Yesterday was Cinco de Mayo. The date is observed to commemorate the Mexican Army’s unlikely victory over French forces at the Battle of Puebla, on May 5, 1862. In the United States, Cinco de Mayo the date has become associated with the celebration of Mexican-American culture. Also today is the Kentucky Derby. The only time I watch horse racing. Years ago we would occasionally go to AKSARBEN and watch. This weekend is also the Berkshire Hathaway Annual Shareholders meeting and shopping. I faithfully order my tickets, but I never go shopping or to the meeting. I keep thinking one of these days I will go out to Nebraska Furniture Mart and pick out new furniture for the family room, but I just can’t get the energy to fight the crowd. Besides I always seem to be running behind with the many projects I am working on either for the County Board, SID Board, Rural Fire Board, or other committees I am involved with. Remember this year’s Annual Buccaneer Bay Garage Sale is coming up June 2 and June 3. See the flyer on Page 24 to sign up. The cost to participate is only $5.00 per household, which covers the advertising and signs that Jaisa Poppleton manages for the neighborhood. So if you participate, even if you didn’t have the time to sign-up, please contribute. There is a flyer on the last page of this newsletter. It is already May 6 as I finish up this month’s

newsletter, actually a little earlier than I sometimes get it

done. Yesterday was Cinco de Mayo. The date is observed to

today is the Kentucky Derby. The only time I watch horse

racing. Years ago we would occasionally go to AKSARBEN

and watch.

This weekend is also the Berkshire Hathaway Annual

Shareholders meeting and shopping. I faithfully order my

tickets, but I never go shopping or to the meeting. I keep

thinking one of these days I will go out to Nebraska Furniture

Mart and pick out new furniture for the family room, but I just

can’t get the energy to fight the crowd. Besides I always seem

to be running behind with the many projects I am working on

either for the County Board, SID Board, Rural Fire Board, or

other committees I am involved with.

shape. I will soon be getting Welcome Packages out to the

some information that will be helpful to them. I am still

working on rebuilding the information for the packages, so

hopefully in another month I may have most of it recovered. I

know several offered to help, but it is just something that is

hard for me to divvy out.

John Williams of Plattsmouth has just written a book about his

experiences during the Vietnam War. Copies of his book will

be available for purchase and there will be a book signing after

the program

Current Exhibits

“The Bill of Rights and You” – through June 4, 2017

The 225th

anniversary of the Bill of Rights was December 15.

The pop-up exhibit distributed by the National Archives and

the Nebraska Humanities Council spotlights one of the most

remarkable periods in American history. Cass County is one of

seven museums and historical organizations in the state to be

chosen to receive this exhibit.

“Plattsmouth in the 1860s” – through June 4, 2017

What was life like in Cass County in 1867 when Nebraska

became a state? This exhibit will give you an idea of what

Plattsmouth looked like in the 1860s and who served as some

of the leaders. Most of the photographs in the exhibit are from

our George Mann Collection.

Cass County Towns Elmwood

Elmwood, located on a hill in the southwest part of the county,

was founded in 1868 when a post office was established near a

grove of Elm trees. Because of these trees, Postmaster David

McCaig, a Civil War Veteran, chose the name “Elmwood”.

McCaig’s cabin was actually on Stove Creek several miles

north of the present town. Later he moved to a store about a

mile to the east, where mail arrived by horse and buggy.

Elmwood’s population, which was 645 in 1910, currently

stands at 688. Elmwood has many lovely new homes.

Elmwood’s founders would be proud, as its residents continue

to improve the community and keep their dream of an active

town alive well into its second century.

Memorial Day History Memorial day is a US holiday to honor and remember

those who died while serving in the military. It is a day to

raise our awareness about the Nation’s freedom and the price

for this freedom. Every year U.S. soldiers and their families

pay that price. Memorial Day is a day for reverence and

honoring of those who gave their lives defending the Nation

and its values. In 1971, Congress declared it a national

holiday. It also marks the unofficial start to the summer

season.

Memorial Day Facts & Quotes

- There have been over 2.7 million US military deaths

since 1775.

- The deadliest US War was the Civil War with about

600,000 US deaths.

- It is customary to fly a US flag at half-staff till noon

on Memorial Day.

Travel Tips It will soon be time for Summer Vacations, so below are a

few travel tips:

- Be flexible - Plan for delays and try not to get upset

when things inevitably go wrong.

- A couple of weeks in advance make a list of what

you need to pack. Don’t forget any medications to

cover the days you will be gone.

- Make sure you have an emergency contact list, as

well a list of all medicines you are taking.

- Take extra batteries for your camera, and remember

your phone charger.

- It is advised to always buy travel insurance.

- Have photocopies of your important documents with

you, in case one gets lost.

- Plan your outfits for the number of days you will be

gone and pack them coordinated.

- Put electronics, medications, toiletries, and one outfit

in your carry-on bag.

- Put your hotel phone number and room number in

your phone.

- Ask the locals for best restaurants to eat at and

locations to visit.

- Alert your bank and credit card company that you

will be out of your home area.

- Let someone at home know your plans.

- When traveling with a companion, mix your personal

items and clothing in each other’s bag, so should one

bag be lost, both parties would have clothes and

toiletries.

- Don’t keep your money and credit cards all in one

spot.

Household Tips Lemon Juice

- Remove odors from a garbage disposal, cut up a lemon, toss it in, and grind it up.

- Loosen mineral deposits on faucets by sponging on lemon juice, letting it soak in for a while, then scrubbing off.

- Remove odors from a garbage disposal, cut up a lemon, toss it in, and grind it up.

- Remove dried-on food or detergent from the chrome inside your dishwasher by rubbing it with a piece of lemon. Rinse by wiping with a damp cloth; then rub dry with a clean, dry cloth.

- Wash greasy kitchen windows with a solution of 2 tablespoons of lemon juice, ½ cup white vinegar, and 1 quart warm water.

Dryer Sheets

- To help mask the odor of dirty laundry, keep a dryer sheet in the bottom of your laundry hamper or basket.

- If the plate of your iron needs cleaning, sit it on low and rub it over a dryer sheet until the gunk is gone.

- Put your dryer sheet in an empty vacuum cleaner bag, the fresh scent will disperse around the room as you vacuum.

- Put a couple of dryer sheets in the bottom of the paper tray of a printer. Doing so will help prevent printer jams because the paper was stuck together or to the machine with static electricity.

- Handling “foam peanuts”, before you begin rub a dryer sheet over your hands, the pellets will not cling to you.

- When storing bed sheets add a dryer sheet to keep them smelling fresh.

MINUTES OF THE MEETING OF SANITARY AND IMPROVEMENT DISTRICT NO. 5,

CASS COUNTY, NEBRASKA

Meeting convened at 6:00 p.m. on April 19, 2017 in the Community Room of Plattsmouth State Bank, 446 Main Street,

Plattsmouth, Cass County, Nebraska. Attached hereto are: the agenda for the meeting; the Affidavit of Printer regarding

publication of notice of the meeting, which communicated the availability of the agenda, in the Plattsmouth Journal,

Plattsmouth, Nebraska; advance notice of the meeting as provided to the County Clerk of Cass County and all Trustees; and

the Trustees’ acknowledgment of receipt of said notice and agenda. All proceedings were taken while convened with

attendance open to the public.

ITEM 1

Meeting called to by order by the Chair, David L. Martin, at 6:05 p.m.

ITEM 2

The locations of the Open Meetings Act and the documents related to the agenda were announced.

On roll call, those present: Trustees David L. Martin; Gary Petersen; James Grotrian; Janet McCartney and Carol

Walker. Those absent: none.

ITEM 4

No persons were present to address the Board of Trustees who were not otherwise on the agenda.

ITEM 5

No action was taken in regard to submitting an application to Cass County Emergency Management for the installation of an

emergency warning siren and/or the construction of safe rooms.

ITEM 6

Chairman Martin advised that the County zoning board recommended approval of the construction of a communications

tower close to the water tower without the imposition of any condition related to the use of radio frequencies which could

interfere with the District’s water system. The Chair advised that Mr. Johnson would attend the County Board meeting on

May 16, 2017.

ITEM 7

Motion by Walker, seconded by Grotrian, to extend the current mowing contract with Aspen Lawns

until May 31, 2017. On roll call those voting aye: Martin, Grotrian, Walker, Petersen and McCartney. Voting nay: none.

Absent: none. Abstaining: None. The Chair declared the resolution adopted.

Motion by McCartney, seconded by Walker, to approve an amended ordinance which establishes rates for the purchase of

water and sanitary sewer services of the District, along with a declaration concerning responsibility for water and

wastewater billing for rental properties.

Section 1. General provisions for water and sanitary sewer services offered by the District.

a. All homes, businesses and other properties which utilize water and sanitary sewer services shall connect

to the District’s water and sanitary sewer systems no later than completion of construction.

b. Once connected to the District’s water and/or sanitary sewer systems, the owner or user of the property

becomes a customer of the District.

c. Billing shall be monthly.

d. Payment of all such billings is due by the 15TH day of each month and may be paid by check or money

order payable to Sanitary and Improvement District No. 5, Cass County. Payment shall be mailed to SID

5, P. O. Box 405, Plattsmouth, Nebraska 68048. Section 2. Applicants for new water and sanitary sewer connections must pay all fees and costs in advance. New

connections are subject to the following fees and costs:

a. A one time connection fee, which includes account setup fees: $1,000.00

b. Water meter and remote radio reader costs: Actual cost to

the District

Account transfers, such as upon sale of a home with an existing service, are subject to a fee of $50.00.

Section 3. The Board of Trustees hereby determines that the fee structure for services and products provided by the

District for water and sanitary sewer shall be revised as follows:

a. WATER SERVICE FEES

(1) Turn off/on charge, first time, during

business hours after disconnection for

Section 4. DELINQUENT ACCOUNTS

a. Late accounts will receive a notice after 30 days. For payments which are over 45 days delinquent, the

District will notify the resident via a disconnect notice served by certified United States mail, postage

prepaid, and may thereafter shut off the water service and refuse to sell water to such water user. If

water service is disconnected, in addition to the reconnect charge set forth above, the resident will be

required to make a payment based on an estimated amount for the next months water service together

with payment in full of the delinquent amount.

b. To collect unpaid water and/or sanitary sewer bills, the District may seek recovery in a civil action, or it

may be certified to the county assessor and assessed against the premises served, and collected or

returned in the same manner as other district taxes are certified, assessed, collected, and returned.

Section 5. For all checks returned for insufficient funds, closed account or any other reason shall result in the

imposition of a $35.00 charge, plus any bank fees paid by the District.

Section 6. Please direct all water and sanitary sewer inquiries to Urban Utilities, Joy Nelson, at the telephone

number and email address listed on the District’s website: www.buccaneerbay-ne.org. For water turn on, please attempt to

provide at least 24 hours advance notice.

Section 7. All other ordinances and resolutions approved prior to the passage, approval, and publication or posting

of this ordinance which conflict with these provisions are repealed.

Section 8. This ordinance shall take effect May 1, 2017 and apply to all services utilized on and after May 1, 2017.

ITEM 10

There was no general report concerning the roads.

ITEM 10a

Following general discussion, the Chair laid over action to consider directing the preparation and publication of a

resolution of necessity for the construction of repairs and improvements to the roads within the District in the summer of

2017, and a subsequent bond issue to pay the costs of the improvements. Discussion surrounded adding items including

Cape Horn Circle, using the camera in the sanitary sewer lines before making repairs, repairs to Davy Jones Drive and

Davy Jones Circle.

ITEM 11

Trustee Walker advised that there was no grounds report to present.

ITEM 12

Trustee Grotrian presented the attached finance report prepared by Mr. Meisinger.

ITEM 13

Trustee McCartney advised that there was no committee report on water and wastewater.

ITEM 13a

The amount due on the Nebraska Department of Environmental Quality loan for the construction of the wastewater

treatment plant, which is paid off December 15, 2025, is $585,914.44.

ITEM 14

Mr. Nelson and Ms. Nelson of Urban Utilities presented the attached reports on Water and Wastewater, and Water billing.
