The state of Minnesota is teetering on
he edge of a potential government shut-
own. What will happen if the state gov-
rnment shuts down?
Many of you may recall the Minnesota
artial shutdown in 2005. After the shut-
own counties were reimbursed for expen-
itures during the nine day shutdown.
his year counties doubt they will receive
he same help.
At a recent Minnesota Counties district
meeting, commissioner Randy Neumann,
long with commissioner Gerry Ruda,
ommented it was unlikely there would be
any reimbursement. The state and feder-
al government are broke. We cant spend
our reserves down to support state pro-
grams, said Neumann.
Ruda commented, in reference to the
Association of Minnesota Counties meet-ing when counties were notified they
shouldnt expect state reimbursement, I
get very, very frustrated with having to
pick up the pieces of a system thats bro-
ken in St. Paul.
WHAT DOES THIS MEAN TO
BROWERVILLE CITIZENS?
How would a government shutdown
effect the city of Browerville? Nobody
knows for certain what will happen, but
the city is well prepared for all possible
outcomes. There are many ifs in this
kinds of situation.
One of the biggest things that will be
affected is the local government aid or the
LGA. The LGA helps keep taxes down in
the city and organizes state money to beset aside.
Each year the city receives $206,600 in
LGA which is received in halves, one pay-
ment in December, and one in July. If the
government does not sort out this budget
deal before July 1st, the July LGA pay-
ment may be delayed. If the July payment
of $103,300, which funds public works
such as cleaning streets and mowing the
grass, is delayed the city may have to bor-
row internally from one fund to another.
The city is well prepared if the gov-
ernment officials do not sort things outand a shutdown occurs. We will be okay. It
creates more of an annoyance then any-
thing, said Lynn Fabro, the Browerville
City Administrator. I believe that the
possible shutdown would affect individual
residents interactions more then it would
the city.
Browerville would also be effected in
smaller ways, such as licensing certain
businesses. It would also be effected if
something goes wrong, or problems arise
without warning, but that would effect
any community. Another way a govern-
ment shutdown would effect the city is if
payroll taxes reporting is shut down with-
out notification.
How would a government shutdowneffect Browerville Schools? Being asked
this question, Bob Schaefer, superintend-
ent of the Browerville Public School, stat-
ed, At this point and time, we cannot tell
for certain what effect a government shut-
down would have on our school. We need
to wait until we have more information to
determine how it will affect us.
However, a government shutdown
would affect the school. Patrick Sutief,
Dean of Students, commented A govern-
ment shutdown shouldnt impact the
school in any harmful way. A shutdownwould only effect the school slightly.
The biggest problem that could occur
from a shutdown would be delay of con-
tact with the Department of Education.
Another problem would be teaching
license renewal if teachers need to renew
their license during a shutdown. The
shutdown would also effect former stu-
dents seeking financial aid for college
because they plan on reducing or shutting
down the programs.
In preparation for a possible shutdown
the school moved the grad retesting from
July 5th through 13th to June 27th
through 30th. As for the school, the office
will stay open and school will begin at the
same time in the fall.Paula Becker, Principal of Christ the

Browerville Days 2011offered something for everyone
Will a government shutdown affect Todd County?

Todd County Commissioners
took the first step in combining the
offices of the Assessor, Recorder,
and Auditor Treasurer at their
Tuesday June 21 meeting. The
decision to combine the three
offices was made largely because
the Assessors and Recorders
offices have had a growing short-
age of employees in recent months.Both the County Assessor and
the County Recorder told commis-
sioners their departments were so
understaffed that accuracy in doc-
ument preparation and customer
service were suffering. County
Assessor Chuck Pelzer told com-
missioners he was so short of staff
he had to briefly close the offices
customer window recently.
Earlier in the year, commission-
ers asked the three offices to work
together to attempt to solve some
of the problems caused by staff
shortages. County Administrator
Nathan Burkett said he was
impressed by the teamworkbetween the three departments.
He said, however, that further
action should be taken.
As part of the solution, Burkett
recommended hiring an employee
called a generalist. The generalist,
a new position, would be trained to
serve the public in all three depart-
ments. Commissioners agreed to
hire a generalist as soon as possi-
ble. There is currently money in
the departmental budgets to hire a
generalist.
Burkett also recommended the
three departments begin prepar-
ing proposals to combine their
offices. The new combined depart-
ment will likely be called PropertyRecords and Taxpayer Service.
MOBILE HOME TAXES
Commissioners agreed to accept
the Auditor-Treasurers recommen-
dation to cancel $3,724.89 in
mobile home taxes. County
Auditor-Treasurer Karen Bush
made the recommendation
because the taxes appear to be
uncollectable. She said people who
owed the taxes were either not in
the area any more, had sold the
mobile home, or were dead.
Commissioner David Kircher
voted against the resolution to can-
cel the taxes.
EMPLOYEE SETTLEMENTand TERMINATION
Commissioners voted to accept
a settlement between Todd County
and Mark Vigil. Vigil has worked
as a Jailer for Todd County since

Denver Erickson
Denver Erickson, 82, Brower-
lle, passed away June 26, 2011, at

Denver was born November 14,
928, in Long Prairie to Martin and
lara (Daumke) Erickson. He
erved in the United States Army
om June 5, 1954 until June 1,
956 when he was honorably dis-
harged. Denver farmed for many
years. He enjoyed traveling, fish-
ing, hunting, gardening, going to
the cafe for coffee and visiting. He
especially enjoyed spending time
with his grandchildren. Denver
was a member of the VFW and for
many years, and served on the
Ward Township Board and the
Farmer's Co-op board.
Denver is survived by his chil-
dren: Wayne (Marge) Erickson,
Brainerd, Cindy (Gary) Winkler,
Browerville, Robert Erickson, IronRiver, Michigan, Barb (Gunnar)
Perlinger, Browerville; 11 grand-
children and five great grandchil-
dren.

OF THE WEEKQ: A number of bird species
call Minnesota home or pass
through every fall and spring.
Where can a person go to watch
these birds in action?
A: More than 437 species o
birds have been documented in
Minnesota. Of those, more than
300 are either resident or
migrant birds that are expected
to be seen annually in appropri-
ate habitat.
Based on the 2006 National
Survey of Fishing, Hunting and
Wildlife Associated Recreation,
Minnesota is ranked 13 out of 50
states in the total number of peo-ple participating in bird and
wildlife watching. Based on pop-
ulation, the state is ranked
fourth tied with Iowa and
Wyoming.
Bird watching can be done
nearly anywhere, but some great
places include Blue Mounds
State Park in the southwest,
Agassiz National Wildlife Refuge
in the northwest, Sax-Zim Bog
(St. Louis County) in the north-
east and Frontenac State Park in
the southeast.
With the help of famed
ornithologist Bob Janssen, Jerry
Bonkoski and others, theMinnesota Department o
Natural Resources conducted
inventories of birds in most state
parks and state recreation areas
in the early 2,000s. These bird
checklists, currently available
for 70 Minnesota state parks and
state recreation areas, can be
picked up at park offices or
downloaded from the DNRs web-
site at

Enhanced drivers
licenses and ID cardsThe Minnesota Department of
Public Safety is proposing amend-
ments to Minnesota Rule 7410,
which governs driver information,
licensing and testing.
Legislation passed in 2010 gave
Minnesotans the option to obtain
enhanced drivers licenses (EDL)
and enhanced identification (EID)
cards. The amended rules will
establish requirements for obtain-ing an EDL or an EID.
Enhanced drivers licenses and
identification cards serve as identi-
ty and citizenship documents at
certain land and sea border cross-
ings. U.S. citizens can use an EDL
or EID at land and sea crossings in
lieu of a passport when reentering
the United States from Canada,
Mexico and some countries in the
Caribbean.
The Department of Public
Safety Driver and Vehicle Services
Division (DVS) invites public com-
ment on this rulemaking. A
Request for Comments published
in the June 27 edition of the StateRegister can be reviewed on the
State Register website at
www.comm.media.state.mn.us.
The public comment period is
from June 27 to August 26, 2011.

There are 30 places nationwide with "liberty" in their name. The most populous one is
Liberty, Missouri (26,232). Iowa has more of these places than any other state: four
(Libertyville, New Liberty, North Liberty and West Liberty).
Eleven places have "independence" in their name. The most populous of these is
Independence, Missouri, with 113,288 residents.
Five places adopted the name "freedom." Freedom, California, with 6,000 residents, has the largest popu-lation among these.
There is one place named "patriot" Patriot, Indiana, with a population of 202.
And what could be more fitting than spending the day in a place called "America"? There are five such
places in the country, with the most populous being American Fork, Utah, with 21,941 residents.

the national seal (Franklin wanted the turkey.) Bald eagles have few natural enemies & live only in North
America. Bald eagles get their white head & tail feathers about 4-5 years of age. The only other kind of eagle
in North America is the golden eagle. Bald eagles mate for life, but if one dies, the survivor will accept a new
mate. It is a felony to shoot an eagle.

1/2 c. Italian salad dressing 2 eggs, lightly beaten
2 lb. ground beef 6 kaiser rolls, split
Leaf lettuce, Colby cheese slices, tomato slices, ketchup, prepared
mustard and Fried Onion Rings or french-fried onions
DIRECTIONS
In a large bowl, combine bread crumbs, onion, salad dressing
and eggs. Crumble beef over mixture and mix well. Shape into six
patties.
Grill burgers, covered, over medium heat or broil 4 in. from heat
for 5-7 minutes on each side or until a meat thermometer reads
160 and juices run clear. Serve on rolls with lettuce, cheese, toma-
to, ketchup, mustard and Fried Onion Rings if desired.

Its not that I havent enjoyed
amping. I take that back. I

en turkey calling her chicks
ust over the first hill from the
ouse.
As we sat enjoying the sights
and sounds of nature around us,
a doe with twin fawns walked
across the hill to our left.
Another doe, with a single fawn,
came out of the timber and went
down to the spillway below the
dam to get a drink. During our
second cup of coffee, two young
bucks came out to play on the
face of the dam. Two geese took
off from somewhere in the far
reaches of the lake, honking
boisterously as the flew across
the water, past the house, and
off to some distant feeding
ground.
A pair of bluebirds made fre-
quent trips from the lawn to
their nearby house, feeding
their young and hummingbirds
flew from the nearby oak tree to
the nectar feeders my wife had
put out for them. We had lived
in the new house for twelve
hours or less and already felt
like we were home.
Im sure its going to be an
interesting experience. The
house is far from the road on the
edge of the timber. Well be liv-
ing with wildlife at its best, as
we experienced on our first
morning. Im sure well also
have wildlife experiences that
wont be so pleasant. With
nature, a person has to take the
good with the bad. In the past,
weve had several experiences
in this immediate area.
There was the time the dog
caught two skunks in one day.
He wasnt a fast learner. Being
sprayed by one skunk should
convince anyone with any sense
not to tackle a second. The
worst part was, I had to give
him a ride home.
I parked my tractor near this
spot for a couple of weeks sever-
al years ago during the fall.
When I went back to get it, it
wouldnt start. On close inspec-
tion, I found the air cleaner
completely packed with hickory
nuts. Some chipmunk was hop-
ing Id leave the tractor there for
the winter.
Possibly the worst encounter
I had with nature at this spot
was the year I was bow hunting
late in the January season. Id
been chasing one particular
giant old buck since October. I
knew if I hunted long and hard
enough, I would eventually get
a shot. It was mid-afternoon
and I was hunkered against the
cold north wind while making
my way to my evening tree
stand. The grass was short and
the wind polished the snow as I
crossed the very spot where the
house is now located. When I
topped the hill, not twenty feet
away stood my buck. There was-
nt even a tall blade of grass to
hide behind. He couldnt wind
me, but if I moved, Id be busted.
I stood motionless for a few sec-
onds and finally decided to
make a quick draw. He spun
around and was into the timber
before I could get the arrow fully
drawn.
The big move has been made.
Well take the best and worst
nature has to offer and Im sure
therell be much more good than
bad.

90TH ANNIVERSARY AIR EXPOThe St. Paul-based 133rd Airlift Wing of the Minnesota Air National Guard
is hosting an Air Expo on Saturday, July 16th, 2011, to celebrate its 90th
anniversary. This special event is open to the public, free of charge and will be
held at the 133rd Airlift Wing, located on the north side of the Minneapolis -
Saint Paul International Airport near historic Fort Snelling. ( (The Air Expo
commemorates the heritage of the unit with the 1921 decision to make
Minnesota's 109th Aero Squadron the first federally recognized Air National
Guard flying unit in the country. ( (To help mark this significant, historical
event the 133rd Airlift Wing invites the public to come to the base to view vari-
ous current U.S. Air Force, Air National Guard and Air Force Reserve aircraft,
including the unit's own C-130H "Hercules" transport aircraft. Other aircraft
scheduled to be on display include additional cargo, fighter and special purpose
airframes as well as several heritage aircraft. Also participating are impressivespecial demonstration groups such as the U.S. Air Force Honor Guard Drill and
Ceremonies Team and the U.S. Special Operations Command Parachute
Demonstration Team known as the "Para-Commandos".

Dear friends,
Well, I believe another successful Browerville Days has come to an
end. The weather, rain, broke for the weekend, and it seemed that every-
one had a good time. I have not heard any numbers at this time, but I
believe there was a good crowd of people for the activities on Friday after-
noon, Saturday and Sunday.
Its always nice to visit with several of our subscribers that often dont
make it to Browerville other than for this weekend. Some of them may
contact us from time to time, but its always fun to put a face with the
name.
Again, thank you to everyone that volunteered their time to make this
years celebration successful.
On a little bit of a sad note, for our family anyway, we found out last
week that our nine year old chocolate lab, Perro, has cancer. For many
people, their pets are an extension of their family, and ours is no differ-
ent. Perro has been with us for many years, and has been a great com-
panion, for chasing pheasants around, fishing, or just hanging out. For
now we are making him as comfortable in his last few weeks as possible,
and giving him tons of attention.
Last Thursday Nicholas and I went to Saginaw, MN, to look at some new
lab pups. I had forgotten how little and
cute they are. Our new addition to the
family, Benjamin (Ben), will be ready
to come home July 5th, and we are
really excited. Of course, its been years
since Ive had to train a pup, and I
know there will be several months of
trying to be patient while the new guy
figures out his place in the family.
Hopefully the sun holds for a few
days as I would really like to get out
and do a little fishing. So far, for me
anyway, its been a pretty slow year on
the lake.
Well, I am going to keep this real
short this week as I still have lots of
pictures from the busy weekend to go
through and we need to get the paper
done.

of the WeekQ: It's that time of year when turtles are
trying to cross the road. Why? Is there any-
thing we can do to help them cross safely?
A: The turtles we see crossing roads are typ-
ically painted and snapping turtles. Both
species spend most of their time in lakes,
ponds and wetlands, but lay their eggs in
nests dug in dry, sandy and warm soils. Since
many roads are built skirting water bodies,
our roads often separate a turtle's home fromits nesting area. If the turtle can find the right
type of soil near their home water body, theyll
use it. However, they may often travel great
distances to find a suitable nesting spot. And
so, a turtle may have to cross the road to get to
the other side to lay its eggs. If you see a tur-
tle crossing the road, you can help it cross
safely. Watch for traffic. Pick up the turtle by
the back of its shell never pick up a turtle by
its tail and move the turtle in the direction it
is heading. The painted and snapping turtles
laid their clutch of eggs in June.
Should the eggs survive predation, they are
expected to hatch in late August, which means
therell be even more turtles quarter-sized
hatchlings crossing the road again, trying to

I want to thank Blade Publishing and
Rin Porter for the wonderful story she
wrote on the Clarissa (St.Anthony) brick-
yard (June 9, 2011). She made it interest-
ing, informative and nostalgic. As kids we
played in the yards and told ghost sto-
ries about the old bunkhouse, but even
with an ancestor research done a fewyears ago Rin found out more than we
ever knew. It is such a good thing to still
have newspapers and reporters that can
celebrate the history of their community.

County Board of Commissioners
directs that a committee comprised
of two SWCD supervisors, the
SWCD Manager, two County Board
Members and the County
Administrator prepare a draft
agreement to integrate the SWCD
and Planning and Zoning
Department. RESOLVED, that
Commissioners David Kircher and
Gary Kneisl be appointed to that
committee.
Administrators Report
Administrator reported that at
the work session on June 14 theCounty Board will be discussing
the potential state shutdown. The
Administrator is preparing some
information and discussion points
for the Board to consider as deci-
sions for state shutdown prepara-
tions need to be made. The
Courthouse hill parking lot is being
shut down for construction at this
time. Discussion will need to be
held on the effects of moving offices
and physical layouts of buildings
being vacated. The grant applica-
tion to Blandin for Fiberband has
been submitted and we are now
awaiting word as to whether or not
we will be funded.Commissioners Report
Ruda reported he and Garry
Johanson attended the MCIT
Session on new criteria for variance
board decision making, he is bring-
ing the information to the June 28
work session. Kneisl reported June
27 is the Perham incinerator
expansion meeting at City Hall in
Perham at 7:00 p.m. There will be a
district AMC meeting in Morris on
June 10th at 9:00 a.m. Randy and
Gerry will be attending.

Special Meeting MinutesThe special meeting of the
Browerville City Council was
held June 21, 2011 and was
called to order at 10:00 a.m.
Members Aksamit, Iten, Oberg,
and Wieshalla were present. The
meeting opened with the Pledge
of Allegiance.
Other Business:
The purpose of the meeting
was to review the 2010 annual
audit as presented by Brian
Koehn, CPA. Council heard that
there was a prior period adjust-
ment due to a an incorrect alloca-tion of loan funds for the 2008
Improvement Project during the
2009 audit. This resulted in the
need to transfer certain funds
from water and sewer to the
General Fund.
Motion by Wieshalla, second
by Oberg to approve the follow-
ing actions:
Transfer $59,092 from Water
Fund to General Fund
Transfer $27,394 from Sewer
Fund to General Fund
Transfer $56,819.91 from 2008
Improvement Fund to Water
Fund.

Wieshalla to approve the 2010
