Career and Technical Education (CTE) Early/Middle College Initiative• 5-year program that combines CTE and classroom
education• Student earns a high school diploma and either an
associate's degree, technical certification, or up to 60 college credits simultaneously
• Must be in high-demand career cluster• Employer involvement in development of curriculum• Goal is to increase program offerings and student
enrollment and completion.

IELCE Building Opportunities Collaborative The collaborative is part of the USDOE, Office of Career, Technical,
and Adult Education’s (OCTAE) Building Opportunities project, which is supporting state and local implementation of the new IELCE requirements under Section 243 of WIOA.
Michigan, along with the Literacy Center of West Michigan, is one of 35 states participating in the collaborative.
State leadership and their local provider partner will receive guidance on: How to facilitate partnerships with training providers
Engage employers
Recruit target populations
Connect to existing career pathways
Conduct other related activities

46% The biggest jumps were for EFL’s:
ABE Level 3 - up from 33% to 41%
ABE Level 4 - up from 29% to 45%
ABE Level 5 - up from 32% to 59%
