Capacity building is not limited to NDCs

• Following the tsunami of 26 December 2004, data contributions were discussed.

• PrepCom on 4 March 2005 decided to start data forwarding on a test basis

• PrepCom in November 2006 established policy for provision of data to tsunamiwarning organizations. Currently data is forwarded to

four organizations.

• To increase the numbers of users in the 97 secure signatory accounts

• To increase the number of active NDCs

• To increase the number of Secure Signatory Accounts among the remaining 80 States Signatories and any new states

• To increase the use of IDC External Database by NDCs

• To increase the number of trained station operators

• Create tailored technical support packages responding to the needs and interestsof States Signatories

• Give high priority for technical support to states that do not have access to the services

• Encourage expert visits to the PTS by targeted NDC experts

• Where possible, visit the targeted NDCs to offer technical assistance such astraining on location for reasonable time and expenditure

• Use NDC Development Workshops to increase participation of existing NDCs and help establish more NDCs

• Use Focal Point Locations to support developing NDCs through training and technical assistance

A potential joint action with the European Union would create focal points of capacity building.

Focal Point Locations (FPLs) supporting NDC capacity building provides State Parties with knowledge and assistance for building and/or improving their NDC capabilities and IMS Station Operation practices.

After prototyping the design in Vienna, two FLPs will be installed, one in Africa and one in the Latin America – Caribbean region.

Benefits:Increases both the number and geographic spread of NDCsContributes to the sustainability of the IMS facilities.Allows those states that establish NDCs to receive and analyse the raw data in

real time which will be highly valuable for improving:

CTBT verification (the core function)Earthquake monitoring and volcano surveillanceTsunami warning capabilitiesEmergency preparedness and response from certain natural disasters
