Conclusions and Recommendations
The policy must be articulated with policies on sustainable development.To be smart is a condition for sustainability but is not sufficient.

Conclusions and Recommendations
There is not a consensus on the contribution of ICT to the development of smart cities. The policy must promote innovation as a condition of intelligence and sustainability.
