting with Expanded Functions & Radiology training program be added to the ITA List.
