Supplementary Regulations

Introduction

Knutsford and District Motor Club are pleased to welcome you to the inaugural running of The Knutsford

Targa Rally. The event will run on an MSA Clubman Permit and will be based at Tittesworth Water Visitor

Centre, Meerbrook, Leek. The event will run approx 12 daylight tests at local venues on maps 118, 119.

The event will traverse approximately 18 miles of tests and 60 road miles. The special tests will run on a

mixture of surfaces from tarmac, broken concrete, gravel tracks, grass and maybe a bit of mud thrown in

for good measure. A sumpguard is recommended for the more competitive driver!

The route hand out’s will be by colour photocopied route maps and a road book containing special test

diagrams and details.

Knutsford and District Motor Club are pleased to be raising money for the Midlands Air Ambulance

charity with various activities on the event to encourage donations your support for this worthy charity

would be much appreciated.

1. Announcement

Knutsford & District Motor Club will organise an MSA Clubman Permit Targa Rally, namely The Knutsford Targa on the 9th September 2017.

2. Jurisdiction

The meeting will be held under the General Regulations of the Motor Sports Association (incorporating

the provisions of the International Sporting Code of the FIA), these Supplementary Regulations and any

written instruction the promoting club may issue for the event.

4. Eligibility

The event is Closed to Club and therefore open to fully elected members of Knutsford & District Motor

Club Ltd. All competitors must provide a current Club Membership card.

All competitors MUST produce a valid Knutsford & District Motor Club membership card at signing-on. If you are not a member, Knutsford & District Motor Club membership will be available at £5 per single membership valid until 31st December 2017. (An MSA competition license is NOT required for this event). Drivers must hold a full valid Road Traffic Act driving licence for a car. Navigators must have attained the

age of 12 years.

5. Programme

The event will start and finish at Tittesworth Water Visitor Centre, Meerbrook, Leek (MR 118/993602).

The total mileage will be approximately 60 miles including 18 miles of special tests on maps 118 and 119

(1:50,000 OS Landranger Series) latest edition. A colour printed map book will be provided to

competitors for the road sections and a test diagram book for the special tests.

6. Format

Cars will start at one minute intervals and will run under Scheduled Time R12.1 Marshals’ clocks will be

set to BBC/TELECOM time. All crews are advised to carry their own accurate time piece. Petrol will be

available near the start and along the route.

7. Identification

Two rally plates will be supplied by the organisers to identify competitors; these must be fixed to the

rear nearside window and nearside of the rear window in accordance with R.6.1.1. These must be

removed if the competitor retires, is excluded, or on completion of the event.

8. Classes

The event will consist of three classes as follows:

EXPERT Any crew member having finished in the Top 10 of a restricted (Nat B) or higher status rally.

NOVICE All other crews

HISTORIC Any crew competing in a car that meets the requirements of R.19.

9. Awards

Awards will be presented as follows – no crew may win more than one award:

10. Entries

The entry list opens on the publication of these supplementary regulations and closes on the 2nd

Septmber 2017. The entry fee will be £120.00. All entries must be made on the official entry form and

accompanied by the appropriate fee. An online facility exists for entries via the Knutsford Targa website

– www.kdmctarga.co.uk The first 75 received and paid for entries will be accepted and should this

number be reached a reserve list will be opened thereafter. To avoid disappointment we strongly advise

using our online entry and payment system.

Entry fees will be refunded, less £10.00 to cover administration costs, if an entry is cancelled in writing

or by email before the closing date. After that date the entry will be refunded at the organisers’

discretion if a reserve has a run. The maximum entry for the event is 75. The minimum for each class is

or amalgamate classes as necessary.

The entry fee and any additional fees may be paid in cash, by cheque, internet banking or PayPal (on line entries only). For PayPal payments, a fee of 3.4%+20p will be added at checkout to the total amount due. Regulations and must be either accompanied with the correct payment. No post-dated cheques are

allowed. Incomplete entries including partial payments will not be accepted. Any bounced cheques will

negate the entry. Entry will only be confirmed after cleared payment has been received. This will be

strictly on a first come basis and entries with no Entry Fee will be relegated below those who have paid

in full. Please provide an E Mail address to which confirmation of receipt of Entry and Entry Fee will be

sent within 5 days of receipt. If you do not receive this notification, please contact the Entry Secretary.

No responsibility will be taken for Entries not received.

11. MSA 2017 Competitors and Officials Yearbook

It will be expected that all crews will be fully aware of the relevant sections within the Year Book and comply with these sections throughout the event.

12. Route Information

The route will be clearly defined by photocopied maps and/or by written instructions with marked maps

and/or any other information allowing competitors to comply with R 14.1 to R 14.1.8.

The route information will be given out at MC0, according to MSA regulations (R9.1).

Competitors will only be allowed to make up time at specific times as directed by the Organisers.

All the Organisers times and distances will be deemed to be correct having been established in

accordance with R 6.2.4.

Competitors will start at one-minute intervals, unless otherwise instructed by an official.

Any competitor deemed by a Judge of Fact to be making excessive noise in a Neutral section will be

excluded from the event.

All tests must be visited in numerical order as shown on the event time cards.

Quiet Zone: This section is PR Sensitive; you must drive in the highest gear possible. Driving Standards

Observer’s (DSO’s) may be present in these areas.

Black Spots: Black spots are out of bounds area and must not be entered under any circumstances even

following retirement. Penalty for entering such an area is exclusion and may lead to reporting to MSA.

Attention should be drawn to Quiet Zones, DSO boards, Cautions etc. before, during and after the event.

Lateness: Competitors will be instructed to reduce lateness en-route. R12.2.6 & R12.2.6.1

Maximum permitted lateness is 15 minutes and 59 seconds between two consecutive MC’s

14. Penalties

Penalties will be as R13 – Appendix 1 Chart 13 except as modified below using the time penalty system.

Penalties on Special Tests:

Small corrections, e.g. three point turns at tight corners are allowed. However if you make a

mistake during a test, e.g. go the wrong side of a cone or go the wrong way by more than a

notional car’s length, DO NOT attempt to retrace your route, you will already have been penalised

with the maximum penalty. Continue through the test and complete it. CARE!! It may be

dangerous to reverse on a test.

15. Prohibited Equipment

Competitors are reminded of 2017 MSA UK Yearbook R 7.2.3 and R 7.2.9

16. Results

Provisional Results will be published as soon as possible following the end of the event. Protests must be

in accordance with the MSA regulations H35.1.6 accompanied by the appropriate fee. Results will

become final 30 minutes after being announced provisional at the finish venue.

A copy of the final results will be emailed to the nominated person with in 14 days and will be available

on the Club and event websites within 24 hrs.

Ties will be judged in the favour of furthest cleanest. (Fastest crew from test 1 onwards). If still

unresolved engine capacity will be the decider.

17. Damage Declaration

Competitors will be required to sign a declaration form at the finish or on retirement, stating that they

have or have not been involved in any incident that may have caused damage to person’s property, or

alternatively giving details of such an incident.

This information shall not be subject to any penalty other than no competitor shall qualify as a finisher

without signing the declaration. The details will be required post-rally P.R work.

Competitors who retire shall be required to submit the form to the Secretary of the Meeting giving

location and reasons for retirement, R15.1.2 + R15.1.4

Any Competitor who fails to comply with this requirement within 72 hours of the rally finish shall be

reported to the MSA for further disciplinary action.

Competitors are reminded that by law any incidents should be reported to the Police.

Competitors will be expected to contribute towards any cost or claims incurred with respect to damaged

caused to any public or private property and will have to pay the excess on any insurance claim.

It is a condition of signing the entry form and the MSA UK Signing-On forms at the start that Competitors

accept this clause.

18. Final Instructions

Final Instructions will be sent by E Mail in the week prior to the event, to the Navigator unless requested

otherwise at the time of entry. Please ensure you provide at least one e-Mail address.

19. Insurance

The Organisers have applied to Jelf Insurance Partnership for a Blanket Cover Note under the above

scheme. This will provide competitors who need to use the scheme with the Third Party Cover necessary

to meet RTA requirements on the Road Sections of the event.

The basic rate for the event before any loadings will be £15.85. All applicants wishing to use the scheme

must be able to comply with all points of the Jelf Insurance Partnership's Declaration:

- I do not have the Third Party Road Section extension on my current Motor Insurance.

- I am aged 20 or over

- I have had no more than 1 fault claim in the last three years

- I have no more than a maximum of 6 conviction points on my UK driving licence

- I have the appropriate competition licence or club membership as well as a UK / EU driving licence and

if my licence is Provisional I will be supervised by an adult over 25

- I have no physical or mental disabilities

- I have no other material facts to disclose

- Anyone aged less than 20 years old will also be accepted at the same price should their co-driver be a

more senior member of their family or over 25.

If you comply with all points above no Letter of Acceptance will be required. If unable to comply with

any of the above points you will be required to complete the Declaration Form, which can be obtained

by contacting the Event Secretary or Jelf Insurance Partnership. This form should be forwarded either to

the Organisers or direct to Jelf Insurance Partnership prior to the event to allow sufficient time for a

letter of acceptance to be issued.

If a Competitor arranges his or her own Third Party Cover, they will be required to supply the policy

number and the name and address of his or her insurers on the entry form, and should ensure that the

cover does not exclude his or her competing on a rally.

21. Data Protection Act

Entrants and competitors are advised that information supplied on the Entry Form will be held on a

computer and used for the administration of the event.

The Knutsford Targa Rally proudly supports Midlands Air Ambulance Charity, and as part of our event we hope to

raise a considerable sum of money for MAAC to enable them to continue their hard work and lifesaving service.

Please give generously as air ambulance charities save lives, and you never know if or when you might need them,

so please tick the donate option on your entry and help keep the service going.

Midlands Air Ambulance is the charity responsible for funding and operating three air ambulances serving the

communities of six Midlands counties: Gloucestershire, Herefordshire, Shropshire, Staffordshire, Worcestershire

and the West Midlands. This constitutes the largest air ambulance operating region in the UK. The charity also

provides secondary cover to the surrounding areas, such as Warwickshire and mid Wales.

Since 1991, the charity has responded to more than 47,000 missions averaging 2,000 per year, making it one of the

longest established and busiest air ambulance organisations in the UK.

The charity’s three aircraft each carry a crew comprising pilot, two paramedics or flight doctors plus full life-

support medical equipment. Operating from strategically located regional airbases, 90 per cent of the region is

within reach within eight minutes.

If a patient reaches hospital within the Golden Hour (60 minutes after their injury) their chances of survival are

dramatically increased. That is why the rapid response of the Midlands Air Ambulance is so vital in an emergency

situation.

What is not widely known is that Midlands Air Ambulance receives no Government or National Lottery funding.

Each Midlands Air Ambulance mission costs £2,500 and in excess of £7 million is needed each year to keep its

three air ambulances operational, which is donated entirely by the public and local businesses, with four in ten of

those we help funded by Gifts in Wills.

The charity is fortunate to count on tremendous public support and good will, but never takes this for granted.

Winning and keeping hearts and minds is an essential and constant challenge. That is why it regards the real

‘helicopter heroes’ as not only the aircrew, but those often unsung ground heroes, its fundraisers.
