BSNL plans to launch 4G services in

six circles

State-run telecom company Bharat Sanchar Nigam (BSNL) plans to launch high-speed fourth-generation (4G) services

across six telecom circles, of the 20 circles where it operates. BSNL is in talks with various telecom companies,

including Reliance Jio Infocomm (RJIL) and SSTL, for a strategic tie-up.

BSNL CMD Anupam Shrivastava told FE that they were open for a strategic tie-up for 4G operations and are in talks

with various telecom companies in this regard. However, he did not name the telcos.

Telcos are eagerly awaiting announcement of the guidelines on spectrum sharing and trading, which is expected to be in

place in a month or two.

Official sources said for BSNL, RJIL would be the first choice, as RJIL has already signed a pact with BSNL to lease out

4,000 of its mobile towers. It is the only telco that has 4G spectrum in 2300 MHz band across all 22 telecom circles. But,

unlike RJIL, that plans to launch 4G services in few selected circles in next one or two months, BSNL is expected to start

its 4G operations in six of its circles only by March 2016.

On the other hand, Russia’s SSTL, that operates in India under MTS, offers mobile services across nine circles. MTS

has, however, denied any such plan.

BSNL has limited spectrum to offer full-fledged 4G services and would need at least 5 MHz for successfully rolling out

4G services and is looking to partner with other telco.

BSNL is currently overhauling its operations and upgrading its networks. It is also looking at convergence of its wireless

and wire-line networks to provide high speed data 4G services. It has broadband spectrum in 16 telecom circles.

A senior BSNL official explained that BSNL may offer 4G service in around eight to nine telecom circles and would

compensate it with a similar quality of network on Wi-Fi and 3G and to offer seamless connectivity.

BSNL is also integrating its network with 3G, 4G network so that customer can be seamlessly transferred to Wi-Fi.

BSNL is investing about Rs 7,000 crore in setting up Wi-Fi hotspots integrated with 3G, 4G networks across the country

over the next two years.

New connections have risen, claims Mysuru Telecom District

The Bharat Sanchar Nigam Limited‟s (BSNL) „tempting‟ scheme – unlimited free calls from its landline at night to any

landline or mobile network across India – seems to have helped it regain lost ground in the landline market.

Consequent to the launch of the scheme on May 1, the number of new landline connections had seen a rise, claims the Mysuru

Telecom District (MTD), which controls Mysuru and Chamarajnagar districts.

The scheme was available across all the plans, except the Rs. 140 a month plan, and is applicable from 9 p.m. to 7 a.m.

“Last month alone, new landline connections went up by 54 percent,” said T.V. Venkatram, Principal General Manager,

Mysuru Telecom District (MTD), Mysuru.

Mr. Venkatram told The Hindu that the MTD had been doing its best to popularise the offer through various mediums.

“It is perhaps for the first time since the inception of BSNL that free unlimited calls have been offered to its landline

customers,” he said.

On the continuation of the offer, Mr. Venkatram said, “The offer had come into effect from May 1. It‟s a policy matter taken at

the highest level and I cannot comment on how long the scheme would be offered.”

Mr. Venkatram admitted that the landline connections had marginally dropped over the years in MTD limits, owing to

increase in its mobile connections.

“Landline customers switched over to our mobile connections for convenience and surrendered the landlines. Importantly,

the customers have not left the BSNL since they chose its mobile services,” he replied.

In reply to a query, he said there were 70,000-plus BSNL landline connections in both Mysuru and Chamarajnagar districts.

A year ago, MTD had 75,350 connections.

The landline connections in previous years were like this – 86,578 (2011); 87,570 (2012) and 83,791 (2013). Notably,

broadband and mobile connections have gone up since 2011.

A representative at the BSNL Tele Shoppe at Saraswathipuram here said, “The response to the scheme is good and new

connections went up reasonably. The scheme is available for all phones except for the basic plan. People making STD calls

opted for new connections since STD calls were also free between 9 p.m. and 7 a.m.”

5. Whether all STVs (Voice / SMS / Data / ISD) can work in Free Roaming across India.

No, Special Tariff Vouchers (STVs) will not work in Roaming areas except BSNL Data STVs / SMS STVs.

6. What are the BSNL Data Charges during Free Roaming across India?

The data charges are same for both Home area and for Roaming areas too, All BSNL Data STVs are also allowed

in Free Roaming.

7. Will Mobile Users can recharge with any Special Tariff Voucher / Plan to avail Free Roaming? If yes how much?

No, Mobile Customers do not recharge with any BSNL Roam Free STV, it available as default feature. Free

incoming voice calls while in national roaming will be implemented by creating Prepaid STV / Postpaid Add-on of Rs.

101 (+/-3) under BSNLmobile services. STVs/Add-on plans will be automatically added to all the BSNL mobile

customers account notionally at Free of cost(without any additional charge) initially for a period of one year as a

goodwill gesture.

8. Is there any Roaming charges for a customer, who receives ISD call in Roaming.

9. Whether existing Roaming Free STVs / Plans are still in alive after 15.06.2015.

The existing BSNL Roaming Packs STV5, STV69, STV33 & STV90 under prepaid mobile services and Add-on

plan with FMC of Rs. 61 under postpaid mobile services, which allows the BSNL Mobile customers to get the all

incoming calls as FREE of charge to talk to their beloved ones while on travel in BSNL / MTNL network areas across

India are withdrawn from 15.06.2015.

10. If a customer already recharged with Roaming STV having certain validity, and after discontinuing roaming STVs

from 15.06.2015, he is eligible for Free Roaming or Not.

11. After One Year, Can Subscribers will recharge with any Roaming STVs.

At present BSNL Offers Free Roaming for all Mobile Users for One Year, after that, this may be extended /

Service Area (State). Prior to that, the customers had to pay for incoming calls also, at the rate as high as Rs.16/- per

minute. Today the tariff in Indian Telecom Industry in India is the lowest in the world, This credit also goes to BSNL

because before entry of BSNL in mobile telephony, the call rates charged by private operators were as high as Rs.24/-

per minute.

BSNL revises voice STVs by reducing validity and freebies Following the recent revision of 2G/3G data STVs, BSNL has now revised its voice STVs across the country. The

validity of many vouchers has been reduced along with freebies. The new tariff will be applicable starting today on

pan India basis.

BSNL’s most popular STV135 (335 Local/STD min 30 days) has been revised to 300 Local/STD minutes for 28

days. To compliment for the reduction in benefit on STV135, BSNL has introduced new STV159 which offer

365 Local/STD minutes for 30 days. Similarly STV33( 80 Local/STD onnet mins 6 days) revised to 72 Local/STD

onnet mins for 5 days.

Recently Idea had revised its 2G/3G data plans in Delhi circle. Most operators are now hiking tariff by blaming on

increasing operating cost due to recent spectrum auctions and new service tax revision to 14%.

Overall Telephone Subscriber Base Rises to 999.71 Million: Trai

The total telephone subscriber base in the country rose marginally to reach 999.71 million at the

end of April, on the back of growth in wireless users, sectoral regulator Trai said. The telephone

subscriber base stood at 996.49 million at the end of March, Telecom Regulatory Authority of

India (Trai) said.

"The urban subscription increased from 577.18 million at the end of March-15 to 580.13 million at

the end of Apr-15, and the rural subscription increased from 419.31 million to 419.58 million

during the same period" Trai said in a statement.

The wireless subscriber base increased to 973.35 million at the end of April from 969.89 million in

March whereas wire-line base continues to decline and has been reduced to 26.36 million at the

end of April from 26.59 million in the preceding month.

The wireless tele-density increased from 77.27 percent to 77.46 per cent while overall wire-line

tele-density declined to 2.10 per cent from 2.12 per cent in the reported period.

As on April, 30, 2015, the private access service providers held 91.65 percent market share of the

wireless subscribers whereas BSNL and MTNL, the two state-run access service providers, held

only 8.35 per cent market share, Trai said.

"Himachal Pradesh service area recorded the highest growth rate in wireless subscribers during

the month of Apr-15, whereas Karnataka service area showed maximum decline in subscriber

base during the month," the regulator added.

In wire-line segment, BSNL and MTNL held 74.81 percent of the market share. Trai said in April,

a total of 3.17 million subscribers submitted their requests for mobile number portability (MNP).

The regulator added that as per the reports received from the service providers, the number of

broadband subscribers increased from 99.20 million at the end of March to 100.76 million at the

end of April with monthly growth rate of 1.57 per cent.

In the wireless segment, the subscriber base of Bharti Airtel stood at 228.25 million, Vodafone at

184.56 million, Idea at 159.20 million, Reliance Communications at 109.80 million, Aircel at 82.01

million, Tata Teleservices at 62.56 million, Uninor at 46.78 million, Sistema Shyam Teleservices

at 8.83 million and Videocon Telecom at 7.30 million. The subscriber base of BSNL stood at

77.81 million whereas that of MTNL stood at 3.48 million.

BSNL to Set Up 40,000 Wi-Fi Hotspots With Investment of Rs. 6,000 Crores

State-run BSNL will set up 40,000 Wi-Fi hotspots across the country, entailing an investment of about Rs.

6,000 crores.

The tender for the project is likely to be floated by July and it will be completed by 2018.

"BSNL will set up 40,000 Wi-Fi hotspots across the country and the project is likely to be completed by 2018,"

Telecom Minister Ravi Shankar Prasad said while launching Wi-Fi facility at Taj Mahal.

The minister added that estimated investment by BSNL for this would be around Rs. 6,000 crores.

The company also inaugurated Wi-Fi facility at Taj Mahal as part of the government's plan to put such

services at major tourist places.

This year BSNL will set up another 2,500 Wi-Fi hot spots at 250 locations at the cost of Rs. 500 crores. BSNL

CMD Anupam Shrivastava said that of these 200 hot spots have already been set up.

BSNL will be providing free Wi-Fi services for 30 minutes per 24 hours (three times in a month) which visitors

can utilise in multiple sessions.

After free usage limit of 30 minutes is exhausted, one can continue using the service on paid basis for which

subscription plans are available in the denomination of Rs. 20, Rs. 30, Rs. 50 and Rs. 70 for validity of 30

minutes, 60 minutes, 120 minutes, and one day, respectively.

BSNL has also plans to expand the coverage of the Wi-Fi facility to other tourist and religious locations such

as Khajuraho and Jagannath, amomg others by March.

Prasad added that BSNL has plans to invest more than Rs. 1,200 crores in UP (West) circle during 2015-16.

Out of this, about Rs. 200 crores will be invested in upgrading and expanding mobile network.

Unlimited Night Calling Spurs Demand for BSNL's Forgotten Landlines

The nation-wide unlimited night calls from Bharat Sanchar Nigam Ltd. (BSNL) landlines since May 1 has

spurred interest for its traditional wired telephones.

"In the last two months we have seen growth of 30 percent in registration for new connection compared to

April 2015," BSNL GM (Calcutta Telephones) responsible for fixed lines, K C Ghosh said. He said demand for

reconnection had also jumped by 20-25 percent during this period. Reconnection lines are existing fixed

connections which had been barred outgoing and incoming calls for non-payment of bills.

BSNL had announced unlimited free calling scheme during night hours from its fixed line phones to any

operator including mobile phones anywhere in the country from May 1. The scheme is operational between

9pm to 7am and covers all type of connections, BSNL had said at the time.

Ghosh said currently CalTel has 7.5 lakh fixed lines down from some 14 lakh connections it enjoyed in the

best of its times during 2003-04.

Speaking about CalTel's financial performance BSNL GM finance (CalTel) S Kujur said there had been a

positive trend after a few years of negative growth. "There had been revenue growth of 2.15 percent to Rs.

675 crore in FY15' up from Rs. 661 crore registered in the previous fiscal," he said.

CalTel's bottomline continues to bleed with losses. Kujur said FY15' loss will be around Rs. 360 crore down

from Rs. 398 crore loss in 2013-14.

BSNL Launches Free National Roaming

State-run BSNL has launched free roaming, which will allow all its mobile customers across the country to

receive incoming calls at no cost.

"Now BSNL mobile customers will not need to carry multiple SIMs and handsets during roaming. They are

free to talk as long as they want without worrying of any charges during incoming calls.

"In fact, it is like a dream of 'One Nation One Number' coming true," BSNL CMD Anupam Shrivastava said in

a statement.

One June 2, Telecom Minister Ravi Shankar Prasad had announced that the telco would be launching free

roaming scheme from June 15.

The company also clarified that it has not received any communication from sectoral regulator Trai regarding

the roaming scheme.

"We have not received any such communication from Trai. BSNL has announced this scheme with the

consent of Minister of Communications & IT, Ravi Shankar Prasad who himself had announced it in a press

conference held on June 2. Trai has no objection to it," Shrivastava said.

BSNL had a mobile subscriber base of 7.72 crores as of March-end.

Earlier this month, Telecom Minister Ravi Shankar Prasad at a press meet marking one year of the Narendra

Modi-led government had said, "BSNL will start offering free national roaming from June 15. It's already on

the recovery path."

Last week, Prasad had said, "We are serious on the issue of mobile call drop of BSNL. Steps are being taken

to address it... A meeting on it has been held at the departmental secretary level. Additional spectrum has

also been given."

The government is "serious on the issue of mobile call drop" plaguing BSNL and is taking steps to address

the problem, Union Minister for Communications and IT Ravi Shankar Prasad said on Thursday.

"We are serious on the issue of mobile call drop of BSNL. Steps are being taken to address it... A meeting on

it has been held at the departmental secretary level. Additional spectrum has also been given," Prasad told

reporters in Patna.

The Minister said he spoke to Telecom Regulatory Authority of India (Trai) to decide whether there could be

any incentive for ensuring that mobile call drop does not happen.

He also said 35,000 new mobile towers have been planned across the country to address the call drop issue.

"Of the 35,000 mobile towers, we have already installed 12,000 in the last one year," he added.

Prasad said the financial health of BSNL is improving with the NDA government at the Centre.

"BSNL had achieved a profit of Rs. 10,000 crores in 2004 when the NDA government was there. It showed a

loss of Rs. 8,000 crores after 10 years when the UPA government's tenure got over in 2014. The telecom

company has now added 47 lakh new customers and its revenue is up by 2 percent in the last one year

during our government at the Centre," he added.

No Work at DoT Offices Without Advance Payment, Says BSNL

State-owned telecom firm BSNL has directed its circle heads not to carry out works at Department of Telecom

(DoT) offices in their regions without advance payments or prior permission from the head office in New Delhi.

"It is hereby directed not to carry out any work on behalf of DoT without receipt of written sanctions from DoT

and without advance payment for carrying out such work," according to an internal letter issued from BSNL

corporate office last week to circle heads.

BSNL is a public sector unit under the DoT and was created after government carved out services from the

Department in 2000.

The letter asked BSNL Chief General Managers to instruct all the unit heads of their circle including civil

engineering and electrical wings to "strictly comply with these instructions".

The letter said: "The claims are raised on DoT after completion of the work and in most of the cases such

amounts remain unrealised and thus appear outstanding amount in the books of accounts as claims

recoverable from DoT."

According to BSNL employee union representatives such unpaid bills are estimated to be over Rs. 300

crores.

"BSNL is, on one hand, taking loans for undertaking capital works and is paying interest on such loan

amounts and on the other hand there is no reimbursement for the works executed on behalf of DoT. This

situation leads to the double financial burden on BSNL and weakens the financial position of BSNL," the letter

said.

It further said that the balances appearing in the claims recoverable from DoT always invites queries from the

auditors.

"These circles are generally unable to provide satisfactory reply to auditors for such huge outstanding due to

non-availability of written sanction of DoT. This result[s] in audit qualifications. Such audit qualifications has

been appearing in the accounts year after year," the letter said.

A BSNL official said that DoT head office here is finding it difficult to pay for works that have not been

budgeted or sanctioned by it.

"If DoT circle offices take prior permission from DoT headquarters then it will be convenient for BSNL to carry

Bharat Sanchar Nigam Limited (BSNL) sign its first agreement outside India to buy bandwidth from Bangladesh

Submarine Cable Company Limited (BSCCL) to provide internet services in the northeast. The agreement

between the two companies is likely to be signed during the visit of Prime Minister Narendra Modi to Dhaka that

Africa for expansion, and may pick up equity stakes in one of the country’s telecom service providers. Bangladesh

Submarine Cable Company has agreed to sell its unused bandwidth to BSNL for $1.2 million a year. Initially,

BSNL will buy 10 Gbps (Gigabits per second) capacity, which will be increased to 40 Gbps over time. The

agreement between the two companies was signed during the visit of Prime Minister Narendra Modi to Dhaka that

starts tomorrow, according to an official from the department of telecommunications. In statement of intent on

Bangladesh-India Education Cooperation (adoption) and an agreement between Submarine Cable Company

Limited (BSCCL) and Bharat Sanchar Nigam Limited (BSNL) for leasing of international bandwidth for internet at

Akhaura.

Telecom subscriber base at 1 billion, Tele-density increase to 80% Total number of telephone connections in the country reached all time high of 1 billion at the end of April 2015,

making India the second country in the world after China to cross this mark. Tele-density in the country was

at 80% at the end of April 2015.

In the month of April, a total of 4 million new mobile subscribers were added taking mobile subscriber base to

973.11 million. Airtel leads customer addition with 2.24 million subscribers followed by Idea and Uninor adding

1.39 million and 1.17 million subscribers receptivity. Vodafone added 0.76 million subscribers while Aircel, BSNL

and Reliance added 0.62 million, 0.43 million and 0.33 million respectively. Meanwhile Tata Teleservices and MTS

registered negative growth and lost 3.75 million and 0.03 million subscribers respectively.

Out of the 973.11 million mobile connections VLR data shows 863.2 million (89%) users as active. Delhi telecom

circle had the highest tele-density in the country at 237.4% while Bihar circle was at the lowest with 52.1%.

Broadband (wired) density was at mere 1.25% out of which 0.79% was provided by BSNL.
