John was to be buried near his home in Isiro, Democratic Republic of the Congo. John was a friend and humanitarian. His efforts to help provide education and health care for children in one of the most remote parts of the Congo over the last thirty years have been supported by many in the basenji community who saw his devotion to the school at Epi and orphans in Isiro. John Valk first met Jon Curby, Mike Work, Stan Carter, and Damara Bolte in the late 1980s when they traveled to the DRC to find native basenjis. John was their guide for several trips during which native dogs were found and brought back to the US over the following decades. John was devoted to the children of the Isiro area of the DRC and was headmaster of a school there, the School at Epi. Through Jon Curby, BCOSW became aware of the needs of this little school, and helped establish ongoing fund raising efforts directed to the school's needs. Sad News from the Congo John Valk has passed away in Kampala, Uganda where he was in the hospital from complications following a stroke. There are times the information for publication does not get to the Editor due to no fault of her own. I apologize for delays since I don’t always get things together for her far enough in advance so that she can get the newsletter assembled and ready to go. Once she has each issue assembled, it goes up on the website. Usually an announce follows close behind the posting of each issue on the website. This year we are updating our database and had a few difficulties along the way. The April Announcement for the April BB was not sent until well after the April BB was published on the website due to issues with the new database E-mail listings. We hope to have this problem resolved now but appreciate that members are patient with us. I want to say “Thank You” to Bulletin Board Newsletter Editor, Chris Maxka for her continued patience and hard work publishing our Newsletter each month. And a Thank You to all of our BCOA volunteers/publishers/committees that keep the BCOA up and running. I know what it takes to give time to the club and appreciate all of our pack of volunteers.

Your secretary, Janet Ketz

AKC Government Relations From our AKC Legislative Liaison, Vickie Jacobs, [email protected]

NC: Ask House to Support Bill Letting Law Enforcement Personnel Adopt Retired Working Dogs May 13, 2016 www.akc.org/government-relations/legislative-alerts/nc-hb1009-house-vote A bill was approved yesterday by the North Carolina House Local Government Committee that would expand the laws allowing law enforcement officers to adopt the animals they worked with once the animals are retired. In 2015, a law was passed on this issue, but it only applied to the City of Raleigh and Mecklenburg County. Now, House Bill 1009, sponsored by Rep. Gail Adcock of Wake County, would expand this law to include law enforcement in other Wake County municipalities, including Cary, Apex, Wake Forest, Knightdale and Zebulon. The bill is expected to be considered by the House as early as Monday, May 16. The American Kennel Club supports House Bill 1009, which will ensure the lifelong care of these animals who, along with their handlers, provide invaluable services to these communities. Specifically, it will allow city councils to donate the animal to the officer or employee who had custody and control of it during its service. This allows the handler to continue to ensure the animal’s care and wellbeing and it honors the continued companionship and trust that is built between a handler and dog while serving the community.

AKC encourages North Carolina residents, particularly in affected municipalities, to contact their State Representative in support of House Bill 1009. To find the name and contact information for your State Representative, visit AKC’s Legislative Action Center and type your address in the “Find Your Elected Officials box” on the right-hand side of the home page. For more information, contact AKC GR at (919) 816-3720 or [email protected].
