IT was an exhilarating week for squash fans in Penangas most of the top women players were in town forthe Womens World Squash Championship held fromMarch 18-23 at the Penang International Conferenceand Exhibition (SPICE) arena.
The event saw near-capacity crowds turning out tosee some top-class action, with most fans no doubteager to see our own squash darling Datuk Nicol AnnDavid in action.
Even though Nicol lost in the semi-nals, a crowd of
some 4,000 something rarely seen at major squashevents was on hand to roar on the two nalists, Eng-
lands Laura Massaro and Nour El Sherbini of Egypt.In the nal, Massaro beat El Sherbini 11-7, 6-11,
11-9, 5-11, 11-9.

THE state government has warned that itwill not approve or support any develop-ment projects unless it benefits the peo-
ple.Referring specifically to the redevelop-
ment plan for the Butterworth air forcebase, Chief Minister Lim Guan Eng saidthe state exco had asked for a briefing
from the Defence Minister on the issue.Lim, who is Baga n MP, had questio ned
the minister in Parliament on March 11regarding the Royal Malaysian Air Force(RMAF) base relocation.

Defence Minister Datuk Seri Hisham-muddin Hussein replied in writing that
the Federal Government has agreed inprincipl e to a land swap with LTAT-TSRCapital- PBT J V.
Another report in a local daily claimedthat Tasek Gelugor MP Datuk Shabudin
Y a h y a s a i d r e s i d e n t s w e r e s t r o n g l yagainst the project as they were worriedthat it would have a negative impact.
But an incredulous Lim asked: Howcan this be? Are the local Umno leadersnot aware of the project? If this is the
case, where is the accountabi l i ty andtransparency?
Lim added: If the Federal Governmentreally did not inform the local leaders, i tis as if democracy is dead in Malaysia.
He (Shabudin ) said he doesnt know. Heis either hiding something or if he reallydoesnt know, then this shows that Bar-isan Nasional (BN) does not respect de-mocracy as even their own Umno leaders
were not informed of this project.

DELAYED work on access roads to and fromthe Sultan Abdul Halim Muadzam ShahBridge, which was opened recently, has raisedsome worries.
One concerned citizen, Jaseni Maidinsa,general manager of PBA Holdings Berhad,raised some observations recently.
It took four years to construct the secondbridge but why is it only now that they want
to build the elevated access roads? When you
reach the island after a pleasant drive acrossthe bridge, you come right into a road con-struction site. I foresee that there will a lot oftrafc jams, Jaseni said in a press conference
at the Chief Ministers ofce.
Exco member for Works, Utilities andTransport (Air, Sea & Train) Lim Hock Sengpointed out that the project for the road, la-belled FT3113, is under the federal govern-
ment.It is a RM800 million project and it is not
under the Penang State but the Federal Gov-ernment, Lim said.

That is how Lim described the privatisation ofthe Penang Port.
He hit out at Putrajaya, in particular, the Trans-port Ministry, for not responding to the state gov-ernments letters regarding the privatisation of the
port.Penang Port is owned by the Finance Ministry,
regulated by the Transport Ministry and operatedby Penang Port Sdn Bhd (PPSB). However, untiltoday, the ministry has not made any announce-ment, whether through the media or directly to the
state on the position of the transaction, Lim saidat a press conference in Komtar on March 21.
Lim produced a letter from PPSB that SeaportTerminal (Johor) Sdn Bhd (Seaport) had t aken overthe management of the port on Jan 9.
Can the Transport Ministry let us know theposition of this transaction? Otherwise, this wholething is cloaked in mystery, shrouded by secrecyand clouded by confusion, Lim said.

THE signing of a new Memorandumof Understanding (MOU) betweenPenang and Aceh not only brings thetwo closer, but also strengthens co-
operation between them in terms oftrade and investments.
The MOU was signed on March18 Chief Minister Lim Guan Eng andGovernor of Aceh Dr. H. Zaini Ab-
dullah.
A few sectors highlighted that wereprime for collaborative efforts on bothsides were that of tourism, human re-source development, trade and invest-
ments as well as the halal industry.This collaboration will enable us
to explore more investment oppor-tunities into the said areas with ourneighbours in Indonesia, Lim said
during his address at the MOU sign-
ing ceremony.Lim also pointed out that in 2010,
Penang and Aceh had already signedan MOU which would last threeyears, for the two to work together
in the eld of trade and investments.Since the three years are already
up, this MOU signed today is for thesame purpose as the previous one.Todays MOU will last for four
years, from 2014 till 2017, Limadded.
Zaini pointed out that strong tieswith Penang would further help theprosperity of Aceh and would pave
the way for new and greater eco-nomic links between the two.
This collaboration will not onlybenet Aceh but also bring returnsto Penang in our shared elds ofinterest, Zaini added.

THE Penang Development Corporation(PDC) micro-credit interest-free loanunder the Projek Titian Saksama
Rakyat (PTSR) began in October2009.
To-date, almost RM7 million hasbeen disbursed, collected and loanedagain to over 1,726 borrowers.
Its aim is to provide a system ofmicro-credit loans which is not a burdento the hawkers and petty traders inPenang.

Mutiara.When asked if he will consider bor-
rowing again after he had fully repaidthe amount, Teoh said: If possible andif my business is doing well, I will notapply for another loan although the

ers have the chance to borrow instead,let the money from PDC be given tomore deserving cases.

While loans for petty traders, hawk-
ers and other small businesses are not
something new, S. Thenmathy, 57, fromNibong Tebal, found that the PTSR loan
from PDC is indeed hassle free.I have been in the printing industry
for 20 years. There is one almost simi-lar loan but they want ve other personsto guarantee.
They also demanded that we attendthe courses they conduct and bring theve persons. Where can we nd time todo that? But this PTSR is different. Ijust apply, get the money, no need for
guarantors or attend any courses andevery week, PDC staff come and collect
the payment from me, Thenmathy toBuletin Mutiara.
Although ideally everyone shoupay up on time weekly so that th
money can go back to the pool anbe given to other deserving cases, was revealed that there is about 12defaulters.

collectors who, speaking on conditioof anonymity, said they do encountpeople not opening their doors whethey are there for the weekly collectioor borrowers giving many reasons lik
business is not doing well and otheand did not pay on time.
However, PDC is positive about thsituation.
Its deputy senior manager in chargof Entrepreneurs Development DeraBaharum said: We make careful oservation of the prospective borrowermaking sure they have a thriving busness. We will send our loan collecto
to visit these defaulters for thremonths, after which we will send ntices for the next three months, failinwhich we will send a Letter of Demanto pay up within a month.
We will blacklist these defaulteand they are not qualied for futuapplications.

FOLLOWING the opening of the
Sultan Abdul Halim Muadzam Shah
Bridge, the mainstream media has
gone into overdrive in asking the state
government to abandon the proposed
third link of an under-seabed tunnel
between Gurney Drive on the island
and Bagan Ajam on the mainland.
Only two imsy objections were
given, namely that there is no need
for a third link in Penang, now that
there are two bridges reducing trafccongestion and the issue of environ-
mental concerns of building an under-
seabed tunnel.
On March 2, Chief Minister Lim
Guan Eng issued a press statement
and pointed out several issues.
Any basic transportation study
will bear out the premise that for an
island, the more links the better in
terms of reducing trafc bottlenecks
and trafc congestion, Lim said in
the statement.
He added that the under-seabed
tunnel is nanced partly and is a key
element of the Trafc Impact Assess-
ment (TIA) for Phase 2 of the Tan-
jung Pinang land reclamation project
by the E&O group.
This 940-acre land reclamation
project was approved, concluded and
signed by the previous Barisan Na-
sional state government.
At that time, the same media did
not object to the land reclamation
project, Lim said.The state government honoured
the previous agreement signed but
managed to include additional public
interest elements such as working out
a trafc dispersal scheme within the
system with a RM6.3 billion project
that includes:-
a 4-lane highway from Tanjung
Bungah to Teluk Bahang,
a 4-lane highway from Air Hitam to
Tun Dr Lim Chong Eu Expressway,
a 4-lane highway from Gurney
Drive to Tun Dr Lim Chong Eu Ex-
pressway; and
an under sea-bed tunnel connecting
Gurney Drive on the island to the
mainland in Bagan Ajam.
The whole project was awarded
by open competitive tender.
This under-seabed tunnel would
take up to 12 years to complete.
By that time, there would be a need
for a third link with population growth
and if the state government realises its
vision of transforming Penang into aninternational and intelligent city that
attracts top human talents.
After all, 12 years after the rst
Penang Bridge was open, there was
a clear need for a second bridge.
Lim further asked: If Hong Kong
can have three under-seabed tunnels
apart from its many bridges, why
cant Penang have just one tunnel?
Further, building tunnels is better for
the environment than bridges. If there
is no problem with the two bridges in
Penang, clearly there is no problem
with a tunnel in Penang. Furthermore,
when other BN states talk about
building tunnels, it is not an issue but
an issue in Penang.
He also pointed out that an addi-
tional benet would be to bring de-
velopment to Seberang Perai Utara
(SPU).
He said: If Seberang Perai Tengah
can be served by the rst bridge and
Seberang Perai Selatan by the second
bridge, why should SPU be left out?SPU comprises three parliamen-
tary seats and nine state seats, of
which two parliamentary and six state
seats are controlled by Umno.
By building the tunnel to develop
SPU, the state government is demon-
strating that every Penangite is
treated fairly, including Umno strong-
holds.

SINCE the start of the year, reports of dengue cases ha
been increasingly dramatically as compared to the numbe
seen during the start of 2013.
In light of this, the state administration, led by exco f
Agriculture & Agro-Based Industry, Rural Developme
and Health Dr. Afif Bahardin has been keeping close trac
of reported cases, targeting hotspots for the aedes mo
quito and organising multiple clean-ups to curb the bree
ing of the mosquitoes.The numbers, as of the second week of March, show th
a total of 490 cases have been reported in Penang as com
pared to 163 cases during the same time in 2013, an increa
of 327 cases (200.6%). Three deaths have also been r
ported due to dengue whereas during the same time la
year, no deaths occurred.
As of now, the five hotspots in Penang include G
Lebuh Macallum, Kampung Bagan Jermal, Taman De
Damai, Taman Mutiara and Kampung Telok.
The state health department continues to urge all Pe
angites to take preventive measures and to do their part
cleaning up their surroundings to curb the breeding of the
mosquitoes.

THE prolonged dry spell and the ensuing
water rationing in some parts of the country
has not affected Penang just yet.
Despite this, the state is firm on reducing
non-revenue water (NRW) and in this respect
has entered into a collaboration with the Japan
International Cooperation Agency (JICA).
Perbadanan Beka lan Air Pulau Pinang Sdn
Bhd (PBAPP) has been selected to lead the
RM1.6 million project.
We dont have to implement water ration-
ing this April even if there is no rain, ChiefMinister Lim Guan Eng said at a press c onfer-
ence on March 18.
But we need the Japanese to hand down
some skills and technologies to ensure we
have enough water for the future, he added.
Despite PBAPP recording a NRW percentage
of 17.6% for Penang, the lowest water loss
percentage in Malaysia for 14 consecutive
years, there is still room for improvement.
The national average is 36.4% according
to the Malaysia Water Industry Guide 2013.
NRW refers to water lost in the supply
process.
Water loss may be caused by underground
leaks, burst pipes, water theft or even wast-
age.
Titled NRW Reduction Technology Train-
ing and Capacity Building in Malaysia, the
signing ceremony for the programme took
place at City Bayview Hotel.
In his speech, Dr Atsushi Masuko, presi-
dent of Tokyo Suido Services (TSS) Co Ltd
said the experts and latest Japanese technolo-
gies could guide PBAPP personnel to acquire
knowledge and skills.
TSS has helped Tokyo achieve NRW as lowas 3.3%.
The ground work will begin in Penang, a
water-stressed state, before moving to water
operators throughout the nation.
PBAPP general manager Ir Jaseni Maid-
insa thanked JICA for believing in them and
gave an assurance they are 100% ready to give
full commitment in this project.
PBAPP will provide training facilities at
the Penang Water Service Academy (PWSA).
The project duration is scheduled from Jan
1, 2014 to Nov 30, 2016.

SOME 10,000 cyclists had a new experience crossing the new-
ly-opened Sultan Abdul Halim Muadzam Shah Bridge on the
morning of March 16 in a historic event termed 2014 Merdeka
Ride.
The event was recorded in the Malaysia Book Of Records as
the largest gathering of cyclists.
Merdeka Ride was jointly sponsored by the state government,
bridge concessionaire Jamba tan Kedua Sdn Bhd and Lions Club
Penang with Bicycle Town as the event organiser.
Penang Governor Tun Abdul Rahman Abbas announced the
feat after the cyclists completed the 46km ride on the states
second bridge.
State Secretary Datuk Farizan Darus said that the event at-tracted foreign participation from Singapore, Hong Kong, Thai-
land and Taiwan.
The event is also a unique opportunity for cyclists as bicycles
are barred on the bridge on normal days, he said at the launch
at Batu Kawan Stadium.
He added that the event would be held annually in view of the great
response.
Meanwhile, Jambata n Kedua Sdn Bhd chairman Tan Sri Sulaiman M
bob hoped the cycling e vent will continue to be held to intro duce the
bridge to the world.

BANK Negaras Annual Report 2013 has revealedthat the central bank is being short-sighted and
uncaring at best or irresponsible and unprofes-sional at worst towards the problem of Malaysiahaving the second highest level of household debtin Asia.
Bank Negara dismissed the rise in the level of
household debt in Malaysia from 81.1% of GrossDomestic Product (GDP) in 2012 to 86.8% of GDPin 2013 as not posing any risk to nancial stabil-ity, Chief Minister Lim Guan Eng said in a recentstatement.
He attributed the rise to Malaysia being stuck
in a glacial trap with ination outpacing wagerises.This has forced many households to rely on
credit loans to make ends meet and even resort to
loan sharks when they are unable to get loans fromnancial institutions, Lim, who is Bagan MP, said.
With total household borrowings at RM854.3billion in 2013, the proportion of households hav-ing loans with those having monthly earnings of
up to RM3,000, accounted for 27% of total house-hold borrowings at RM230.l7 billion.
Bank Negara also said that the aggregate lever-age for households earning up to RM3,000 a monthwas seven times (measured as the ratio of outstand-
ing borrowings to annual income) is high andshould be reduced.
This only proves that for lower income groups,
their incomes are unable to keep up with ination,forcing many to borrow to survive to maintain theirliving standard. With such high rates of outstand-
ing borrowings, that is seven times their annualincomes, it is almost impossible for lower-incomegroups to get approvals of housing loans frombanks or nancial institutions, Lim added.
In this respect, Lim urged Bank Negara to re-
instate the Developer Interest BearingScheme(DIBS) for rst-time buyers to enable them
to realise their dream of owning their own homes.There have been many complaints of banks not
approving housing loans to lower-income groups
because of their low repayment ability. For this reason, he added, the Penang state
government has introduced the Shared Ownership
Scheme (SOS) for low-cost houses to help lower-income groups.
Under the SOS, the property is jointly ownedby the government in giving out as governmentloans of up to 30% of the property price to lower-income groups interest-free.
Many lower-income groups are able to qualify
if they need to borrow only 70% of the propertyprice.
For the sake of housing democracy, I urge BankNegara to introduce a SOS for affordable homesand public housing to help first-time buyers
qualify for loans to buy their own homes, Limsaid.

Housing Jagdeep Singh Deo said pipes at theRie Range ats were last repaired in June
2012 by the Public Works Department.However, the residents have complained
about the pipes again.He said 12 Rie Range Flats residents,
who refused to cooperate with the Penang
Housing Department to allow contractors toenter their units for repairs, might face for-cible entry.
The State Housing Department is takingremedial action to rectify the problem, but
we are facing 12 uncooperative residents.We need them to allow the contractors
to enter their houses to do the repair works.Some of them, who are refusing entry to the
contractors, have said that the state shouldcome out with other ways to repair the pipesinstead of asking them to open their doors,Jagdeep told reporters at the state Housing Departmentofce in Rie Range, Air Itam, recently.
He added that under clause 11(m) of the Hire Purchase
Agreement and clause 2.7 of the Tenancy Agreement,the state had the legal right to compel residents to allowcontractors into their units to x maintenance problems.
He hoped the residents would cooperate to enable theproblem to be rectied as soon as possible.

care services to patients with cancer and
other advanced ilnesses irrespective ofrace and religion, working hand in handwith doctors.
Proceeds from this event will go to-
wards sustaining the organisationsoperations and services which includehome care for the infirmed, loan ofmedical equipment, outpatient consulta-tion, their multi-activity centre, patientcounselling and survivor support among

A CHARITY art exhibition titled Listen ToMy HeArt, showcasing paintings from indi-viduals with autism, was held from March 22till March 26 at Gurney Paragon.
The exhibition was hosted by Marches, theMalaysian Resource Centre for Hearing and
Speech-Language, a non-profit association
that envisions all individuals with hearin g andor speech-language impairments to be giventhe means to communicate with the peoplearound them.
With this art exhibition, these individualswere definitely speaking mouthfuls via theirbrush strokes.
Over 100 paintings by 30 people with au-tism, the youngest aged four and the oldest
aged 25, were displayed at the exhibition.The paintings were also put up for sale and
were priced from RM50 to RM400.Marches president Poh Boon Fong said the
event had two primary aims - to create aware-
ness of autism and to raise money for the Giftof Communication Fund (GCF), which waslaunched last year and has since helped 13
families who have members with autism witha total of RM19 290 in financial aid.
We hope to raise RM10,000 for the GCF,which provides financial aid for speechtherapy and hearing aid for individuals with
autism, Poh said.The exhibition was officiated by Pulau
Tikus assemblymember Yap Soon Huey whocommended Marches for helping those withspeech difficulties.
People with autism communicate in a dif-ferent way, but nonetheless it is still com-munication. Art is universal and it helpspeople express what is in their hearts and inturn helps us understand what is in the hearts

Q : One of the symptoms
of dengue is fever. So,
when does my child need
medical attention and
should I insist on a dengue
test, just to be sure?A: A child with fever shouldseek medical attention if he/she looks sick and unwell,
especially when there areother signs and symptoms ofdengue infection, such asheadache, muscle and bonepains, nausea and vomiting,
skin rash and eye pain. Someof these clinical signs andsymptoms may be absent ormild especially during earlystage of the illness and if the
infection is mild. However, ifyou are unsure, its best toconsult a doctor.
Q : What is a dengue testlike? Will my child be sub-
jected to a lot of blood tests
and needles? How soon can
we know the results?
A: Blood tests to examine theblood count and dengue serol-ogy are the only way to deter-
mine whether one is infectedwith dengue virus. During therst few days of a dengue in-fection, there may not be obvi-ous changes in the blood count
and the dengue serology testcan be inaccurate. Therefore,sometimes the results can be
misleading. An experienceddoctor should be able to assess
your child and decide if theblood test is necessary. How-ever, nowadays it is not un-common for doctors to playsafe by ordering a blood test
to make sure dengue infectionis not being missed in anyonewith fever, just to be sure. Adengue test typically involveschecking the full blood count
and dengue serology. The full
blood count measures thenumber of platelets and redblood cell concentration(named as PCV or hematocrit),
which will be affected in den-gue infection. A low plateletcount and an increasing PCVpercentage means the dengueinfection is worsening. Thedenitive test for dengue in-
fection is dengue serology test.The limitation of a typicaldengue serology test is that thedengue antibodies are only
able to be detected after ve ormore days after onset of fever,hence it may be reported asnegative during early phase ofillness. A newer test to detectdengue NS1 antigen can con-
firm dengue infection evenduring rst few days of fever.
A repeat blood test is oftennecessary to monitor the plate-let count and red blood cell
concentration to evaluate theseverity of the illness. De-pending on the efciency of
laboratory service of the med-ical facility, results of the tests
usually can be available with-in a few hours.
Q : If my child is warded for
dengue treatment, what are
things I should not do? I
heard traditional treatment
helps, is that true?
A: There is no specic antivi-ral treatment for dengue fever.
Supportive nursing care, closemonitoring of the generalcondition of the child and
careful management of fever,uid balance, electrolytes, and
blood parameters are thestandard treatment. If yourchild is admitted for dengue
treatment, you should followthe treatment plan given bythe doctor, including gettingyour child to cooperate duringthe numerous blood taking
procedures to monitor organfunctions, electrolytes, bloodcount and red blood cell con-centration. Certain medica-tions for fever which containNSAIDs, such as ibuprofen,
should be avoided. There areindeed many traditional rem-edies for dengue infection butthey have not been clinicallyproven to be effective and
some may be potentiallyharmful. It is best to seek yourdoctors advice before consid-ering offering your child anyof these preparations.Q : What is the worst case
of dengue? I heard there are
children who died of dengue
while some recovered fast
after a few days of fever.
A: Fortunately, majority ofdengue infections are not seri-
ous. In fact many cases mayhave not been diagnosed dueto the mild and non-specic
signs and symptoms. Thesecases usually occur in youngchildren and they have onlymild to moderate fever andmild atypical rash. The clas-
sic dengue fever is morecommon among older childrenand adults and they usually
have high fever, often accom-panied by a severe headache,muscle and joint pains, nausea
and vomiting and a general-ised skin rash. The more seri-ous and potentially life threat-ening types of dengue infec-tions are dengue haemor-rhagic fever and dengue shock
syndrome. In dengue haemor-rhagic fever, the platelet countdecreases signicantly caus-ing bleeding tendency, such asnose bleeding, gum bleeding,
bleeding under the skin (bruis-ing/petechiae), and even inter-
nal organ bleedings. Therewill also be increased capil-lary permeability resulting in
plasma leakage into surround-ing tissues resulting in circula-tory failure (shock), which isa very serious complication ofdengue infection. If not given
prompt and appropriate treat-ment, a patient with dengueshock syndrome will deterio-rate very rapidly and developmulti-organ failure. Mortality
rate is very high in this groupof patients if left untreated.Previous dengue infectionswith a different serotype of the
dengue virus make a personmore prone to develop theseserious forms of dengue ifthey suffer another bout ofdengue infection. Neverthe-less, it is difcult to predict
who will progress into thesesevere forms of dengue. Thecritical phase of a dengue in-fection is during the 4-5th dayof illness where fever is usu-
ally resolving and it coincidewith onset of capillary leakag
and deterioration of platelcount. Therefore during thperiod when the patient seemto be improving when thfever is dropping, more vig
lant observation of the patients condition, especiallthe blood pressure and hearate, as well as regular montoring of platelet count and re
cell concentration is of utmoimportance.Q : I have small children
home. How can I preven
them from getting dengueA: It is almost impossible tprevent oneself from beininfected with dengue viruexcept through immunisatiowhich is currently unavail
ble. Dengue is endemic in amost every major city in Malaysia and there may be cetain hot spots where morcases have been reported. A
