Changes are being made to the Schedule of Medical Benefits (SOMB), the Rural Remote Northern Program

(RRNP) and the Medical Liability Reimbursement (MLR) program.

Schedule of Medical Benefits

Implementation of the overhead policy announced through Medical Bulletin 223 is delayed until October 1,

2020. Effective immediately, rural physicians will be able to use billing codes that have overhead included and

they will be exempted from any future changes to the policy. .

All physicians are still required to use the appropriate out-of-office fee code (z-code) when claiming for services provided in a publicly funded facility; however, the out-of-office rate will be equal to the in-office rate for all physicians.

Rural Remote Northern Program

The previous cap of $60,000 has been lifted.

The Variable Fee Premium earnings will be unlimited.

The Flat Fee component of RRNP will remain for those communities that have a 0% Variable Fee Premium.

The current RRNP community rate table is attached at the end of the bulletin. This table can also be viewed online at https://open.alberta.ca/publications/rrnp-community-rate-table.

Medical Liability Reimbursement

Effective April 24, 2020, Alberta Health assumed the responsibility for administering the Medical Liability Reimbursement Program from the Alberta Medical Association. Physicians will be required to apply for reimbursement from Alberta Health. Further information about how to apply for reimbursement will be available by the end of May.

To be eligible for medical liability reimbursement, a physician must be a resident of Alberta and: 1. providing Insured Medical Services, whether paid by the Province, Alberta Health Services, or any

other party; or 2. providing public health services funded by Alberta Health Services.

The deductible for all rural physicians will remain at the current rate of $1,000. Government will reimburse rural physicians the remainder of their 2020 Canadian Medical Protective Association (CMPA) fees, regardless of specialty.

For the purposes of medical liability insurance reimbursement, rural physicians are defined as those who practice and reside in communities eligible for the RRNP. The list of eligible communities is found in the RRNP community rate table attached at the end of the bulletin.

For 2020 CMPA fees, eligible physicians will be reimbursed according to the following schedule.
