Customer NoticeMaterials Recovery Facility Closure
February - October 2017
Access to the Materials Recovery Facility (MRF) will be limited during construction and in-stallation of new equipment. Customers will be accommodated in the MRF when possible or redirected to other areas.
To maximize recycling, designated areas will be available to customers at the MRF for the following separated materials:
• Asphalt • Concrete • Drywall
For customers who require a guaranteed minimum 65% recycling level on their mixed load of construction and demolition material*, the MRWMD will transfer these loads to a San Jose processor. The cost for this service is $90 per ton. An extra Leadership in Energy and Envi-ronmental Design (LEED) point will be given to projects using this facility.
For information on the MRF closure, weekly updates will be available at www.mrwmd.org and at the Scale House. For guidelines on proper material separation and a complete list of fees, please refer to the MRWMD Disposal Fees brochure available at the Scales and on the web-site.

*Mixed construction and demolition material is defined as materials (usually hauled by debris box trucks and contractors) that contain more than 50% by weight or volume, recyclable items, which include: lumber, sheet-rock, concrete, brick, tile, granite, rigid plastics, cardboard, paper, metals, brush and trees, rock, asphalt, windows, appliances and toilets.

Class B. This Type II New Juvenile Hall Project will replace the original late 1950’s facility. The new facility will be constructed inphases with existing buildings being demolished to make way for the new recreation yard and support buildings. Upon completion, thefacility will provide approximately 63,438 square feet (sf) of total building area and approximately 100,108 sf of site improvements on9.217± acres of the greater 38.407± acres of county owned land in Salinas. The completed 120-bed facility will be laid out in a campusstyle design with a central 1-1/4 acre recreation yard surrounded by four housing buildings and support buildings. Two new 30-bedmedium security housing buildings will be approximately 7,176 sf with single and double rooms, and the new 30-bed high-securityhousing building will be approximately 9,715 sf with single and double rooms. Each new housing building will have three 10-bedhousing units with connecting dayroom and showers surrounding a central multi-purpose room, staff-support spaces, and an outdoorrecreation area. Additionally, the high-security housing building will provide on-unit classrooms and a satellite medical exam room. Thebase project includes the renovation of the existing 4,775 sf medium-security dormitoryhousing building; the renovation includes theremodel two existing housing units, one with 10 beds and one with 20 beds, with existing day room and programming space retained.Program services space will be provided at each housing building for education; religious services; counseling; substance abuseclasses; group counseling; mental health evaluations; and, other programs to reduce recism. The new administration building providesspaces for contact and non-contact visitation; central control; medical facilities; staff offices; intake processing; release; staff training;staff locker rooms; staff break room; equipment storage; and, maintenance shop with direct access to the new juvenile hall campus.The project provides a new central kitchen, dining, laundry and warehouse building, and a school/gymnasium building with a teacherresource room, educational offices and staff support areas directly off a large recreational yard. Primary security and visual supervisionfor the new facility will be provided by the new central control room, which will utilize closed circuit television to provide visual controland assist in the control of the security perimeter fence line. Central control will have visual supervision of the housing units, attachedoutdoor exercise areas, and program spaces. Each new and existing housing unit will also be monitored by a smaller unit securitystation, located off the multi-purpose room.

Safety Tip of the WeekSAFETY NET SYSTEMS
Safety Net Systems are one of the three types of fall arrest systems allowed in OSHA's Final Rule on Fall Protection (Subpart M). Safety nets must be installed as close as is practical under the level on which employees are working, but never more than 30 feet below that level. When nets are used on bridges, the space through which an employee could fall from the walking/working surface to the net must remain unobstructed.
Safety nets shall extend outward from the outermost projection of the work surface (refer to the new standard for the exact distance). The entire safety net system (the nets, all connectors, and the structures to which they are attached) must be capable of absorbing the impact of the drop test. The drop test consists of a 400 pound bag of sand dropped into the net from the highest point from which an employee could fall. The bag must be dropped from at least 42 inches above the net. The drop test must be performed when the system is installed, relocated, after major repairs, and at six-month intervals if it is left in one place.
Defective nets and components cannot be used and must be replaced immediately. Every safety net system has to be inspected at least once a week for wear, damage, and/or any other deterioration; they must also be inspected after any event that could effect the integrity of the system (examples include falls or snagging the net on a crane load).
Anything (materials, pieces of scrap, equipment, tools) which has fallen into the safety net has to be removed from the net as soon as possible and no later than before the next work shift. There are specific limits on the sizes of openings in the net mesh, and the spacing of connections between net panels - see the final rule for details.
A safety net system could save your life some day; but in order to do so it must be property installed and carefully maintained. Take the time to notice how the system is anchored and if those anchors are secure. When something falls into the net remove it or arrange to have it removed as soon as possible. Keeping a jobsite safe is a team effort, but it also requires responsible individuals. Make sure that you take the responsibility to notice and correct dangerous situations - whether they involve safety nets or any other equipment.
Safety nets are one of the three types of fall protection. If you are using a net be sure to follow the guidelines listed above.
