Buckinghamshire Rugby Football Union was founded on Friday, 16th July 1949 at a meeting held at the Red Lion Hotel in High Wycombe.

Welcome to the new County Handbook which I hope you will find to be a useful source of valuable information about our County and our Clubs. I hope that you find the fixture lists a useful feature, enabling you to support our Bucks Clubs. Please also refer to our Website: www.bucksrfu.pitchero.com This site holds all the relevant information and news about Bucks Rugby. Please contact the Webmaster if you have any information or news that needs to be shared. Remember, the website is only as good as its content so let’s all contribute! We now enter the season of the 2015 Rugby World Cup. Many Clubs are involved with activities around this great event and we have the Trophy Tour to High Wycombe, Aylesbury and Stoke Mandeville. I encourage you to support these activities in what is a once in a lifetime opportunity. The season 2014/15 was again a huge success for Junior Rugby in the County with Bucks sides competing across the age groups from U14’s through to U18’s and winning over 70% of their matches overall. Our ladies and U14 teams both had a 100% winning record. As a County we seem to produce some very talented players, and this is very much down to the Clubs and Schools in our area being “Development” focused and ensuring that the most talented get the exposure they deserve. Congratulations must go to Joe Tunney who went through the County system to represent England at U16. We intend as County to continue this theme into next season and ensure that as many players as possible have the opportunity to play at their highest potential level. Our purpose as a County is: "Developing Life Long Participation in Rugby" – a phrase you will see a lot of in future! We can only produce this handbook thanks to the very generous and ongoing support of Risk Management, Bullseye Awards & Garments, Dayla, Bucks New University and Run Print Run. We are very grateful to them all. I would like to thank Shelley Pigott for putting this handbook together. This takes a lot of hard work which Shelley does uncomplainingly for the County. We all owe her a debt of gratitude. May I also take this opportunity to encourage you in asking your Club members to consider joining the County as a Vice President. Finally, I thank our outgoing President John Fraser who has had a hugely positive influence during his year of office. I welcome our new President Chris Smith from Amersham & Chiltern RFC and new Senior Vice President Gwyn Stone from Marlow RFC. These gentlemen give enormous service to Bucks which would take many pages to describe. We are lucky to have such dedicated people. I wish Chris, our new President, every success and joy in his presidential year and I look forward to visiting Clubs during the coming season. THE BUCKINGHAMSHIRE COUNTY RUGBY FOOTBALL UNION

CUP & BOWL COMPETITIONS Competition Entry It was agreed at AGM on 13th July 2015 that there will be two levels of County knockout competition for season 2015/16. The Alan Grimsdell Bucks Cup for clubs at levels 6 and 7 and the Bucks County Bowl for clubs at level 8 and below. It was further agreed that every Club entering the competitions will be required to pay a fee of £50 by 15th August 2015. This fee will be refunded to the Club once they have completed their participation in all allocated matches. If a match is cancelled, with the exception of a match being cancelled after inspection by a qualified Bucks Society referee or with the agreement of both captains due to adverse weather conditions, the said Club will forfeit their fee. All clubs entering the competitions will receive (through their Hon.Sec) 2 copies of the competition rules, one of which must be signed and returned to the County Treasurer, along with their payment by 15th August 2015. Qualification Entry to both the Alan Grimsdell Bucks Cup and the Bucks County Bowl shall be restricted to the First XV’s of all clubs in membership of Buckinghamshire RFU. The first round draw for the Bucks Cup and Bowl competitions was agreed & made at the County AGM on Monday 13th July 2015. The semi-final draw for the Bucks Cup and Bowl competitions was made at the Bucks Exec meeting on Monday 10th August 2015. Note: Free Saturdays are very limited when taking into account all league levels and unfortunately coincide with RWC match days – 3rd, 17th and 31st October 2015 The competitions committee are prepared to be flexible in terms of kick off times and / or an alternative date as long as both clubs agree the date between themselves and that the agreed date is before the next round of the competition. Clubs must advise the competitions chairman in advance of any date changes The Alan Grimsdell Bucks Cup for Level 6 & 7 clubs Qualifying clubs: Amersham & Chiltern, Aylesbury, Beaconsfield, Bletchley, Buckingham, High Wycombe, Marlow and Olney. Regulations 1. All County Cup and Bowl matches shall be played according to the laws of Rugby Football Union and the Bye-laws, Resolutions and Regulations of the Rugby Football Union. 2. Member Clubs shall be eligible to enter one team for the County competition appropriate to their National League Level unless they have been specifically excluded in accordance with these regulations. 3. All County Cup matches shall be played in accordance with the then current regulations of the RFU Intermediate Cup competition.

All County Bowl competitions shall be played in accordance with the then current regulations of the RFU Senior & Junior Vase competitions. 4. Any County Club that fails to fulfil a County Cup / Bowl fixture shall be deemed to have withdrawn from the competition and may be excluded from the competitions in the following season. 5. All County Cup / Bowl matches shall be played on the appointed Saturday. Matches may, however, be played on other days of the week if agreed both by the participating Clubs & confirmed by the County Competitions Chairman. 6. To allow for extra time, unless played under floodlights, all County Cup / Bowl matches are to kick-off at 14.30 during British Summer Time & otherwise at 14.00. If matches are played under floodlights, the kick-off times shall be scheduled to take into account the possibility of extra time being played. 7. The winning team shall be responsible for advising the County Competitions Chairman of the result by telephone, text or email as soon as possible after the match but, in any event, not later than 17.00 on the Monday following the game or at the latest, 48 hours after the final whistle should the game be played on a day other than a Saturday or Sunday. This regulation is subject to any RFU requirement for result notification that is additional to the County requirement. 8. Member Clubs competing in the County Cup / Bowl may not field a person or replacement who has been selected as a player or replacement for another Club in the same County competition in the current season. 9. Member Clubs competing in the County Cup / Bowl may not be represented by any person who has played or been selected as a replacement for another Club in a competition ranking above the current County competition that the Club is involved in unless such a person is an England Academy Player who, for the avoidance of doubt, will be permitted to play. 10. Replacements: In all rounds other than the final, not more than three including one suitably trained to play in the front row, and in the final not more than seven including two suitably trained to play in the front row.

11. Extra time: a) In all knock out matches except finals, if after 40 minutes of play each way the scores are level there shall be a five-minute break. After this break, the teams will change ends and there shall be a period of extra time between the teams of ten minutes each way with an interval of one minute. b) If the scores are then still equal, the team that has scored the most tries shall be the winner. c) If this does not produce a result, the team that has scored the most goals from tries shall be the winner. d) If the scores remain equal, save for the Final, the away team shall go forward into the next round. e) In the Finals, if after 40 minutes play each way the scores are level, the team that has scored the most tries is the winner. If this does not produce a result, the team that has scored the most goals from tries shall be the winner. f) If no result is achieved under paragraph (e) above, the result shall be decided as follows: Each Team shall nominate one player from its number on the field of play at the final whistle to participate on its behalf in a place kicking competition; Starting with the kicker from the team that kicked off the match, each kicker in turn shall attempt a place kick from the pre-determined positions indicated below until such time as, after an equal number of attempts, one kicker has kicked more goals than the other; These attempts will be made towards the goal posts nearest the players’ entrance to the pitch or in the event of both sets of posts being of equal distance from the players’ entrance, the goal posts as determined by a coin toss between the two captains, The attempts will be taken from the following positions in turn, repeating the sequence until a winner is decided; The centre of the 22-metre line The intersection of 22 metre and 15 metre lines to left of posts facing The intersection of 22 metre and 5 metre lines to left of posts facing The intersection of 22 metre and 15 metre lines to right of posts facing The intersection of 22 metre and 5 metre lines to right of posts facing. 12. Wherever possible, all County Cup / Bowl matches are to be refereed by an appointee of the Buckinghamshire County Society of Rugby Football Union Referees or their nominated deputies. 13. In the event that the home Club considers their pitch to be unplayable for any reason, the host Club shall ensure that a pitch inspection is carried out by the appointed Referee or, if that proves to be impractical, by a local Referee who is a member of a bona fide Rugby Union Referees Society, such inspection to be completed by not later than 10.30am on the morning of the match. If the official decides the pitch is unplayable, the host Club will be responsible for advising the visiting team, all match officials and the County Competitions Chairman that the game has been postponed. 14. The County will provide appropriate medals to be handed out to all players, including replacements & match officials participating in the finals. 15. A trophy shall be presented to the winning team in both County competitions to be held by them for one year. The respective holders of the County Cup / Bowl trophies are responsible for having their trophy suitably engraved & returning it to the County Competitions Chairman in a clean condition & in good repair a minimum of one week prior to the date for the following season’s finals.

COUNTY QUALIFICATION - PLAYERS

The Executive Committee looks forward with confidence to the coming season and to the continuance of the fullest possible support from all clubs in the County. The selectors, in their constant endeavour to field the strongest possible side to represent the County in all its matches at whatever age group, would welcome the names of any players qualified to play for Buckinghamshire that a club feels merit inclusion. Details of such players should be forwarded to the relevant team manager (see Playing Support Structure). The selectors will endeavour to watch all such players and review with club coaches their progress in the selection process. The County Championship is played according to a two-tier format. Buckinghamshire are in the lower tier and compete for the County Shield. The County aims to gain promotion to the top tier within the next three years. The support of all Member Clubs and their players will be required in order to achieve this objective. PLAYER ELIGIBILITY: County Championship Regulations 2012-13 1. Subject to Regulations 2 and 3 below and in accordance with RFU Regulation 15 a player may only play in the County Competitions for a County in which: (i) he was born; or (ii) he has completed not less than 6 months Residence within the County concerned in the preceding 12 months; or (iii) he has played for a County in a previous County Competition or National Under 20 Championship and who was qualified to play for that County under the Regulations then in effect. Any such player shall remain eligible to play for that County until such time as he qualifies for and plays for another County in any of the Competitions or the National Under 20 Championship. The only exception to this criterion is where the player was eligible for a County under Regulation 2 below; or (iv) he is an Effectively Registered Player of a Club allocated to the County on the date of the match. 2. In the Bill Beaumont Cup where the County for which the Player qualifies in accordance with Regulation 1 is in the County Shield he shall be eligible to play in the Bill Beaumont Cup if he holds Effective Registration with a Club at Level 4 or above in the County concerned. For the avoidance of doubt no player may qualify for a County under this Regulation if he is already eligible for a County participating in the Bill Beaumont Cup pursuant to Regulation 1. Eligibility under this criterion will only apply for the current Season. A player selected by a county in the Bill Beaumont Cup is not eligible for selection by that county the following Season under Regulation 1(iii) above. 3. With the intention that players playing in the County Championship Shield are not at a higher level than that ordinarily playing Level 5 and below a Player will be ineligible to play in the County Shield if at any time during the Season or during the course of the competition he: (i) had Effective Registration with a Club whose 1st XV plays at Level 4 and above or had played in the 1st XV for such a Club (ii) had played for or under the rules and/or regulations of that union been eligible to play for a club or team in a union other than the RFU of an equivalent level or standard to a Club referred to in Regulation 3(i) above

(iii) was or had been a Loan Player from a Club whose 1st XV plays at Level 4 or above (iv) had or had been in the Season or the previous twelve months selected to be a member of the match squad for England, England Saxons, England Under 20s, England Students, the England Sevens, the Combined Services, the Barbarians or any national representative team of another Union (v) had entered into a Contract with a Club whose 1st XV plays at level 4 or above or received any benefit in kind from any such Club or person firm or company connected with such a Club the consideration for which or part of the consideration for which was that the Player was available for selection for or played for the said Club or at its direction. (vi) is ruled ineligible by the Committee. Note: It is the County’s responsibility to comply with the letter and the spirit of this Regulation 3. If a County has any doubt that a player may be eligible it should ask the Committee for a ruling before the player plays. If a player is ruled ineligible after he has played a County will be liable to severe sanction. 4. No player or named replacement attending on the day of a match may represent more than one County in a Season. 5. A County shall not play or select as a replacement or substitute more than three non-EQPs in any County Competition match. THE APPOINTMENTS PROCEDURE Clubs should use the website (www.bucksreferees.co.uk/appointments) for information regarding referee appointments and MUST confirm their game directly with the referee listed during the week prior to the fixture in question. If this requirement is not complied with, the referee shall have the right to seek an alternative game through the Society. The Appointments Secretary will publish forthcoming appointments midway through the preceding month. Clubs MUST inform the Appointments Secretary of any changes to their fixtures as early as possible. If a non-notified fixture change results in the referee travelling unnecessarily the club will be charged. All appointments must be made by the Society’s Officers to ensure that the necessary insurance cover is in place.
