    I. SCOPE This Bulletin and its associated topics are owned by Ford Corporate Fire Protection Engineering, Corporate Security and Fire. These requirements apply to all Company owned and leased facilities including subsidiaries of Ford Motor Company. Where NFPA, Local, State or Federal or National codes are more stringent than these standards, or other Company standards referenced here, the more stringent requirements shall be followed. The contents of this Bulletin provide the minimum requirements for the inspection, testing and maintenance of fire protection systems and equipment. Required inspection, testing and maintenance activities for various types of equipment and the frequencies at which they shall be performed are provided in Appendix A Bulletin 27 Inspection Matrix, Summary by Item, and

    Appendix B Inspection Matrix, Summary by Frequency, Appendix

    C Bulletin 27 Action Items Tracking Form.

    The inspection and testing of fire protection systems is required to assure a proper response when the systems are called upon during a fire emergency. If these systems operate as designed, the loss of property and production will be minimized. This Bulletin and its related topics supplement and expand upon the requirements of the following NFPA Standards:

    NFPA 2001, Clean Agent Fire Extinguishing Systems Written approval is required from Corporate Fire Protection Engineering or the National Fire Protection Engineer for deviations from the following requirements.

    II. DEFINITIONS Fire Equipment Impairment The removal of a portion of, or an entire fire or explosion protection system from service. This includes the following types of equipment or systems: Automatic sprinkler systems. Fire hose and related equipment. Underground fire protection water supply mains and hydrants. Fire pumps and water storage tanks/reservoirs. Fire protection system control valves. High speed water deluge systems and other water spray systems. Foam fire protection systems. Carbon dioxide fire extinguishing systems. Clean Agent fire extinguishing systems. Wet or dry chemical fire extinguishing systems. Fire detection and alarm systems. Hidden Impairment An impairment that is not known to exist. These impairments can develop from inadvertently leaving fire equipment out of service after completing repairs or modifications, shutting fire equipment off without following proper shutoff procedures, personnel intending to inflict intentional damage to the facility, or unseen materials blocking the flow through a fire protection system. Planned Impairment A scheduled repair or modification requiring a shut down of a fire or explosion protection system. An example would be the removal of a water tank from service so it can be drained and inspected.

    Inspection Visual examination of equipment to check for observable defects. An example is looking at a sprinkler system control valve to verify that it is open. Test Operation of equipment to observe whether it operates as designed. An example is opening an Inspectors Test Valve to verify that a waterflow alarm operates properly. Maintenance A procedure performed to prevent a future malfunction of equipment. An example is changing the oil in a fire pump engine to assure that the engine continues to operate properly. Repair A procedure to restore a broken or malfunctioning piece of equipment to its designed operating capability. An example would be replacing missing fusible links in the release mechanism of a fire door. Cold Weather Any time the outside temperature is below 0C (32F). Shall Indicates a mandatory requirement.     III. REQUIREMENTS Fire protection systems need to operate efficiently in case of a fire. Since they are idle for long periods of time, it is crucial to inspect, test and maintain the systems in accordance with the table in section IV. Their operation may be affected by factors including age and corrosion, physical damage, and tampering or other hidden impairments. Appendix A Bulletin 27 Inspection Matrix, Summary by Item, and Appendix B Inspection Matrix, Summary by Frequency, identify the frequency and nature of the required tests and/or inspections. Prior to conducting inspections see the related topics for detailed procedures to follow in performing the inspections and tests. Record and retain the results of all these tests and/or inspections for review by the Property Loss Prevention Consultants, Governmental Agencies, and Company auditors. See the individual topics for record retention length.

    If there are any conflicts in frequency of inspections and/or tests, the Topic or Bulletin with the most recent publication date will be followed.

    IV. INSPECTION, TESTING, AND MAINTENANCE ACTION AND DOCUMENTATION A. Action

    When all inspecting and testing is finished, perform the following: 1. All impairments and problems shall be reported to the appropriate

    supervisor(s). 2. The supervisor shall initiate repairs or other corrective action.

    a. Impairments shall be corrected in accordance with Bulletin 2 procedures.

    b. Other problems shall be corrected in accordance with Company procedures.

    3. Repair and correction of problems shall be tracked and documented. The Bulletin 27 Inspections - Action Items form may be used. The following shall be recorded. Date Item assigned. System, location, and corrective action needed. Person(s) assigned to the work. Priority assigned to the project. Date completed. Person who verified completion.

    B. Documentation 1. Record the name and organization of the person(s) who performed

    and/or witnessed the inspection and the date of the inspection. Record all results obtained from the inspections and tests.

    2. All records shall be kept on site and available for inspection for the length of time required by the applicable Topic, but for at least one year.
