WHAT IS AN INNOVATION ECOSYSTEM?

• Research management

• bottom up

• Entrepreneurial discovery

• Quintuple helix

• Chaotic! Innovation ecosystem

• But this is terrible, because they are missing the key difference. The terms “cluster” or “network” or “organization” are rather static. They describe the mere presence of assets in a system, like blocks on a wall chart.

An ecosystem, on the other hand, is about the dynamic interactions between things. It’s about how people meet, talk, trust, share, collaborate, team, experiment, and grow together. When an ecosystem thrives, it means that the people have developed patterns of behavior – or culture – that streamline the flow of ideas, talent, and capital throughout a system.

• The word ecosystem is important because its growing usage points to a profound shift in how

society thinks of economic value. It says that individuals matter.

PLACE MATTERS!

• «I think the paradox of the connected world is that, yes, it is easier and easier for somebody in the UK to be collaborating with someone in Poland or Silicon Valley, but you still find you get geographic concentrations of people. Partly, I think, because it’s to do with how you build up trust and cultures to start with.» David Gill, Managing Director of St John’s Innovation Centre

NSC FOTONIKA-LV

• Innovation is a chaotic process

• An attractor can provide order to a chaotic system

• An attractor is called strange if it has a fractal structure

• A growing NSC FOTONIKA –LV is the strange attractor for the innovation ecosystem

Page 20: BUILDING LATVIA'S PHOTONICS INNOVATION ECOSYSTEM CONTRIBUTION OF THE FOTONIKA-LV PROJECT TO RESEARCH-DRIVEN SMES FOTONIKA-LV 5TH YEAR CONFERENCE 23-24

WHAT IS THE NATIONAL SCIENCE CENTER FOTONIKA-LV?• FOTONIKA-LV is a research association of three institutes of the University of Latvia

• Founded April 24, 2010 to compete on large projects

• Members – Institute of Atomic Physics and Spectroscopy, Institute of Astronomy, and Institute of Geodesy and Geoinformatics

• Won the FOTONIKA-LV REGPOT 2011 project award with nearly 4 million EUR funding

• Mission - To fully realize the potential of photonics and quantum science research and innovation development in Latvia and the Baltic States

• The National Science Center FOTONIKA-LV will become a self-standing research unit of LU that will include additional member institutes that will broaden and continue the mission of the FOTONIKA-LV REGPOT project after funding terminates 30-04-2015

SMART SPECIALIZATION

• Focus on what a region is good at doing to accelerate economic development

• Be smart.• Coordinate investment to stimulate innovation

• Collaborate -- industry, government, education and research

• Attract and retain quality people

• Innovate – transform knowledge into growing wealth

• Specialize to achieve economic breakthrough for the region

Page 26: BUILDING LATVIA'S PHOTONICS INNOVATION ECOSYSTEM CONTRIBUTION OF THE FOTONIKA-LV PROJECT TO RESEARCH-DRIVEN SMES FOTONIKA-LV 5TH YEAR CONFERENCE 23-24

IF PHOTONICS MEETS THE CRITERIA FOR A SMART SPECIALIZATION CAN IT BE A SMART SPECIALIZATION OF LATVIA EVEN IF NOT YET ACKNOWLEDGED BY THE GOVERNMENT?

Page 27: BUILDING LATVIA'S PHOTONICS INNOVATION ECOSYSTEM CONTRIBUTION OF THE FOTONIKA-LV PROJECT TO RESEARCH-DRIVEN SMES FOTONIKA-LV 5TH YEAR CONFERENCE 23-24
