PRESIDENT’S MESSAGE Tim Frohreich ,Frohreich Construction, Yankton, SD We once again had a very good Winter Board meeting in Rapid City a couple weeks ago. Thank you to the Black Hills Home Builders Association for hosting the meeting. The membership social was fun, getting to know many more of the Black Hills HBA members. A very special thank you goes out to Denise Born and Desi Mendel from AFLAC for sponsoring a hospitality room the evening before the Board meeting. We continue to monitor the legislative bills that may affect the home building industry in South Dakota. It’s still early in the session being in the third week of a nine week session. Bills are streaming in this week because February 4 is the deadline for introducing individual bills. All seven local associations have been active in our weekly legislative conference calls every Monday, so if you would like to participate let your local Executive Officer or the SDHBA office know. One of the most popular events during the legislative session is our own Legislative Appriciation Dinner on February 5 at the Pierre Ramkota. For forty years we’ve co-sponsored this event with the South Dakota Realtors Association and the South Dakota Land Title Association. We’re expecting another great turn out, and would like to have you be part of this fun and informative event. The dinner runs from 6-8 pm, and the menu is the popular chili and oyster stew. We’ll also be visiting the Capitol Building the afternoon of February 5 to sit in on the Senate and House of Representatives at 3 pm. Our senior officers have a meeting with Governor Dennis Daugaard at 2 pm to discuss future funding for technology education for the home building industry. I had the pleasure as SDHBA President to recently install the 2014 Lewis and Clark Home Builders Association officers. First Vice President Frank Krause will soon be at the Aberdeen Home Buiilders Association Annual Banquet to install their 2014 officers. All seven local associations have scheduled their Home Shows. These shows give you an opportunity to get a booth and start seeing the public to set up your spring business projects. It’s easy to participate by calling your local association Executive Offier. The local shows this year are in Brookings February 22-23, in Watertown March 1-2, in Sioux Falls March 7-9, in Aberdeen March 8-9, in Rapid City March 28-30, in Pierre March 29, and in Yankton April 5-6.     February is a great time to plan. It won’t be long until things start to warm up, so you need to be ready to increase your business this year. One great way is to be part of the home shows the next couple months. We have seven local association home shows, and having a booth in your local show is the best way to meet this years’ customers.

    It’s still not too late to visit the International Builders Show in Las Vegas February 4-6. This is the world’s larget home show, and you’ll see futuristic technolgy that will be part of home building for years and decades to come. Online registation is easy by going to www.buildersshow.com .

    Another way to plan your 2014 gameplan is to be active in all HBA activities. Beyond having a booth at your home show, you should get involved in governmental affairs as they pertain to the home building industry and your career. This month is a great example how you can become active in our SDHBA legislative efforts. Help us make sure that good laws get passed and bad laws don’t get passed. All you need to do is let your local association office or the SDHBA office know you’d like to participate.

    In 2014 you will have an opportunity to be part of our NAHB legislative process. SDHBA is in the process of setting up meetings with our three Members of Congress in South Dakota the week of March 17-21. More details will be available soon.

    Being an election year, now is the time to get involved in the HBA Political Action Committee. Just like membership, PAC has three levels to influence political races in your local area, political races statewide, and national political races. We know that when we care about who’s making our laws, it can make a difference in making housing safe and affordable.

    The new SDHBA web site that was launched in January gives you another opportunity to plan ahead and increase your business this year. Business will increase dramaitically in the future from leads generated online. Our new web site allows people to easily go from the SDHBA web site to your web site in just a click. Every year we see more companies taking advantage of this affordable service, so maybe 2014 is when you start seeing the benefits. Let us know if it’s right for you.

    Legislative Committee

    I am pleased to serve as your committee chairman for 2014. The 89th legislative session is underway and as you read this it will be roughly a third of the way through. There are roughly 150 bills that have been introduced so far. We should be seeing quite a few more bills with February 4th being the last day to introduce individual bills and joint resolutions. February 5th is the last day to introduce committee bills and joint resolutions.

    We are monitoring around 25 bills as of right now. Right now there is only one bill that we have taken a position on. This is HB1011 and the position is to support it. This bill is an act to provide that certain information regarding postsecondary technical institutes be given to parents and guardians of students in middle school and high school. What this would do is get information to kids starting at 7th grade about

    technical schools and what they have to offer. This would hopefully get some of them interested in working with there hands and show them that there are great careers in our industry.

    The other bills we are monitoring have anything from land valuation to unemployment insurance to property maintenance codes to using cell phones and driving. The cell phone one we are looking for some definitions in language. This is SB13. It talks of CDL licensing and vehicle weight and of commercial plates. Most of you have commercial plates on your pickups and need to know if you will have to go to hand held devices. This bill more than likely will pass with it being tied to federal highway dollars to the state.

    On February 5th in Pierre is the Legislation Appreciation Dinner at 6 PM. For those of you not going to IBS this is a great time to talk to the legislators. Earlier in the afternoon a small group of us will be meeting with Governor Daugaard about the money he has promised to technical education. We want to let him know how

    much we appreciate this and make sure it is getting to the programs that can help us get our employees of the future.

    We also are following legislation on the national level. Which right now NAHB has quite a few things on their radar. You can find these at the NAHB web site, and if you have a smart phone there also is an app to track legislative issues and see how your elected official votes on these important bills to our industry.

    I would like to see all of our members be active in the legislative process. We all need to stay abreast of what is going on locally, in our state, and at the national level. There are things out there that can help our industry or at the other end hurt our industry. So please keep an open dialog with your elected officials.
