REMARK! : ON IVAO MILITARY AIRSPACES CAN NORMALLY ONLY BE ACTIVATED WHEN ACC IS ONLINE AT ANY DAY AND TIME. BUT TO HAVE A REALISTIC USE OF THE DEPARTURES IN EBCI, WE CAN CONSIDER TSA26 ACTIVE BY EXCEPTION, EVEN IF IT’S NOT ACTIVATED BY ACC. THEREFORE WHE WROTE ‘CONSIDERED’.

1. GENERAL

The purpose of this document is to define coordination procedures to be applied between Brussels ACC/APP/DEP and Charleroi TWR. Charleroi is situated close to the Brussels departure area and so good coordination between CRL and APP//DEP/ ACC is very important.

2. Procedures for traffic DEPARTING from EBCI

Note: in real, TSA26 is activated by NOTAM and does not have a standard schedule. However, during weekdays the military airspaces are normally activated.

Note: Of course, the other TSA’s 23,24,27,… are also related to TSA26 but we keep it simple with one general designator.

Active from 0800 – 1800 LT Not active (can be activated by ACC)

Traffic following a –Y departure shall be transferred to EBBR_DEP, traffic following a –U departure shall be transferred directly to ACC because that traffic will not be interfering with departures out of EBBR.

EBCI TWR can request a higher level rather than 4000ft to allow a continuous climb of the traffic to EBBR DEP if necessary. In that case a request should be made for every single traffic! Also TWR can coordinate with DEP to send him directly to ACC. In some cases, TWR can even send the traffic directly to Paris ACC. But direct handoff to Paris ACC is only allowed on specific request of EBBR_DEP or ACC (e.g. when it’s too busy).

Note: If EBBR_DEP is not online, EBBR_APP will replace him.

3. 2. Procedures for traffic ARRIVING to EBCI

Arrivals from BATTY and LNO via LOLGI are arrivals to be assigned by ATC and shall be used only after prior coordination with ACC and DEP as traffic crosses EBBR departures.

For all arrivals the final vectoring shall be done by TWR as from FL055 in the EBCI TMA like in real. For IVAO, the TWR ATCo must have an ADC rating or higher to do so, otherwise the vectoring will be done by EBBR_DEP. Of course coordination with DEP (ACC if not avail) is required but it’s a standard procedure on IVAO. DEP can decide if he vectors the traffic over GSY or via RH downwind (read below).

In case of TWR is ADC rated or more:

If the traffic is coming via the North, West or South (all NIVOR), DEP shall vector the traffic on RH downwind. An approach via GSY is not mandatory but it’s depending on the amount of departures out of EBBR. DEP will clear the traffic to 4000ft. During transition of passing FL055 he should be transferred to TWR. If traffic permits, a HDG of 080 or similar should be given after CIV to position him directly on downwind.

If traffic is coming via the East (LOLGI), the traffic is cleared to FL060 or higher to keep him above EBBE TMA 1A & 3A. After LOLGI he should be cleared to GSY - 4000ft (NOT yet for the ILS!) and transferred to TWR who’ll provide the approach clearance.
