The Goolwa Visitor Information Centre received 20 430 visitors for the March quarter (January – March 2009), an increase of 29.44% from the same period last year. Part of the increase can be attributed to Goolwa hosting the wooden boat festival from the 7th – 9th March. There has been an increase in visitation from within South Australia with visitors coming to Goolwa to see the river for themselves as a result of media coverage. Volunteers and staff from the Goolwa Visitor Information Centre (VIC) answered 6 609 individual specific enquiries. 53.76% of visitors were from SA (local, Adelaide and SA country) 30.09% of visitors were from interstate (other than SA) 15.99% of visitors were from overseas

The Strathalbyn Visitor Information Centre received 4 693 visitors for the March quarter (January – March 2009), a decrease of 19.25% from the same period last year. The process of recording of statistics within the Centre was streamlined in 2008 and made uniform with all visitor centres in South Australia. This may have distorted the comparison figures but will become clearer once the same process has been used in 2009. 50.11% of visitors were from SA (local, Adelaide and SA country) 29.16% of visitors were from interstate (other than SA) 20.77% of visitors were from overseas Combined, the Alexandrina Visitor Services received 25 123 visitors from January – March 2009.

REPORT Ms Wendy Watson, the Event Co-ordinator for the 2009 Wooden Boat and Music Festival has advised the survey results produced by Encore are most positive with the following results: EXECUTIVE SUMMARY OF ENCORE SURVEY REPORT The Encore Program was implemented at the 2009 SA Wooden Boat & Music Festival, 7-9 March with endorsement from Events SA - SATC. Over the three-day event, University students on behalf of the Festival conducted 160 face-to-face attendee surveys. The overall success of this Festival has been extremely positive with a high level of satisfaction. This Encore program will assist to identify relevant target markets with the organisation of the 2011 Festival. The 2009 Festival attracted approximately 8000 visitors. Using the Encore Visitor Expense Report of actual expenditure data collected breakdowns as follows based on 160 surveys:- Visitor Expense Categories Accommodation $4,281.00 15.58 % Meals $11,457.00 41.70 % Event Tickets $3,912.00 14.24 % Other Entertainment $1,826.00 6.65 % Transport $2,923.00 10.64 % Personal Services $495.00 1.80 % Other Expenditure $2,584.00 9.40 % TOTAL $27,478.00 For 160 people Visitor Expenditure Locals $3,492.00 12.71 % Capital City $10,232.00 37.24 % Intrastate $7,773.00 28.29 % Interstate $5,271.00 19.18 % International $710.00 2.58 % TOTAL $27,478.00 For 160 people Based on visitation of approx. 8000 over the 2009 Festival using the expenditure figures of the Encore Survey of 160 people surveyed excluding local expenditure, it is estimated an economic impact benefit to the region equates to approx. 1-1.2 million dollars.

To assist with the ongoing improvement of this Encore - Event Evaluation Kit, for future Festival assessment, discussions have been held with Roz Becker, Fleurieu Tourism Manager and feedback given regarding the Encore Program from the 2009 SA Wooden Boat & Music Festival.

RECOMMENDATION That the report be received and that the committee be congratulated for a successful event.

12.4 Update On Coastal Protection And Management Works

REPORT In March 2009 a Middleton resident wrote to Mayor Kym Mc Hugh on a number of issues with which they had concerns. One concern related to the impact people were having on the cliffs along the Middleton shore. The intention of this report is to provide an update on management measures Alexandrina Council is implementing in partnership with other organisations to preserve and manage this important area. Complaints regarding inappropriate behaviour in the dune and beach foreshore area have previously been received by Council. Concerns have been raised regarding damage to vegetation due to people creating new paths to the beach, dunes being used for sand boarding, and vehicles using the beach inappropriately being some examples. Council staff have discussed the management of the area with other organisations including the Goolwa to Wellington LAP and the Adelaide Mount Lofty Ranges Natural Resource Management Board. The following actions have been taken or are being prepared to improve the protection of the natural assets of dune, cliff and foreshore area. • The Goolwa to Wellington LAP, in cooperation with local Coastcare groups,

Alexandrina Council, and State Government agencies and authorities, is currently developing a brochure which provides information on the importance of the dunes and cliffs and methods with which negative impact can be lessened. This brochure will be provided to real estate agents which manage holiday rentals along the coast from Goolwa to Port Elliot so that holiday guests can gain an understanding of the importance of the area and the negative impact that inappropriate behaviour can have. Residents along the coast will also be provided with a copy of the brochure. The brochure will also be available in the pamphlet stand/display in Council libraries.

• The Goolwa to Wellington LAP, in cooperation with the Goolwa Coastcare

group, Alexandrina Council, and the SA Murray Darling Basin Natural Resource Management Board is preparing conservation signs which will be strategically placed in dune and foreshore areas.

12.4 Update on Coastal Protection and Management Works (Continued) • Alexandrina Council, in partnership with the Australian Government, the South

Australian Government, the City of Victor Harbor, the District Council of Yankalilla, and the Goolwa to Wellington LAP supported the development of the ‘Southern Fleurieu Coastal Action Plan and Conservation Study 2007’. This comprehensive plan provides management actions for the sustainable management of the Southern Fleurieu coast. There are a number of actions relating to dune and cliff protection. Alexandrina Council has implemented many actions in this plan and continues to do so.

• In 2000 Alexandrina Council commissioned a report ‘Alexandrina Coastal

Park Concept Plan’. This report identified a number of issues relating to the coast including damage to cliffs and dune areas and made a number of recommendations. Council has implemented many of the recommended actions from this report including improving beach access points, improving car parking areas, walking trails, and improved facilities. Council will continue to implement the recommendations of this plan.

• Alexandrina Council, the District Council of Yankalilla, the City of Victor

Harbor, and the Adelaide Mount Lofty Ranges Natural Resource Management Board have formed a partnership which has resulted in the employment of a Coastal Estuary and Marine Project Officer to work on coastal issues across the Southern Fleurieu Peninsular. This officer works with community groups and government agencies in implementing the recommendations of the ‘Southern Fleurieu Coastal Action Plan and Conservation Study 2007’ and in managing projects to enhance and protect the coastal area.

These actions have already seen many improvements to coastal management in the Alexandrina Council coastal zone and have decreased the negative impact that some human activities are causing. Council will continue to undertake improved management actions to preserve and enhance the coastal zone including the cliffs located at Middleton.

RECOMMENDATION That Council receive the report and provide any comments to the Environmental Sustainability Officer.

12.5 Update On Governance And Planning Arrangements For The Murray-Darling Basin

the River Murray the Honourable Karlene Maywald MP

REPORT On 22 April 2009 Alexandrina Council received a letter from the South Australian Minister for the River Murray and Minister for Water Security, the Honourable Karlene Maywald MP, which provided details on the creation of the new Murray-Darling Basin Authority. This new Authority has taken on the functions of the Murray-Darling Basin Commission and will also be developing, implementing, and monitoring a strategic basin wide plan. The new Authority will take on the role of the former Murray-Darling Basin Commission in managing river operations and natural resource management programs on behalf of the Basin States and Australian Government. River operations include managing the distribution of water to the States and assets owned by the States such as locks, weirs, and salt interception schemes. A new Murray-Darling Basin Ministerial Council and a new peak committee under the Ministerial Council called the Basin Officials Committee have also been established. Minister Maywald will represent South Australia on the new Ministerial Council. The Chief Executive of the Department of Water, Land and Biodiversity Conservation will represent South Australia on the Basins Officials Committee. The Basin Plan will enable past over allocation of water in the Murray Darling Basin system to be addressed, and will provide for the critical human needs water of communities that rely on the River Murray. The Plan will set a sustainable cap on river and ground water diversions across the Basin and work towards meeting the challenges of climate change. It will also address environmental needs while enabling sustainable industries and river communities to prosper. The first Basin Plan is due in 2011. The Murray-Darling Basin Act 2008 recognises the new governance arrangements by repealing the South Australian Murray-Darling Basin Act 1993 and by amendments to other relevant legislation including the Natural Resources Management Act 2004.

REPORT The announcement of $10m Commonwealth funding for the lower lakes, Finniss and Currency Creek areas was designed to support local communities in working to reduce the negative impact of the low water levels. The detail is still being worked through on how to deliver these funds efficiently and effectively to local communities without State Agencies imposing significant administrative loads on the process. The Milang Old School House Community Centre and the Goolwa to Wellington LAP have been working together on a draft Business plan to manage the funds and process for local communities. The prime objective is to provide funds for the retraining of people displaced from irrigation dependent businesses as well as purchasing materials to put into effect a comprehensive remediation programme for the shorelines of Lake Albert, Lake Alexandrina, Finniss River and Currency Creek dealing with acid sulphate soils, revegetation monitoring of water quality, and general integrated biodiversity planning and management. The programme should last for at least 3 years and result in a biologically sustainable shoreline, highly skilled people, sustainable employment and retention of local families.

13.4 Minor Amendments To Fleurieu Regional Waste Authority Charter

REPORT Background Council resolved to accept the charter for the Fleurieu Regional Waste Authority (FRWA) at its meeting in February 2009. All other Member Councils of FRWA have also resolved to accept this charter. To form the Regional Subsidiary this charter needs to be published in the Government Gazette. As a result of the final check prior to sending the adopted charter to the Office of Local Government Clause 1.9.2.2 regarding borrowings by the Regional Subsidiary outside the budget was incomplete. The Clause required a financial ratio to be inserted. This was an oversight that has required minor amendments to the charter. Minor Amendments In addressing this issue the original charter has been improved by the inclusion in Clause 1.2 Definitions relating to a long term financial plan and a Treasury Policy. Refer to page 2 of the marked up amended charter. REFER ATTACHMENT 13.4 (Page 1) A new Clause 4.5 has been inserted requiring the FRWA to prepare a long term financial plan (10 years) and a Treasury Policy that must be approved by the Member Councils. This then leads to Clause 1.9.2.2 being completed to limit the borrowings by the FRWA to the financial ratio included in the FRWA’s long term financial plan supported by the Treasury Policy that have been previously approved by Member Councils. These amendments improve the overall governance of the FRWA and give protection to the Member Councils regarding borrowings by the FRWA. These amendments have required other minor amendments relating to page numbers, Clause numbers and some grammatical and typographical improvements. All changes have been marked up on the original charter and are attached to this report.

REPORT The fourth Middleton Gourmet Food and Music Festival was held recently at Abbott’s Reserve, Middleton (Feb 14th). Although it attracted a significant crowd on the day, the event ran close to a break-even budget and the organising committee are disappointed to not be able to contribute back any significant profit to the community this year. This was the first time that the Festival has not been successful in attracting external funding from the South Australian Tourism Commission. As such, given the nature of the event (community not for profit) the organisers have since written to Council asking that the cost of provision of infrastructure for delivery and pick up of bins (totalling $400) be waived. This will assist in covering overall costs incurred.

RECOMMENDATION That Council consider waiving the infrastructure fee of $400.00 for the Middleton Gourmet Food & Music Festival which was held in February 2009.

BACKGROUND The Community Bus was purchased in July 1997 by the District Council of Port Elliot & Goolwa with community financial assistance and a Federal Government funding grant. The original intent was to provide a town loop service for those students attending schools in Goolwa as well as a link to the Education Department school bus route at Flagstaff Hill which then transported students attending the Mt Compass Area School. In 2003 this link was discontinued following the decision by the Department of Education to provide a direct service from Goolwa to Mt Compass. In 2003 Goolwa Bus and Coach were contracted to operate the community/ school bus, with Alexandrina Council providing reimbursement for the service. In December 2004 representatives from Alexandrina and Victor Harbor Councils met with the Minister for Transport to seek funding support for the provision of school/community bus services. The Minister offered to provide $40,000 in recurrent annual funding, subject to Councils retaining their current level of funding for regular passenger transport services. It was agreed at the time that the $40,000 be split 2/3 City of Victor Harbor and 1/3 Alexandrina roughly in line with the level of funding commitment by Councils to their individual services.

17.2 Community Bus (Continued) In December 2006 Goolwa Bus and Coach approached Council with a proposal to purchase the community bus at current market value and provide the school bus service (since discontinued as of September 2008).The proposal also included the provision of a town loop service which required approval and route licensing from the Office of Public Transport (OPT) The route licence was and still is with Premier Roadlines and Goolwa Bus & Coach applied to the OPT to have the licence transferred to them. Council also supplied a letter of support to the OPT on behalf of Goolwa Bus & Coach. Goolwa Bus & Coach sought Council’s support in regard to the take over and management of the Community Bus with Council’s contribution estimated to be in the region of $18,000 per year. Unfortunately the outcomes of the negotiations with the OTP and Premier Roadlines resulted in the application by Goolwa Bus & Coach being refused with Premiers using their power of veto on the route licence application. Goolwa Bus & Coach P/L continued to provide a school bus service to the Goolwa Primary School using the Community Bus, later using a larger bus to provide the service. Due to rising costs and declining numbers and with no further funding forthcoming from the Department Transport, Engineering & Infrastructure, this service ceased at the end of Term 3, September 2008. REPORT The Community Bus is a discretionary service provided by Council to the coastal communities of Alexandrina. The vehicle is ageing and ongoing maintenance is becoming an issue. The latest odometer reading is 286, 747 kilometres and in the twelve month period from 11th January 2008 through to 12th December 2008 was hired out on ten separate occasions travelling a total of 537kms averaging 44.5km per trip. The net cost to Alexandrina Council for the bus has generally been between $20,000 and $25,000 each financial year although the social impact on the community if this service is terminated may be significant. The bus is currently managed by the Southern Communities Transport Scheme (SCOTS) in relation to bookings and driver coordination and is hired at a rate of $1.35 per km.

The bus is currently stored at the Goolwa Depot with no designated undercover parking and as a result the vehicle is exposed to the elements with significant rust showing on the body work. If Council is to continue to make the service available to the community there may be a requirement in the near future to update and provide a more safe and reliable vehicle. Because of the deterioration in the condition of the bus it is suggested that Council review the viability of the vehicle and its future to ensure that it is being utilised in the best possible way and in the best interests of the community. 17.2 Community Bus (Continued) The Community Bus Operating Grant is not shown in the 08/09 column as this is received at the end of each financial year. The $40,000 operating grant is split between City of Victor Harbor and Alexandrina. Currently $26,400 for City of Victor Harbor and $13,300 for Alexandrina. The Department of Transport, Energy & Infrastructure (DTEI) now retains the $26,400 allocated to City of Victor Harbor as this is directed to regular transport passenger services provided by Genesis Tour & Charter who are under contract to the DTEI. As the OPT Operating Grant is dependant upon the provision of regular transport services and in line with the level of funding commitment by Council, if transport services offered by Alexandrina Council were to cease then the eligibility to receive the OPT Operating Grant would need to be reviewed unless funds can be directed to other and much needed transport services in the Alexandrina region. RECOMMENDATION 1. That Council consider selling the bus with the possibility of directing

funds to other eligible transport services in the Alexandrina region and

2. Following the sale of the existing bus, some level of compensation in

the form of a one off ex-gratia payment be made to those identified groups who have been the predominant users of the service which could be put towards the cost of hiring a bus from private contractors for the next financial year.

REPORT Airport Road is increasingly being used as a heavy vehicle freight route. The road has been identified as a strategic heavy freight haulage route which is supported by both Alexandrina Council and Southern & Hills LGA Transport Plan. With the region growing in population there is more demand for light industry requiring regular supply of materials to service the community needs at a higher level, funding of $1,000,000 has been granted LGA Special Local Roads Program. As part of the upgrade to the road, the road will be required to be realigned in 4 different locations along the 7.5 km route. This will involve a number of land acquisitions from landowners along Airport Road, Council has engaged Maloney Field Services in providing technical support in negotiations with land acquisitions and calculation of land values. Curve 5 & 6 is at the Middle of Airport Road and Council requires land to increase the current curve radii to 320 metres to improve speed design from 60 km/hr to 100km/hr. Allotment 51, deposit Plan 53616 is own by M C Atkinson & K Salisbury. Council will acquire 2445m2 to improve the roads alignment to increase road safety for all road users. Alexandrina Council has offered $42,120 to M C Atkinson & K Salisbury for the purchase of the land. M C Atkinson & K Salisbury has accepted this offer on the provision that Council will pay for all costs associated with the land transfer and the realignment of fencing.

REPORT Alexandrina Council assumed responsibility of the current Goolwa Ferry on 13 June 2002 from the State Government. Since this time the ferry has been used for a variety of purposes including launching fireworks. Unfortunately the ferry has been vandalised repeatedly and fallen into a state of disrepair. Over the past 6 months several options have been investigated as to better utilise the ferry for boating purposes. These included converting the ferry into a small boat floating mooring at the Goolwa Wharf either at the existing ferry landing or at the northern end of the Goolwa Wharf. Des Commerford undertook significant consultation with the Department of Transport, Friends of Oscar W and Jock Veenstra regarding these proposals. Several issues were raised during these discussions:

1. The ferry would need to undergo a marine survey prior to being used as a mooring facility. It was the general consensus that it would probably not meet the survey requirements without significant work.

2. The existing ferry deck would need to be rehabilitated with either new decking or asphalt.

3. Some of the super structure would need to be removed and 8 marine bollards installed on the ferry for boats to tie up to.

4. Two mooring piles would need to be installed to moor the ferry to. 5. The ferry would not be able to be moored alongside the main wharf because

it restricts access to the main channel near the bridge.

To further improve boating facilities in the area Council is considering establishing mooring facilities south of Hectors jetty next financial year. These facilities will include floating pontoons and cater for up to 20 small boats. It has always been Councils intention to retain the Ferry to ensure that the history of the ferry handling is maintained. To ensure this happens it is proposed to install some interpretive signage detailing the history of the ferry and construct a path past the ferry landing linking the Wharf and Amelia Park. RECOMMENDATION That the ferry be sold by tender with a reserve set at $10,000.00 and that the funds raised be put towards a path and interpretive signage to maintain the history of the area.

REPORT Council has been focused on water conservation issues surrounding the water levels in the Lower lakes and Murray River since 2007. It is expected in 2009 that the construction of several engineering structures in the lower lakes and tributaries may proceed. Concerns have been expressed by some people in the community that this may result in the demise of the Murray River and the Lower Lakes as we have known it in recent years. It is important for Council to continue to maintain the community’s stance that a fresh water solution for the Lower lakes and Goolwa channel is the best solution. Council has undertaken a significant approach on a variety of projects in water conservation. These include general conservation of mains water through the ICLEI program, installation of water savings devices in buildings, conservation and reuse of stormwater, and reuse of effluent water. All of these areas have their own policy and methodology for saving water but generally with the same aim, namely to reduce the reliance on water from the River Murray. To fully promote Council’s efforts and work in securing a fresh water future it is desirable that we brand all our water saving efforts under one logo / banner. This will enable Council to advertise and inform the community on what we, and they, are achieving in regards to securing a fresh water future. Proposal: 1) Adopt a title for the project that encapsulates the aim of the Council:

communications of the project. 3) That the project be reviewed annually to ensure that it is still relevant to

the community and is achieving the desired results. 4) That the project be launched in conjunction with the opening of the

Goolwa Waste Water Treatement Plant on 12 May 2009.

25.5 Hindmarsh Island Bikeway Lease

REPORT This financial year, Council has received a grant from the State Government to construct a bike link between the Hindmarsh Island bridge and The Marina Hindmarsh Island. To secure the best location for the bike track, Council entered into discussions with Mr Andrew Chapman of The Marina Hindmarsh Island to place the bike track on Marina land on the southern side of their boundary fence. Andrew Chapman and The Marin Hindmarsh Island have been great and have worked closely with Council in providing a corridor 6m wide along their northern boundary for the bike path. This has allowed the bike path to be constructed well clear of the road and with minimal vegetation removal. Norman Waterhouse Lawyers have prepared a lease agreement between Council and The Marina Hindmarsh Island (Kebaro Pty Ltd) for the area at a cost of $1.00 per year for 10 years with a renewal period of five years up until April 2019. ATTACHMENT 25.5 (page 31) Council’s obligations under the lease are to:

Maintain the leased area in a clean and tidy manner. Construct chain mesh fencing around Kebaro Pty Ltd’s shed to protect it

from vandalism Plant approximately 1000 native trees to screen the bike track from the

adjoining land. Accept responsibility for the removal of any graffiti from The Marina

Hindmarsh Islands works shed for the term of the lease.

REPORT “The Creeks Pipeline” project is a COAG assisted pipeline planned from the River Murray in the Jervois area to serve Langhorne Creek and Currency Creek vineyards and other uses now that the water supply to these areas that was previously sourced from Lake Alexandrina and the lower reaches of the River Murray is too saline for irrigation purposes. Irrigators have been previously asked to submit expressions of interest to allow detailed planning of and commitment to this pipeline. Council endorsed it’s interest at the Council meeting on the 7th October 2008. A prospectus and application for shares has now been put out to those who expressed an interest in the pipeline. An expression of interest had been submitted on behalf of Council for irrigation water for the Milang Township subject to the water pipe line coming in near proximity to the town. This has been done in conjunction with Mr Darryl McLean representing the Milang sports groups. Water use includes the Milang Oval, Milang Bowling Club, Milang Caravan Park, Milang foreshore, Railway Museum and the Memorial Gardens. A submission for 25 ML of water to be supplied annually through the pipeline was lodged. This is based on historical water usage at Milang, and while no additional capacity for expansion of irrigated areas has been included, it is considered that more prudent use of water in the future will be a necessity and that this amount will be adequate. The cost to subscribers to the pipeline is $1,000 per ML capital cost up front for peak use water and payment due in May 2009, and then annual pumping charges of 38 cents per KL for peak water (November to March) and 11 cents per KL for off peak water.

The annual cost would then be distributed between the users on a user pay system. Council currently has a water allocation of 85.6 ML at Milang and therefore part of this allocation would be required to be used to draw water from Jervois via the pipe line rather than from the Lake at Milang. RECOMMENDATION That the Chief Executive and Mayor be authorised to sign and seal the share application and water delivery contract documents for 'The Creeks Pipeline Company Limited'.

REPORT At the Council Meeting held on 17th September 2007 (Item 14.7) it was resolved that the lease to occupy the Goolwa Wharf Shed by Goolwa Wooden Boats, Jesse Wagner, would be extended to the 30th June 2009. The lessee has approached Council for consideration to have a further extension of the lease for possibly a six month period or a full 12 month extension. The lessee has advised that due to the current conditions of the Goolwa channel, there has been a downturn in boat enquiries for building new boats. We are advised that there have been no new enquiries for building new boats for at least 12 months. The lessee is currently working on two boat building contracts, however these were established over 12 months ago. Relocating to a different location and shed is not viable at the moment. Council has recently received an expression of interest from The Friends of the P.S. Oscar ‘W’ committee for a small part of the Wharf Shed (the upstream section) for the purpose of a secure area for storage, display and ticket office. This matter has been discussed with both parties and generally agreed that the co-habitation can exist for the period of any extension that may be granted by Council. Public Expressions of Interest (EOI) seeking proposals for alternative occupation of the Goolwa Wharf Shed have not yet been undertaken. Given the low water levels in the Goolwa channel is this the best time to seek EOI for such an important area? Options for Council consideration include; • Extend the lease of the Goolwa Wharf Shed for a period of time to Jesse

Wagner, Goolwa Wooden Boats. • Approve co-habitation of an area within the Wharf Shed to the Friends of the

P.S. Oscar ‘W’ for the purpose of storage, display and ticket office. • Call for EOI for occupation of the Goolwa Wharf Shed and defer any decision

on an extension of the lease and co-habitation by the Friends of the P.S. Oscar ‘W’ until EOI have been assessed.

RECOMMENDATION That Council considers the options available.

Should Council wish to sponsor this program again this year it will help support 120 young people to experience life in Local Government.
