JAKARTA - Traditional Indonesian dances and clothing like the koteka, which is used in eastern Indonesia, are not pornogra-phy. Because they are not, they also are not bothered by the anti-pornography law that was adopted by the Indonesian parliament in 2008. The constitutional court has decided this yesterday.

The parliament wanted to use the law to protect the youth against immoral acts in the country, which has a majority of Islamic residents. But the law de�ned pornography pretty unclear, so statues near Hindu temples, the koteka of the Papua's and the well-known dances on Java would be outlawed as well.

Judges have now stopped that nonsense. "Traditional dances and clothing can not be seen as pornography because they are a integral part of the Indonesian cultures," said the court. The court was not clear however on what was a traditional dance in the �rst place.

The still very popular dangdut is also Indonesian culture, but whether those sexy singers can wear super short skirts and tight shirts again is still a question mark.

Indonesia To Get Rp4 Trillion In Education Grants From EUsource : thejakartaglobe.com

Yogyakarta - Indonesia will receive Rp 4 trillion in grants from the European Union (EU) and Australia to develop its education sector, a minister said.

“The grants will consist of 200 million euros from the European Union and Aus$200 million from Australia,” State Minister for National Development Planning Armida Salsiah Alisjahbana said following a bilateral meeting with the EU Commission for Development here on Wednesday.

The grants would be channeled for four years starting 2010, he said. Armida said the EU had agreed to channel the grants as budget support, “so the grants are not a project for the elementary education sector

but will be taken to the state budget.”

In 2010 alone, EU will channel 45 million euros of the grants, he said.

“The rest will be channeled in stages,” he said. Director of Multilateral Overseas Funding at the National Development Planning Agency (Bappenas) Dewo BJ Putranto said it was entirely up to Indonesia to decide what activities are to be funded by the EU grants.

“In the �rst year the grants will be used to support the education sector to achieve the goals of the Ministry of National Education’s strategic plans,” he said.

The electricity bill for my house in Jakarta was shocking high. It suddenly went from 1,7 juta (200 US) a month up to 6 juta one month later (750 US)! I was away in Bali and the house owner was probably aware of this. Fortunately I have Roos around - who should receive a medal for keeping my life more or less orga-nized - and she informed me on this. I called the management respon-sible for the townhouse I live in, and before I could even �nish my demand for a speci�cation, a voice interrupted me and said straight away that the bill indeed had been wrong. Without any explanation or excuse, he just hung up. I called back, but the �nance manager was 'out for lunch'. Two hours later, he was in a meeting and four hours later he was 'out of town'. Was this a mistake or a scam? (readers please note - make sure you check the KVA fees of your landlord when you rent a property…in most cases you will never get access to the real PLN bills and the landlord can charge what he wants.)

People often want to know if I have to deal with ma�a practices, like bribing government o�cials or using preman (local street thugs) for protection. When I started in this business some eight years ago, I was a bit worried myself. I had no idea what to expect. izin-izin's are needed. So you use a middleman. He is the one that basically does the bribing. Some-how, these middlemen also have a tendency of popping up at moments when things get out of hand. They are suddenly there with the soothing words like ' kita bisa bantu' (we can help you) and 'gam-pang (easy) mister, don't worry' combined with a calming smile and a controlled inhaling of cheap kretek. So you end up making a package deal that will include all licenses. Within a few weeks he will come back with at the whole stack of papers and he will demand his fee as agreed on. Later on, you will �nd out

there is always one little stamp that he did not organize yet, so that will be another several million rupiah. You can argue, but being that close to the complete izin packet, the middleman knows you will pay that extra anyway. In the end, you hope you can earn these extra expenses back through clever negotiating with the tax people, once they arrive (or use a tax middleman/consultant again, and the story will repeat itself ).

We occasionally have the ordinary preman come to our bars, and they always demand to see the manager. We normally tell them "Maaf pak, the GM is not in, but however, the owner, who happens to be an army general, will come later in the evening." The preman normally disappears within 1 minute. The police sometime look around the kitchen, but most likely because they are hungry. The meals we give them are booked as 'spoiled' or 'theft', but if the policeman is an

o�cer we write it o� as 'food tasting' in our books.

There is another kind of a racket you really have to watch out for. Its the people installing your electricity. Every time I build a bar, I could choose between a 'clean' PLN deal or a manipulated subscription whereby the electricity bill be roughly one third of what you would legally have to pay. I never took the risk, as it is basically stealing, but I know of a friend (yes, a lot of my friends are thieves) who fell for the scam. He paid the handy electrician a 'fee', for releasing his tricks on the PLN connection and amazingly the trick worked. His bill was really low. That was, for a few months, until PLN's 'investigation team' came. It was obviously no coincidence that their 'routine check' discovered a manipu-lated connection and the o�er to my friend was to pay 150 juta to the survey team directly or face the risk of jail or a 500 juta penalty. His handy PLN middleman was unreach-able.

You may notice that often my story has no moral to it. It is because there are no morals here. The above stories are also not intended to discourage people to do business in Indonesia. The system has also many advantages and the longer you survive the easier it gets. The police, PLN, the Tourism Board, the DKI, the tax people, in the end you know them and they know you and the negotiating gaps are getting smaller. There are lot of business opportuni-ties in Indonesia. A lot. And things are only getting better. Just make sure you choose the correct middle-men to get things done to prevent yourself from a lot of stress. Or come to BuGils a bit more often...(Ka ching! I did �nd a moral to the story in the end!)

The Finance Ministry announced late on Friday that it was providing incentives to boost investment in renewable energy, such as geother-mal, solar and biofuels, in an e�ort to cut reliance on fossil fuels.

The government “aims to reduce dependency on non-renewable energy and to ensure availability of sustainable energy sources by attracting investment,” ministry spokesman Harry Z Soeratin said in a statement.

The ministerial decree includes a 5 percent tax cut over six years for renewable energy producers as well as exemptions from value-added tax and import duties on equipment. Another provision allows investors to use accelerated depreciation and amortization on assets to reduce taxable income.

The ministry did specify how much the incentives would cost the government, nor did it say when these changes would be imple-mented.

Paulus Tjakrawan, secretary general of the Indonesian Biofuel Producers Association (Aprobi), applauded the incentives.

“Indonesia has joined the rest of the world by applying regulations [to develop renewable energy]. The government is heading in the right direction,” he said.Paulus said the incentives would cut biofuel production costs, making it more a�ordable.

“It’s hard for biofuels to compete with fossil fuels prices without incentives, even though biofuel is

subsidized. Biofuel producers have to sell their products cheaper than the production cost,” he said, adding that biofuels were priced around Rp 4,000 per liter at the pump but cost Rp 6,000 a liter to produce.

In March, the government doubled the biofuel subsidy from Rp 1,000 to Rp 2,000 a liter.

However, Paulus said the govern-ment also needed to do more to raise public awareness of the bene�ts of eco-friendly fuels to lift demand.

“The government needs to promote the importance of biofuels. It may be more expensive, but in the long term it’s better for the environment,” he said.

Also slowing the development of renewable energy in Indonesia were land issues that needed inter-ministry coordination to resolve, Paulus said.

“Land sustainability has been the main debate in biofuel production. Several geothermal energy sources are located in protected forests. These are also important problems,” he said.

In 2009, Indonesia fell short of its biofuels target as producers halted operations because of the surging price of crude palm oil, the main raw material for biofuels in Indonesia.

Total biofuel production was just 104,100 kiloliters in 2009, a 96 percent fall from the 2.56 million kiloliters produced in the previous year, according to the Energy Minis-try.

Boediono Con�rms Indonesia on Track for 12-Year Education by 2014

Denpasar - The government is on track to introduce compulsory 12-year basic education for all Indonesian children by 2014, o�cials said on Wednesday, with pilot programs expected to begin this year in selected provinces.

Vice President Boediono discussed the ambitious plan during a visit to SMA 1 high school in Denpasar. “We’re commit-ted to rolling out this program in stages, as part of our e�ort to boost the country’s academic standing,” he told students at the school, which notched the highest average scores in this year’s national exams.

National Education Minister Muham-mad Nuh, who accompanied the vice president, said the program could not be implemented immediately because of the relatively high number of students dropping out after junior high school to enter the work force.

“While the 12-year plan would see all children graduate from senior high school, we also have a 17-year plan in mind that would ensure all young people get a college degree,” he said. He said about 30 percent of students nationwide left school after junior high, although in Bali the rate was 10 percent. The 12-year program is set to be an

extension of the current nine-year mandatory basic education program, under which all children are expected to complete junior high school.

Under the existing and proposed programs, tuition is free at state schools, although in practice most schools require parents to contribute to an annual “maintenance fund.”

“We plan to implement the 12-year program nationwide by 2014, but several provinces such as Bali, Jakarta and East Kalimantan will have pilot projects before then,” Nuh said.

Education o�cials in Bali, the province boasting the highest national exam pass rate, were more cautious about the ambitious deadline to get pilot programs in place by the start of the 2011 school year.

“It’s going to be a challenge to imple-ment the 12-year mandatory basic education program,” provincial educa-tion head I Wayan Suasta said.

During Boediono’s visit to the school, the Bali education o�ce received a Rp 3.2 billion ($342,400) fund from the ministries of education and religious a�airs to help disadvantaged junior

high school graduates continue their studies and to promote Hinduism and Buddhism lessons. Eligible students include the handicapped, religious school graduates and those from low-income families.

“This fund is part of our commitment to maintaining the education sector as the country’s top priority,” Boediono said.

Bali Governor Made Mangku Pastika said his administration was committed to allocating 20 percent of the provincial budget toward education. He said its 2010 education budget was Rp 369 billion, up from Rp 320 billion the previ-ous year.

He also pledged to maintain the Educa-tion Operational Aid (BOP) scheme, under which the province subsidizes low-income junior high school students’ additional fees by Rp 800,000 a month, and Rp 1,000,000 for low-income voca-tional school students.

“In the future, all students should have at least a senior high diploma,” Pastika said.

Vice President Boediono, in white, announced a new education plan at a Denpasar high school. The plan is hoped to prevent students from dropping out after graduating junior high school.

Indonesia will host the Miss World competition in 2014. The news was broken by Bali Governor Made Mangku Pastika during a speech to open the 61st World Real Estate Congress (FIABCI) at Hotel Grand Hyatt Nusa Dua, Bali on Thursday.

“In 2014 the Miss World contest is going to be held in Bali,” Pastika said.

According to Pastika, the resort island will also a host a number of other international events such as the 2011 ASEAN Summit and the 2013 APEC Conference.

Pastika used the opportunity to promote tourism in Bali by saying Bali had already gained another nickname.

“Bali is known as the Island of Gods and Island of Peace and Democracy, now Bali is the island of Love. Julia Roberts, in the movie Eat, Pray and Love found true love in Bali,” he said.

Pastika's persistence in promoting Bali earned him praise from Vice President Boediono.

Kaart Van Het Eyland Bali. Francois Valentyn. One of the few large-scale maps of the island of Bali by Francois Valentyn and from his eight-volume history of the East Indies entitled Oud en Niuw Oost-Indien that was published in Amsterdam by Gerard Onder de Linden and the bookseller Joannes van Bram between 1724 and 1726. The work contained numerous charts of the major islands including this large map of Bali which is based on the earlier map of Bali compiled by Willem Lodewijcksz, a member of Cornelius de Houtman’s pioneering voyage to the East Indies in 1595-97. Measures 450 x 605 mm.

Tartariae. Ortelius. Rare 1570 edition of Ortelius’ map of Tartary, Japan and the West Cost of North America, from the 1570 Latin edition of Ortelius’ Theatrum Orbis Terarrum, the first modern atlas of the world (Van de Broecke’s 1570 Latin ‘B’ Edition).

The map provides a remarkable early representation of what was then the Tartar Kingdom, extending from the Caspian Sea in the west to China, Japan and Russian Asia in the east. This also includes a remarkable early treatment of the north-west coast of America, California and the south-western US. It is the earliest map to name California. Measures 472 x 355 mm.

Kaas (Cheese) is a brief novel and a classic by Willem Elsschot, a Flemish author. It was pub-lished in 1933, has been reprinted many times and was translated into various languages. In 2008 Dutch artist Dick Matena made 219 drawings to accompany the novel, which became a cartoon novel in the process. The original drawings by Dick Matena have been made available by the Cultural Centre deBuren (Brussels) for an exhibition at Eras-mus Huis. The exhibition will be introduced by Willem Bongers, an expert on Elsschot. Before the opening a new translation of the novel Keju, will be launched by PT Gramedia Pustaka Utama. The translator is Jugiarie Soegiarto.
